AbstractThis paper describes the conception, development, launch, marketing, and maintenance of the Florida Fish & Wildlife Conservation Commission Reporter (FWC Reporter), a mobile application (app) that the public can use to report fish and wildlife and environmental concerns to appropriate state agency offices. The FWC Reporter, launched in February 2018, is the first comprehensive reporting app developed by a fish and wildlife agency in the United States that we are aware of. On the basis of a consumer concept test and library research, the app's design incorporates elements of fast and frugal heuristics and inductive decision theory. The FWC developed this version of the app in-house with an open-source development package, and involves primarily email and telephone to send reports and facilitate communication with agency staff. From February 2018 through December 31, 2018, the FWC recorded over 1,000 downloads on Android and 4,308 on Apple devices, and 258 emailed reports. Since fish and wildlife reporting apps do not provide clear benefit to the user (low value proposition), it is crucial that offices receiving reports are proactive in building and maintaining their own reporting constituency. Engagement with the public is not only through active recruitment of app users, but also following up after a report is made so that the users know their efforts are appreciated. Two FWC programs demonstrated successful engagement, horseshoe crabs Limulus polyphemus and fish kills, as they received the most email reports. Other topics for any conservation or fish and wildlife agency to consider when developing their own reporting mobile app include download intention, adoption, continuance, habit formation, public and organizational acceptance, and marketing.

The Marine Mammal Protection Act and the Endangered Species Act have been cornerstones of federal wildlife conservation policy in the United States since their enactment in the early 1970s. These laws prohibited the taking of members of protected populations without a permit, where “taking” was defined so broadly as to include harassment or disturbance, as well as capture or killing. Because most forms of biological research on protected species involved some sort of taking, and because such research was deemed vital to the achievement of conservation goals and the advancement of human knowledge, the laws established procedures under which proposed scientific takes could be permitted after review by federal regulators, scientists, the public, and, in some cases, the courts. Although there was relatively little controversy over the need for or nature of these permit procedures during the debates leading up to the enactment of the laws, they became the source of concern on the part of many zoologists, biologists, and ecologists as soon as federal agencies began to implement them. From these scientists’ perspective, certain forms of environmental regulation undermined their professional autonomy and threatened to hamper the production of the very knowledge necessary for effective environmental protection. Their efforts to block, weaken, or work around such regulation brought them into conflict with environmental and animal rights activists, regulators, and other members of the scientific community and resonated with a broader backlash against environmental regulation.

The application of telepharmacy opens new perspectives in the provision of health services and contributes to limiting the problem of reduced availability of pharmacists. The aim of the present study is to examine the attitudes towards offering and using telepharmaceutical services in Bulgaria. The study included 379 people, mostly health professionals. The mean age of respondents was 44.38±12.39. Statistical analyses were performed using IBM SPSS Statistics v.23. Over 90% of the respondents use the Internet to search for health information. Many of them read the package leaflet before use. For the most part, respondents are distrustful of food supplements sold on the Internet. More than 56% claim they would not buy prescription medicines online or via a mobile app, even if it was allowed by law. Quite a few would consult a pharmacist for a therapy prescribed at a distance as well as use a mobile application to monitor drug therapy. The spread and acceptance of telepharmacy is a challenge involving cooperation between the public and private sectors, as well as scientific institutions and academia, which is essential for achieving appropriate results and effectively improving health services.

