Climate change is a multi-dimensional global problem. Its causes and impacts are distributed and felt across the International system, surpassing the traditional boundaries and jurisdictions of the states. The complex politics of climate change results from the global economy's interdependence on green house gas emissions. This paper attempts to explore the politics of climate change between developed and developing countries, International relations practice and environment issues in various International conferences. The historical perspective of climate change issues eliberated since Stockholm conference to the latest Paris conference is analysed. Adaptation, mitigation, finance, technology all these issues are highlighted in the paper. The paper has viewed that the International policy on environment is being shaped by inequality of bargaining power between the North and South. The developing countries under the leadership of India have taken firm position against the developed nations on the issue of green house gas emission, funding and technology, the paper has argued. Towards the end, this paper has focused on possible measures to address the problems of climate change through foreign policy initiatives, trade and investment, adaptation and mitigation.

The emergence and evolution of the literature dealing with interdependence in the international System is looked into. An attempt is made to show its significance and main points as well as its implications. The debates on interdependence within the North-American political context are regarded as solutions to the preceding issues on dependence. Interesting passages are dedicated to the impact of the interdependence theory on the interpretation of the international system, as illustrated by two schools of thought in foreign policy (Kissinger-Brzezinski). Linkage of the tactical and strategic aspects to the economic and political interrelation of international relations, as put forward by policy makers, has brought to the fore the difficulties and limits of negotiation in the face of competition and in the aftermath of confrontation. This paper offers subtle, yet positive, conclusions on the use of the interdependance theory in international policy.

In the last five years, climate change has been established as a central civilizational driver of our time. As a result of this development, the most diversified social processes - as well as the fields of science which study them - have had their dynamics altered. In International Relations, this double challenge could be explained as follows: 1) in empirical terms, climate change imposes a deepening of cooperation levels on the international community, considering the global common character of the atmosphere; and 2) to International Relations as a discipline, climate change demands from the scientific community a conceptual review of the categories designed to approach the development of global climate governance. The goal of this article is to discuss in both conceptual and empirical terms the structure of global climate change governance, through an exploratory research, aiming at identifying the key elements that allow understanding its dynamics. To do so, we rely on the concept of climate powers. This discussion is grounded in the following framework: we now live in an international system under conservative hegemony that is unable to properly respond to the problems of interdependence, among which - and mainly -, the climate issue.

Este artigo apresenta a análise como a energia foi historicamente controlada pelas classes sociais mais bem posicionadas politicamente e, na atualidade, pelos Estados industrializados. No aspecto conceitual, o artigo adota duas correntes teóricas de relações Internacionais de modo complementar: o marxismo aplicado às relações internacionais e o realismo (política do poder) e seus componentes mais modernos. O objetivo do texto é demonstrar que em algumas épocas as classes dominantes foram aquelas que controlaram recursos energéticos. No campo das relações internacionais há possível analogia ao verificar que grandes potências são os Estados que conseguem cadenciar fluxos de energia. Por fim, o artigo tenciona analisar em que condições países em desenvolvimento, como Brasil, conseguem alterar o sistema internacional por meio dos combustíveis renováveis, como o álcool combustível.  ABSTRACTThis article aims to analyze how energy resources are historically controlled by social classes in the higher political echelons and by industrialized States abroad. As concepts, the article embraces two complementary trends of thoughts: Marxism applied to international relations and Realism (power politics) with its most modern components. The goal of this paper is to show that in some moments, the ruling social classes were the ones over the energy resources. In the international relations sphere, there is a possible analogy in which we attest that the great powers are the States that can regulate the energy resources flow. To conclude, the paper aims to analyze in which conditions developing countries, Brazil, play a part in the international system with renewable fuels, such as ethanol.

United States–Caribbean relations over the period of the last thirty or forty years have rarely—if ever—been analysed in a thoroughly satisfying way. It is a strange omission in the international relations literature given the proximity of the United States to the Caribbean, and vice versa. But the fact is that most accounts of the relationship have fallen prey to a powerful, but ultimately misleading, mythology by which small, poor, weak, dependent entities in the Caribbean have either created trouble for, or alternatively been confronted by, the ‘colossus to the north’ that is the United States in whose ‘backyard’ they unfortunately have to reside. Virtually all analysts of the US–Caribbean relationship have thus drawn a picture marked at heart by the notion of an inherently unequal struggle between forces of a different order and scale. Within this broad metaphor the only major difference of interpretation has reflected the competing theories of power in the international system developed by the realist and structuralist schools.

