Logistical support of troops (forces) during operations (combat actions) involves the creation of a significant number of field storage units and depots for material and technical means, which should store substantial number of supplies. But in modern conditions, these field depots become an attractive target for the enemy since tthey occupy a large area of several square kilometers (i.e., with a low probability of misses during fire attacks), have clear features that do not confuse them with another spatial object. Field depot is also characterized by extremely low mobility – for example the deployment time of field fuels and lubrscants depot with a capacity of 600 cubic meters is about a day (approximately 20 hours). The importance of this problem is known, but in many cases experts build a model of creation and deployment of field depots not taking into account not only progress in the development of weapons, but also changes in the enemy's views on combat operations. The experience of Anti–Terrorist Operation and Joint Forces Operation clearly confirms the abovementioned problem. A representative example of this thesis – The main provisions of the logistics of the Armed Forces of Ukraine. This document states that it is necessary to provide for the establishment of separate material and technical means storage departments in order to create and disperse material and technical means stocks, bring them closer to the troops (forces), reduce the distance of delivery and increase the efficiency of material and technical means use. But in this formulation, without providing specific recommendations, the norms of the Basic Provisions remain to be only vain wishes. In view of the above, it is concluded that the field depots and storage units for material and technical means reserves should be highly mobile, with a short deployment–folding and loading–unloading time, maximally protected from the enemy, including its subversive-reconnaissance groups, and have high camouflage properties. One of the most appropriate options for solving this problem may be the creation of rolling stock on the basis of a special military train, i.e. equipped in conventional railway carrieage (passenger and freight), tanks and railway platforms.

The article is devoted to the study of the concept of war crime and analysis of its forensic characteristics. The study analyzed the concepts of crime, war crime and the probable reasons for their commission. It is determined that military service is an extremely important type of activity, as it is designed to ensure state security and protection of the state border of Ukraine. The main military formation in Ukraine is the Armed Forces of Ukraine, the procedure of which is determined by the relevant legislation, according to which the Armed Forces is an independent state and legal institution, a reflection of modern Ukrainian society, but with its specific demographic, organizational, social, psychological and legal features. It is established that any crime is a negative social phenomenon that poses a threat to both society and the state. The social danger of each crime is manifested in the task or the creation of the danger of causing significant harm to public relations: the interests of the individual, society, state, which are protected by criminal law. But in war crimes behind these relations are the interests of a higher order – the military security of the state: the state of combat capability of the Armed Forces, other military formations, the ability to perform tasks set by the state, and ultimately protect the country from possible military aggression. Any crime against military service undermines the combat capability of military units, as a consequence, causes significant damage to the combat capability of the Armed Forces of Ukraine and, ultimately, to the military security of the state. Thus, the social danger of war crimes finds its expression in the task or in the creation of a threat of significant damage to the interests of military security of the state in the field of its defense and, therefore, is characterized by an increased degree of public danger. For Ukraine, in terms of the Operation joint forces, war crimes are extremely negative, as these are the factors that undermine combat readiness, military discipline and legal consciousness of the servicemen, creates the conditions for the loss of military personnel, military property, and therefore requires the authorities to use all necessary resources to fight and prevent the Commission of war crimes. Thus, the data on the person that has committed war crimes, as an element of criminalistic characteristics are of fundamental importance because they are a solid information base, which later during the establishment of corresponding co-dependent relationships will determine the other unknown elements of criminalistic characteristics.

The introduction and active use of information transmission and storage systems in the Ministry of Defense (MoD) of Ukraine form the need to develop ways of guaranteed removal of data from media after their use or long-term storage. Such a task is an essential component of the functioning of any information security system. The article analyzes the problems of guaranteed destruction of information on magnetic media. An overview of approaches to the guaranteed destruction of information on magnetic media of different types is presented, and partial estimates of the effectiveness of their application are given by some generally accepted indicators of performance evaluation. The article also describes the classification of methods of destruction of information depending on the influence on its medium. The results of the analysis revealed the main problems of application of software methods and methods of demagnetization of the information carrier. The issue of guaranteed destruction of information from modern SSD devices, which are actively used in the formation of new systems of information accumulation and processing, became particularly relevant in the article. In today's conditions of development of the Armed Forces of Ukraine, methods of mechanical and thermal destruction are more commonly used today. In the medium term, the vector of the use of information elimination methods will change towards the methods of physical impact by the pulsed magnetic field and the software methods that allow to store the information storage device, but this today requires specialists to develop new ways of protecting information in order to avoid its leakage.

The purpose of the article is to research the history of creation and formation of the Chancellery of Contract Affairs – the first supervisory and regulatory body in the field of public procurement in Russia. The early history of the Contracting Chancellery (1715–1717) can be traced in the context of the development of legislative and administrative regulation of public procurement during the reign of Peter the Great. The institution of public procurement itself, according to the author, is associated with the acquisition of distinct features of the modern state by Russia, which was manifested in the previous time. The immediate impetus for the development of the institution was the reform of the armed forces and the resulting mobilization efforts of the supreme power. The very content of the research predetermined the use of source-based and historical-legal methods. As a result of the study, the author states that the creation of a special body – the Chancellery of Contract Affairs, designed to take control of the situation under state contracts, turned out to be the right decision. The well-coordinated work of the Contracting Chancellery with the Senate, fiscal authorities and investigative bodies led to the creation of a number of important regulatory legal acts, almost ‘from scratch’ forming the legislative basis for the institution of public procurement functioning. The need for further work on the designated topic is noted.

