The paper aims to present a new methodology to evaluate the quality of features and functionality of learning object repositories (LORs). The quality of features and functionality of LORs is analysed in terms of engaging LOR users and content producers. Thus, it can be referred to as quality-in-use of LORs. This methodology consists of creation and consequent application of methods and the model for the quality-in-use of LORs. The model of the quality-in-use of LORs is presented in this paper. The methodology for evaluating the quality-in-use of LORs is based on the general MCEQLS (Multiple Criteria Evaluation of the Quality of Learning Software) approach to evaluate the quality of learning software. The essential part of the novel methodology is the application of improved Fuzzy AHP method to establish criteria weights of the quality-in-use of LORs. It is shown that the created methodology is suitable and stable for evaluating the quality of LOR features and its functionality. A more detail presentation is given on the results of the expert evaluation of the quality-in-use of three LORs that are most popular in Lithuania against the proposed methodology. The novelty of the presented research is achieved through the innovative instrument consisting of the model of the quality-in-use of LORs and the Fuzzy AHP method. The presented methodology could serve as a technological tool for decision making in education as well as in different areas of economy.

This chapter analyzes the quality of XML learning object repositories. Special attention is paid to the models and methods to evaluate the quality of learning repositories. Multiple criteria decision analysis and optimization methods are explored to be applied for evaluating the quality of learning repositories. This chapter also presents the results of several large-scale projects co-funded by EU research programs that have been implemented in the area of learning repositories. Learning repositories’ technological quality model (system of criteria) and novel comprehensive model for evaluating the quality of user interfaces of learning repositories are presented in more detail. The general MCEQLS (Multiple Criteria Evaluation of Learning Software) approach is presented in this chapter. It is shown that the MCEQLS approach is suitable for evaluating the quality of learning repositories. The author believes that research results presented in the chapter will be useful for all educational stakeholder groups interested in developing learning repositories.

The opening-up of an opencast system is fundamental in the structure of the mining and technical system (MTS) and the efficiency of the functioning and development of the MTS as a whole depends on the quality of the assessment of its functioning. The decision-making on the reconstruction of the mining and technical system and its subsystems in modern conditions cannot be based only on the basis of a comparison of the technical and economic indicators of the options. Decisions on the development of MTS should be made on the basis of measuring and evaluating the parameters and indicators of the elements of the opening-up of an opencast system and taking into account the requirements of the sustainable development concept, i.e. taking into account the technical, economic, environmental and social aspects of the consequences of decisions taken. However, most of the existing approaches do not allow a comprehensive assessment of all elements of the opening-up of an opencast system, which able to take into account the interrelation between the indicators of the MTS elements in terms of the sustainable development concept. In this paper, we analyzed the factors of the sustainable functioning and development of the MTS and the opening-up of an opencast system, the parameters and indicators for their assessment, as well as the decision-making methods used in the practice of operating the MTS subsystems. The system of parameters and indicators for evaluating the opening-up of an opencast system has been substantiated, taking into account five groups of factors for the functioning of MTS: technical, technological, economic, social and environmental. The use of the fuzzy AHP method for ranking the parameters and indicators of the opening-up of an opencast system is proposed. The methodology and calculation example of assessment of the sustainable development of the opening-up of an opencast system using the fuzzy AHP method are presented. The results of the ranking of the parameters and indicators of the openingup of an opencast system showed that the most significant parameters are economic efficiency, the productivity of the transport complex, social efficiency and environmental efficiency, and the indicators are total income, emissions of pollutants and working conditions of personnel. Using the approach proposed in the work to assess the opening-up of an opencast system will improve: the quality of the assessment of the elements of the opening-up of an opencast system for compliance with the requirements of the sustainable development concept; the effectiveness of decision-making on the design, operational and strategic planning of the MTS development,taking into account the coordination of economic goals with goals in the field of ecology and social development.

The quality of water available to people has deteriorated because of the vast increase in global industries. The overall quality of water has reduced due to the high use of fertilizers in farms and chemicals in sectors such as mining and construction. The quality of water has a direct impact on the health of humans and hence it is necessary to evaluate the quality of drinking water. The quality of water is dependent on various substances like pH, ammonia, iron, arsenic etc. present in water. If these parameters are available in an appropriate amount in water then only the water is considered as of good quality. The problem of assessing water quality is usually considered as multi-criteria decision problem. In this paper an approach to evaluate quality of water using Fuzzy Analytical Hierarchical Process (Fuzzy-AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) is proposed. The parameters which are considered for evaluation include Arsenic, Ammonia , Iron , Nitrate , Dissolved Oxygen and Ph. The relative importance of these parameters is utilized while applying the Fuzzy-AHP process and weights for each parameter are computed. The various datasets containing values for considered parameters are collected and the weights are used to assign quality levels to these water samples. The paper also gives the performance analysis of the proposed method in terms of accuracy. The accuracy is measured in terms of how many water samples are assigned correct quality level and the results show that the proposed method has better accuracy as compared to traditional AHP and Fuzzy-AHP method.

