The size of the data that is owned by an application today is very influential on the amount of space in the memory needed one of which is a mobile-based application. One mobile application that is widely used by students and the public at this time is the Complete Natural Knowledge Summary (Rangkuman Pengetahuan Alam Lengkap or RPAL) application. The RPAL application requires a large amount of material storage space in the mobile memory after it has been installed, so it can cause this application to be ineffective (slow). Compression of data can be used as a solution to reduce the size of the data so as to minimize the need for space in memory. The levestein algorithm is a compression technique algorithm that can be used to compress material stored in the RPAL application database, so that the database size is small. This study describes how to compress the RPAL application database records, so as to minimize the space needed on memory. Based on tests conducted on 128 characters of data (200 bits), the compression results obtained of 136 bits (17 characters) with a compression ratio is 68% and redundancy is 32%.Keywords: compression, levestein, aplication, RPAL, text, database, mobile

Storage space required by an application is one of the problems on smartphones. This problem can result in a waste of storage space because not all smartphones have a very large storage capacity. One application that has a large file size is the RPUL application and this application is widely accessed by students and the general public. Large file size is what often causes this application can not run effectively on smartphones. One solution that can be used to solve this problem is to compress the application file, so that the size of the storage space needed in the smartphone is much smaller. This study describes how the application of the elias gamma code algorithm as one of the compression technique algorithms to compress the RPUL application database file. This is done so that the RPUL application can run effectively on a smartphone after it is installed. Based on trials conducted on 64 bit of text as samples in this research it was found that compression based on the elias gamma code algorithm is able to compress text from a database file with a ratio of compression is 2 bits, compression ratio is 50% with a redundancy is 50%. Keywords: Compression, RPUL, Smartphone, Elias Gamma Code

Every consumer’s buying decision at the supermarket influences food brands to make first party claims of sustainability and socially responsible farming methods on their agro-product labels. Fine wines are often subject to counterfeit along the supply chain to the consumer. This paper presents a method for efficient unrestricted publicity to third party certification (TPC) of plant agricultural products, starting at harvest, using smart contracts and blockchain tokens. The method is capable of providing economic incentives to the actors along the supply chain. A proof-of-concept using a modified Ethereum IGR token set of smart contracts using the ERC-1155 standard NFTs was deployed on the Rinkeby test net and evaluated. The main findings include (a) allowing immediate access to TPC by the public for any desired authority by using token smart contracts. (b) Food safety can be enhanced through TPC visible to consumers through mobile application and blockchain technology, thus reducing counterfeiting and green washing. (c) The framework is structured and maintained because participants obtain economical incentives thus leveraging it´s practical usage. In summary, this implementation of TPC broadcasting through tokens can improve transparency and sustainable conscientious consumer behaviour, thus enabling a more trustworthy supply chain transparency.

The development of mobile internet has led to a massive amount of data being generated from mobile devices daily, which has become a source for analyzing human behavior and trends in public sentiment. In this paper, we build a system called MoSa (Mobile Sentiment analysis) to analyze this data. In this system, sentiment analysis is used to analyze news comments on the THAAD (Terminal High Altitude Area Defense) event from Toutiao by employing algorithms to calculate the sentiment value of the comment. This paper is based on HowNet; after the comparison of different sentiment dictionaries, we discover that the method proposed in this paper, which use a mixed sentiment dictionary, has a higher accuracy rate in its analysis of comment sentiment tendency. We then statistically analyze the relevant attributes of the comments and their sentiment values and discover that the standard deviation of the comments’ sentiment value can quickly reflect sentiment changes among the public. Besides that, we also derive some special models from the data that can reflect some specific characteristics. We find that the intrinsic characteristics of situational awareness have implicit symmetry. By using our system, people can obtain some practical results to guide interaction design in applications including mobile Internet, social networks, and blockchain based crowdsourcing.

The general objective of the study was to analyze the level of public trust (citizen trust) of e-government based health insurance services, namely the e-mobile National Health Insurance (JKN) BPJS in Makassar City.The design of this research is a quantitative descriptive type. The population in this study were people who used the National Health Insurance (JKN) e-mobile application with 167 respondents. Data collection was carried out using a questionnaire instrument. Data analysis uses multiple linear regression.The results showed that first there was a high level of public trust in JKN e-mobile applications. This means that the application gives satisfaction to the community and is considered beneficial for them. Secondly, the level of public trust is high in the government, where the public considers the government to be serious in providing health insurance services.Tujuan umum penelitian adalah untuk menganalisis tingkat kepercayaan publik (citizen trust) terhadap pelayanan jaminan kesehatan berbasis e-government yaitu e-mobile Jaminan Kesehatan Nasional (JKN) BPJS Kesehatan di Kota Makassar. Desain penelitian ini adalah kuantitatif tipe deskriptif. Populasi dalam penelitian ini adalah masyarakat yang menggunakan aplikasi e-mobile Jaminan Kesehatan Nasional (JKN) dengan jumlah responden sebanyak 383 orang. Pengumpulan data dilakukan dengan menggunakan instrument kuesioner. Analisis data menggunakan regresi linear berganda. Hasil penelitian menunjukkan bahwa, pertama terdapat tingkat kepercayaan tinggi masyarakat terhadap aplikasi e-mobile JKN. Hal ini berarti aplikasi memberi kepuasan kepada masyarakat dan dianggap bermanfaat bagi mereka. Kedua tingkat kepercayaan publik tinggi terhadap pemerintah tinggi, dimana masyarakat menilai pemerintah serius dalam memberikan pelayanan jaminan kesehatan.


