Singapore’s transformation to a knowledge-based, information and communication technology (ICT) hub in the Asia-Pacific region began in 1992 with A Vision of an Intelligent Island (The IT 2000 Report) initiative. This blueprint for Singapore’s future was initiated by the government “to spread the use of computers in everyday life and ... to have all households ... linked to the Internet” (Kuo et al., 2002, p. 1). To achieve this goal, the government implemented five strategic themes: development of a global hub for business, services and transportation; improvement in the quality of life by using technology to reduce or simplify mundane activities; boosting the economic engine through pursuit of information and knowledge economies; linking communities locally and globally through a comprehensive information and communication technology (ICT) platform to support civic and social networking; and enhancing the potential of individuals through the use of Web-based learning (Chun, 2002).

Education is one of the key sectors that benefited from the continuous developments and innovations in information and communication technology. The changes have affected the concepts of teaching, the methodologies used in class and online and the delivery mechanisms providing multiple opportunities for educators and scholars to engage in an invaluable knowledge-based environment that represents a unique opportunity for educators and scholars around the world to benefit and excel in their disciplines. In that respect, one of the technologies stemming from the innovations in information and communication technology has been Web-based education as a medium for learning and a vehicle for information dissemination and knowledge delivery. However, Web-based education has been implemented using different methodologies to maximize the quality level, where a primary concern has always been whether Web-based education matches traditional teaching mechanisms. Covered in this chapter is the experience of the Global Campus (GC) project whose idea is the delivery of academic programs using a hybrid model of traditional and unconventional methods. The project is a collaboration between the Regional IT Institute (Egypt) and Middlesex University (United Kingdom), aiming at delivering postgraduate education to the community in Egypt, Hong Kong, and the United Kingdom, while capitalizing on cutting-edge information and communication technology. The focus in this chapter is on demonstrating the lessons learned from managing a model for a globally extended enterprise in the education sector through a partnership agreement between the different parties that capitalizes on the opportunities enabled by the Internet, which is probably the most transformative technology in history, reshaping business, media, entertainment, and society in astonishing ways but also perceived to dramatically transform the learning process.