Pamekasan regency is an area in Madura Island that has the potential to increase the quality and quantity of salt by recommending the use of geomembrane technology. This research will give recommendation of factor is the highest priority of salt farmer’s behavior decisions on the use of geomembrane technology. The method developed in this research are combination of AHP and Fuzzy AHP method. AHP is used to determine the consistency of judgments made by each respondent and Fuzzy AHP is used to determine the criteria weight and subcriteria to determine the highest priority criteria and subcriteria decisions. Priority results using FAHP obtained that highest priority factor the behavior decisions of salt farmers towards the use of geomembrane technology at the level of farmers and agencies to technical aspects is production result subcriteria, to economic aspects is profit of salt farmers subcriteria, to socio cultural aspect is geomembrane technology is corresponding government advice and to environment aspects is quality of salt

The aim of the paper is to present a new MCEQLS AHP method for the expert evaluation of quality of learning scenarios. A special attention is paid to suitability of scenarios to particular learner groups (styles). Solution of learning scenarios quality evaluation and optimisation problem could help educational institutions to select suitable scenarios for particular learning styles. The research results will be implemented in iTEC – a four-year, largest pan-European e-learning R&D project focused on the design of the future classroom funded by 7th Framework Programme. A novel method of consecutive triple application of AHP is explored in more detail. Suitability of several iTEC scenarios to particular learner groups is also analysed in the paper. A number of multiple criteria decision analysis principles are applied to create a comprehensive quality model (criteria tree) for evaluating quality of scenarios. Several optimisation methods are explored and applied to optimise learning scenarios in conformity with particular learning style. Several practical examples of iTEC learning scenarios alternatives have been evaluated against the proposed MCEQLS AHP method. The research results have shown that the proposed MCEQLS AHP method is quite objective, exact and simple to use for selecting qualitative scenarios alternatives for particular learner groups.

AbstrakPemilihan kualitas batu mulia membutuhkan kemampuan khusus untuk memilih dan menilai kualitas batu mulia yang akan diperdagangkan. Keberagaman jenis batu mulia dan konsumen menjadi kendala tersendiri ketika pengetahuan dan kemampuan individu dalam menganalisis kualitas batu mulia sangatlah minim.Penelitian ini menggunakan metode kuantitatif dengan menggunakan model Fuzzy AHP. Pengumpulan data dilakukan dengan cara konsultasi dengan Direktur Kantor Pusat Promosi Batu Mulia Indonesia GEM-AFIA GROUP  di Bandung sehingga dihasilkan kriteria-kriteria terbaik dalam pemilihan kualitas perdagangan batu mulia. Kriteria-kriteria tersebut kemudian disusun berdasarkan literatur, observasi dan wawancara, selanjutnya diberi penilaian perbandingan berpasangan dengan AHP untuk mencari bobot informasional dan menggunakan TFN untuk mencari upper excepted value.Hasil yang didapat dengan menggunaan model Fuzzy AHP dalam pemilihan kualitas perdagangan batu mulia menunjukkan bahwa kriteria berat jenis, warna, kekerasan, pemotongan, dan kejernihan merupakan kriteria utama dalam pemilihan kualitas perdagangan batu mulia. Fuzzy AHP dalam penilaian tingkat kosistensi dilakukan pada level struktur hierarki dan mampu mengakomodir ketidak konsistenan dalam penilaian. Kata kunci—AHP (Analysis Hierarchy Process), Fuzzy AHP, TFN (Triangular Fuzzy Number), upper eecepted upper. AbstractThe selection process of Precious stone quality requires particular ability in selecting and assessing the quality of traded Precious stones . The diversity types of Precious stoneand consumers in choosing it become an obstacle since the limited knowledge and ability to analyze needs of individuals.This research applied quantitative method by employing Fuzzi AHP model. The data was collected by consulting the director of  Kantor Promosi Batu Mulia Indonesia GEMAFIA GROUP located in Bandung that gives some criteria in the selection of Precious stonetrade quality. Further, these criteria are formulated based on AHP pair comparison to find out the informational quality and upper expected values using TFT (triangular Fuzzy Number).The result that is based on Fuzzy AHP method show that density, color, hardness, cutting and clarity criteria are the criteria in selecting Precious stonetrade quality.  This method in the assessment of consistency level is done in the hierarchy structure level and is able to accommodate the assessment inconsistency. Keywords—AHP (Analysis Hierarchy Process), Fuzzy AHP, TFN (Triangular Fuzzy Number),  upper eecepted upper.

In some cases, the processes of piercing or expanding pipe blanks involve the use of high-frequency active vibrations. However, due to insufficient knowledge, these processes are not widely used in the practice of seamless pipes production. In particular, the problems of increasing the efficiency of the processes of piercing or expanding a pipe blank at a piercing press using high-frequency vibrations are being solved without proper research and, as a rule, by experiments. The elaboration of modern technological processes for the production of seamless pipes using high-frequency vibrations is directly related to the choice of rational modes of metal deformation and the prediction resistance indicators of technological tools and the reliability of equipment operation. The creation of a mathematical model of the process of vibrating piercing (expansion) of an axisymmetric pipe blank at a piercing press of a pipe press facility is an actual task. A calculation scheme for the process of piercing a pipe plank has been elaborated. A dependence was obtained characterizing the speed of front of plastic deformation propagation on the speed of penetration of a vibrated axisymmetric mandrel into the pipe workpiece being pierced. The dynamic characteristics of the occurrence of wave phenomena in the metal being pierced under the influence of a vibrated tool have been determined, which significantly complements the previously known ideas about the stress-strain state of the metal in the deformation zone. The deformation fields in the zones of the disturbed region of the deformation zone were established, taking into account the high-frequency vibrations of the technological tool. It has been established that the choice of rational parameters (amplitude-frequency characteristics) of the vibration piercing process of a pipe blank results in significant increase in the efficiency of the process, the durability of the technological tool and the quality of the pierced blanks.
