We study an endogenous stochastic growth model whose dynamic evolution is determined by an adaptive learning process defining the accumulation of technological knowledge within countries. Both the assimilation of technological knowledge and the arrival rate of innovations depend on the technological development level of countries. We illustrate how heterogeneous levels of technological development provide laggard countries with insufficient innovation incentives, leading to divergences in total factor productivity and their technological stagnation. The model is simulated numerically using data from the current Innovation Union Scoreboard where the main expected growth patterns of the Baltic States are compared to those of the reference innovators within the European Union area.

The study analyses the longterm trend in knowledge diffusion and productivity growth in Nigeria, using a translog specification. The results indicate the need for technological upgrading and emphasized that policies designed to promote technological development should address the complementarities between ‘different factors of production. The article, thus, provides some support for the argument that total factor productivity (TFP), as a technological knowledge, can impact significantly on productivity in a developing economy like Nigeria.

When the political camp centred on the Law and Justice party (PiS) came to power in 2015, it led to a change in priorities in Polish foreign policy. The Three Seas Initiative (TSI), understood as closer cooperation between eastern states of the European Union in the area between the Baltic, Adriatic, and Black seas, has become a new instrument of foreign policy. The initiative demonstrates the growing importance of Central and Eastern Europe in the global game of great powers. The region has become a subject of rivalry, not only between the United States and Russia but also China. Therefore, the main objective of this article is to try to describe the importance of the region to Germany and how Germany’s stance on the TSI has evolved. The article consists of three parts, an introduction to the issues, the genesis of the TSI, and the definition of goals set by the states participating in this initiative, as well as analysis of the German stance towards the initiative since its development in 2015. The theories of geopolitics and neorealism are used as the theoretical basis for the analysis.

In Vietnam, fishing is a crucial source of nutrition and employment, which not only affects the development of the domestic economy but is also closely related to exports, heavily influencing the economy and foreign exchange. However, the Vietnamese fishery sector has been facing many challenges in innovating production technology, improving product quality, and expanding markets. Hence, the fishery enterprises need to find solutions to increase labor productivity and enhance competitiveness while minimizing difficulties. This study implemented a performance evaluation from 2015 to 2018 of 17 fishery businesses, in decision making units (DMUs), in Vietnam by applying data envelopment analysis, namely the Malmquist model. The objective of the paper is to provide a general overview of the fishery sector in Vietnam through technical efficiency, technological progress, and the total factor productivity in the four-year period. The variables used in the model include total assets, equity, total liabilities, cost of sales, revenue, and profit. The results of the paper show that Investment Commerce Fisheries Corporation (DMU10) and Hoang Long Group (DMU8) exhibited the best performances. This paper offers a valuable reference to improve the business efficiency of Vietnamese fishery enterprises and could be a useful reference for related industries.

Trolleybus transport refers to contemporary challenges related to a reduction in emissions of greenhouse gases and CO2 into the atmosphere formulated by international institutions, such as the United Nations, the Organisation for Security and Co-operation in Europe, or the European Union. Departure from fossil fuels in urban transport is one of the key challenges for the coming years. Trolleybuses are an important tool in this task, even though their importance was declining in the past. Nowadays, due to, among others, technological development, in particular the availability of high-capacity batteries, their long life and low weight, trolleybus transport is becoming popular again. The use of the existing overhead contact infrastructure of the trolleybus network and small on-board batteries allow expanding the spatial accessibility of zero-emission public transport. Thus, this reduces the social differentiation in access to environmentally friendly transport that does not emit pollutants at the place of operation. The article presents possibilities of using on-board batteries in shaping trolleybus connections with the optimal use of the existing overhead contact lines (OHL). It presents a procedure that allows for the evaluation of the extent to which the OHL should cover the routes of bus lines in order to qualify for trolleybus service in the In-Motion-Charging (IMC) technology. Analysis of the literature shows inadequate scientific studies on combining the advantages of overhead wiring and the development of on-board battery technology in popularising zero-emission transport. This article addresses the key issues related to the use of partially autonomous trolleybuses.

The understanding of the distribution of social risks according to social classes can ensure more targeted social investment policies. This article aims to analyze the distribution of social risks according to the social classes in the three Baltic States of Estonia, Latvia, and Lithuania. The micro data used in this analysis are collected from the European Union Statistics on Income and Living Conditions (EU-SILC) data base of 2015 covering the three Baltic States: Lithuania, Latvia and Estonia. The findings of this analysis revealed that in many cases, the distribution of social risks is related to social class. However, the findings suggest there is a higher probability of certain social risks among members of the lower middle class than those who are employed in lower class elementary (basic skills) occupations.

