Stakeholders’ perceptions of the quality of education in rural schools in Kazakhstan

Since its independence in 1991, Kazakhstan has initiated major reforms to upgrade its education system. However, significant disparities exist in the quality of educational provision in rural and urban schools. This study presents the stakeholders’ – school leaders, teachers, students, parents, and education managers – vision, priorities, and aspirations of quality of education, as well as the opportunities, resources, and support available to them, and the disparities and challenges they face in achieving the quality of education they aspire for.

В статье рассматривается вопрос о цифровизации школы, как важном условии повышения качества образования. Организованная при помощи электронных форм среда обучения предоставляет ученикам большую самостоятельность. Необходимым условием совершенствования системы образования выступает создание новых, необходимых для цифровой экономики компетенций педагога. The article considers the issue of school digitalization as an important condition for improving the quality of education. The e-learning environment provides students with greater independence. A necessary condition for improving the education system is the creation of new teacher competencies necessary for the digital economy.

This study aims to explain Pluralism and Islam as inseparable entities. Can be distinguished conceptually but cannot be separated in real reality. The method used. The method used in this research is library research, or can be used in library materials as a source of information to answer problems about educators in education. Islam and Religious Education Pluralism make religion a concept to create a sense of unity in the realm of ukhuwah basyariyah in advancing and improving the quality of education; Therefore, it is the education system that makes religion a moral value and not a formal institution that is formed. Penelitian bertujuan untuk menjelaskan Pluralisme dan Islam sebagai entitas yang tidak bisa dipisahkan. Dapat dibedakan secara konseptual namun tidak bisa dipisahkan dalam realitas nyata. Metode yang dipakai. Metode yang dipakai di dalam penelitian ini adalah penelitian kepustakaan, atau dapat digunakan dalam bahan pustaka sebagai sumber informasi untuk menjawab permasalahan tentang pendidik dalam pendidikan. Islam dan Pluralisme Pendidikan Agama menjadikan agama sebagai konsep untuk menimbulkan rasa persatuan dalam ranah ukhuwah basyariyah dalam memajukan dan meningkatkan mutu pendidikan; Oleh karena itu, sistem pendidikanlah yang menjadikan agama sebagai nilai moral dan bukan lembaga formal yang terbentuk.

Distance learning is currently one of the most topical problems at the intersection of technical and pedagogical disciplines. The widespread introduction of distance learning in secondary and higher education has revealed a significant layer of problems that should be addressed by information technologies specialists, teachers, scientists, psychologists in cooperation with officials. The article discusses the main problems that arose during the transition to distance learning, the solution of which will raise the quality of education to a new level, including after the end of the new type of coronavirus pandemic. The authors highlight the organizational, technical and social problems in the process of organizing distance learning, the totality of which can be considered as a challenge to the education system.

Quality of education in schools requires accurate descriptions of all its components to judge its realization and plan for its improvement. However, it can be difficult to obtain such descriptions in an effective manner. This article aims to propose a unified conceptual framework for quality of education in schools to facilitate an understanding of the quality of education. The conceptual framework proposed here is multi-dimensional in nature and based on operational experience by the authors with studying education systems’ performance in general, and particularly, quality of education in schools. The unified conceptual framework proposed here is informed by systems theory and acknowledges the interdependence among the components of quality of education and levels of the education system. In conclusion, we reiterate the importance of a conceptual framework for quality of education that explicates the relationships among the numerous education components (inputs, processes, and outputs) among the various education levels of the education system (national, tertiary, school, and pre-school) as a primary science for understanding the quality of education in schools as an essential step toward providing a scientific base for the study of education quality in schools.

The paper put forward hypotheses that the conditions for the formation of human capital in the education system and the quality of education are decreasing, that the transition to a post-industrial economic system provides a priority demand and stimulation of the work of highly qualified specialists with higher education. To assess the hypotheses, an analysis carried out using Rosstat data on the structure of unemployment by education levels and on the level of wages of employed workers with different levels of education. The generalization of the results of the analysis made it possible to establish that the value of human capital formed in the education system, the quality of education is steadily decreasing. The human capital of workers, formed in the higher education system, is most in demand in modern conditions, but the quality of higher education, the value of the human capital formed in the process of obtaining it, is steadily decreasing. The reason for the decline in the quality of education is the administrative and control style of management used in the education system and the outdated form of strategic management based on the application of orders, standards and control, which, being inherited from the industrial economy and, as is known, is ineffective and ineffective. This study investigated the major policy issues associated with computer literacy in rural school systems. The inquiry was directed toward ascertaining if educational disparity existed, related to computer education between rural and urban schools. The findings of the study indicated that a disparity of educational opportunity does exist among rural schools, particularly the ones with less than 500 pupils. The study also revealed that organizational description, enrollment size, and geographic location are interrelated factors regarding computer educational opportunity.

