Green Public Procurement Implementation Framework

Government expenditure on public procurement accounts for a sizeable part of economic activity and demand. The annual public-sector procurement budget accounts about 20% to 30% of GDP in the developing countries, which provides the countries public sector with considerable leverage to stimulate the public-sector consumptions favoring goods, works, and services using fewer resources, and less harmful to the environment. The public sector should be more responsible for supporting environmental and broader sustainable development objectives. Green public procurement (GPP) is slowly getting recognized internationally as an effective means for public administrations to manage the balance between cost-effectiveness and sustainable development. The public fund should be used responsibly to uplift the health, environment, and social life. At the same time, the goods, services, and works procured by the government must achieve value for money. This chapter focuses on the importance of green public procurement strategies that could guide the countries to successfully plan, procure, and implement green public procurement (GPP) by outlining policies, strategies, and actions to boost green public procurement. The recommended strategies are based on the international best practices and the lessons learned from the experience by different government around the world. These strategies could be updated and customized based on the specific country context and their readiness.

Bhutan is a developing country in Asia with a strong commitment to environment and sustainability. While most of the developing world is still trying to explore the opportunities to formulate the Sustainable Public Procurement (SPP) policies and legislation, Bhutan has successfully implemented the Green Public Procurement in Bhutan (GPP Bhutan) project. The three-year project started in 2014 and ended in June 2017. It has conducted research, trained public procurers, sensitized suppliers, and piloted green public procurement projects to introduce and implement green procurement in the country. This chapter aims to discuss how the government of Bhutan has embraced the value of green public procurement (GPP) and is setting an example for other countries of how to leverage the power of the public purse to advance sustainable development. The chapter presents the success story of Bhutan from the perspective of its implementation approaches. The Bhutan strategy encompasses all spheres of national policies in line with the sustainable or green public procurement (GPP)—whereby government authorities seek to procure goods, services, and works with a reduced environmental impact throughout their life cycle, as well as with an increased positive social impact—that have the potential to drive sustainable growth in Bhutan. The chapter also at places points to Bhutan's various national policies and strategies and illustrates some examples and experiences that other emerging countries can learn from.

The aim of the considerations is to assess the effectiveness of sustainable public procurement (SPP) as a tool for the implementation of sustainable development in the European Union. The chapter discusses the legal bases for the use of sustainable public procurement in the EU, the potential of the public sector in the implementation of sustainable development through public procurement in the EU, functioning of the market for sustainable public procurement, market potential of the public sector of the European Union in the implementation of sustainable development through public procurement, good practices and barriers related to green public procurement (GPP), and socially responsible procurement (SRPP). The chapter ends with conclusions from the research and practical recommendations regarding the use of sustainable public procurement in the European Union.

Public procurement is the main area of corruption in the government. This study aims to examine the correlation between government expenditure audit conducted by BPK and local government corruption behavior. This study uses a fixed effect panel regression approach and the dependent variable is the value of irregularities in the public procurement sector in all local governments in      Indonesia. This study found that the government expenditure audit carried out in the previous period correlated with changes in local government corruption behavior. Local governments will reduce corruption behavior as an implication of changing views and calculating expected cost corruption based on their experience of being audited. Besides, local governments expect their probabilities to be re-audited. It is evident in the local government which has not been audited for three years that it will try to reduce its corrupt behavior because it is expected that this year will be audited again. This study suggests an increase in audit frequency that is expected to decrease the aggregate corruption level in public procurement in local government.

The striving for sustainable development has become the goal of actions undertaken not only by representatives of public authorities and institutions representing this sector, but also representatives of private entities who are increasingly recognizing the benefits and sources of long-term development based on the principles and objectives of sustainable development. These are mainly based on the pursuit of synergy in the three basic areas of activities, i.e., in the economic, social, and environmental dimensions as well as in the maintenance of natural resources. The implementation of these activities is connected with the necessity of incurring financial expenditures, which the government (public sector) does not have in the required value. Therefore, in the process of sustainable development for which the government is responsible, the active participation of the financial sector (banks) is necessary. Achieving results within the alliance of the concept of sustainable development requires the setting of a kind of contract, the parties of which are the government, society, and financial institutions. The purpose of the conducted research is to indicate by which means the government can stimulate economic growth towards its sustainable development.

