Priorities for Improving Distance Education and Human Capital in Azerbaijan Public Administration

Distance education can also be used by a large part of the community. The form of distance education optimally develops learners' independence, activity, consciousness, and creativity in comparison with traditional forms of education. In addition, in this system, more scientific information can be obtained in a short time, and the student's conscious and logical ability to acquire systematic knowledge expands. On the other hand, distance education is one of the tools that can help our higher education to have an international rating. Let us take into account that one of the main tasks of the education system is to develop the human capital necessary for the modernization of the country and thus increase the international competitiveness of the Republic of Azerbaijan. It should be noted that digitalization can create real opportunities to turn our weak performance in education into strong performance. In this regard, the chapter examines the prospects for improving distance education in public administration for the development of human capital in Azerbaijan.

PurposeThis paper aimed to explore the development of distance education (DE) in Chinese higher education as well as the three significant themes: accessibility, quality and equity in Chinese DE and the performance of these three themes in Chinese DE.Design/methodology/approachDocument analysis was used as the major research method in this study to examine the development and challenges in terms of accessibility, quality and equity in Chinese DE. In this study, national-level official policy documents and reports from the Chinese government were collected and analyzed. Also, scientific articles from CNKI were analyzed to find out the evolution of the Frontier topics on Chinese DE in accessibility, quality and equity.FindingsThere are three major findings. First, the Chinese government has shown its positive attitude toward DE in higher education. Second, compared with the other two themes: quality and equity; the number of articles in the accessibility of DE was lower than the other two themes and the problems of accessing online courses were insufficiently caused by two reasons due to lack of basic ICT literacy and poor Internet infrastructure. Third, there was a gap between Chinese policies and research articles mainly because of the unbalanced development of accessibility in policy management and research articles.Research limitations/implicationsAlthough this paper has summarized the development of the DE in Chinese higher education, it was clear that accessibility, quality and equity were three critical issues in DE. However, there are still other essential factors that contribute to the development of DE that requires further investigation, such as learner satisfaction, different features of learning platforms and instructional strategy.Practical implicationsThe findings of this paper can be used to identify the attitude toward the DE of the Chinese government. Besides, the accessibility could be a research and practical focus for Chinese DE in the future.Originality/valueThis study showed some significant policies released by the Chinese government toward DE in higher education and revealed the achievements, trends and challenges in the accessibility, quality and equity of Chinese DE.

As práticas de formação que incentivam o desenvolvimento das habilidades afetivas em estudantes têm sido avaliadas no contexto de ensino a distância no Brasil. O estudo tem como objetivo apresentar práticas formativas e relacionais desenvolvidas no curso de Ciências Biológicas na modalidade a distância de uma universidade estadual no Ceará. É um estudo descritivo-reflexivo em forma de estudo de caso que discute experiências em andamento, sendo estas: Monitoria Acadêmica; Vida em Foco; Ciência na Escola e Musicalizando a Biologia. As atividades têm procurado desenvolver nos alunos o espírito de colaboração e da experiência de realidade em que, em um curto espaço de tempo, estarão inseridos. The study aims to provide formative and relational practices developed in the course of Biological Sciences in the distance mode of a state university in Ceara. It is descriptive-reflective research in the form of case study that discusses the following ongoing experiments: Academic Monitoring; Life in Focus; Science in School and Musicalizing Biology. The activities have sought to develop in students the spirit of collaboration and the experience of reality in which they, in a short time, will be placed. It is believed that  this way allows more critical and reflective teaching, in which new tools become available for DL that will break the persistent hierarchy between teachers and students.Keywords: Teaching; Attitude; Distance education; Higher education; Education technology.

