Sentiment Analysis in Crisis Situations for Better Connected Government

One of the pillars of connected government is citizen centricity: an approach in which citizen participation is essential. In Mexico, social networks are currently one of the most important means by which citizens express their needs and provide opinions to the government. The goal of this chapter is to contribute to citizen centricity by adapting the methodology of sentiment analysis of social media posts to an expanded version for crisis situations. The main difference in this approach from the normally accepted one is that instead of using pre-defined classes (positive and negative) for sentiments, the authors first determined the different data categories and then applied them to the classic process of sentiment analysis. This approach was tested using posts on Mexico's earthquake in 2017. They found that needs, demands, and claims made in the posts reflect sentiments in a better way, and this can help to improve the government-citizen connection.

Social media have become an important means of imposing ideas and interests in social‏ conflicts. The Syrian conflict is analysed using sentiment analysis of tweets in order to establish how the‏ sentiment shapes the modern political landscape and influences recipient knowledge. The importance of‏ social networks and their potential in overthrowing regimes as well as in radicalization are highlighted.‏ The authors suggest several stages that can be used for analysing tweets and how they impact the reader‏ with selected narration. Sentiment analysis is used on a trained data set as a way to gain insight into‏ tweets of different factions in the Syria conflict. Selected tweets on missile strikes were published on 14‏ April 2018 and the day after. The Twitter profiles of three different sides – pro-Assad, pro-West and anti-‏ Assad – were also analysed. The results show that there is a real battle on social media with the purpose‏ of influencing human emotions.

Sentiment analysis is widely used to retrieve the hidden sentiments in medical discussions over Online Social Networking platforms such as Twitter, Facebook, Instagram. People often tend to convey their feelings concerning their medical problems over social media platforms. Practitioners and health care workers have started to observe these discussions to assess the impact of health-related issues among the people. This helps in providing better care to improve the quality of life. Dementia is a serious disease in western countries like the United States of America and the United Kingdom, and the respective governments are providing facilities to the affected people. There is much chatter over social media platforms concerning the patients’ care, healthy measures to be followed to avoid disease, check early indications. These chatters have to be carefully monitored to help the officials take necessary precautions for the betterment of the affected. A novel Feature engineering architecture that involves feature-split for sentiment analysis of medical chatter over online social networks with the pipeline is proposed that can be used on any Machine Learning model. The proposed model used the fuzzy membership function in refining the outputs. The machine learning model has obtained sentiment score is subjected to fuzzification and defuzzification by using the trapezoid membership function and center of sums method, respectively. Three datasets are considered for comparison of the proposed and the regular model. The proposed approach delivered better results than the normal approach and is proved to be an effective approach for sentiment analysis of medical discussions over online social networks.

Citizen participation in collect and distribute information increase the role of the citizen involvement in local issues and increasing the benefits of society for the government and the environment. The contribution of citizens can be useful in helping to deal with environment problems and assist certain parties in meeting data needs, this is commonly referred to as citizen science. In its development, citizen science involvement in providing information began to involve social media as a platform for sharing information. In this study we try to explore citizen science of Indonesia, we conduct case study exploring how citizen in Indonesia used social media such as Twitter in response to one of the country’s worst disaster in 2018 namely Lombok Earthquake. By analyzing these user generate message we may know what the response of Indonesian citizen during event and understand more about citizen science in Indonesia through social media including its role and contribution. The information also may assist local communities in obtaining up-to-date information, providing assistance according to needs of the populace and use to manage and plan disaster relief both during and after the event.

