The Call for Transformational Governance in the Knowledge Economy

Increasingly, regions are developing initiatives towards building a knowledge economy. This change is also bringing about a transition from more static forms of information technology (IT) work to more dynamic forms of knowledge work. It follows that knowledge industries will involve more multifaceted forms of collaboration among workers and organizations using IT. In view of the complexities in knowledge work, this chapter develops an argument for a transformational approach to governance, whereby policymakers create mechanisms to continuously evaluate local social contexts so as to continuously adapt policies to unique local conditions. This argument is based on the results of three markedly different case studies of knowledge economies: San Joaquin Valley, California; Ennis, Ireland; and Singapore. These data are used to show how local and unique social conditions influence the sustainability of a knowledge economy. Given the unique characteristics of local contexts, a transformational approach represents one useful approach to governance.

New Zealand is currently debating its potential to contribute to what is commonly known as the "knowledge economy". In discussing the knowledge economy, politicians and certain academics tend to reduce it to industries such as information technology and biotechnology. However, both skill and design are forms of knowledge that are incorporated into value-added products such as high quality furniture. Denmark and Italy are two countries that have taken the lead in the export of such products.This paper explores the role of skill and design in the Italian and Danish furniture industry in comparison with developments in the NZ furniture industry.

Attachment researchers theorise that the primary antecedent of dissociation is disorganised attachment. However, the family and social contexts of this parent–child relationship are frequently ignored even though they play an important role in determining whether the unresolved attachment of the parent actually leads to the role confusion characteristic of disorganised attachment and dissociation in the child. This article will address first how the dynamics leading to disorganised attachment and dissociation are dependent on the larger family and social contexts; and second how both unresolved attachment and dissociation in the adolescent or adult are often maintained through the choice of a partner, the dissociative symptoms themselves and other social conditions to which these individuals are frequently exposed. Two case studies will illustrate this thesis. Finally, implications for treatment will be explored.

The aim of this track was to question the divide between the nature of knowledge understood as experiential in indigenous contexts and science as an objective transferable knowledge. However, these can co-exist and inform design practices within transforming social contexts. The track aimed to challenge the hegemony of dominant knowledge systems, and demonstrate co-existence. The track also hoped to make a case for other systems of knowledges and ways of knowing through examples from native communities. The track was particularly interested in, first, how innovators use indigenous and cultural systems and frameworks to manage or promote innovation and second, the role of local knowledge and culture in transforming innovation as well as the form of local practices inspired innovation. The contributions also aspired to challenge through examples, case studies, theoretical frameworks and methodologies the hegemony of dominant knowledge systems, the divides of ‘academic’ vs ‘non-academic’ and ‘traditional’ vs ‘non-traditional’.

Abstract This article argues for a ‘history from between’ as the best lens through which to understand the construction of historical knowledge between East Asia and Europe. ‘Between’ refers to the space framed by East Asia and Europe, but also to the global circulations of ideas in that space, and to the subjective feeling of embeddedness in larger-than-local contexts that being in such a space makes possible. Our contention is that the outcomes of such entanglements are not merely reactive forms of knowledge, of the kind implied by older studies of translation and reception in global intellectual history. Instead they are themselves ‘co-productions’: they are the shared and mutually interactive inputs to enduring modes of uses of the past, across both East Asian and European traditions. Taking seriously the possibility that interpretations of the past were not transferred, but rather were co-produced between East Asia and Europe, we reconstruct the braided histories of historical narratives that continue to shape constructions of identity throughout Eurasia.

This chapter presents an examination of why—in contemporary Africa, with Southern Africa as the primary focus—there are very few artists working with sound in a manner that fits the paradigm of sound art as it is known in Euro-America. Emphasis is not placed on a lack of intellectual engagement, which is significant in the Euro-American definition of sound art. What is presented does not aim to deviate from this, but rather acts to affirm an engagement with alternative forms of knowledge and mechanisms of sound found in the South. Three areas are explored; these however are interlinked and do not stand alone. The first is an understanding of the practice of interdisciplinarity as political engagement. The second explores the role of community and communal interaction with sound and how this is fundamental to form in the region. The third extends this by showing how the histories of knowledge and power are fundamental to these explorations in the region, emphasizing how contemporary explorations of sound are used to both contain and shift these histories. The chapter takes shape with the use of case studies and draws on interviews conducted by the authors.

The current Covid-19 pandemic is illustrative of both the need of more experts and of the difficulties that can arise in the face of their decisions. This happens, we argue, because experts usually interact with society through a strongly naturalistic framework, which often places experts’ epistemic authority (understood as neutrality and objectivity) at the centre, sometimes at the expenses of other pluralistic values (such as axiological ones) that people (often non-experts) cherish. In this paper, we argue that we need to supplement such a strong naturalistic framework used to promote epistemic authority with a number of virtues -both intellectual and ethical- which include i. intellectual humility, ii. courage, iii. wisdom and cares, as well as iv. relational autonomy. To illustrate this claim, we discuss these ideas in the context of the Covid-19 pandemic and analyse a set of real-life examples where important decisions have been delegated to experts merely based on their epistemic authority. We use the illustrative failures described in the case studies above-mentioned to call for a revision of current understandings of expertise (merely based on epistemic soundness). Specifically, we argue that in social contexts we increasingly need “experts in action”; that is, people with certified specialist knowledge, who can however translate it into practical suggestions, decisions, and/or public policies that are ethically more balanced and that ultimately lead to fairer, more inclusive, and more representative decisions.

Singapore's government formulated the Global Schoolhouse, a policy platform based on three pillars: investing financial support with an identified group of “world-class universities” to establish operations in Singapore; attracting 150,000 international students by 2015 to study in both private and state-run education institutions; and remodel all levels of Singaporean education. Its knowledge economy plans require Singapore's citizens to be self-reliant, to better themselves through education and training, and if necessary to relocate themselves regionally to exploit opportunities, rather than expecting their government to take responsibility for their employment.

The interiority of buildings in tropical countries requires specific characteristics unlike those in countries with four distinct seasons. Buildings in non-tropical climates must protect their inhabitants from extreme weather, meaning that the architecture’s connection with nature is necessarily limited by a boundary which can withstand extreme climatic differences. In tropical countries, on the other hand, the temperature does not fluctuate much throughout the year, so the temperature difference between seasons is not extreme. This characteristic is reflected in traditional Nusantara architecture, which incorporates a breathable wall so that free winds come in, reducing heat. The roof is tilted or saddled-shaped to keep rain water away from the building. The architecture uses organic materials and includes terraces for dialogue with nature. Modern Indonesian architecture, however, particularly in large cities, is mostly closed off, severely limiting the interaction with nature. Since the advent of air conditioning (AC) technology during the 1980’s, architecture has changed to seal the boundaries of the building. Advances in information technology such as Internet and smartphones have made for further changes to architecture in the area; some functional spaces are being discarded, while others are expanded. The relationship between architecture and nature is now constrained by impenetrable materials such as brick, concrete and glass, as opposed to the more traditional, permeable boundary. In contrast to this trend, modern Indonesian society is tempted to form a closer relationship with nature. This paper examines how a relationship between nature and the interior of buildings may be accommodated again, presenting some existing projects by several architects from Europe and Asian countries—including the authors’ own work—as case studies.
