CONFLICTS OF NATURE MANAGEMENT IN MURMANSK REGION

В статье рассматриваются основные конфликты природопользования в Мурманской области. Анализируются источники, определяются объекты этих конфликтов, рассматривается их содержание. В ней также описываются такие важные аспекты конфликтов природопользования, как тип формы, степень сложности, проявление, динамика, длительность развития, интенсивность и характер границ. The article deals with the main conflicts of nature management in Murmansk region. The sources are analyzed, the objects of these conflicts are determined, and their content is considered. It also describes such important aspects of environmental management conflicts as the type of a form, the degree of complexity, manifestation, dynamics, duration of development, intensity and nature of borders.

The work is based on the original approach to landscape planning procedure not based on the administrative principle but on economic purpose of the area under research. The object of landscape planning serves the area of forestry. The results of the second phase of landscape planning, namely the detection and evaluation of nature management conflicts on the example of Gomilshansky forestry in Zmiivsky district have been presented in the article. On the basis of the developed conflicts matrix maps have been created that will allow to develop measures to optimize environmental management in forestry in the future. The article explores ways of forming a modern concept of rational nature management of agricultural waste. The analysis of the nomenclature of agricultural waste was carried out, their influence on the environmental situation was studied. The modern technologies of rational nature management of agricultural waste are systematized, the most promising areas of waste recycling are identified. The ecological effect of the application of technologies for the rational environmental management of agricultural waste was studied.

Landscape ecological studies supply valuable data for advanced nature management in the Arctic zone of the Russian Federation. The recently adopted State program for advanced economic development of this zone outlined eight regions for such activities. Our study area Indiga belongs to Nenets advanced economic development region. Its landscapes are presented by rolling and hilly plains at the coast of the Barents Sea. Different tundra types are the most typical vegetation cover, but forest-tundra and even northern taiga are also met. Nowadays Indiga is a small settlement in the mouth of the Indiga river which according to the State program will give rise to a new sea port belonging to the Northern Sea Route infrastructure, railway terminal construction. Dominating nowadays traditional nature management will be completed by transport and residential promoting nature management conflicts emerging from joint exploitation of several ecosystem services by different stakeholders. Such conflicts need elaboration of regulation system. Such regulation is of primary importance for ecosystems with low resilience to technogenic impact which may destroy natural processes of ecosystem services pools reproduction. We present a case study demonstrating the procedure of revealing and mapping of ecosystem services using a landscape map. This is the first step for quoting of ecosystem services exploitation.

The paper deals with the theoretical analysis of peculiarities of agricultural nature management influence on the components of natural environment in the Voronezh Region. A retrospective analysis of soil research reveals a degree of its degradation. Dynamics of agro ecosystems development and the degree of change in the natural background of vegetation are determined; the peculiarities of agricultural impact are shown. The value of land resources in the Voronezh Region is determined by their fertility. The State Center of Agrochemical Service Voronezh and the State Station of Agrochemical Service Talovskaya control the structure, dynamics and condition of soils. As a result, soils of agro ecosystems on phosphorus, potassium, humus, acidity, heavy metals, mineral fertilizers and pesticides are comprehensively monitored. The Land Committee for the Voronezh Region reveals violations of the land legislation. Agro ecosystems have an unclosed cycle of biogenic elements. This is related to the loss of nutrients during harvesting and the activation of erosion processes. Changes in the balance of basic soil nutrients reduce the quality and yield of crops. Agro ecological monitoring includes systematic observation, study and analysis. In this regard, there is a need for research into the significant magnitude of the associated factors. The existing system of regional monitoring is based on the repeatability of soil, agrochemical and bacteriological studies of agroecosystems. Both continuous and local agro monitoring is conducted. It should be noted that agroecosystems of the region are insufficiently provided with biogenic elements, microelements and in this connection there is a need to create a model of balanced agricultural environmental management.

A map presenting areas of potential nature management conflicts risks at the territory of the Nenets Autonomous Okrug (region) (NAO) was compiled. Nowadays this region experiences fast economic development foreseen by the Arctic Doctrine of the Russian Federation which includes economic development in different spheres. The 8 basic development zones were mentioned in the Doctrine, one- at the territory of NAO. Development strategy plans include careful nature management and complex approach to economic development tasks realization. This is of vital importance regarding the following: low ecosystems resilience to anthropogenic disturbances, presence of traditional nature management lands of indigenous peoples, pulls of regulating and supporting ecosystem services of microregional dimensions. These facts demonstrate importance of nature management potential risks spatial analysis for territories of pioneer development in NAO. Several big investments projects are planned for NAO for the nearest future. The larger part of investments into NAO economy (97 %) are connected with hydrocarbons extraction development. Priorities concern industrial nature management development (mainly mineral resources extraction), transport nature management (Indiga and Amderma sea ports, railways connecting with neighbor regions, pipe-lines arrangement). Original method of nature management conflicts analysis and mapping was used. It was based on revealing of potential competing exploitation of ecosystem services regulating, production, cultural. System analysis and mapping methods were used as well. The revealed areas of potential nature management conflicts must be taken into consideration during territorial management plans development.