AbstractImproving procurement and developing better products and services have been priority aims for the Saudi government since the 1990s. In the late 1990s, the government began to introduce several economic and legislative changes with the intention of developing the public sector. Among the main aims of this approach were simplification and modernization of the Saudi public procurement regulations and opening up the competitiveness of the market place. This article explores public procurement regulations in Saudi Arabia and focuses in particular on analyzing the New Procurement Regulations and comparing the New with the Old Code.

The quest to improve the government service delivery is becoming an important agenda for most governments. The introduction oflCT in the public sector especially E-Government initiatives opens up a new chapter in the government administration throughout the world. Governments have deployed ICT to serve their citizens in an efficient and effective manner. This paper presents an empirical investigation of Malaysian government's e-Procurement initiative (locally known as e-Perolehan). The aim of the paper is to examine factors that influence the current and future use of the system within the supplier community. These factors are grouped in three perspectives, (i) organizational perspective; (ii) technological perspective; and (Hi) environmental perspective. The general consensus amongst both the buyer and seller communities is that e-procurement will become an important management tool to enhance the performance of supply chain especially in the public sector. However, before this occurs, the findings suggest that several issues must be addressed by the relevant authorities in light of the three perspectives as mentioned above, to improve the procurement process at the federal government level.

The implementation of sustainability and green public procurement (GPP) initiatives in school districts has been the subject of some debate; questions over definitions and programme goals have led to inconsistency and concerns about programme achievements. The legitimacy of programmes rests not only with the announcement of policy by officials, but with adherence to policy and staff buy-in. This study examines barriers districts face, and makes recommendations based upon district experience on ways to successfully implement sustainability and GPP initiatives. A review of the literature on GPP and legitimacy in the execution of public functions within the education domain begins the study. Major components relative to best practices for GPP programmes are studied through the review of GPP-related documents from a school district in New Jersey considered as an exemplar of such programmes. Analysis of an interview with the district’s representatives suggests that, despite the normative approval such programmes receive, and widespread understanding of the rationale for pursuing such initiatives, there remain critical failings in implementation of these programmes, stemming from education, resourcing of initiatives and prioritization of green procurement in relation to other district priorities. The study concludes with lessons learned from this case, which is important given its positioning within New Jersey as an exemplar and recommendations for future research where work in this area is needed.

This paper discusses recent changes in the way public services are delivered A marked increase in the cooperation between the public and private sector in the realization of complex projects, mostly concerning development of infrastructure, is the main characteristic of present-day developing economies. The creation of new, innovative agreements is driven by the limitation of public funds and an ever-growing demand for an increase in the quality of public services. Looking upon the western economies experience alternatives to the traditional public sector procurement are identified in the public/private partnership. The public/private partnership can be seen as one component in the rearrangement of the public sector with a management culture that focuses on the citizen or customer. Also included in this are accountability for results, investigation of a wide variety of alternative service delivery mechanisms, and competition between public and private bodies for contracts to deliver services consistent with cost recovery and the achievement of value for money. The partnership can be realized through an array of models and in this paper priority is given to the DBFO (design-build-finance-operate) model, due to its importance in implementation. The DBFO model is considered to be a synonym for the public/private partnership, as it is the most suitable for complex projects and gains the most benefits.

<p><em>Kenya needs substantial and sustained fiscal consolidation to create fiscal space for financing the government’s election pledges, the Vision 2030 development projects, and sustainable development goals. However, the government has found it hard to sustain its fiscal consolidation attempts. This study investigates the fiscal consolidation constraints that act through the budget imbalance dynamics in Kenya using the </em><em>Olivera-Tanzi effect approach.</em><em> The study covers the period 2000-2015</em><em> using time series data and employs three </em><em>Auto-regressive Distributed Lag (ARDL) error correction models</em><em> in the analysis. The study showed that a </em><em>rise in the general price levels in the economy, adjustment of minimum wages, rise</em><em> in perceived levels of corruption in the public sector and the political budget cycles (occurrence of a general election) worsen the budget imbalances (deficits) thus </em><em>constrain fiscal consolidation efforts in Kenya. The study also demonstrated that </em><em>budget imbalance dynamics in Kenya could partly be explained by the Olivera-Tanzi proposition. </em><em>The study rec</em><em>ommends measures to reduce the fiscal imbalance gap in Kenya, which include controlling both supply and demand side inflationary pressure and dealing with rent seeking behavior in the public sector.</em></p>