The domain of image signal processing, image compression is the significant technique, which is mainly invented to reduce the redundancy of image data in order to able to transmit the image pixels with high quality resolution. The standard image compression techniques like losseless and lossy compression technique generates high compression ratio image with efficient storage and transmission requirement respectively. There are many image compression technique are available for example JPEG, DWT and DCT based compression algorithms which provides effective results in terms of high compression ratio with clear quality image transformation. But they have more computational complexities in terms of processing, encoding, energy consumption and hardware design. Thus, bringing out these challenges, the proposed paper considers the most prominent research papers and discuses FPGA architecture design and future scope in the state of art of image compression technique. The primary aim to investigate the research challenges toward VLSI designing and image compression. The core section of the proposed study includes three folds viz standard architecture designs, related work and open research challenges in the domain of image compression.

The police are expected to perform functions critical to relations between the government and citizens in democratic societies. However, in Nigeria, the reality is that the police organisation suffers limitations that undermine effective and democratic policing. Although the Nigeria Police Force has a long and chequered history, its services are dogged by challenges including adversarial police–citizen relations and mutual suspicion and police misconduct. To address these problems and enhance policing, the Nigeria Police Force has deployed digital technologies through a Complaint Response Unit [later renamed the Public Complaint Rapid Response Unit (PCRRU)]. The PCRRU allows the public to connect with the police through dedicated phone numbers for calls and SMS, and a round-the-clock presence on Twitter, Facebook, WhatsApp, Blackberry Messenger and a mobile application. Although this initiative often draws attention and commendation, it also raises doubts about sustenance and utility value. Drawing on David Easton’s input–output nexus as a theoretical underpinning on the one hand, and data sourced through expert opinion interviews and web measurement on the other hand, this article investigates how these digital policing technologies, through the PCRRU, enhance efforts at mutually rewarding police–citizen relations and police accountability, as requisites of democratic policing, in Nigeria. The findings expand discussion on the dimensions of Nigeria’s police–citizen relations and the potentials of technology in promoting positive outcomes. The findings also suggest means through which police managers can optimise technology in ways that aid strategic efforts at improving public security.

In the field of digital data there is a demand in bandwidth for the transmission of the videos and images all over the worlds. So in order to reduce the storage space in the field of image applications there is need for the image compression process with lesser transmission bandwidth. So in this paper we are proposing a new image compression technique for the compression of the satellite images by using the Region of Interest (ROI) based on the lossy image technique called the Quantization encoding algorithm for the compression. The performance of our method can be evaluated and analyzing the PSNR values of the output images.

AbstractThis essay introduces a special issue of the BJHS on communities of natural knowledge and artificial practice in seventeenth- and eighteenth-century London. In seeking to understand the rise of a learned and technical culture within a growing and changing city, our approach has been inclusive in terms of the activities, people and places we consider worth exploring but shaped by a sense of the importance of collective activity, training, storage of information and identity. London's knowledge culture was formed by the public, pragmatic and commercial spaces of the city rather than by the academy or the court. In this introduction, we outline the types of group and institution within our view and acknowledge the many locations that might be explored further. Above all, we introduce a particular vision of London's potential as a city of knowledge and practice, arising from its commercial and mercantile activity and fostered within its range of corporations, institutions and associations. This was recognized and promoted by contemporary authors, including natural and experimental philosophers, practical mathematicians, artisans and others, who sought to establish a place for and recognition of their individual and collective skills and knowledge within the metropolis.

This study entitled analysis of functions and applications of siaran mobile (reporting and assignment application system) as a communication facility of South Tangerang City towards smart city. The purpose of this study was to analyze the functions and benefits of the SIARAN Mobile application as a facility of public communication in supporting South Tangerang City towards smart city. Supporting concepts and theories in this research were communication, public relations government, and smart city. This research method was to use a descriptive qualitative approach. The findings showed that the SIARAN Mobile application was a South Tangerang City reporting media based on the mobile application that was officially launched by the government since March 9th, 2017. The function of this application was to become a reporting application for technical problems such as waste problems, damaged public facilities, actions which was detrimental to the community. The benefit of this application was to make it easier for the public to report various problems in the South Tangerang area, and make it easier for the government in handling various problems that were complained of by the community.