This paper examines China’s policy and position in relation to the evolving climate change negotiations in order to explain how China is dealing with the dilemma of meeting its growing development needs while reducing ghg emissions. It argues that global climate governance requires steering and leadership to deal with the interlocked political process; that the developing countries (dcs) right to develop is challenged by the need for ecosystemic standards especially as climate change is seen as a zero-sum game as the more one country emits the less another one can. This is especially problematic as Industrialized countries (ics) appear to be both unwilling and unable to increase growth without increasing emissions. This explains China’s policy of insisting on its right to develop, of demanding that ics reduce their emissions and that they fulfil their obligations under the fccc, while expressing its willingness to take on a voluntary target. The paper argues that China’s state-led transition has eight unique characteristics that may allow it to lead as it moves beyond a no-regrets policy to a circular and green economy, cooperating with other dcs and mobilizing conscious green values in citizens. The question remains—will the initial success and scale of state-led transition lead the global green transition to a sustainable world?

We evaluated land suitability for Jatropha cultivation at a global scale under current and future climate scenarios. Areas that are suitable for Jatropha cultivation include southern South America, the west and southeast coasts of Africa, the north of South Asia, and the north and south coasts of Australia. In the predicted climate change scenarios, areas near the equator become less suitable for Jatropha cultivation, and areas further from the equator become more suitable. Our analyses suggest that the rank order of the six climate change scenarios, from the smallest to the largest effects on Jatropha cultivation, was as follows: B1, A1T/B2, A1B, A2, and A1FI.

Liberalization is one of the theis that is expected to be able to answer the acceleration and development of the economy of developing countries. One element of liberalization is market openness that will make developing countries unite with global markets both in accepting investments or trading in exports and imports. However, along with the development of technology, the demand for the North (developed countries) in carrying out its trade began to implement an "ecolabelling" policy. For developing countries with all their industrial capabilities, ecolabelling policy is the same as the non-tarrif limitation policy given by developed countries to developing countries. So that this paper will focus on the application of the ecolabelling policy provided by the North to products that will enter the northern market, as one of the efforts of the northern countries to apply "kicking away the ladder", assuming the Southern state does not get a balanced trade surplus with the north and continues to be a developing country. This writing will use a structuralist approach that concentrates on the international structure of the north and south to describe the relationship between developed and developing countries, and uses the concept of "kicking away the ladder" to answer the situation from the implementation of ecolabelling policies for South countries. The world economy and international economic institutions are in trouble. That, at least, is the opinion in informed circles following the Conference on International Economic Cooperation (CIEC) held in Paris last spring. There is a growing realization that CIEC failed to grapple with the systemic problems the world economy faces, a failure that threatens developing and developed countries alike.Despite Secretary of State Cyrus Vance's dramatic call for a “new international economic system,” the Paris conference failed to address systemic issues. Instead, the developed nations of the North angled for a separation of the issues of energy from those of development; and the developing countries of the South closed ranks by linking the two. Consequently neither side truly debated the crushing problems of the world economy.

AbstractThis article analyzes negotiations in the United Nations Commission on Sustainable Development, the Framework Convention on Climate Change, and the Convention to Combat Desertification and focuses on discussions related to technology transfers from the North to the South. These transfers and the financial flows that the private sector could bring with it are closely related to what was believed to be a bargain reached in 1992 at the Rio Earth Summit. During subsequent negotiations, delegates from developed and developing countries have followed a fairly predictable 'script' on these issues – developed countries generally insist that the private sector, as the owner of the technology, must be involved in its transfer, while developing countries have insisted the governments of developed countries should honor their past commitments and promote these transfers. This study describes the development of the script under the three negotiating bodies at Rio, examines the variables that have contributed to the development of the script and, based on this analysis, identifies opportunities to move the talks forward.