Although there are many teaching styles in higher education, they can usually be reduced to two: the traditional, on campus attendance, lecturing, student-passive style and the newer, distance education, self-paced, student-active style. It is the contention of this paper, illustrated by two case studies of one Spanish and one Australian university, that the differences in technology seem to have evolved due to these different teaching styles. On the other hand, both institutions seem to be in the same stage of technological implementation, although the technological product appears different. A discussion is provided to consider the interaction effects in practice, teaching styles and institutional adoption stage on web based technologies in these two universities.

The purpose of this paper is the analysis of the two most influential global policy initiatives in education reform - the OECD?s comparative study of students? educational achievements after compulsory education - PISA, and the Bologna process or the creation of a single European Higher Education Area. Although they relate to different levels of the education system, they have been initiated with the same aim of making education more effective in the context of the so-called knowledge societies. Apart from having appeared in about the same timeframe (the first cycle of the PISA survey was conducted in 2000 and the Bologna Declaration was adopted in 1999), both policy initiatives consider education in the context of the imperatives of economic rationality, competitiveness, and freedom to choose individual participants according to personal preferences. Undoubtedly, the OECD and the Bologna Process have altered the purpose and structure of education systems around the world in a relatively short time in accordance with the dominant neoliberal values and the perception of a man as homo economicus. The results of the initiated reforms are linked to the ?economization? of education policy and the ?pedagogisation? of economic policy, given the increased importance of the role of skills and the human capital agenda. Their key pedagogical implications can be described as reducing education to developing human capital and instrumentalizing education for non-pedagogical purposes.

The subject of this research is interethnic tenets of the population of the Republic of Buryatia. In order to preserve stability of interethnic relations in a multi-ethnic society, it is necessary to maintain favorable interethnic tenets and openness of different ethnic groups towards positive interaction with the representatives of other nationalities. This research is conducted within the framework of a larger research, conducted during 2018-2019 titled “Interethnic harmony in the Republic of Buryatia under the changing sociopolitical conditions”. A total of 900 respondents took part in this research. The results demonstrate that the population has an overall positive stance on interethnic relations in the Republic of Buryatia, but not everyone is ready to interact and accept members of other ethnicities. The election of levels of interaction, national or regional, family or neighbor, somewhat depends on age, nationality, place of residence and level of education. The respondents would more readily accept the other as a Russian citizen, than a citizen of Buryatia, and the closer the circle, the less willing are all groups of the population to accept a person of different ethnicity. The most favorable tenets are observed among young respondents, urban residents and respondents with higher education, regardless of ethnicity.

The article describes the teacher’s readiness for distance learning of students with disabilities in higher education institutions of the Republic of Kazakhstan. The article defines the leading principles of distance education and formulates the problems of managing this process. The authors have conducted a research including questionnaires and interviews with teachers of universities that provide educational activities to disabled students. Resulting data are analyzed, factors affecting the formation of teachers personal attitude to distance education students with disabilities are elicited. The authors revealed a positive attitude of teachers towards the education of disabled students, it is noted that they have a positive motivation in providing all necessary conditions for effective education of this category of students. Teachers are interested in obtaining the necessary knowledge on the organization of distance education for students with disabilities and increasing their own professional qualifications. However, the results of this survey have identified the lack of teacher’s understanding of the characteristics of the psychophysical development of disabled persons, ignorance of the perception specifics of students with hearing and visual disabilities, insufficient understanding of psychological features (fatigue, attention and perception, the visual thinking prevalence, etc.). Teachers of higher educational institutions had difficulty in determining the form of presentation of lecture material, the selection of pedagogical techniques and means of organizing and monitoring the performance of independent practical work. The teachers had some difficulties with the adaptation of educational materials in accessible forms for students with impaired vision and hearing, the materials should be specific and accessible for their understanding. There were particular difficulties in explaining by teachers of abstract concepts and theoretical positions. Based on the identified difficulties in the implementation of distance learning for disabled students describes the possible risks inherent in inclusive higher education. The necessary conditions for organizing the process of distance education for disabled students are highlighted, it should increase readiness of teachers to work with students with disabilities.

