The use of information and communication technology (ICT) has had an important role in enhancing the nature and quality of student learning experiences through open learning (OL) and distance education (DE). It has also enabled providers to introduce support and delivery, and administrative systems to improve efficiency and effectiveness of all these aspects. The issues, problems and potential benefits of the use of OL and DE have been the themes of recent conferences and other national forums, and is well documented in the research literature that abound. From the foregoing information sources, an aspect that still is not well addressed is appropriate models that take in account the specific needs and demands of the students at the local level, as well as using ICT.

It has been established in literature that “good governance” has major implications for poverty reduction, equity, empowerment, and quality of life. Information and Communication Technology (ICT) is seen as potentially very influential for the cause of good governance. E-governance is seen as means to achieve tenets of “good governance”. E-governance addresses core components of good governance by seeking to improve efficiency and effectiveness of government, relationships with communities, businesses, citizens, and NGO/civil societies for better provision of services, accountability, transparency, and social development. In the beginning sections of the chapter, ideologies behind good governance are discussed because e-government initiatives are presumably embedded in the “good governance” thinking in development. The chapter also focuses on the relevance of e-governance as a means to achieve “good governance.” In rural areas e-governance services are mostly provided through telecentres; hence, the chapter also discusses the role and issues related to telecentres for e-governance service delivery.

Current information and communication technologies, including the internet and its services (web 2.0, email, conferences at a distance, etc.) have opened new perspectives in the field of education, by promoting communication and interaction between all participants at a distance. It is not the technology itself that will define the quality of teaching and learning in distance education, but the methodological approach that supports it. This paper aims to propose a methodological framework to implement in distance education modules supported by online pedagogy elements linked to innovative teaching methodologies. Its goal is to bring some contributions to those who are in charge of course design, providing a useful framework to improve active and technology enhanced collaborative learning in similar environments.

Advances in information and communication technologies (ICTs) have posed complex problem for colleges and universities in Nigeria especially in their distance education programs (Ololube, 2006). Improving the quality of education through the diversification of contents and methods and promoting experimentation, innovation, the diffusion and sharing of information and best practices as well as policy dialogue are UNESCO’s strategic objectives in education (UNESCO, 2002, 2005). As such, information and communication technologies (ICTs) literacy rate have become key tools that have a revolutionary impact on how we see the world and how we live in it. This phenomenon has given birth to the contemporary and advances in our ways of life. ICTs are having a revolutionary impact on educational methodology. However, this revolution is not widespread and needs to be strengthened to reach a large percentage of the population through distance education. In a complex society, many factors affect distance education. Hence an interdisciplinary and integrated approach is very necessary to ensure the successful development of Nigeria’s economy and society (Mac-Ikemenjima, 2005).

In the last few decades, within the rhetoric of the “information age”, there is a growing enthusiasm for the (potential) benefits of the dissemination of Information and Communication Technologies (ICTs). This is further enhanced through eGovernment projects undertaken on a worldwide scale. However, a number of issues seem to defy such optimism as far as rural areas are concerned. The critical review of such issues question the thesis that ICTs undoubtedly benefit (human) development. In particular, this paper, drawing on data from a large-scale survey in Greece, identifies the marginal effects of a series of demographic, socioeconomic and spatial characteristics, and information sources on PC and Internet use on the part of young rural inhabitants, especially farmers. The results, pointing toward an emerging intra-rural digital divide, are consequently discussed vis-à-vis eGovernment projects, from the point of view of human development.
