Competitiveness, sustainability and innovation have been studied by the tourism literature at least since the 1990s. In spite of the advances made in the comprehension of these concepts, the dynamic nature of the industry continually generates new practical challenges for the public and private agents of the sector and scientific challenges for tourism researchers. Currently, globalization and digital progress, the emergence of new marketing platforms, the increased saturation of certain destinations and the COVID-19 pandemic are significantly affecting the competitiveness and sustainability of tourism activity. This calls for a scientific review of what we know about the competitiveness and sustainability of the sector and an analysis of its feasibility in this new competitive environment that is constantly and intensely transforming, even more so in the post-COVID19 era. The objective of this article is to conceptually analyze the state of this question, using Spain as a case study, as it has been the global leader in tourism competitiveness in recent years. The high level of consolidation of the Spanish tourism sector enables us to make a more in-depth analysis of the implications of these phenomena and to extract practical lessons for destinations that are in the more initial phases of their life cycles.

The connection between high-involvement management (HIM), entailing heavy employee involvement, and employee well-being is a controversial and widely discussed topic. Clarifying how job satisfaction and stress are connected to HIM and job control (the control employees have over their work), this study is based on data from two Finnish sources: an employer survey investigating the extent of HIM within an organisation, and employee assessments of job control, stress and job satisfaction. Logistic regression models were used as the study method. In contrast to previous Finnish studies, our findings show that HIM seems hardly to benefit employee well-being. Especially in the public sector, the correlation between extensive HIM and employee well-being turned out to be negative. However, HIM in the private sector was positively related to job satisfaction. As expected, a high level of job control was regularly associated with greater well-being.

As políticas públicas ocupam importante papel no âmbito do planejamento estratégico e da gestão pública nos mais diferenciados setores. Sendo assim, este estudo tem como objetivo analisar a política pública de meio ambiente, tendo como foco principal o Plano Diretor da APA da Serrinha do Alambari, no município de Resende/RJ e sua correlação com a política setorial de turismo inscrita no Plano Diretor Municipal. A pesquisa se caracteriza como exploratória e de abordagem qualitativa, com estudo de caso. O resultado aponta para a falta de sinergia entre as políticas ambiental e a de turismo, comprometendo, pois, não só a atividade turística como a preservação do patrimônio natural. Espera-se que os dados e as informações obtidas norteiem o poder público para que sejam desenvolvidas ações efetivas, através das políticas públicas, para compatibilizar a prática do ecoturismo com a preservação e conservação dos recursos naturais, ambas pautadas na ótica do desenvolvimento sustentável. Public politics: Ecotourism X preservation of natural resources ABSTRACT Public politics have important role in the strategic planning and management of public in more differentiated sectors. Thus, this study aims to analyze the public environmental politic, focusing mainly on the Master Plan of the Serrinha Alambari Protect Area in the municipality of Resende (RJ, Brazil) and its correlation with the sectoral politic entered in the tourism Master Plan. The research is characterized as exploratory and qualitative approach with case study. The result points to the lack of synergy between environmental and tourism politics, compromising therefore not only to tourism activity as the preservation of natural heritage. It is expected that the data and information obtained will guide the government to be developed effective actions, through public politics, in order to reconcile the practice of ecotourism with the preservation and conservation of natural resources, both predicated in optics of sustainable development. <p>This article tackles the means of theatre space reconfiguration in the apartment theater (<em>lorgean theater</em>), simultaneously analyzing the relation between public and private specific to this form of art. Structured around both a theoretical analysis and a qualitative empirical investigation, this paper emphasizes the traits of the theatre space as component of an artistic product received by the audience, and its value in the process of artistic production, within the theatre sector. The case study of <em>lorgean theater, </em>including a participant observation and an individual interview, enables the understanding of these two aspects of the spatial configuration, emphasizing its hybrid nature in terms of spatial configuration and the public-private relation as well as the act of reappropriation of the domestic space through an alternative practice of theatre consumption.</p>

The key issue of this current study is related to shaping the attractiveness of heritage destinations, highlighting the significance of reuse and upgrading their historical buildings to achieve a high level of competitiveness and distinctiveness through a smart approach. Some of these cultural assets and events tend to be monotonous, and not so attractive for various categories of tourists, which negatively affects investment opportunities, tourism development, and social and economic resources. Furthermore, previous works have criticized the lack of evidence to support that the structure contains critical attributes and measurement items linked to the competitiveness of smart heritage destinations. As a result, this study aims to design and develop a composite index for evaluating these destinations and their buildings, which includes nine dimensions (attributes) and a set of key performance indicators (KPIs) of intelligent performance and competitiveness, reflecting the combination and noticing the distinct perspective between them. A mixed-methods approach was used between qualitative and quantitative methods to perform content validation on the proposed index. Furthermore, a pilot study was implemented for tourism heritage destinations to improve the quality and efficiency of the proposed index. Then, exploratory factor analysis (EFA) was used to analyze the data to develop the proposed index and measure its validity and reliability. Finally, the proposed composite index was finalized with 139 KPIs and applied to a case study (Salah El-Din Citadel). After that, we validated its utility in providing a quantitative evaluation of this heritage destination, identifying critical intervention priorities, and determining dimensions that need to be restructured. Additionally, it highlighted recommendations for future improvements to strengthen these heritage destinations to become smart heritage destinations capable of competition in the tourism sector.

