The Educational Quality of the Doctoral Programs in Public Affairs

Public affairs scholars have been concerned about the quality of education in their field for some decades. To assess the program quality, the authors analyzed the National Research Council's most recent data. In the comparative analyses between the public affairs programs and the programs in other social science disciplines, they found that public affairs doctoral programs were behind their peer fields on most of the input-based metrics (students fully funded in their first year of education, median quantitative GRE scores, and percentage of international students in programs) but ahead of them in student-faculty ratios. The results of the outcome-based metrics were mixed. Public affairs students graduated earlier on average, but smaller percentages of them had plans for employment in academic positions. Also, the faculty productivity was lower in public affairs programs compared to the other social science disciplines. Among the subfields of public affairs, public management and public policy had more favorable input- and outcome-based results compared to public administration.

Public services represent an important dimension of quality of society, as they create the contextual conditions for people to further their quality of life. Romanian public administration reform has brought about a constant institutional transformation, which has influenced both the specific features and the quality of the services. This article aims to analyse trends regarding the perceived quality of public services in Romania, in European comparative perspective, using the data of the European Quality of Life Survey (2003–2016). The article aims to understand the low satisfaction with public services in Romania against the background of the public service reform measures taken by government in this period. The article describes the context of Romanian public administration and public service reform, the most important public policy measures adopted and the most important challenges. The lack of vision in the public service reform, the partial introduction of reform elements, the permanent and, sometimes, conflicting changes are issues that may have influenced the way in which the population perceives the quality of public services. The decentralisation process of public services and the insufficient allocation of public funds for delivering such services at local level might have an impact on their quality and quantity perceived by the population. This study investigates how citizens define their role qua citizen and how the public role they assign themselves matters in their assessment of satisfaction with public service performance. We compared survey respondents who identified their citizen role as customer (n=280), partner (n=353) or owner (n=467) to test this relation. Theoretically, the dominance of New Public Management (NPM) scholarship has resulted in the framing of citizens as simply customers, but our empirical study finds that citizens consider themselves more as partners or owners of government. This mismatch in conception was our research hypothesis for further research. We then ran a number of t-tests and carried out a MANOVA analysis, the results of which indicate that there is a significant difference between the customer and partner groups regarding expectations and satisfaction on the quality of their living area but not regarding performance. There is also evidence that shows that the role citizens assign to themselves is related to their public service expectations but that the connection between their view of their role and their assessment of performance is weak.

The article considers the questions of moving from the monopoly of the state to development of civil society, that in Russia have some features. By the expansion of the public participating in education management there are contradictions between the necessity of realization of state-public management education and absence of sufficient experience on the decline of level of alienation of education from society and effective mechanisms of decision of this task. The authors of the article consider the principal reasons and factors, hampering becoming and development of state-public management universal education. The article exposes the new approaches to the realization of joint activity of organs of state-public education management. In the article the ground of project-activity in education management approach is given, that allows to organize the activity in the mode of development, and innovations are explored, educational potential of organization is grown, the quality of its work is improved.

Introduction. The strive for high quality of Russian higher education, puts an emphasis on seeking the ways to improve it in the line with the topical Global educational agenda. In the context of this study provision of high quality education is defined as managing students experience in and out of the classroom as an integrative whole which is indispensable for maximising educational outcomes. Though Russian universities have a steady intake of international students on mobility programmes, there are not enough studies modelling the application of these dimensions in Russian academic setting. The current study seeks for the pathways to overcome this gap.Aim. The article is targeted to rethink the strategy of managing high quality education for international students and to work out and test an integrated model for the educational quality enhancement regarding two critical dimensions of their university training in curricular-related and co-curricular areas.Methodology and research methods. Mixed research methods were utilised. Individual interviews and a survey with close-ended and open-ended items were used to find out challenging issues impeding the development of high quality education offered in curricular and co-curricular related dimensions. Classroom observation, peer experts opinions and content analysis of the courses taught and their outcomes evaluation were applied at the University of Tyumen, being 5-100 project participant, to indicate the components, pedagogical toolkit and competencies for high educational quality of international students.Results and scientific novelty. The developed integrated model for high educational quality provision included the main interrelated curricular and co-curricular components of quality enhancement. They involved the designed up-to-date academic Russian course; teacher-student interactive support, socio-cultural and intellectual engagement such as “buddy” scheme studentto-student support, discussion workshops on intercultural awareness of students and teaching staff. Teaching methods of reflection, critical analysis, confirmatory feedback, communities, project-based and action oriented learning, group discussions, language tandems were proposed. Major competencies for international students’ curricular-based and co-curricular educational quality were suggested: critical reading and reflection, academic writing, negotiating, argumentation, logical cohesion, intercultural and cross-cultural awareness, conflict avoidance, tolerance to ambiguity.Practical significance. The integrated model can be applied for road-mapping the action plan of international policy at any university in Russia to provide high quality education for international students.