In today's world, a shift from conventional to digitalized marketing is increasing in the investment made in the commercial sector. This particular study analyses the growing influence of a new online advertising strategy called “FRIENDVERTISING” pertaining to social media marketing. Thereby, this chapter conducts a content analysis to investigate how social networks are interacting with each other and how consumers are oriented to certain brands advertised in a specific way. According to the results, the brands that motivate the youth to share their own advertisements in the social media more frequently receive more positive comments about their advertisements. One should decide on the following crucial criteria while applying friendvertising practices: cultural background of audience, frequency of social media use, referring to other friends in social media (being knowledgeable and reliable about the brand), expectations of users and their previous experiences about the brand, creativity of advertisements, originality and entertaining content of advertisements, genre, as well as difficulties and opportunities of the field.

Some governments have proven social media's potential to generate value through co-creation and citizen participation, and municipalities are increasingly using these tools in order to become smart cities. Nevertheless, few public administrations have taken full advantage of all the possibilities offered by social media and, as a consequence, there is a shortage of case studies published on this topic. By analyzing the case study of the platform Santander City Brain, managed by the City Council of Santander (Spain), the current work contributes to broaden the knowledge on ambitious social media projects implemented by local public administrations for e-Government; therefore, this case can be useful for other public sector's initiatives. The case studied herein proves that virtual social media are effective tools for civil society, as it is able to set the political agenda and influence the framing of political discourse; however, they should not be considered as the main channel for citizen participation. Among the results obtained, the authors have found that several elements are required: the determination and involvement of the government, a designated community manager to follow up with the community of users, the secured privacy of its users, and a technological platform that is easy to use. Additionally, the Public Private Partnership model provides several advantages to the project, such as opening new sources of funding.

The popularity of the internet has increased the use of e-commerce websites and news channels. Fake news has been around for many years, and with the arrival of social media and modern-day news at its peak, easy access to e-platform and exponential growth of the knowledge available on social media networks has made it intricate to differentiate between right and wrong information, which has caused large effects on the offline society already. A crucial goal in improving the trustworthiness of data in online social networks is to spot fake news so the detection of spam news becomes important. For sentiment mining, the authors specialise in leveraging Facebook, Twitter, and Whatsapp, the most prominent microblogging platforms. They illustrate how to assemble a corpus automatically for sentiment analysis and opinion mining. They create a sentiment classifier using the corpus that can classify between fake, real, and neutral opinions in a document.

Resumen.-La participación ciudadana se ha planteado como uno de los recursos necesarios para vigorizar las estructuras democráticas. En los medios de comunicación, vitales para la difusión de valores, la tecnología ha abierto posibilidades crecientes depresencia de contenidos exteriores a la producidos estrictamente por la profesión periodística incrementándose así las posibilidades de visibilización de quienes no tienen directamente conexiones con el poder. Las plataformas digitales han ayudado a algunas cadenas a mitigar la caída de audiencias al llevar a las pantallas públicos de las redes sociales. La presencia de la participación ciudadana en los informativos de las televisiones no se produce directamente sino por invitación o en todo caso por mediación de periodistas. La digitalidad se ha mostrado por tanto eficaz en conseguir un mejor conocimiento de los comportamientos de la audiencia y en una mejora de los índices de algunas cadenas. Pero aún queda por delante el reto del desarrollo de aplicaciones tecnológicas y de voluntad política que permitan asimismo la generación de líderes sociales y la creación de nuevos espacios democráticos. But it is still ahead the challenge of developingtechnological applications and political will for allowing the generation of different social leaders and the creation of new democratic spaces. Due to the growing trust in information in social media resources, interest in the field of sentiment analysis is growing. Because sentiment analysis is one of the main technologies for monitoring the opinions of millions of users of social networks. The article discusses the use of LSTM networks in the analysis of the tonality of texts in the Kazakh language. For training the neural network, 1000 user reviews of mobile phones were used. The experiments were carried out in two ways: in the first case, preprocessing of the analyzed reviews was carried out, in the second case, the preprocessing was not carried out. The average value of the metric for assessing the quality of the pre-processed model reached 80%. This indicator is 11% higher than for a model trained on data without preprocessing. The results of the study allowed us to conclude that the preprocessing of the texts improves the quality of the model.
