В статье рассмотрены вопросы разработки и выполнения Государственной программы вооружения и развития вооружения, военной и специальной техники в подразделениях МЧС России. Реализация Государственной программы вооружения в части, касающейся МЧС России, повысит уровень технического оснащения сил МЧС России за счет современных видов вооружения, военной и специальной техники на мирное время, период непосредственной угрозы агрессии и военное время. Статья может быть полезной для сотрудников центрального аппарата, заказчиков вооружения, военной и специальной техники МЧС России. The article deals with the development and implementation of the State Armament Program as well as development of weapons, military and special equipment in EMERCOM of Russia divisions. The implementation of the State Armament Program, in terms of EMERCOM of Russia, will raise the level of technical equipment of EMERCOM of Russia forces at the expense of modern types of weapons, military and special equipment for peacetime, the period of the immediate threat of aggression and wartime. The article can be useful for employees of the central office, customers of weapons, military and special equipment of EMERCOM of Russia.

The article uses methods of statistical analysis, deduction and analogy to consider programs at the Federal, regional and economic levels, which provide for measures aimed at improving the technical equipment of agricultural producers. Particular attention is paid to the acquisition of energy-saving, high-performance agricultural machinery and equipment used in the production and processing of agricultural products. An assessment of the effectiveness of state support for updating the material and technical base of agriculture is given. Based on the results of the study, conclusions and recommendations were formulated.

Based on the experience of checking the validity of prices for military products supplied within the frame-work of the state defence order, problematic issues of rationing of labor costs have been identified. The im-perfection of the current regulatory framework in the field of substantiating the labor intensity of work is shown. Proposals for the standardization of labor at various stages of the life cycle of weapons, military and special equipment are reasoned.

During the five-year period of the Vojvodina Economic Development Program implementation, €350 million has been invested in the target area. The aim of the present research is to review the process and achievements of farmer training and to introduce a model of successful knowledge transfer. The success of online farmer training was analyzed using statistical methods. A general model introducing a concrete practice example was developed using structural analysis and modeling. As a result of the research, we point out that improving the level of knowledge of farmers through training is a key issue in the operation of successful integration systems, in the production of crops of the right quality and quantity. Due to the fact that the design was made to be user-friendly, and requires a low-level technical equipment and IT skills, the knowledge base is equally accessible to farmers regardless of age, education and place of residence. The program expands the level of knowledge and digital competencies of the farmers, and provides useful information for further developments. The flowchart presented in the article is a suitable tool to increase the efficiency of the training today and can serve as a reference for other institutions engaged in similar activities.

The study is devoted to the problem of financial regulation of the defense industry and the provision of troops, as the escalation of the military conflict in eastern Ukraine has revealed shortcomings in this area. A comparative analysis of NATO and Ukraine’s defense spending was conducted and differences in the cost structure were identified. The tendency of Ukraine’s defense spending to gradually approach the structure of NATO defense spending is pointed out, but the insufficient level of this approach is also taken into account. The analysis allowed to identify problematic issues and inconsistencies in the financial regulation of the defense industry. The state of export of defense equipment and technologies as a possible source of financing of defense enterprises is analyzed. The existence of two opposite trends in the financial regulation of military logistics has been identified: both an increase in funding in absolute terms and a reduction in the share of the total amount for the implementation of the unified logistics system of the State Armed Forces Development Program. The developed mathematical model of supply of military units is suitable for use in information systems of logistical support of troops.

This article deals with the problem of using special technical equipment for automatic recording of traffic violations. The article draws attention to certain important issues concerning administrative liability of vehicle possessors (owners), when a traffic violation is recorded by special automatic equipment, in particular: special characteristics of a subject of administrative offense, exceptions to the «presumption of innocence» principle; peculiarities of administrative proceedings in such cases. When writing this article the authors used the method of comparative legal analysis. The article contains comparative analysis of administrative legal rules of the Russian Federation, and those of the Federal Republic of Germany and the Republic of Belarus. The main conclusion of the study performed is that lawmakers have not sufficiently examined the issue of imposing administrative liability on vehicle owners for the offenses, recorded by special technical equipment, operating in the automatic mode, which leads to some problematic aspects in legal regulation of relevant administrative relations.

The purpose of the research is to develop a technology of socio-political rehabilitation of the individuals who experienced a traumatic event or suffer from PTSP. The technology is supposed to use a modern diagnostic device system to measure psychological and psychophysiological characteristics of an individual. The research allowed verification of the assumption that control of the dynamics of the changes occurring in the state of the patient under the influence of the rehabilitation measures increases effectiveness of the psychological support. The control is mainly performed immediately after the completion of the whole set of rehabilitation measures and/or in a certain period after their completion (in order to determine the action after effect). To develop the ability to regulate emotional states of the individuals who experienced a posttraumatic event it is suggested to apply the technology of socio-psychological rehabilitation, which can be implemented with the help of special equipment. Therefore, one of the tasks of the study was to develop a diagnostic system to perform step-by-step control of effectiveness of the rehabilitation procedures.

The article discusses one of today’s challenges, namely, the decommissioning of nuclear power facilities. It summarizes the experience in the decommissioning of radioactive waste storage facilities belonging to RosRAO’s Murmansk department branch of the Northwest Territorial District providing detailed overview of pre-decommissioning activities, as well as the decommissioning operations themselves, relevant technology and technical equipment applied. Pre-decommissioning stage involved large-scale efforts (2011—2015) on accumulated RW identifi cation and its inventory taking, as well as a comprehensive engineering radiation survey. Decommissioning projects have been developed and approved, a state environmental examination has been carried out with a Sanitary and Epidemiological Statement on compliance with state sanitary and epidemiological rules and regulations issued by FMBA of Russia. The paper presents the practice of constructing some engineering structures to provide additional safety and security of RW storage facilities during their dismantlement. Particular attention was paid to the problems associated with the use of special equipment.
