В статье рассматривается развитие региональной системы образования, обращается внимание на существующие противоречия исследуемой проблемы в теории и практике дополнительного профессионального образования, обосновывается высокая востребованность поиска эффективных способов формирования профессиональной готовности педагогических кадров региональной системы образования к инновационной деятельности. Представлены научные подходы к данной проблеме (В. П. Панасюк, М. М. Поташник, Н. В. Третьякова, А. В. Хуторской и др.); раскрыто авторское содержательное наполнение понятия «управленческая модель научно-методического сопровождения системы оценки качества образования» как совокупность принципов, целей, содержания и технологии управления региональной системой оценки качества образования; структурные компоненты модели и практика функционирования региональной системы дополнительного профессионального образования. Описаны результаты исследования, проведенного на базе ОГБУ ДПО «Рязанский институт развития образования» с целью исследования эффективных управленческих моделей научно-методического сопровождения развития региональной системы образования и выявления уровня готовности руководителей к управленческой деятельности при помощи методов теоретического анализа и обобщения научно-педагогической литературы, анкетирования, беседы, эксперимента по апробации управленческой модели развития региональной системы образования. Доказана гипотеза об эффективности развития региональной системы образования в соответствии с разработанной управленческой моделью ее научно-методического сопровождения. Предложены перспективные направления развития системы дополнительного профессионального образования путем включения в содержание программ научно-методической деятельности региональных и муниципальных специалистов практико-ориентированных курсов, расширения возможностей системы дополнительного профессионального образования для повышения квалификации работников образования региона в инновационных формах, создание информационных баз данных в цифровом формате. Обновление содержания управленческой деятельности по повышению квалификации педагогических кадров в контексте их практико-ориентированной деятельности по оценке качества образования; разработка системы управления научно-методического сопровождения региональной системы оценки качества образования, внедрение современных структур, технологий по управлению образованием. составляют новизну данного исследования, а возможность использования этой модели для повышения готовности к научно-методическому сопровождению процессов оценки качества образования руководителей и педагогических работников в учреждениях дополнительного профессионального образования различных регионов — его практическую значимость. The article treats the development of regional education system and focuses on problems associated with theoretical and applied aspects of supplementary vocational education. The authors substantiate the necessity of searching for effective strategies for ensuring regional teachers’ professional readiness for innovation. The article presents various approaches to the issue (V. P. Panasyuk, M. M. Potashnik, N. V. Tretyakova, A. V. Khutorskoy, etc.) and provides an interpretation of the management model of research and methodological support of the regional system of education quality assessment. The article describes the results of the research performed at Ryazan Institute of Education Development and aimed to investigate effective management models for providing research and methodological support to regional teachers, to assess education managers’ readiness to ensure effective leadership. The investigation and assessment are performed by means of such methods as theoretical analysis, overview of research literature, questionnaire, interview, experimental approbation. The article proves the hypothesis that the proposed management model of research and methodological support of the regional system of education quality assessment is effective. The article presents effective models of vocational education system development by means of introducing practice-oriented courses to the curriculum, by means of expanding the choice of supplementary vocational education courses, by means of enhancing innovation, by means of creating digital information databases. The theoretical novelty of the research is accounted for by the fact that it presents innovative content, develops a system of research and methodological support of the regional system of education quality assessment, and introduces modern education management technologies. The practical significance of the research is accounted for by the fact that the proposed model can be used to enhance and improve education managers’ and teachers’ readiness to assess education quality in regional institutions of supplementary vocational education.

In a situation of uncertainty, there is a rapid change of priorities, which is reflected both in the requirements for the level of professional training of specialists and in the requests of employers for new specialties. However, the list of specialties and areas of training of workers for the regional economy in the regional system of secondary vocational education is formed on the basis of applications from employers for a five-year perspective, but in a situation of uncertainty, no one can guarantee that in five years graduates of a particular specialty or profession will be in demand in the labor market. To achieve a balance in this problem, it is necessary to develop and implement new mechanisms for interaction between professional educational organizations and employers. The aim of this study is to determine the list of popular vocational education specialties, the description and identification of effective mechanisms of interaction between professional educational organizations and employers that affect the improvement of the quality of specialists training and the indicators of their employment according to their specialty based on the analysis of the indicators of the admission campaign and graduates employment of vocational education system of the Republic of Buryatia.

