This research investigates the socio-cultural meaning of child labour in Aceh Province, Indonesia. Child labour is illegal in Aceh. However, there is no enforcement of laws and regulations to prevent child labour from occurring and this daily phenomenon is escalating at an alarming rate. Furthermore, this research presents some complexities and paradoxes. While, the general assumption is that poverty is the main cause of child labour; however, this study found that children who are less poor are also working. Most of these children maintain their schooling while working. Consequently, some communities reject the impact of child labour on formal education. Many communities also see work as part of education, which teaches children responsibility, independence and self-esteem and/or pride, which represents the strong qualities of traditional Acehnese people, which has shaped the patterns and behaviours of children working in the region. The community’s perspectives and other social polemics have continued the existence of child labour in Aceh. Therefore, Although it mights be not easy for the government to take actions, it is important to consider that the reduction of child labour programs in Aceh is not merely by strengthening the implementation of laws and regulations, but also requires the understanding of community values and attitudes around the issue. Abstract: This study aims to analyze the impact of household characteristics and the parents characteristics of demand for children in West Sumatra. The data used in this study is the cross section data collected from the data KOR SUSENAS 2012. This research method using the technique of poison regression analysis. Based on the results of research: Educational wife, age at marriage, age of head of household, spending, the undertaking of the head of household, and home ownership status significantly influence the demand for children. Step in taking policy in development by the government to control the population is to increase the level of formal education such scholarships to be able to continue formal education to the higher, to provide financial assistance such as small loans, and so forth.  Keywords: demand for children, household characteristics, the characteristics of parents  Abstrak : Penelitian ini bertujuan untuk menganalisis dampak dari karakteristik rumah tangga dan karakteristik orang tua terhadap permintaan anak di Sumatera Barat. Data yang digunakan dalam penelitian ini adalah data cross section yang dikumpulkan dari data KOR SUSENAS tahun 2012. Metode penelitian ini menggunakan teknik analisis regresi poison dan logistic. Berdasarkan hasil penelitian : Pendidikan istri, usia saat nikah, umur kepala rumah tangga, pengeluaran, lapangan usaha kepala rumah tangga, dan status kepemilikan rumah berpengaruh signifikan terhadap permintaan anak. Langkah dalam mengambil kebijakan dalam pembangunan oleh pemerintah untuk mengendalikan jumlah penduduk yaitu dengan meningkatkan tingkat pendidikan formal dengan bantuan seperti beasiswa agar mampu melanjutkan pendidikan formal kejenjang yang lebih tinggi, memberikan bantuan dana seperti kredit usaha rakyat, dan lain sebagainya.  Kata Kunci: permintaan anak, karakteristik rumah tangga, karakteristik orang tua

<p><em>The Nawacita program framework, the Government of Indonesia is trying to improve the quality and equity of the national education system by increasing the education sector national budget to 500 trillion rupiah, and appointing the Chief Executive Officers (CEO) of the Gojek Internet Start-up company, in order to boost up the program outcome by using Information Technology (IT) as the main gap bridge in the education sectors. The unequal access to the education level in the formal, informal and non-formal education clusters is emphasizes if the education sectors problems is complex as the development problem. The government trying to tackling that problem by developing the suitable curriculum, and maximization of the use of IT in the education sectors to improve the quality and equity for the education. In this research, the correlation between the rapid development of education sectors and the impact to the national economy is analyzed by using the Solow models which said if the investment of human capital, including to the education sectors is one of the main bridge to achieve the status as advanced nation. This research is concluded if the formal education sector have direct and significant impact to the economic sector, then the informal and non-formal educations sectors act as supporting unit in order to achieve the quality and equity, in order to improve the education access.</em></p>

Illegal fishing is an act that is very detrimental to a nation and state. The impact will be seen in the short and long term. The government makes handling illegal fishing crimes a very serious concern. This study aims to determine the forms of illegal fishing, AIRUD Police efforts in overcoming and knowing the inhibiting factors of illegal fishing in Tanjungbalai waters. Descriptive analytical research means trying to collect, study, analyze, and describe the illegal fishing countermeasures. The results showed the forms of illegal fishing in Tanjungbalai, namely the use of fishing gear that is in conflict with the laws and regulations (trawl pull). The efforts of AIRUD Police in tackling the occurrence of illegal fishing in the waters of Tanjungbalai are preventive and repressive efforts. Preventive efforts aimed at increasing the intensity of the socialization of laws and regulations to the public, and increasing patrols in waters according to the scope of duties of the Air Force Police Tanjungbalai. Refressive efforts, namely describing decisive action against illegal fishing perpetrators so that it provides a deterrent effect and then provides direction so as not to do the same thing over and over again. The obstacles of AIRUD Police in tackling illegal fishing are the lack of personnel, and the fishermen's HR which are still relatively low, the completeness of facilities and supporting facilities that are still limited in increasing routine patrols in carrying out the tasks of supervision, protection and protecting the special community of fishermen in the waters.