AbstractPeople's interest to make the museum as a tourist destination is very low. Therefore, innovations are needed to attract the public interest, and in this case innovation is done in the utilization of NFC technology on android. Currently NFC technology is growing rapidly and has been exploited in various applications, so the utilization of this technology is expected to eliminate the impression of outdated and less attractive to the museum. This application will be divided into two, ie mobile apps for visitors developed using Android Studio software and web applications developed using SublimeText. Mobile apps created to display information from objects in the museum in the form of text, images, video, and audio, by scanning the NFC tag which then the scan results will direct the application to retrieve data from web applications that serve as a server for database management . This mobile app can also display 360o rooms from every room in the museum. Based on the results of the implementation that has been tested, this application was able to convey information in text, image, sound, or video format by doing a scan on the NFC tag. Saat ini teknologi NFC sedang berkembang pesat dan sudah dimanfaatkan dalam berbagai aplikasi, sehingga pemanfaatan teknologi ini diharapkan dapat menghilangkan kesan ketinggalan jaman dan kurang menarik pada museum. Aplikasi ini akan dibagi menjadi dua, yaitu aplikasi mobile untuk pengunjung yang dikembangkan menggunakan software Android Studio dan aplikasi web yang dikembangkan menggunakan SublimeText. Aplikasi mobile yang dibuat dapat menampilkan informasi dari benda di museum dalam bentuk text, gambar, video, dan audio, dengan cara melakukan scanning pada NFC tag yang kemudian hasil scan tersebut akan mengarahkan aplikasi untuk mengambil data dari aplikasi web yang berfungsi sebagai server untuk manajemen database. Aplikasi mobile ini juga dapat menampilkan ruangan 360o  dari setiap ruangan yang ada di museum. Berdasarkan hasil implementasi yang telah diuji, aplikasi ini ternyata mampu menyampaikan informasi dalam format teks, gambar, suara, maupun video dengan melakukan scan pada NFC tag. Work zones are prevalent in the United States as the infrastructure is increasingly in need of maintenance. Lack of reliable data is one of the main obstacles in work zone research. Reliability suffers because of underreporting of crashes and inclusion in the analysis of irrelevant activities that are not attributable to work zones. In addition, the work zone environment is very dynamic, resulting in differing reasons for crashes. These are barriers to gaining an accurate understanding of safety in work zones. The objective of this paper is to design, develop, and deploy a mobile application (app) for real-time work zone data collection to address these issues. The development process consisted of the following steps. First, a user interface was designed to enable users to collect various work zone activity information. Second, taking advantage of recent advances in cloud computing, a real-time database was designed for efficient storage and instantaneous communication of work zone activity data. Field tests were then conducted at 13 work zone sites in Columbia, Missouri. Finally, the performance of the app was evaluated based on scalability, precision, and user friendliness. The app was able to respond to queries at real-time speeds even as the size of the database and the number of users increased. The precision of sensors was within appreciable accuracy for the geolocation. The app’s user friendliness was acknowledged by the users. The successful deployment of this mobile app would lead to accurate work zone data which is very useful for work zone management, traveler information, contract monitoring, safety analysis, and project coordination.

As the Surgeon General of the United States in 1989, I challenged parents, physicians, state agency staff, and researchers to work together to find better ways to identify very young children with hearing impairments. With that challenge, I set a goal that by the year 2000, all children with significant hearing impairment would be identified before 12 months of age. Although it was an ambitious goal, I was optimistic that it could be accomplished. The last 5 years have demonstrated the feasibility of that goal, and it has, in fact, been accomplished by people who were ready and eager to do something toward its achievement.

El artículo analiza la diplomacia pública del gobierno de Lázaro Cárdenas centrándose en su opción por publicitar la pobreza nacional en el extranjero, especialmente en Estados Unidos. Se plantea que se trató de una estrategia inédita, que accedió a poner en riesgo el “prestigio nacional” con el fin de justificar ante la opinión pública estadounidense la necesidad de implementar las reformas contenidas en el Plan Sexenal. Aprovechando la inusual empatía hacia los pobres en tiempos del New Deal, se construyó una imagen específica de pobreza que fuera higiénica y redimible. Ésta, sin embargo, no generó consenso entre los mexicanos. This article analyzes the public diplomacy of the government of Lázaro Cárdenas, focusing on the administration’s decision to publicize the nation’s poverty internationally, especially in the United States. This study suggests that this was an unprecedented strategy, putting “national prestige” at risk in order to explain the importance of implementing the reforms contained in the Six Year Plan, in the face of public opinion in the United States. Taking advantage of the increased empathy felt towards the poor during the New Deal, a specific image of hygienic and redeemable poverty was constructed. However, this strategy did not generate agreement among Mexicans.