In this article we have focused on the types of innovative technologies used in biology, their importance and effectiveness. The use of new innovative technologies in education is a requirement of modernity. Every teacher wants to diversify their lesson. After all, the use of modern innovative technologies is the key to improving the quality of education. Today, using innovative teaching methods, the main goal is to increase the student's abilities, instill interest in the subject, develop his curiosity, and form competencies. Today it is important that the student is not only educated, but also comprehensive, inquisitive, and the teacher is guided not only by knowledge, but also by skills.

In article ways of maintenance of quality of higher education in Belarus are considered. It is shown that they are the result of interaction of two tendencies. The first is inheritance and development of traditions of the Soviet education system. Belarus system tries to conserve fundamentality and scientific character of the contents of education, to keep in basis the orientation on Five years' term of training. The second one is use the consequences of world processes, such as mass character of higher education, its practical orienta-tion, Influence of market relations on education, etc. All establishments of education of an education system of Belarus are subjected to the state control. Irrespective of subordination and patterns of ownership of establishments of education the state con-trol is carried out as: – Self-checking which is carried out by establishments as the procedure which is carried out for an internal estimation of quality of education under the program worked out by establishment education or as a necessary stage of the certification which are carried out in the order, developed by department of quality assurance of education; – Inspections of establishments spent by department of quality assurance of education and other competent bodies; – Inspections by department of quality assurance of education of committees, departments of educa-tion of local executive and administrative bodies. Monitoring of quality of education at a level of universities is carried out in the form of the current and final certification of students for the certain period of training (a semester, a rate, all period of training). Oral, written and practical forms are used. Forms of certification of students are determined by educational standards of specialities. For the first time standards of specialties of higher education in republic have been developed in 1998-1999. In 2008 standards of new generation (361 specialities) have been created. In standards results of modernization of system of the higher school are reflected: two-level preparation of the graduate (the special-ist, the master); the differentiated terms of preparation of the graduate at the first level (from 4 till 6 years of training on a speciality); competent approach to formation of model of the specialist; increasing of controlled independent work of students in total amount training hours; orientation to innovative techniques and tech-nologies of teaching. The problem which is necessary to solve is to update of the training courses content from scientific and practical point of view. It is difficult because this step may lead to including more information that stu-dent is able to get. In this case it is important to emphasize that methodology of education is opposite to methodology of development of knowledge in science. In a science, as it is known, speaking computer language, change of operational system occurs from time to time. It allows to state information of past periods simply and briefly. There is reconsideration and re-structuring of all volume of the scientific information from the point of view of a new scientific paradigm. Changes of scientific knowledge in the content of training courses also should be nonlinear both on time and on intensity of the response to changes occurring in a science. During normal (extensive) develop-ment of a science the new knowledge can quite take root into educational process in an additive mode. Intro-duction of the knowledge which has arisen during change of a scientific paradigm demands radical transfor-mation of forms and methods of training and even phase transition of all education system. Differently, the content and methodology of education, following by the changes in a science and practice, should vary peri-odically to provide quality of preparation of specialists according to modern social and culture realities. Salafiyah Syafi'iyah Islamic Boarding School is a combination of Religion and general science. This Islamic boarding school still maintains its traditional system by using the method of sorogan and wetonan in carrying out the process of its education system especially in the study of classical books while the quality of education in the Salafiyah Syafi'iyah Islamic Boarding School is quite good. Educational programs in the Salafiyah Syafi'iyah Islamic Boarding School, namely formal education programs including Madrasah Ibtidaiyah (MI) and Madrasah Tsanawiyah (MTs), non-formal education in the form of diniyah education for 6 years for SD/MI graduates and 3-year program for graduates MTs. The social program includes preaching and social activities of students. One of the factors supporting the implementation of the education system in the Salafiyah Syafi'iyah Islamic Boarding School which is urgent and important is the building. From year to year, Salafiyah Syafi'iyah Islamic Boarding School experienced a development starting with buying land or land until now it has become a building that can be occupied and to study Islam. The inhibiting factor in the implementation of the Salafiyah Syafi'iyah Islamic Boarding School is the most urgent matter in terms of dormitory because, with the increasing number of students, a large place for students to live or live is needed.
