Identifying and Managing Risks Inherent in e-Government Project Implementation

e-Government implementation in developing countries is usually very different than it is in developed countries, with different strategy, different challenges, and different risks. One thing developed and developing countries have in common with regard to e-Government is that it involves very large, complex systems with numerous internal and external entities and interfaces resulting in very dynamic non-linear behavior. There are many tools and techniques for use in examining and understanding systems, even large, complex ones. More and more research on e-Government systems is completed every year. Even so, the majority of e-Government projects partially or totally fail. For developing countries, these failures are extremely costly. More is needed. This chapter explores the use of system dynamics modeling to drill down into an e-Government system’s behavior and illustrate its depth and non-linear nature, i.e. how foreign direct investment flows through finance, technology, and strategy to impact risk.

The article highlights three stages of the formation of multinationals from developing countries. Although first Argentine TNCs appeared at the turn of the 19th — 20th centuries, in the majority of the Global South countries TNCs appeared in the 1960s — 1980s. With the collapse of the bipolar world order, which in many developing countries was accompanied by significant internal political and economic transformations, the second stage of foreign expansion of TNCs from the Global South began. Indeed, in 1990 they accounted for 6 % of global outward foreign direct investment stock, while the figure was 10 % by the end of 2005. We date the beginning of the third stage to the financial and economic crisis of 2007—2009, since multinationals from developing countries as a whole are more successfully overcoming the period of turbulence in the global economy. By the end of 2020, they accounted for 22 % of global outward foreign direct investment stock, and during the COVID-19 pandemic crisis they generally exported more than 50% of the capital. The modern foreign expansion of such TNCs has many reasons, differs greatly from country to country, and often differs slightly from the specifics of Western multinationals. At the same time, initially, “late internationalization” in developing countries had two main vectors — the use of new opportunities for South — South cooperation and overcoming, through the creation of subsidiaries in highly developed countries, the shortcomings of the business environment of “catching up” countries.

The rapid global growth of the Internet and information technology has inspired many governments to transform their traditional services into electronic ones. Many governments are now developing, implementing and improving their strategies to transform government services using information and communication technologies (ICTs). E-Government, as it is known, has become a popular focus of government efforts in many developed countries and, more recently, in several developing countries. Further, e-government services have become a significant and active means for interaction among government, citizens and businesses. E-government comprises several dimensions, one of the main ones being e-government readiness. To put technology to effective use, a government must be “ready”. E-government readiness helps a government to measure its stages of readiness, identify its gaps, and then redesign its government strategy. One of the aspects of e- government readiness is that of technological readiness, which plays an important role in implementing an effective and efficient e- government project. This paper explores the gaps in current knowledge relating to the technological aspects of e-government readiness through the conduct of a literature review. In particular, the review focuses on the models and frameworks that have been developed to assess e-government readiness.

Outward Foreign Direct Investment (OFDI) is in the nature of international relocation of production. OFDI acts as a complementary input in the host country and hence aims at rational allocation of global resources. The pattern of economic development on a multilateral scale would, thus, determine the pattern of OFDI. We consider the effect of economic development on OFDI originated from developing countries, with the help of a set of socio-economic variables. With the help of Principal Component Analysis we construct a set of six composite indices, namely, human resource, infrastructure, labour, market, trade openness and resource, as determinants of OFDI. We use a panel regression approach both in terms of OFDI stock and flow. The period of study is 1990-2009. Empirical results indicate that developing countries outflow has not been growing significantly. The annual growth rate of global FDI outflows is 3.2 percent. FDI outflow is mainly from developed countries. Resource is most important determinant because it has elasticity greater than one. Resource and market variables indicate that in long run FDI focused on resource seeking and market-seeking.

Abstract The Trade-Related Investment Measures (TRIMs) Agreement aims to balance the interests of developed countries seeking to protect their investments as well as developing countries trying to attract more foreign investments to finance national projects. This article assesses the TRIMs Agreement and the compatibility of Egyptian economic legislation, especially the provisions of the Investment Law No. 72/2017, alongside the impact of this agreement on the Egyptian economy. We conclude that Egyptian legislation as a whole is in line with the TRIMs Agreement, with the exception of some provisions enacted under exceptional circumstances in Egypt since January 2011. As a result of these circumstances, it is impossible accurately to assess the extent to which the Egyptian economy was affected by the implementation of TRIMs during the current period, since the policies adopted by the Government of Egypt have succeeded in increasing the volume of foreign direct investment to Egypt.

