The world economy and international economic institutions are in trouble. That, at least, is the opinion in informed circles following the Conference on International Economic Cooperation (CIEC) held in Paris last spring. There is a growing realization that CIEC failed to grapple with the systemic problems the world economy faces, a failure that threatens developing and developed countries alike.Despite Secretary of State Cyrus Vance's dramatic call for a “new international economic system,” the Paris conference failed to address systemic issues. Instead, the developed nations of the North angled for a separation of the issues of energy from those of development; and the developing countries of the South closed ranks by linking the two. Consequently neither side truly debated the crushing problems of the world economy.

The Term Which best sums up the current international economic situation is the word “crisis.” This crisis exists not only in the economies of the South, harassed over the past five years by external debt and the adjustment measures which it has spawned, but also in the economies of the North, often saddled with substantial deficits.Surrounding the state of crisis is a general sense of confusion as to the proper direction to take to deal with this crisis. The future appears opaque, which renders the choice of remedies even more difficult than would normally be the case under better circumstances.

This chapter1 examines implications of the information revolution for the global inequalities between North and South. A multidimensional empirical taxonomy of information technology is provided to chart its diffusion throughout the world. Two major conclusions ensue from this analysis: 1) the information revolution is still very much in its beginning stages; and 2) it is limited primarily to the developed nations of the North. Based on past practice, the technical operating features of the Internet, and a content analysis of one Internet discussion group, three possible development scenarios are offered. Although no firm conclusions are possible, analysis of the Internet does reveal that technologically and empirically greater opportunity exists now for the previously excluded (i.e., the South) to participate. However, the question remains as to whether this is sufficient to redress the gross imbalance between North and South.

The primary goal of the present study is to use cross-national data on labor-force structure to examine the manner in which the international system shapes the character of national development, and the consequences of variation in development strategy for the growth and distribution of national income. A complementary goal is to illustrate the use of residual plots to overcome the “black box” character of cross-national studies, and thereby provide a bridge to case-study research. Multivariate analyses and residual plots provide results congruent with both world-political-economy and developmental perspectives, and indicate that the world economy may be used by lesser developed countries to obtain more rapid and equitable economic growth, although this was not a natural outcome of the world economy in the 1960s and 1970s.

Foreign direct investment (FDI) has been strongly affecting the world economy during the past years and is a critical topic for both developing and developed countries. Most countries, particularly developing ones, always attempt to adjust and modify appropriate policies and institutions to attract FDI inflows. In the context of Vietnam, does the institutional quality have any effect on attracting FDI inflows in provinces? To answer clearly and exactly this question, the impact of institutional quality on attracting FDI inflows is empirically investigated in a sample of 43 provinces of Vietnam over the period of 2005–2012 via the estimation technique of difference panel GMM. Estimated results indicate that in the total sample of all provinces the institutional quality has significantly positive effects on the FDI flows. However, in the sub-sample of provinces the impact of the institutional quality on attracting FDI inflows in Northern and Southern regions are statistically significant while that in Central region is not.

Climate change is a multi-dimensional global problem. Its causes and impacts are distributed and felt across the International system, surpassing the traditional boundaries and jurisdictions of the states. The complex politics of climate change results from the global economy's interdependence on green house gas emissions. This paper attempts to explore the politics of climate change between developed and developing countries, International relations practice and environment issues in various International conferences. The historical perspective of climate change issues eliberated since Stockholm conference to the latest Paris conference is analysed. Adaptation, mitigation, finance, technology all these issues are highlighted in the paper. The paper has viewed that the International policy on environment is being shaped by inequality of bargaining power between the North and South. The developing countries under the leadership of India have taken firm position against the developed nations on the issue of green house gas emission, funding and technology, the paper has argued. Towards the end, this paper has focused on possible measures to address the problems of climate change through foreign policy initiatives, trade and investment, adaptation and mitigation.