Модернизации в системе образования направлены на повышение эффективности профессионального образования и закрепляются нормативными законами и актами. К ним можно отнести последние редакции федеральных государственных образовательных и профессиональных стандартов. Их реализация должна обеспечивать формирование универсальных, общепрофессиональных и профессиональных компетенций и развитие личностных качеств обучающихся. Таким образом, достигается новый уровень качества подготовки будущих специалистов, повышается эффективность системы профессионального образования. Этот процесс зависит от различных факторов, причин и условий, которые могут быть определены как педагогические детерминанты профессионального образования. Цель исследования установить эти факторы, причины, условия и охарактеризовать их роль в повышении эффективности профессионального образования. Детерминанты по отношению к процессу образования классифицированы как внутренние и внешние. Материалы исследования могут быть использованы руководством технических университетов, преподавателями, занимающимися проблемами качества образования. Modernization in the education system is aimed at increasing the efficiency of vocational education and is enshrined in regulatory laws and acts. These include the latest editions of federal state educational standards. Their implementation should ensure the formation of universal, general professional and professional competencies and the development of students' personal qualities. Thus, a new level of quality of training of future specialists is achieved and, ultimately, the efficiency of the vocational education system is increased. This process depends on various factors, reasons and conditions that can be identified as pedagogical determinants of vocational education. The aim of the study is to establish these factors and conditions and to characterize their role in increasing the effectiveness of vocational education. Introduction. A diagnostic educational purpose is an essential condition for successful realisation of any pedagogical technology, but all attempts to introduce general diagnostic purposes in the education system have failed: practically always, it is not the essential new features but the formal indicators, which become the actual target. The current article analyses the phenomenon of “degradation of the educational purpose” and actualises the question of the feasibility of efforts to achieve diagnostic evaluation of education quality. The main strategies for creating diagnostic purposes of education are considered. A forecast of further development of this process in the context of global digitalisation is proposed, which fundamentally transforms not only the procedures, but also the essence of diagnostics of educational results.The aim of the present research is to discuss the problem of diagnostic purposes setting in education and possible ways to solve it.Methodology and research methods. The research methodology is based on the principles of synergy. The theoretical methods include the analysis of publications, normative documents, and programmes for teaching in secondary and higherlevel education. The empirical data have been obtained through the questionnaire for school teachers and university educators, as well as through the authors’ personal experience. The survey received responses from 102 school physics teachers mainly from Ekaterinburg and theSverdlovsk region, and 131 high school physics teachers from 8 pedagogical universities and theUralFederalUniversity.Results and scientific novelty. The study provides the examples of diagnostic purpose degradation on the level of national education system, which manifests itself in rerouting the activity towards the achievement of formal outcome indicators. The diagnostic purpose deformation is caused by dividing the functions between those who control education and those who perform it – teachers. As a result of this division, the teachers lose their subjectivity.The key factors, which fundamentally limit the significance of diagnostic educational purposes, are highlighted. The authors propose the ways of avoiding negative side effects in the case of implementation of these goals. The potential boundaries, for which it is not advisable to spread the requirement to set diagnostic goals, are indicated.The authors consider two strategies applied for formulation of diagnostic purposes. The first one consists in the formulation of a great number of partial diagnostic purposes, the second one – in the formulation of one general purpose. It is demonstrated that none of the strategies leads to the desired outcome, and that the formally evaluated education quality is not associated with the life experience of a person and with the economic growth of the state.The possible solution is to give up the attempt to formulate one holistic diagnostic procedure of evaluation of the mythical education quality; to specify consistent requirements exceptionally applicable to the creation of favourable conditions for the education members, e.g. the technology of educational “digital doubles” to optimise education strategies aimed at providing each pupil with a chance to live a successful life.Practical significance. The authors’ assessments and conclusions create methodological prerequisites for unfolding a discussion about the role of diagnostic educational purposes and the feasibility of their monitoring. The proposals to solve the problem will be useful in the process of development of Federal State Educational Standards, curricula and learning programmes at all levels of education.The authors hope that the conclusions drawn may stimulate researchers and education administrators to focus their activity on the creation of an enabling environment for the education members and not on constructing the “Procrustean bed” for education in the form of diagnostic purposes disconnected from reality.

This article sets sights on highlighting the effectiveness and efficiency of higher and vocational education and training, as well as exploring ways to address and implement the current reform agenda in the field. The research was conducted on the basis of a generalizing and comparative method, to identify the problems and development of vocational and higher education. Within the framework of the conducted research the current state of vocational and higher education has been characterized; the features of online learning at leading universities and its advantages has been clarified; the prospects of introduction of continuity of education have been studied, for the development of personality abilities, taking into account changes in society in the context of improvement of the system of vocational and higher education caused by the European integration process of education; directions for the development of vocational and higher education as part of the national education system and society in general have been outlined. It is determined, that at the present stage the domestic education system should be improved and transferred to an innovative way of development in accordance with developed countries. In the near future, such modern forms of education as: distance education, dual education, continuing vocational education and others, should be improved and implemented into the educational process.

Since its independence in 1991, Kazakhstan has initiated major reforms to upgrade its education system. However, significant disparities exist in the quality of educational provision in rural and urban schools. This study presents the stakeholders’ – school leaders, teachers, students, parents, and education managers – vision, priorities, and aspirations of quality of education, as well as the opportunities, resources, and support available to them, and the disparities and challenges they face in achieving the quality of education they aspire for.

Создание геймифицированных образовательных ресурсов позволяет повысить мотивацию студентов к обучению, индивидуализировать образовательные маршруты, обеспечить вариативность содержания образования, учесть ограничения в здоровье. Цель настоящей статьи состоит в описании принципов разработки цифровых мультимедийных игр для сферы профессионального образования с учетом командного взаимодействия представителей различных профессиональных групп. В результате исследования выделены основные принципы разработки цифровых мультимедийных игр, предполагающие использование звуковых, анимационных и других эффектов при проведении корпоративных сеансов и выполнении творческих заданий. Практическая значимость заключается в возможности использования описанных принципов для дальнейшей разработки геймифицированных ресурсов. The creation of gamified resources makes it possible to increase the students’ motivation with the content of activities, to individualize educational routes, to ensure the variability of the content of education, to take into account health restrictions. The aim of this article is to describe the principles of developing digital multimedia games for vocational education, taking into account the team interaction of representatives of various professional groups. As a result of the study the basic principles of the development of digital multimedia games are highlighted, involving the use of sound, animation and other effects for corporate sessions and for doing creative tasks. The practical significance lies in the possibility of using the described principles for further development of gamified resources.
