Developing Patterns for Thinking About City Marketing Initiatives

This chapter defines three different patterns to understand how city marketing initiatives are designed and implementing, and how information and communication technologies (ICTs) can support the implementation of such patterns. The word pattern is used to characterize particular ways of thinking which embed values and beliefs about city marketing. The first pattern (idealist) assumes that a visionary type of image of cities can be developed to attract people to cities. The second pattern (strategic) emphasizes dialogue and participation in shaping up marketing initiatives by considering the underlying beliefs and values of people and how these can be “branded”. The third pattern (power-based) aims to be inclusive of intended and unintended effects of marketing so as to develop initiatives for the people and by the people. In the chapter, the role(s) of ICTs are discussed. Experience of using these patterns to understand the situation of two cities (Hull,UK, and Brest, France) leads us to suggest the intertwining of these patterns, and hence the importance of people’s engagement to facilitate better use of ICTs in the context of city marketing initiatives.

Abstract While information and communication technologies (ICT) are prominent in educational practices at most levels of formal learning, there is relatively little known about the skills and understandings that underlie their effective and efficient use in research higher degree settings. This project aimed to identify doctoral supervisors’ and students’ perceptions of their roles in using ICT. Data were gathered through participative drawing and individual discussion sessions. Participants included 11 students and two supervisors from two New Zealand universities. Focus of the thematic analysis was on the views expressed by students about their ideas, practices and beliefs, in relation to their drawings. The major finding was that individuals hold assumptions and expectations about ICT and their use; they make judgements and take action based on those expectations and assumptions. Knowing about ICT and knowing about research processes separately form only part of the work of doctoral study. Just as supervision cannot be considered independently of the research project and the student involved, ICT skills and the use of ICT cannot be considered in the absence of the people and the project. What is more important in terms of facilitating the doctoral research process is students getting their “flow” right. This indicates a need to provide explicit support to enable students to embed ICT within their own research processes.

Requirements engineering is an important stage in any software development. It is more so in the case of software development for social development projects in rural areas of the developing countries. ICT4D which stands for “Information and Communication Technologies for Development” is gaining more and more attention as computing is more widely affordable. This article is concerned with requirements engineering in the ICT4D domain. In many developing counties, a significant effort is being put into providing people in rural areas with access to digital content and services by using Information and Communication Technologies. Unfortunately most ICT4D projects pursue a top-down development model which is driven by the technology available and not by the very needs and social problems of the people living in rural communities (Frohlich et al., 2009). Existing technologies are often applied in a non-inclusive manner with respect to the local population, without sufficient adaptation or re-invention, and often without regard for user’s needs and their social contexts.

Information and communication technologies (ICTs) cannot only be used practically in marketing efforts, but also as symbols, due to the images and associations they provoke of for example modernity and speed. The marketing of a city through the use of ICT-images however, also involve risks, as ICTs among certain people also bring about negative associations. Therefore, marketers need to be aware of what happens with the marketing material after it has been developed and sent out. The main argument of this chapter is that sense making emerges through a dialogic process. By analyzing semiotically a marketing leaflet for the Stockholm-based ICT-project mCity, and two ads for Nokia phones that appeared in Europe at about the same time as mCity, this chapter challenges the traditional cybernetic sender-receiver model of communication, and proposes that when the sender has sent the message, the message becomes a speaker on its own, interacting with the listener through a dialogic process set in the mind of the lis ener. When understanding this, marketers should benchmark the use of ICTs in other contemporary media in order to ensure the success aimed for with the city marketing material using ICT-imager.

Local governments around the world are becoming aware of the importance of identifying and marketing their local assets to promote economic competitiveness. Information and Communication Technologies (ICT) have proven useful in supporting marketing activities in the private sector, but there is still little exploration on their use in the public sector. However, ICT effectiveness is constrained by institutional arrangements and the coordination of the marketing efforts with other government processes such as urban planning and strategy development. The purpose of this chapter is to discuss the strategic scaffolding for ICT as a key component of a city’s marketing strategy using as an example the city of Puebla in Mexico. Although city marketing efforts and ICT use are still at its initial stages in the city, lessons from current efforts in Puebla are related to the key role of stakeholder networks, ICT interoperability, Geographic Information Systems, and government program continuity.

Traditional management models reveal issues with the introduction of unnecessary hierarchies, slow decision making, among other obstacles, which left a large number of workers out of the process of seeking efficiency and growth. In this sense, the third generation of management models focused on agility and collaboration emerged. Instead of focusing on hierarchies and functions, there is a priority on the way people behave and relate. In this sense, this study aims to analyze this phenomenon and to understand the various dimensions of Management 3.0. Furthermore, it intends to explore and understand the practices and challenges that are posed in its business implementation, focusing on the role of people and information and communication technologies.

In recent years, rapid developments in the field of science and technology have profoundly affected social lifestyles and have led to significant changes in the process of producing, sharing, and communicating information. Acceleration in the growth rate of knowledge as a result of developments in science and technology has made it necessary to constantly update existing information. Parallel to this, the necessity of the people to follow the information constantly and to continuously update it to keep up with the speed of daily changes tops the agenda. This situation increased the use of information and communication technologies and the internet in the field of education, resulting in the spread of online environments.

The toleration of religious minorities is changing in the Netherlands. In this paper we analyze three recent developments in Dutch society that are important for understanding the way the Dutch regime of religious tolerance is adjusting to 21st century circumstances. The first one concerns the growing homogenization of Dutch society and the emergence of a secular and liberal majority. The second is the dominance in policy and public debate of a “Protestant” conception of what religion amounts to. The third development is the fragmentation of religion and its simultaneous combination into new networks and groups made possible by new information and communication technologies. These developments pose challenges to constitutional rights and principles. There are no simple solutions to these challenges, but the Dutch tradition of consociationalism, as a liberal tradition in its own right, may provide some valuable perspectives.

Firms are one of the main characters of any economy and an excellent observatory for monitoring a nation's evolution. The history of Italy's productive system in the last 150 years is divided into three parts, corresponding to a similar number of industrial revolutions. While firms obtained excellent results in the first two, their inability to grow further inhibited the wide use of the Third Industrial Revolution's features, information and communication technologies. This became a serious obstacle for Italy reaching the international economic frontier. There are many causes-political and economic, macro and microeconomic, domestic and international-behind the turnaround in Italy's economic performance, but the key one was firm size. The argument is developed along three steps. First: firm size is positively correlated to innovation, internationalization, adoption of advanced technologies, and ability to face new competitive challenges; larger firms record higher productivity both in levels and growth rates. Second: the distribution of firms in terms of dimensions was adequate until the 1970s, but defective later on. Finally: because firm size is not a given (but an endogenous choice of entrepreneurs), this chapter examines some key entrepreneurs and managers so as to identify the main features of Italian entrepreneurship.

University libraries are facing the farce of NICT (New Information and Communication Technologies). Libraries are ancient indeed - they date from the third century BC. Their staff are, as a rule, not well equipped to judge the impact of technological change (who is?). Instead of being too conservative, they are often naïvely accepting of technological overclaims. As a result, librarians plan to reduce access to print in favour of text on screen. Here I counter-attack, arguing that the day of the printed book is far from over.