Penguasaan terhadap Teknologi Informasi dan Komunikasi perlu diajarkan pada semua tingkatan agar suatu proses dan kegiatan dapat dilakukan dengan lebih cepat, mudah dan efisien. Para siswa kelas XII SMK Taruna Bangsa dituntut untuk memiliki kompetensi yang dapat dikuasai sebelum lulus sekolah. Salah satunya kompetensi adalah dapat membuat website atau aplikasi berbasis web. Disamping itu, kepala program jurusan RPL SMK Taruna Bangsa menyampaikan perlu adanya pendalaman dan pengetahuan lebih dalam pembuatan website selain yang dibekali di sekolah seperti mendesain website front end. Oleh karena itu perlu dilakukan pelatihan mendesain website menggunakan framework Bootstrap. Pelaksanaan Pengabdian kepada Masyarakat (PkM) ini dijalankan sesuai dengan wujud implementasi MoU yang telah dilakukan antara SMK Taruna Bangsa dengan Universitas Bina Insani. Pelaksanaan kegiatan pada masa pandemi Covid-19 dilakukan secara online melalui media konferensi www.zoom.us dan www.youtube.com. Kegiatan ini diikuti oleh 78 peserta dengan hasil akhir memberikan hasil yang positif, ditunjukkan pada umpan balik peserta terhadap materi yaitu pada nilai 4 (Baik) sebesar 32,1% dan nilai 5 (Sangat Baik) sebesar 60.7%. Berdasarkan paparan tersebut kegiatan PkM ini telah memberikan kemampuan dan penguasaan terhadap siswa dalam mendesain website dan memiliki bekal dalam mengimplementasikan pada bidang Teknologi informasi yang pada akhirnya mendorong smart education kota Bekasi. Kata kunci—bootstrap, pengabdian kepada masyarakat, website Mastery of Information and Communication Technology needs to be taught at all levels so that processes and activities can be carried out more quickly, easily and efficiently. Class XII students of SMK Taruna Bangsa are required to have competencies that can be mastered before graduating from school. One of the competencies is being able to create a website or web-based application. In addition, the head of the RPL department program at SMK Taruna Bangsa said that there is a need for more in-depth and knowledge in making websites other than those provided in schools such as designing front end websites. Therefore, training in designing websites using the Bootstrap framework is necessary. The implementation of Community Service (PkM) is carried out in accordance with the implementation of the MoU that has been carried out between SMK Taruna Bangsa and Bina Insani University. The implementation of activities during the Covid-19 pandemic was carried out online through the media conference www.zoom.us and www.youtube.com. This activity was attended by 78 participants with the final result giving positive results, shown in the participants' feedback on the material, namely a value of 4 (Good) of 32.1% and a value of 5 (Very Good) of 60.7%. Based on the explanation, this PkM activity has given students the ability and mastery in designing websites and has provisions in implementing it in the field of information technology which ultimately encourages smart education in the city of Bekasi. Pemanfaatan Teknologi Informasi dan Komunikasi (TIK) bagi petani dalam mengakses kredit masih rendah. Hal ini ditunjukkan oleh rendahnya aksesibilitas petani terhadap program-program kredit. Informasi-informasi yang berkenaan program pembiayaan/kredit dari pemerintah belum diperoleh petani secara merata. Bahkan, seringkali informasi tersebut tidak diperoleh sama sekali. Di samping itu, petani masih beranggapan bahwa program-program kredit yang ditawarkan oleh lembaga formal memiliki prosedur yang panjang, sulit dan berbelit-belit. Oleh karena itu, seringkali petani pada akhirnya memilih untuk memperoleh modal dari kredit yang ditawarkan oleh lembaga nonformal, meskipun dengan bunga yang tinggi. Teknologi Informasi dan Komunikasi (TIK) dapat menjadi solusi untuk meningkatkan akses petani terhadap program pembiayaan/kredit dari pemerintah. Hal ini juga perlu diupayakan oleh pemerintah sebagai peningkatan pelayanan publik bagi petani (e-Government). Dengan memanfaatkan Teknologi Informasi dan Komunikasi (TIK), diharapkan dapat membuka akses petani terhadap berbagai informasi terkait program kredit dari pemerintah serta dapat pula membantu petani untuk memperpendek prosedur yang harus dilalui dalam memperoleh kredit. Selama ini pemanfaatan Teknologi Informasi dan Komunikasi (TIK) pada sektor pertanian, sebagian besar masih terfokus pada informasi seputar teknologi budidaya dan pemasaran hasil pertanian. Sehingga diperlukan perhatian khusus dari pemerintah untuk memberikan layanan dan informasi terkait kredit bagi petani.   Utilization of Information and communication Technology (ICT) for farmers in accessing credit is still low. This is addressed by the low accessibility of farmers to funding / credit programs from the government that has not been obtained evenly. In fact, often the information is not obtained at all. Besides that, farmers still think that credit programs offered by formal institutions have a long, difficult, and complicated procedure. Therefore, often farmers ultimately choose to obtain capital and credit offered by non-formal institutions, even with high interest rates. Information and communication technology (ICT) can be a solution to improve farmers' access to government financing or credit programs. It also needs to be pursued by the government as an increase in public services for farmers (e-government). By utilizing information and communication technology (ICT), farmers are expected to be able to open access to various information related to credit programs from the government and can also help farmers to shorten the procedures that must be passed in obtaining credit. During this time the use of information and communication technology (ICT) in the agricultural sector is still largely focused on information about cultivation technology and marketing of agricultural products so that special attention is needed from the Government to provide services and information related to credit for farmers.

This paper studies the effect of digitalization on the perception of corruption and trust in tax officials in Africa. Using individual-level data from Afrobarometer surveys and several indices of digitalization, we find that an increase in digital adoption is associated with a reduction in the perception of corruption and an increase in trust in tax officials. Exploiting the exogeneous deployment of submarine cables at the local level, the paper provides evidence of a negative impact of the use of Internet on the perception of corruption. Yet, the paper shows that the dampening effect of digitalization on corruption is hindered in countries where the government has a pattern of intentionally shutting down the Internet, while countries that successfully promote information and communication technology (ICT) enjoy a more amplified effect.