"Globalisation, new technologies and demographic developments constitute an enormous challenge; one of the answers to this problem is the access to lifelong learning." - (Jan Figel) Technology has dominated all spheres of life. The education is also one of the fields where we can see the impact of information technology. Over several years the education process has seen drastic changes in imparting knowledge. During the last few years, it has been seen, an almost exponential development and growth of the digitalization, automation and the internet, with little sign of a slowdown. No longer is Internet access restricted to a few selected education establishments it is now available to anyone in their place of work, local libraries, the Internet sites and even in the home. It is the information that has becomes the key to the success in different walks of life. At the time of independence, India inherited an education system with glaring disparities between males and females, between upper and lower classes, between economically advantaged and disadvantaged groups and urban and rural population. Consequently, one of the primary responsibilities of the Government of India after independence was to make education available to all people. This responsibility was sought to be realized through the opening of more and more primary schools, secondary schools and colleges. Nongovernment organizations (NGOs) in the Philippines can be classified into several categories, depending on their goals. Some support government programs; others advocate for alternatives to government programs. A third group-philanthropic organizations-provide services that the government cannot provide sufficiently or at all. This study focuses on organizations in the third group and the impact of government inverventions on them. The legal structure governing NGOs is described, and its effect on philanthropic organizations is analyzed. Factors that compelled the government to adopt laws and regulations affecting philanthropic organizations are discussed. Past and present trends in corporate philanthropy are briefly discussed. Findings indicate that existing laws and regulations have resulted in a social and administrative environment that encourages the private sector to be active in social welfare work. Incentives range from tax breaks to autonomy in governance and a significant role in public policy formulation.

Article 269 paragraph (3) of Law Number 11 of 2006 on the Government ofAceh (UUPA) states "In the event that a planned amendment to this Law iscarried out by, first consult and has Aceh House of representatives (DPRA) consideration". Revocation of Article 57 and Article 60 of the UUPA through Law Number 7 of 2017 on General Elections by the Indonesian House of Reprsentatives (DPR RI) was not in accordance with the applicable laws and regulations because the DPR RI does not consult and is not based on DPRA considerations as mandated by Article 8 paragraph (2) and Article 269 paragraph (3) of the UUPA, and the impact of losing Aceh's specificity due to the takingover of the authority of the DPRA in recruitment, membership composition, procedures for filling members of the Independent Election Commission (KIP) to the Central KPU as well as the authority in electing members of the Aceh Election Supervisory Committee (Panwaslih) conducted under the UUPA.

<p><em>The life context of a multidimensional and multicultural society requires guidance in safeguarding the universal values of religions. Kodam IX /Udayana is one of the government institutions that routinely implements dharma santi nyepi with various dynamics. This dynamic arose from the differences in the perspective of soldiers and PNS TNI Kodam IX / Udayana.</em><em> </em><em>The problems that discussed in this study include: the dynamics of dharma santi nyepi at Kodam IX / Udayana, factors that cause the dynamics of dharma santi nyepi at Kodam IX / Udayana, and the impact of dharma santi nyepi on the performance of soldiers and TNI PNS Hindu at Kodam IX / Udayana.</em><em> </em><em>Problem formulation in this study was dissected using the Theory of Social Change, Structural Functional Theory, System Theory, and Symbolic Interactionism Theory. The method used in this study is a qualitative research method. The data collection techniques used include: interviews, observation, and library techniques. The analysis of the data used is descriptive qualitative.</em></p><p><em>The results obtained in this study are 1) The dynamics of the meaning of dharma santi nyepi experience expansion and narrowing. Dynamics The form of implementation of dharma santi nyepi in Kodam IX / Udayana is generally carried out formally and informally. The dharma santi nyepi activity at Kodam IX / Udayana received support in the form of emotional support, instrumental support and informative support. 2) Factors that caused the dynamics of dharma santi nyepi were due to internal factors such as the presence of new innovations, the Udayana Military Command / IX Commander and the Kodam IX / Udayana Military and Civil Servants Authority and external factor such as incidental activities and cultural influences outside Kodam IX / Udayana. 3) The impact of dharma santi nyepi at Kodam IX / Udayana such as increasing faith and piety, increasing nationalism and patriotism, increasing harmony among religious people, and increasing the professionalism of the performance of TNI soldiers and PNS TNI Kodam IX / Udayana.</em></p>