The knowledge of landscapes’ positional - dynamic structure enabled us to include it in the work on urban landscape and ecological planning, with its ownspecifics as environmental management objects. The aim is to create cartographic models of a positional-dynamic territorial structure of Kharkiv landscape to ensure a balanced use of nature in environmental management. Methods: a positional-dynamic structure of urban landscape was selected by compiling andanalyzing cartographic works of landscape strips, tiers and districts. Territorial configuration of different types of landscape strips were identified and established based on the classical scheme of landscape locations typology by water-geochemical regime proposed by B. Polynov and supplemented by M. Glazovska, which includes 9 main types. Technically, synthesis of parameters combinations and determination of the territories affiliation to certain types of landscape strips was carried out using spatial analysis tools (in particular, reclassification and raster calculator) of initial data on morphometric relief parameters in ArcGIS. Results. A set of qualitative parameters is proposed, based on the characteristics of each type of landscape strips by which they can be identified.Composition and territorial configuration of positional-dynamic landscape strips of the urban landscape are established as a result of systematization and processing of geodata parametric features of the water-geochemical regime. Cartographic models of the positional-dynamic structureof Kharkiv landscapes have been developed, including 13 types of landscape strips with individual features united in 5 groups by types of lateral migration of substances due to the peculiarities of their positionality (common position in relation to frame lines of flow directions) and factors of relief morphology similarity, nature of income and intensity of substances transfer. The identified mode types and the nature of the spatial distribution of the corresponding landscape strips have been described in detail. Conclusions. Cartographic models of the positional-dynamic territorial structure of Kharkiv, developed during the inventory stage of landscape-ecological planning, make it possible to choose areas of balanced nature management of a particular area.

AbstractThe article considers international trends and directions of inclusive growth which is considered as an inclusive economic growth and is measured by heterogeneous growth indicators, as an index of inclusive development. Considering the above, was analysed the existing state of the country’s growth considering the environmental, economic, social and technological components as prerequisites for inclusive environmental management. Thus, the main focus of this article is on the formation of prerequisites for inclusive nature management in socio-economic and environmental practices and their subsequent methodological support. So segments of population prosperity means not just material consumption, but social vision formation and the institutional support creation for enables everyone to participate in the socio-economic achievements. The main gaps in the institutional support of the inclusive environmental management process are disclosed: in the social sphere: limited access to economically viable means that meet the real needs of the population in terms of health care, social assistance, basic education and awareness; in the ecological and economic sphere there is no effective and efficient management of providing the population with products that comply with the requirements of eco-certification and eco-labelling, which negatively affects the replenishment of the state budget and the promotion of the rational use of natural resources. Therefore, in order to create a favourable climate and institutional support of inclusive environmental management, in this article, will conduct a thorough analysis of the status of its components and assess the compliance of the existing conditions with current international requirements for inclusiveness. Inclusive growth requires environmental inclusion, which can be achieved through the introduction of new metrics and resource value indicators in regional development projects and programs. In doing so, measures should be developed and recommendations made to improve further planning and control.

The article is devoted to the development of the methodology of rational management of the economics of environmental management. The importance of this study stems from the need to establish principles and strategies for sound economic management to promote economic development, sustainable resource use, reduce environmental problems and support human livelihoods. This article highlights the latest developments in the field of economic development management strategies for environmental management. Regulatory forecasts are proposed to rationalize management in accordance with the strategic goals and the achievement of established measures for the development of the environmental economy, which allows to ensure the country's competitiveness. Theoretical approaches and practical recommendations for the formation of the structure of rational management of the economy of natural resource use have been developed. The article reflects the current research results in the field of development of the methodology of rational management of the economics of environmental management. The features of environmental management are revealed and their assessment is proposed, where the functional purpose of rationalization, the purpose and the direction of the results are highlighted as classification signs. The practical experience of the level of achievement of planned values of indicators of environmental state subprograms in the Russian Federation is analyzed. The advantages of rational management of nature management economics are shown. The key elements of this article can be used as theories and strategies for justifying, selecting and implementing economic and economic projects, integrating environmental protection measures, mitigating environmental impacts, mitigating the effects of climate change and managing climate change. The conclusions drawn are based on an assessment of good or bad governance and technical judgment.
