In general, the production of hypermedia applications is a complex and expensive task, requiring both technical skills and communicative abilities (Bochicchio, Paiano & Paolini, 1999a, 1999b). Nevertheless, some specific kinds of multimedia production can give good quality results, even without specialized IT skills, at a low cost. We have concentrated on this particular field, with the goal of supplying a valid tool to teachers who want to publish their educational material easily and at a low cost.

The training of future doctors should be continuous and organized at a high level, because medicine is one of the priority spheres of society. With the introduction of quarantine in the context of a pandemic, the question of changing the format of classes has become especially acute, which is associated with the need to exclude massive concentrations of medical students. In our academy, in the first days of quarantine, communication was organized by groups in the Viber and Telegram messengers. In the following days, training was carried out on the use of the Zоm service platform for video conferencing, online meetings and distance learning, and trainings were organized. The department’s website contained the contact information of all teachers, the schedule of classes, the thematic plan of lectures and practical classes, a list of basic and additional literature for students of each course. In the materials for downloading, students had the opportunity to familiarize themselves with multimedia presentations of lectures, teaching aids developed by the staff of the department, methodological recommendations on all topics of practical exercises according to the thematic plan. It should be noted that new educational technologies contribute to the improvement of information competence, allow students to independently master the educational material, but training a doctor in practical skills requires the student’s traditional face-to-face contact with teachers and patients.

The article raises the problems of the post-quarantine state of the education system at school, considers the organization of «inverted» distance learning in educational organizations, which can be useful in adapting to the extreme conditions of an urgent transition to distance learning. The types and methods of providing students with motivational materials for self-study of the topic and organization of feedback are described, an overview of educational p latforms, digital and distance technologies used is provided. The organization of distance learning in the form of simplified and updated versions is proposed, tools and an algorithm for the development and editing of video lessons are analyzed, the essence of the Augmented Reality application is described, which solves the problem of student involvement in the process of mastering educational material. In addition, ways of solving emerging problems of distance learning are given.

There are few published reports of structured approaches to developing lecturers for new online roles. However, both campus and distance learning institutions can offer some experiences in developing lecturing staff to moderate and teach with low cost text-based online conferencing. This role is known as e-moderating. Staff development is often asserted as a key issue in the success of everything from a project, a course or a whole institution to an online environment. The current climate asserts the importance both for university and college lecturers of adopting a good practice and an understanding of teaching in addition to academic competence. This chapter considers and explores the knowledge and skills that the best e-moderators have and how they can be recruited, trained and developed.

Several studies have demonstrated that training with a laparoscopic simulator improves laparoscopic technical skills. We describe how to build a homemade, low-cost laparoscopic training simulator (LABOT) and its validation as a training instrument. First, sixty surgeons filled out a survey characterized by 12 closed-answer questions about realism, ergonomics, and usefulness for surgical training (global scores ranged from 1—very insufficient to 5—very good). The results of the questionnaires showed a mean (±SD) rating score of 4.18 ± 0.65 for all users. Then, 15 students (group S) and 15 residents (group R) completed 3 different tasks (T1, T2, T3), which were repeated twice to evaluate the execution time and the number of users’ procedural errors. For T1, the R group had a lower mean execution time and a lower rate of procedural errors than the S group; for T2, the R and S groups had a similar mean execution time, but the R group had a lower rate of errors; and for T3, the R and S groups had a similar mean execution time and rate of errors. On a second attempt, all the participants tended to improve their results in doing these surgical tasks; nevertheless, after subgroup analysis of the T1 results, the S group had a better improvement of both parameters. Our laparoscopic simulator is simple to build, low-cost, easy to use, and seems to be a suitable resource for improving laparoscopic skills. In the future, further studies should evaluate the potential of this laparoscopic box on long-term surgical training with more complex tasks and simulation attempts.

Research was conducted to develop, test, and evaluate fixed instrumentation that would be both technically and economically feasible for use in measuring maximum scour depth at bridge piers and abutments. A variety of scour-measuring and scour-monitoring methods were tested in the laboratory and in the field, including sounding rods, driven-rod devices, sonic depth finders (fathometers), and buried devices. Two fixed-instrument systems, a low-cost fathometer, and a magnetic slidingcollar device using a driven-rod approach, showed significant promise during initial testing. The project concentrated on installing and testing these two instrument systems under a wide range of bridge substructure geometry, flow, and geomorphic conditions. Both instrument systems met all of the mandatory and many of the desirable criteria established for this research. Cooperative efforts with state highway agencies proved that both systems can be installed with equipment and technical skills normally available to district-level department of transportation maintenance and inspection personnel. The project also provided installation, operation, and fabrication manuals for the low-cost sonic instrument system and magnetic sliding-collar devices.

Android system has become the world's most widely used phone platform, overtaking Symbian in the fourth quarter of 2010, and the software of choice for technology companies who require a low-cost, customizable, lightweight operating system for high tech devices without developing one from scratch, so it is possible used in rural distance learning. The text introduced a method of rural distance learning based on Android system, and the software design is given, the test effect is shown. The terminal users can get the information service through the Android system phone, which is suitable for rural users.

The article deals with possible ways of the use of media education in the process of teaching foreign languages in elementary school, which corresponds to innovative educational trends. The task of the teacher is to build a learning process so that the children were interested. The author analyzes the concept of media education and suggests possible ways of formation of skills of using media education for primary school pupils. This will allow teachers to use self-made educational material based on the personal characteristics of the students, their level of preparation, the individual way of perception of information and work with it in order to develop their autonomy, the ability to analyze, synthesize and generalize information, to form a culture of communication with the media, creative, communicative abilities, critical thinking.