Looking at the various current conditions of the country caused by the COVID-19 pandemic, the impact on economic sectors in Indonesia became unstable. But thanks to the support of MSMEs and the government, the economy in Indonesia can soon recover. Efforts made by the government with various programs for MSMEs, especially in Bekasi Regency, which have innovated related to changes in people's behavior due to COVID-19, related to changes in people/consumers' behavior in buying and selling online, business actors have utilized technology digitally. Therefore, social media and market place become a solution to make it easier for MSMEs to get wider marketing access to make it easier for businesses to reach consumers/buyers globally. In compiling this article, the author first researched to obtain information or data after this article is the result of normative legal research whose implementation is focused on the use of secondary data by using a qualitative paradigm approach of management, and data collection is done qualitatively using deductive logic where the laws and regulations are placed as major premises and facts are placed as the premise of the s minor (Soerjono S, 2007:52). So that this method is more directed to the proof of a theory that already exists. This research also makes a comparison of what can be done to get the most appropriate solution while through a secondary approach researchers refer to laws and regulations, papers, and articles to find out the information that already exists with related problems. This aims to find out the role of the government in protecting MSMEs during the pandemic and how MSMEs in the Bekasi Regency innovate to survive amid the current pandemic.   Melihat dari berbagai kondisi Tanah Air saat ini yang diakibatkan oleh pandemi COVID-19 sehingga berdampak pada sektor-sektor perekonomian di Indonesia menjadi tidak stabil. Namun berkat dukungan UMKM dan pemerintah, perekonomian di Indonesia dapat segera pulih kembali. Upaya yang dilakukan pemerintah dengan berbagai program untuk pelaku UMKM khususnya di Kabupaten Bekasi yang telah melakukan inovasi terkait perubahan perilaku masyarakat akibat COVID-19, terkait perubahan perilaku masyarakat/konsumen dalam melakukan jual-beli secara online para pelaku usaha telah memanfaatkan teknologi secara digital. Oleh karena itu Media sosial dan market place menjadi sebuah solusi untuk mempermudah pelaku UMKM mendapatkan akses pemasaran yang lebih luas agar memudahkan para pelaku usaha untuk menjangkau para konsumen/pembeli secara global. Dalam menyusun artikel ini penulis terlebih dahulu melakukan penelitian untuk mendapatkan informasi atau data sehigga artikel ini adalah hasil dari penelitian hukum normative yang pelaksanaannya difokuskan pada penggunaan bersifat data sekunder dengan menggunakan pendekatan paradigma kualitatif pengolaan dan pengumpulan data dilakukan secara kualitatif dengan menggunakan logika deduktif dimana peraturan perundang-undangan ditempatkan sebagai premis mayor dan fakta-fakta ditempatkan sebagai premis minor . Sehingga metode ini sifatnya lebih mengarah kepada pembuktian atas sebuah teori yang telah ada. Penelitian ini juga menjadikan perbandingan tentang apa yang dapat dilakukan untuk mendapatkan sebuah solusi paling tepat sedangkan melalui pendekatan sekunder peneliti mengacu pada peraturan perundang-undangan, makalah, serta artikel-artikel untuk mengetahui informasi yang telah ada dengan masalah yang terkait.. Hal ini bertujuan untuk mengetahui apa saja peran pemerintah dalam melindungi pelaku UMKM selama pandemi serta bagaimana pelaku UMKM di Kabupaten Bekasi melakukan inovasi agar bertahan di tengah pandemi saat ini.

Fluid intelligence, which refers to the ability of a person to solve novel problems independent of previously acquired knowledge, is a highly crucial factor in learning and has a big impact on educational and professional success. However, the impacts of formal education on fluid intelligence has been neglected in the literature. In this paper, we apply an exogenous variation in years of schooling to explore the impacts of education on fluid intelligence. From 1971 to the end of 1973, the global price of crude oil increased over 400%. Such an increase in oil price improved the revenue of the Indonesian government from oil production. Indonesia invested most of the new income on central government’s construction projects famous as “Presidential Instructions” (INPRES), which aimed to improve regional equity in the country. The largest INPRES program, known as Sekolah Dasar INPRES, also remains the largest school construction project in history. The government built over 60 thousand elementary schools all over the country from 1973 to 1978. Duflo (2001) studies the impacts of the program on years of education. We have received INPRES data from Duflo and combined it with the Indonesian Family Life Survey (IFLS), which contains individual cognitive ability tests. This dataset represents 83% of the population of 13 out of 26 Indonesian provinces. The results show positive and statistically significant impacts of years of schooling on the fluid intelligence of both females and males.

This empirical study aims to analyze the impact of economic growth and employment in the agricultural sector on poverty in Aceh Province. The study is conducted on annual time series data for the period of 1995-2017 while to explain the research objectives used Autoregressive Distributed Lag (ARDL) model and Granger Causality. The results found, in the short term, only employment in the agricultural sector has a significant effect on poverty. Meanwhile, in the long term, economic growth has a profound and negative impact on poverty. On the contrary, the absorption of labor in the agricultural sector tends to increase poverty. In addition, the results obtained that economic growth has a unidirectional relationship with employment in the agricultural sector. It was, therefore, suggested that the government should prioritize economic development in regions that have relatively high poverty rate and build an agro-industry in Aceh to increase agricultural value added and also absorb more labor so it can enable to reduce the poverty rate.