The article presents the state of distance education for the professional training of graduate students in specialties 017 Physical culture and sports and 014 Secondary education (physical culture) on the example of the T.G. Shevchenko National University "Chernihiv collegium". Positive and negative aspects of introduction of distance learning for the purpose of professional training of future specialists of these specialties are presented, taking into account the characteristics of the student contingent and Chernihiv region specifics. Masters students of the region do not refuse traditional forms of education, moreover, they emphasize the impossibility of entering the system of distance learning from the border regions of the region (Chernihiv region borders with the Republic of Belarus and the Russian Federation), offer to duplicate the information of distance courses placed on the platform printed (or e-versions) materials that, on the one hand, will facilitate their perception of the material, and on the other hand, will partially make it impossible for individual students and / or group tasks to be performed. The data of questioning of graduate students 2017-2018 of these specialties indicate that it is inappropriate to see a complete transition to distance education of 70% of respondents, an appropriate partial transition - 81%, refuse to use platforms - 8%, express fears that they will not be able to master the discipline, located on the platform - 15%. The perspective opportunities of the distance education development for the specified specialties are singled out, considering the characteristics of the target audience, in particular, the growth of the number of working masters and graduate students who receive additional higher education, future specialists from the metropolitan regions, who seek to obtain an inexpensive additional higher education (in the regions) means of distance learning, an increase in the number of graduates of these specialties who are in service in the Armed Forces of Ukraine and law enforcement agencies. The necessity of considering the features of the region and the mentality of the population during the transition to the distance education is emphasized.

"Abstract: In our rapidly changing world, the role of education is not only to pass on knowledge, because the acquired knowledge will be quickly expired, the different professions are also changing in a short time. It would be also important to pass on a kind of ability which the students will be able to independently acquire knowledge after completing their studies with or they would be able to navigate safely through the world, or to work in a team. The project-based education is one opportunity to reach this, with many people have been dealing since the mid- 20th century with, but it has not become popular in education. One explanation to this is that the project work is managed in team, hence it is difficult to evaluate well. In my article, in addition to the general description of the evaluation of the project task, I give valid examples of how this evaluation can be applied in education. Considering the importance of projectbased education being present in all age group, some of my examples can be used in public education and the other in higher education."

Research background: Active development of information technology and globalization have made the digital economy an integral part of global and national economic systems. A key factor in the success of globalization processes is the availability of highly qualified personnel in sufficient volumes and relevant jobs, as well as a training system for specialists with certain competencies for the development and implementation of digital technologies. Purpose of the article: development of guidelines for innovative management of regional human capital formation in the global economy. To achieve this goal, the following tasks were solved: to identify the impact of quality education on the development of human capital; to evaluate the effectiveness of higher education institutions as one of the fundamental factors in the formation of human capital in a region in the process of globalization; to develop a methodology for the formation and improvement of human capital by modernizing the distance education system. Methods: dialectic, abstraction, analysis, induction, modeling, as well as statistical methods, comparison method. Findings & Value added: As a result of this study, an idea has been formed on the impact of quality education on the development of human capital; the analysis of the activities of higher education institutions as one of the factors in the formation and development of human capital in the region; a methodology has been developed for the formation and improvement of human capital by modernizing the distance education system.

The Republic of Ecuador, and in particular the State Technical University of Quevedo (UTEQ), demands the training of highly qualified professionals, according to the demands of society. In this context, pre-professional practice constitutes an essential means to achieve these expectations, based on taking into account the Pedagogical Model by Competences. Faced with these challenges, in Ecuador, the training of competent professionals committed to social development is today a necessity. Training graduates capable of facing the challenges of technological development in their jobs is a priority, both for Higher Education and for the entities that employ qualified human capital in the country. It concludes by stating that it constitutes a challenge for the UTEQ, the conception and application of results that arise in the area of ​​Pedagogical Sciences, to favor an adequate development of the evaluation by competencies of pre-professional practices
