Empowering Citizens

The federal government of Australia has established an innovative although uneven record in shared governance initiatives in a climate of political stability and broad social inclusion policies. The participatory reform agenda has the potential to increase citizen empowerment, improve government transparency and accountability, and develop the capacities of the administrative arm. Changes to Australian Public Service (APS) practice are now aimed at better support for citizen-centric policy formation and, in some examples, shared governance. Nevertheless, policy consultations remain at the high-risk/high gain end of citizen-government-APS relations. This chapter scopes the concept and contexts of policy co-production both as a technique of engagement and a desirable outcome in shared governance for representative democracies. It assesses policy engagement from the perspective of citizens as agents, not targets. Using a constructivist approach, the chapter assesses the impact of contextual factors, the new participatory reform agenda, and the design features on two consultations conducted in 2011: Clean Energy Legislation, and Digital Culture Public Sphere. Major factors impacting on policy coproduction are found to be context-specific and issue-specific, and outside the direct control of public service agencies. Theoretically, the constructivist approach combines the literature on modes of e-government research, on e-government success factors and participatory media, with evidence of institutional reform agendas and the evidence provided by the case studies. Methodologically, the data is drawn from public domain materials.

In this chapter the contextual, political and design features of policy co-production are assessed. Public consultations remain high-risk/high gain for governments, citizens and the administration. Successive Australian governments have encouraged the Australian Public Service (APS) to support citizen-centric policy formation. In 2011 under a progressive Labor government, two approaches to design of public consultations were successful: the Clean Energy Legislation Package, and the Digital Culture Public Sphere and Discussion Paper. In 2014, a newly elected conservative government made an unsuccessful attempt to consult on amending s18c of the Racial Discrimination Act (1975). Theoretically, the constructivist approach combines the literature on modes of e-government research, citizens as agents in policy, e-government success factors and participatory media, with evidence of institutional reform thinking, and the illustrations of practice and outcomes provided by the three case studies. Methodologically, the data is drawn from public domain materials.

Penelitian ini bertujuan untuk mereformasi birokrasi dalam aspek pelayanan publik dan kebebasan informasi. Rendahnya kualitas pelayanan dan kebebasan informasi yang telah diselenggarakan di birokrasi membuat beberapa masalah dalam mencapai kualitas pelayanan yang baik. Peraturan tentang pelayanan publik harus menjadi acuan yang dapat dimaksimalkan dengan baik oleh regulator ketika diimplementasikan. Hal ini membuat pelayanan publik menjadi rumit, panjang dan mahal, Hal ini juga yg menjadi pemicu penyalahgunaan dan korupsi di berbagai tingkat pemerintahan. Ditambah dengan cara berpikir birokrasi yang tidak membuat masyarakat sebagai aktor yang harus dilayani. Agenda reformasi birokrasi juga cenderung tidak memiliki orientasi yang jelas dalam berbagai masalah birokrasi terutama dalam kinerja birokrasi Kata Kunci :  Birokrasi, Pelayanan Publik, Keterbukaan Informasi Publik.This study purposes to bureaucratic reform in terms of aspects of public services and freedom of information. Low quality of services and freedom of information that has been held in the bureaucracy make some troubles in attaining a good quality service. The regulations concerning public services should become a reference that can be maximized well by the regulator in the execution. This made public services being complicated, long and expensive, this also triggers an abuse and corruption in various levels of government. Coupled with the manner of thinking of the bureaucracy that does not make the community as an actor that must be served. Abstract: The purpose of this study is to illustrate the implementation of a teaching service program based on regional public services in 5 vocational high schools in Surabaya. The research methodology used is descriptive qualitative data collection techniques of observation, interviews, and documentation as well as data analysis models of Miles, Huberman, and Saldana; data coding, data presentation, and conclusion drawing. The results of the study explained that the 5 vocational high schools in Surabaya had a teaching factory program that collaborated with the industrial world and produced goods and services that met industry standards. This school has marketed goods and services according to industry standards from the results of student practice so that this school can carry out regional business service agencies from the province of East Java. Proceeds from sales of products and services that have been marketed to the community will be able to increase school income so that the proceeds from the sale can be used to improve the quality and welfare of the school. Local public service agencies based on teaching factories with products produced by students can create school financial independence, without having to always expect help from the government.Keyword: Regional Public Service Board, Teaching Factory, School Financial IndependenceAbstrak : Tujuan penelitian ini untuk menggambarkan pelaksanaan program badan layanan umum daerah berbasis teaching factory di sekolah menengah kejuruan negeri 5 kota Surabaya. Hasil penelitian menjelaskan bahwa sekolah menengah kejuruan negeri 5 kota Surabaya memiliki program teaching factory yang kerjasama dengan dunia industry serta menghasilkan barang dan jasa yang sesuai standar industry. Sekolah ini sudah memasarkan barang dan jasa sesuai standar industry dari hasil praktik siswa sehingga sekolah ini dapat melaksanakan badan layanan usaha daerah dari propinsi Jawa Timur. Hasil penjualan produk dan jasa yang telah dipasarkan ke masyarakat akan dapat menambah pendapatan sekolah, sehingga dari hasil penjualan dapat digunakan untuk meningkatkan mutu dan kesejahteraan sekolah. Badan layanan umum daerah berbasis teaching factory dengan produk yang dihasilkan oleh siswa dapat membuat kemandirian finansial sekolah, tanpa harus selalu mengharapkan bantuan dari pemerintah.Kata Kunci: Badan Layanan Umum Daerah, Teaching Factory, Kemandirian Finansial Sekolah