Dr. C.K. Clarke (1857-1924) was one of Canada’s most prominent psychiatrists. He sought to improve the conditions of asylums, helped to legitimize psychiatry and established formal training for nurses. At the beginning of the 20th Century, Canada experienced a surge of immigration. Yet – as many historians have shown – a widespread anti-foreigner sentiment within the public remained. Along with many other members of the fledgling eugenics movement, Clarke believed that the proportion of “mental defectives” was higher in the immigrant population than in the Canadian population and campaigned to restrict immigration. He appealed to the government to track immigrants and deport them once they showed signs of mental illness. Clarke’s efforts lead to amendments to the Immigration Act in 1919, which authorized deportation of people who were not Canadian-born, regardless of how many years that had been in Canada. This change applied not only to the mentally ill but also to those who could no longer work due to injury and to those who did not follow social norms. Clarke is a fascinating example of how we judge historical figures. He lived in a time where what we now think of as xenophobia was a socially acceptable, even worthy attitude. As a leader in eugenics, therefore, he was a progressive. Other biographers have recognized Clarke’s racist opinions, some of whom justify them as keeping with the social values of his era. In further exploring Clarke’s interest in these issues, this paper relies on his personal scrapbooks held in the CAMH archives. These documents contain personal papers, poems and stories that proclaim his anti-Semitic and anti-foreigner views. Whether we allow his involvement in the eugenics movement to overshadow his accomplishments or ignore his racist leanings to celebrate his memory is the subject of ongoing debate. Dowbiggin IR. The size of the data that is owned by an application today is very influential on the amount of space in the memory needed one of which is a mobile-based application. One mobile application that is widely used by students and the public at this time is the Complete Natural Knowledge Summary (Rangkuman Pengetahuan Alam Lengkap or RPAL) application. The RPAL application requires a large amount of material storage space in the mobile memory after it has been installed, so it can cause this application to be ineffective (slow). Compression of data can be used as a solution to reduce the size of the data so as to minimize the need for space in memory. The levestein algorithm is a compression technique algorithm that can be used to compress material stored in the RPAL application database, so that the database size is small. This study describes how to compress the RPAL application database records, so as to minimize the space needed on memory. Based on tests conducted on 128 characters of data (200 bits), the compression results obtained of 136 bits (17 characters) with a compression ratio is 68% and redundancy is 32%.Keywords: compression, levestein, aplication, RPAL, text, database, mobile

In today’s world, it is easier and easier to stay connected with people who are halfway across the world. Social media and a globalizing economy have created new methods of business, trade and socialization resulting in vast amounts of communication and effecting global commerce. Like her or hate her, Kimberly Noel Kardashian West as known as Kim Kardashian has capitalized on social media platforms and the globalizing economy. Kim is known for two things: famous for doing nothing and infamous for a sex tape. But Kim has not let those things define her. With over 105 million Instagram followers and 57 million Twitter followers, Kim has become a major global influence. Kim has travelled around the world, utilizing the success she has had on social media to teach make-up master classes with professional make-up artist, Mario Dedivanovic. She owns or has licensed several different businesses including: an emoji app, a personal app, a gaming app, a cosmetics line, and a fragrance line. Not to be forgotten, the Kardashian family show, ‘Keeping Up with the Kardashians’ has been on the air for ten years with Kim at the forefront. Kim also has three books: ‘Kardashian Konfidential’, ‘Dollhouse’, and ‘Selfish’. With her rising social media following, Kim has used the platforms to show her support for politicians and causes, particularly, recognition of the Armenian genocide. Kim also recently spoke at the Forbes’ women’s summit. Following the summit, Kim tweeted out her support for a recent movement on Twitter, #freeCyntoiaBrown which advocated for a young woman who claimed to have shot and killed the man who held her captive as a teenage sex slave in self-defense. Kim had her own personal lawyers help out Cyntoia on her case. Kim has also moved beyond advocating for issues within the confines of the United States. As mentioned earlier, she is known for advocating for recognition of the Armenian genocide. In the last two years, her show has made it a point to address the Armenian situation as it was then and as it is now. Kim has been recognized as a global influencer by others across the wordl. We believe Kim has become the same as political leaders when it comes to influencing the public. Kim’s story reveals that the new reality creates a perfect opportunity for mass disturbances or for initiating mass support or mass disapproval. Although Kim is typically viewed for her significance to pop culture, Kim’s business and social media following have placed her deep into the mix of international commerce. As her businesses continue to grow and thrive, we may see more of her influence on international issues and an increase in the commerce from which her businesses benefit.