This paper uncovers linkages between oil price uncertainty, total factor productivity (TFP) growth, and critical indicators of knowledge production and spillovers. It contributes to the literature by investigating the effects of oil price volatility on TFP growth, controlling for two different channels for TFP growth; benefits from the quality of the national innovation system and from adopting new technologies. We use an unbalanced panel for 28 European Union countries for the period from 1990 to 2018. We find that oil price uncertainty has a negative and statistically significant effect on TFP growth, even after we control for technological advancements and the effects of globalization. We also find that the scale of research and innovation and international trade are positive contributors to TFP growth.

Poland is currently at the beginning of the energy transformation. Nowadays, most of the electricity generated in Poland comes from coal combustion. However, in accordance to the European Union policy of reducing the emission of carbon dioxide to the atmosphere, there are already plans to switch to low-emission energy sources in Poland, one of which are offshore wind farms. The article presents the current regulatory environment of the offshore wind energy in Poland, along with a reference to Polish and European decarbonisation plans. In the further part of the article, the methods of determining the kinetic energy of wind and the power curve of a wind turbine are discussed. Then, on the basis of historical data of wind speeds collected in the area of the Baltic Sea, calculations are carried out leading to obtain statistical distributions of power that could be generated by an exemplary wind farm with a power capacity of 400 MW, located at the place of wind measurements. On their basis, statistical differences in the wind power generation between years, months of the year and hours of the day are analysed.

AbstractNEOShield is a European-Union funded project coordinated by the German Aero-space Center, DLR, to address near-Earth object (NEO) impact hazard mitigation issues. The NEOShield consortium consists of 13 research institutes, universities, and industrial partners from 6 countries and includes leading US and Russian space organizations. The project is funded for a period of 3.5 years from January 2012 with a total of 5.8 million euros. The primary aim of the project is to investigate in detail promising mitigation techniques, such as the kinetic impactor, blast deflection, and the gravity tractor, and devise feasible demonstration missions. Options for an international strategy for implementation when an actual impact threat arises will also be investigated.The NEOShield work plan consists of scientific investigations into the nature of the impact hazard and the physical properties of NEOs, and technical and engineering studies of practical means of deflecting NEOs. There exist many ideas for asteroid deflection techniques, many of which would require considerable scientific and technological development. The emphasis of NEOShield is on techniques that are feasible with current technology, requiring a minimum of research and development work. NEOShield aims to provide detailed designs of feasible mitigation demonstration missions, targeting NEOs of the kind most likely to trigger the first space-based mitigation action.Most of the asteroid deflection techniques proposed to date require physical contact with the threatening object, an example being the kinetic impactor. NEOShield includes research into the mitigation-relevant physical properties of NEOs on the basis of remotely-sensed astronomical data and the results of rendezvous missions, the observational techniques required to efficiently gather mitigation-relevant data on the dynamical state and physical properties of a threatening NEO, and laboratory investigations using gas guns to fire projectiles into asteroid regolith analog materials. The gas-gun investigations enable state-of-the-art numerical models to be verified at small scales. Computer simulations at realistic NEO scales are used to investigate how NEOs with a range of properties would respond to a pulse of energy applied in a deflection attempt. The technical work includes the development of crucial technologies, such as the autonomous guidance of a kinetic impactor to a precise point on the surface of the target, and the detailed design of realistic missions for the purpose of demonstrating the applicability and feasibility of one or more of the techniques investigated. Theoretical work on the blast deflection method of mitigation is designed to probe the circumstances in which this last line of defense may be the only viable option and the issues relating to its deployment. A global response campaign roadmap will be developed based on realistic scenarios presented, for example, by the discovery of an object such as 99942 Apophis or 2011 AG5 on a threatening orbit. The work will include considerations of the timeline of orbit knowledge and impact probability development, reconnaissance observations and fly-by or rendezvous missions, the political decision to mount a mitigation attempt, and the design, development, and launch of the mitigation mission. Collaboration with colleagues outside the NEOShield Consortium involved in complementary activities (e.g. under the auspices of the UN, NASA, or ESA) is being sought in order to establish a broad international strategy.We present a brief overview of the history and planned scope of the project, and progress made to date.The NEOShield project (http://www.neoshield.net) has received funding from the European Union Seventh Framework Program (FP7/2007-2013) under Grant Agreement no. 282703.