In this chapter, the authors argue that social media and Web 2.0 technologies have the potential to enhance government responsiveness, representation, citizen participation, and overall satisfaction with the public policy-making process. To do that, this chapter suggests the dialectical approach of a new E-government maturity model through both New Public Service and Social Construction of Public Administration views. Then, they provide guidance to practitioners who are responsible for developing social media and Web 2.0 strategies for public service organizations. Finally, to provide guidelines for public administrators, this chapter argues that the “public sphere” should be redefined by citizen’s online social networking activities with public administrators and capacity building activities among practitioners in public service agencies through their use of social media and Web 2.0 tools.

Because involvement in specific organizations typically is part of a general pattern of social participation, understanding the effects of activity in a particular realm is difficult. A 1985 program designed to make the skills of retired professionals available to public service agencies provided an opportunity to follow volunteers during various stages of their participation. It also permitted an assessment of the impact of their volunteer work in this program on changes in their morale, self-esteem, and alienation as well as the extent of their participation in other voluntary activities. It was predicted that the effects of voluntary action would vary according to the participants' reasons for volunteering, their perceptions of their success in serving the agencies, and the number of opportunities they had for demonstrating their competencies. Analysis suggested that participants responded positively but not dramatically to opportunities for meaningful social participation.

Since the construction of digital cultural resources is a long-term process, national investment is not enough to achieve the sustainable and sound development of digital culture resources. In order to promote national culture and meet people's growing spiritual and cultural demands. This paper provides strong support for business operations through studying different characteristics, operations and specific cases of non-profit cultural undertakings and for-profit cultural industries. With the Business Model Ontology (BMO) and E3-value validation method for the digital culture resources of public service and commercial operations in Parallel Mutually Beneficial Operating Mode. At last, the ideal results can be obtained by the verification methods, which can provide the theoretical basis for the mutually profit cooperation of cultural undertakings and cultural industries.


Significance It also raises questions about President Cyril Ramaphosa’s reform plan for state-owned enterprises (SOEs), crucial to growth prospects and the restoration of public finances, as well as market confidence. Impacts More state expenditure on SAA could harden the resolve of public-service trade unions in challenging Pretoria over a wage agreement dispute. Mboweni's credibility will take a hit if the restructuring plan is carried through with more state aid. A newly announced government council on reforming SOEs will paradoxically raise fears of further delays to overhauling them.

This paper argues that evidence-based policy has clearly made a worldwide impact, at least at the rhetorical and institutional levels, and in terms of analytical activity. The paper then addresses whether or not evidence-based policy evaluation has had an impact on policy formation and public service delivery. The paper uses a model of research-use that suggests that evidence can be used in instrumental, conceptual and symbolic ways. Taking four examples of the use of evidence in the UK over the past decade, this paper argues that evidence can be used instrumentally, conceptually and symbolically in complementary ways at different stages of the policy cycle and under different policy and political circumstances. The fact that evidence is not always used instrumentally, in the sense of “acting on research results in specific, direct ways” (Lavis et al., 2003, p. 228), does not mean that it has little or no influence. The paper ends by considering some of the obstacles to getting research evidence into policy and practice, and how these obstacles might be overcome.