Tourism is a strategic sector for the Portuguese economic and social development in general, and for Setúbal municipality in particular. Consequently, the existence of an effective ecosystem that promotes competitive business is crucial for the region. This chapter considers how the entrepreneurial ecosystem concerning tourism sector is perceived and operates in this Portuguese municipality. The authors chose a case study research strategy, in addition to documental analysis, through which we selected 45 stakeholders to participate as a focus group, related to the entrepreneurial activity in tourism in the municipality. The evidence shows that Setúbal municipality has relevant ecosystem elements, which are determinant for the development of the tourism entrepreneurial activity in this region. However, it is not functioning systemically in a way that can generate more effective results in the entrepreneurial activity. This result is also related with the fact that tourism activity in the region is in an initial phase and it is expected that, with its continuous development, the entrepreneurial ecosystem will also grow and become stronger, being able to create more synergies that will support new businesses.

The chapter will be a case study from an Ordoliberal perspective of the conception, implementation and policy output of the newly created Private Council of Competitiveness (PCC) in Guatemala, a country wracked by mistrust of the public sector by the private sector. The PCC was founded as a private sector initiative, in conjunction with academia, to work with the government to spawn new efforts aimed at augmenting Guatemala's national competitiveness, by fomenting innovation, entrepreneurship and closer ties between academia and the public and private sectors. The chapter utilizes first hand interviews with the members of the PCC and key public sector players, academics, and other top representatives from the private sector to show how working together built the trust necessary to make the PCC a successful working body with the potential to produce important initiatives in matters of competitiveness, innovation and entrepreneurship.

Private sector input into the procurement of public works and services is continuing to increase. This has partly arisen out of a requirement for infrastructure development to be undertaken at a rate that maintains and allows growth. This has become a major challange for the construction industry that cannot be met by government alone. The emergence of Build-Own-Operate-Transfer (BOOT) schemes as a response to this challange provides a means for developing the infrastructure of a country without directly impacting on the governments budgetary constraints. The concepts of BOOT are without doubt extremely complex arrangements, which bring to the construction sector risks not experienced previously. Many of the infrastructure partnerships between public and private sector in the pastare yet to provide evidence of successful completion, since few of the concession periods have expired. This paper provides an identified list of risk factors to a case study of Stadium Australia. The most significant risk associated with Stadium Australia include the bidding process, the high level of public scrutiny, post-Olympic Games facility revenue and the complicated nature of the consortium structure.

Purpose Neo-liberal “reform” has in many countries shifted services across the boundary between the public and private sector. This policy re-opens the question of what structural and managerial differences, if any, differences of ownership make to healthcare providers. The purpose of this paper is to examine the connections between ownership, organisational structure and managerial regime within an elaboration of Donabedian’s reasoning about organisational structures. Using new data from England, it considers: how do the internal managerial regimes of differently owned healthcare providers differ, or not? In what respects did any such differences arise from differences in ownership or for other reasons? Design/methodology/approach An observational systematic qualitative comparison of differently owned providers was the strongest feasible research design. The authors systematically compared a maximum variety (by ownership) sample of community health services; out-of-hours primary care; and hospital planned orthopaedics and ophthalmology providers (n=12 cases). The framework of comparison was the ownership theory mentioned above. Findings The connection between ownership (on the one hand) and organisation structures and managerial regimes (on the other) differed at different organisational levels. Top-level governance structures diverged by organisational ownership and objectives among the case-study organisations. All the case-study organisations irrespective of ownership had hierarchical, bureaucratic structures and managerial regimes for coordinating everyday service production, but to differing extents. In doctor-owned organisations, the doctors’, but not other occupations’, work was controlled and coordinated in a more-or-less democratic, self-governing ways. Research limitations/implications This study was empirically limited to just one sector in one country, although within that sector the case-study organisations were typical of their kinds. It focussed on formal structures, omitting to varying extents other technologies of power and the differences in care processes and patient experiences within differently owned organisations. Practical implications Type of ownership does appear, overall, to make a difference to at least some important aspects of an organisation’s governance structures and managerial regime. For the broader field of health organisational research, these findings highlight the importance of the owners’ agency in explaining organisational change. The findings also call into question the practice of copying managerial techniques (and “fads”) across the public–private boundary. Originality/value Ownership does make important differences to healthcare providers’ top-level governance structures and accountabilities and to work coordination activity, but with different patterns at different organisational levels. These findings have implications for understanding the legitimacy, governance and accountability of healthcare organisations, the distribution and use power within them, and system-wide policy interventions, for instance to improve care coordination and for the correspondingly required foci of healthcare organisational research.

Objective: In Australia, mental health services are delivered by a complex web of publicand private-sector providers. There is a growing recognition that linkages between these groups are not optimal, and a concern that this may lead to poor outcomes. This paper illustrates a conceptual framework for developing, implementing and evaluating programmes concerned with linkages. Method: Drawing on theoretical and practical literature, this paper identifies different levels of integration, issues in evaluating programmes to address poor linkages, and features of useful evaluations. Within this context, it describes the method by which the Public and Private Partnerships in Mental Health Project (Partnership Project) is being evaluated. Conducted by St Vincent's Mental Health Service and The Melbourne Clinic, this is one of several Demonstration Projects in Integrated Mental Health Care funded under the National Mental Health Strategy. Results: Collaboration is hard to conceptualize and collaborative programmes usually have many players and components, and tend to operate within already-complex systems. This creates difficulties for evaluation, in terms of what to measure, how to measure it, and how to interpret findings. In spite of these difficulties, the illustrative example demonstrates a model for evaluating collaborative programmes that is currently working well because it is strongly conceptualized, descriptive, comparative, constructively sceptical, positioned from the bottom up, and collaborative. Conclusions: This model, or aspects of it, could be extended to the evaluation of other mental health programmes and services that have collaborative elements.