The present paper investigates the effect of poverty on foreign direct investment (FDI) inflows in developing countries. It complements the important extant literature on the effect of FDI inflows on poverty by examining the issue the other way around. The analysis is conducted using a sample of 117 countries over the period 1980-2017, and the two-step system Generalized Methods of Moments (GMM) technique. It has relied on two indicators of poverty, namely poverty headcount ratio and poverty gap. Findings indicate that over the full sample, poverty influences negatively FDI inflows, including through its adverse effect on human capital (that is, both education and health). Unsurprisingly, low-income countries (considered as poorest countries in the full sample) experience a higher negative effect of poverty on FDI inflows than other countries. On another note, participation in international trade matters for the effect of poverty on FDI inflows. In fact, an increase in poverty levels results in lower FDI inflows in countries that experience low workers' productivity, a less developed financial sector, and a low level of infrastructure development. Furthermore, the effect of poverty on FDI inflows does not depend on the prevailing economic growth rate. Finally, the analysis has revealed the existence of a non-linear effect of poverty on FDI inflows for the poverty headcount indicator, but not for the poverty gap indicator. The non-linear effect of poverty headcount on FDI inflows is such that a rise in poverty headcount ratio results in lower FDI inflows, but an additional increase in poverty more than further discourages FDI inflows. The conclusion discusses the implications of these findings.

Stabilisation clauses are widely portrayed as an essential tool which developing countries use to attract foreign direct investment (FDI) to their extractive industries. However, this view of stabilisation clauses is based on two presumptions. The first is that developing countries compete to attract FDI. The second is that developing countries have higher levels of political risks. This article argues that neither presumption is true as such. The available evidence points to intense competition among foreign investors, backed by their home governments, for access to the extractive industries in developing countries. The political risks that stabilisation clauses are aimed at also exist at least in equal measure, in developed countries. The article then relies on the findings of previous empirical studies and an analysis of current trends in stabilisation practices to argue that contrary to popular belief, stabilisation clauses do not play an ‘essential’ role in attracting FDI into developing countries.

The significance of foreign direct investment (FDI) flows is well documented in literature for both the developing and developed countries. Over the last decade foreign direct investment have grown at least twice as rapidly as trade Meyer, (2003). As there is shortage of capital in the developing countries, which need capital for their development process, the marginal productivity of capital is higher in these countries. On the other hand investors in the developed world seek high returns for their capital. Hence there is a mutual benefit in the international movement of capital.

In this paper, we identify the different determinants of the location of research and development (R&D) on foreign direct investment (FDI) in both developed and developing countries. In the case of host developed countries, we find that private R&D investment is positively associated with attracting R&D on FDI. In contrast, in the case of host developing countries, we find that private R&D investment is not significantly associated with attracting R&D FDI, but public R&D induces it. These findings imply that the objective of R&D FDI in developed economies is to advance multinational corporations’ (MNCs) technology further by targeting the local technology market. In contrast, the R&D FDI of MNCs in developing countries is attracted toward localities where the R&D infrastructure is better developed due to public R&D investment. MNCs in developing countries do not direct considerable attention to the R&D activities of the local private sector because their goal is to modify their own technology or products for the local product or export markets in the host countries. Therefore, although one obvious policy implication is the importance of conducting local R&D to attract foreign R&D, the more important factors are to stimulate private R&D further in the case of developed countries and to initiate public R&D first in the case of developing countries.

Today, foreign direct investment is very important for both developed and developing countries. It is seen as an opportunity to overcome the inadequacy of capital, especially in developing countries. It is expected that these investments will make a serious contribution in solving the problems related to the balance of payments, in the realization of the investments that will enable the growth of the economies, in increasing the employment. The study will examine the size, development and effects of foreign capital in Azerbaijan economy. Azerbaijan, which is also known as transition economies, has gone from the Soviet Union in 1991 to regulating its economic structure from the beginning. At this point, they have undertaken various reforms to improve their inadequate investment capabilities and to attract foreign direct investment into the country. In this respect, they tried to have a share of this great pasty shared by the developed countries in the world. In this study, firstly foreign direct investments and economic effects will be examined. Then, general information about Azerbaijani economy will be given and the dimensions and effects of foreign direct investments in Azerbaijan will be revealed. After the literature review on the subject has been made, the relationship between economic growth and foreign direct investment in Azerbaijan will be empirically analyzed. The figures for Azerbaijan during the period 1995-2015 were obtained from the World Bank.

Purpose Level of trust among the members is considered to be an important component that contributes towards the economic growth in an economy. The purpose of this paper is to examine the effect of trust level along with income per capita, human capital (education level), investment, labor force and political institutions on the economic performance. Design/methodology/approach In this research, panel data as well as cross-country analysis were applied on a sample of 64 countries from 1980 to 2014. Countries were further divided into developed and developing countries to observe the resultant effect of trust on economic performance. To explain the monotonic relationship between trust and economic performance, a non-linear term of trust is added to the regression model to see the impact of change in trust level on economic performance. Findings Empirical results show that there is a positive relation between social trust and economic performance. The result further describes that investment and human capital are leading determinants of economic performance. To explain the monotonic relationship between trust and economic performance, the study adds non-linear term of trust in regression model. The result explains U-shaped path between trust and economic performance in developing countries and inverse U-shaped path in developed countries. Practical implications The study adds valuable insight to the debate of relationship between trust level and economic performance. Business and managers can use this insight while making international strategic decisions regarding foreign direct investments and international expansions. Originality/value This study highlights the importance of trust in developing and developed countries and shows that trust works as a strong binding in holding societies together and better economic performance is not possible, especially in developing countries where there is a lack of trust.