Massive Open Online Courses (MOOCs) have proved their cost effectiveness in extending the reach of the traditional classroom education to thousands of learners across the globe. However, many questions have been raised regarding the educational effectiveness of these MOOC models. In particular, the lack of personalization, social interactions, and credibility have been cited as some of the most important factors that create uncertainties regarding the viability of the MOOC based educational models. In the last couple of decades, Web-based businesses including online retailers, electronic marketplaces and online portals have successfully integrated information and communication technology (ICT) led initiatives and evolved to become viable business models. The focus of this chapter is to analyze the challenges of the current MOOC based educational models and suggest how they can adopt ICT tools to transform into MOOC 2.0 - the next generation of MOOCs.

The world is currently experiencing a period of major change. The emerging new world is variously referred to as the third wave, the information age, the information society, or the knowledge-based economy. Regardless of the terminology used, what matters is that the new social, political, and economic world is globalized, based on the production, distribution, and use of knowledge, and is heavily reliant on information and communication technology (Handzic, 2004a). It is also characterized by increased complexity, uncertainty, and surprises. Some analysts like Raich (2000) think of it as a period of living in the centre of the “Bermuda Triangle” where individuals, organizations, and societies have to deal with the increasing turbulence and speed of change in order to progress. The rise of the information society has brought major changes in citizen and business expectations, as well as organizational structures, cultures, and work processes. To remain responsive to the changing needs of their constituents, governments increasingly have to adopt information society tools and working practices. Essentially, they have to use information and communication technology (ICT) as tools in private and public sector renewal, develop information industry, maintain high level of professional expertise in ICT, provide opportunities to use information society services and have information infrastructure capable of providing such services. The purpose of this article is to explore how these processes are helping in rebuilding Bosnia-Herzegovina.

The rapid development of the computer world that brings every individual or group of people will use information and communication technology in every activity. Likewise in the world of education, including libraries that utilize information and communication technology in managing the process of borrowing and returning library books. The benefits of making a web-based library information system include being able to save time where there is no need for manual recording, making it easier to find book data or library members, making it easier in making book loan reports and other reports and other benefits. The research method used is Research and Development (R&D). The making of software is done by a waterfall model consisting of: (1) needs analysis, (2) design, (3) implementation, and (4) testing. Then UML visual modeling is used which is the standardization of modeling language for object-oriented software development. The expected results of this study produce a web-based library information system using the YII Framework with MVC (Model View Controller) method in SMA Karya Pembangunan Ciwidey that can solve existing problems. The formulation of the problem of this research is how to build a library information system in SMA Karya Pembangunan Ciwidey so that it can present accurate and efficient information. The purpose of this research is to produce a library information system.

KPP Pratama Manado is a place provided by the government for the public or taxpayer in carrying out their obligations to report on each asset or wealth or income they have. Along with the times in the advancement of information and communication technology, KPP Pratama Manado provides convenience for taxpayer in reporting SPT (Surat Pemberitahuan Tahunan) by providing e-Filing. The e-Filing system is an online tax reporting system that has been provided by the government for taxpayer. However, the lack of knowledge of taxpayer on e-Filing system affects taxpayer still reporting annual SPTs manually. KPP Pratama Manado should further improve the grade and quality of e-Filing system so that they can be used more optimally by taxpayer.Keywords: SPT, e-Filing, taxpayer

The development of mobile and mobile technology has given the Government the opportunity to utilize Mobile Information and Communication Technology (M-ICT) to help facilitate daily administration and to provide better services to citizens, businesses and government institutions through the use of mobile technology. The number of cellular telephone users in Indonesia continues to grow and now it has reached 50.6 million customers. Therefore, the application of m-Government in Indonesia is an interesting material to be studied. There are many forms of services that can be provided by m-Government, one of which is service in government offices for stakeholders of the state civil apparatus. This research takes place in the Office of Communication and Information (Diskominfo), which is one part of the Regional Work Unit (SKPD) in West Bandung Regency, and focuses on the existence of monitoring activities of the State Civil Apparatus (ASN) in the SKPD. ASN always plays an important role in the daily activities of the government bureaucracy, therefore it is necessary to manage employee data in order to achieve quality assurance on employee performance. Diskominfo West Bandung Regency has a number of employees of approximately 150 employees spread in 3 fields. The use of M-Government technology is believed to be able to provide a necessity to resolve the challenges that must be overcome, one of which is the external office / city monitoring of the ASN Diskominfo. This research will build a m-Government application in Diskominfo, West Bandung Regency to monitor the activities of the state civil apparatus (ASN), which uses smart cellphones based on Android as its media.