The aim of this study is to desing a construct of public accountability concept that is independent of lifeworld colonization brought by the concept of New Public Management. This study emphasize its analysis on process-oriented accountability and one that liberates public communication. This study will shed a light on process responsibility, one that is not limited to information presentation but more than that, as a moral responsibility of government executive. In this study, I approach the problem through the eyes of Habermas’s critical perspective. Using Habermas's approach, I want to understand the colonization of accountability lifeworld in society. In relation to budget accountability issues, public discussion space would be the main issue.The findings of this study is that accountability, judging from the quality of service delivery, has eroded its meaning. That is, the service providers have not been able to give an adequate account for the service that they are doing, such as trying to produce a quality of service according to the wishes of the people. Therefore, the current accountability process still needs improvement, so that public officials providing service would have a sense of public responsibility when providing services to the public. Public accountability of service provided appears to disregard public discussion space that creates equality in determining what is needed and what is given to the public.

is work aims to identify variables related to an efficient contract management leading a public company to reduce costs andto improve the quality of the services that are provided by contractors. An exploratory and qualitative researchwas made, inwhich the notes were collected by in-depth interviews with five regional contract managers from the public company that isthe object of the study. ese interviews were treated by content analysis, using the NVivo11 soware. e results showed theexistence of nine specific activity variables not yet referenced in literature, being the main ones the control of the duration ofcontracts, the compliance with the time limit for handling the process of preparation of addenda and the control of the regularityof the documentation of the process for issuance of an additive term. It is concluded that the contract management of PublicAdministration may lead to cost reduction with the hiring and with the execution of the contract with the contractor and also tothe improvement of the quality of service that is provided, through these three new variables.Keywords: Public management, Contract management, Cost reduction, Quality of services, Contracted companies.

Increasing requirements for housing and communal services, its development and improvement are an important factor in improving the quality of people’s lives. This makes it necessary to significantly change the principles of the personnel policy in public institutions. Only then will they be able to improve the quality of goods and services provided to the population, and as a result, to achieve reduce social tension in society. The purpose of research — to learn the basics of formation of personnel policy in the public management company housing and communal services on the example of a particular organization and to formulate recommendations for its improvement. The scientific novelty of the research lies in the fact that the developed principles of human resources policy are adapted to the particular area — management of housing and communal services. The proposed set of measures can be recommended for use in the Russian organizations for the management of housing and communal services because the situation can be regarded as typical for this sector of the Russian economy.

This study aims to examine if auditors of the Saudi Supreme Audit Institution (SSAI) have exerted influence on administrators in Saudi Public Institutions in order to improve the way they manage public resources. The study also examines the impact of the public administrators’ personal factors, i.e. the experience and qualifications of administrators on the contributions made by the SSAI, in terms of facilitating the undertaking of changes in the public administrations. The result of a survey of 96 Saudi public officials shows that the SSAI can claim remarkable achievements, in terms of improving Saudi public affairs. Administrators, irrespective of their experience and qualifications, have shown positive perceptions of the process of performance audit and that they are convinced of the usefulness and the quality of the SSAI’s reports. This study reveals that the SSAI has contributed towards helping the managements of public organisations define their priorities and adopt both strategic and operational plans. It has also helped them evaluate their projects and services, identify the problems and shortcomings of these projects and services, and then provide valuable recommendations to rectify them.