During the cold war, the Socialist Federative Republic of Yugoslavia was a middle-sized power pursuing a non-aligned foreign policy and a defence strategy based on massive armed forces, obligatory conscription, and a doctrine of ‘Total National Defence’. The violent disintegration of Yugoslavia in the early 1990s resulted in the creation of several small states. Ever since, their defence policies and armed forces have been undergoing a thorough transformation. This chapter provides an analysis of the defence transformation of the two biggest post-Yugoslav states—Serbia and Croatia—since the end of the cold war. During the 1990s, defence transformation in both states was shaped by the undemocratic nature of their regimes and war. Ever since they started democratic transition in 2000, and in spite of their diverging foreign policies, both states have pivoted towards building modern, professional, interoperable, and democratically controlled armed forces capable of tackling both traditional and emerging threats.

The smart active residential buildings play a vital role to realize intelligent energy systems by harnessing energy flexibility from loads and storage units. This is imperative to integrate higher proportions of variable renewable energy generation and implement economically attractive demand-side participation schemes. The purpose of this paper is to develop an energy management scheme for smart sustainable buildings and analyze its efficacy when subjected to variable generation, energy storage management, and flexible demand control. This work estimate the flexibility range that can be reached utilizing deferrable/controllable energy system units such as heat pump (HP) in combination with on-site renewable energy sources (RESs), namely photovoltaic (PV) panels and wind turbine (WT), and in-house thermal and electric energy storages, namely hot water storage tank (HWST) and electric battery as back up units. A detailed HP model in combination with the storage tank is developed that accounts for thermal comforts and requirements, and defrost mode. Data analytics is applied to generate demand and generation profiles, and a hybrid energy management and a HP control algorithm is developed in this work. This is to integrate all active components of a building within a single complex-set of energy management solution to be able to apply demand response (DR) signals, as well as to execute all necessary computation and evaluation. Different capacity scenarios of the HWST and battery are used to prioritize the maximum use of renewable energy and consumer comfort preferences. A flexibility range of 22.3% is achieved for the scenario with the largest HWST considered without a battery, while 10.1% in the worst-case scenario with the smallest HWST considered and the largest battery. The results show that the active management and scheduling scheme developed to combine and prioritize thermal, electrical and storage units in buildings is essential to be studied to demonstrate the adequacy of sustainable energy buildings.

Nowadays, the development of information technologies determines the successful functioning of the political system, since they allow to control political processes, prevent social and political conflicts. Increasing the level of reliability of the information, the most effective use of information resources, external and internal information ropes increase the stability of the political system, stability of the socio-political development of the country. The combination of different telecommunication technologies that create the preconditions for building flexible and high-performance service-oriented systems can be used to solve problems in different industries. However, nowadays, one of the constraints on the implementation and further development of such networks is the theoretical under-development of service delivery models, due to the lack of comprehensive information on the structure of data center networks. During the research conducted by the authors, it was found that the data processing center is the basis for informing the defense ministry of Ukraine. During the research, the authors used general scientific methods of analysis and synthesis, as well as the basic provisions of the theory of informatics, the theory of complex technical systems, the theory of information, etc. During the research, the authors substantiated the main tasks that will be performed by the data processing center of the defense ministry of Ukraine, identified the main information and calculation tasks that will be performed by them. The authors also substantiated the requirements for building a data center of the Defense Ministry of Ukraine. The authors evaluated modern technological solutions and software and hardware for the creation of the information infrastructure of the defense ministry of Ukraine. Possible technical and software for building a reliable and secure data processing center of the defense ministry of Ukraine are proposed. Therefore, the prospective direction of further scientific research of the authors should be considered the justification of ways of improvement of informatization of the armed forces of Ukraine and the creation of information infrastructure of the defense ministry of Ukraine are mobile data centers. This will allow the deployment of information infrastructure in various conditions, including in the open space, which is very relevant for the specifics of actions in the east of Ukraine.

The basic principles and current state of topographic mapping of the territory of Ukraine are considered. Prior to the proclamation of Ukraine's independence, its territory was covered by topographic maps in the scale of 1:10 000 to 1: 1 000 000, created by the Main Department of Geodesy and Cartography under the USSR Council of Ministers and the Military Topographic Service of the USSR Armed Forces. The interaction of these departments in topographic mapping is highlighted. The topographic study of Ukrainian territory as of 1991 is analyzed in detail. Today the content of most topographic maps of scales from 1:10 000 to 1: 200 000 is characterized by "aging" of information and does not correspond to the current state of the area. The unsatisfactory state of topographic study of the territory led to the unclaimed topographic maps with much outdated information for consumers, and for the military it very difficult to perform combat tasks. The needs of current topographic information users require a significant improvement in topographic maps content. Since the mid-1990s, the creation of national geospatial data infrastructures has become crucial for providing spatial information to the state and society. The basic principles and general requirements for the creation and updating of state topographic maps are now defined by the "Procedure for national topographic and thematic mapping" (2013). The adoption of the Law of Ukraine "On the National Infrastructure of Geospatial Data", giving a powerful impetus to topographic mapping, poses a responsible task of organizational and regulatory and technical support of this process. The issue of obtaining topographic maps from the topographic database requires scientific and technical elaboration, development of appropriate normative and technical documents (guides, principles, instructions, symbols, etc.).
