An Evaluation on Turkey Within the Scope of Digital Transformation

The change in information technologies and the dependency on them are increasing. It deeply affects business and social life, especially in areas such as communication, production, business, marketing, and reporting. Nowadays, it seems impossible to avoid digital transformation. Developments in information and communication technologies offer various opportunities for change. Individuals or institutions that use, follow, and lead these developments will be one step ahead of the competition. Institutions that transform the processes of doing business from end to end in a controlled manner will find a place for themselves in the future. Otherwise, they will not be able to continue their existence. Within the scope of this information, the aim of this study is to reveal where Turkey is in the process of digital transformation. In the study, the studies carried out within the scope of digital transformation in Turkey were examined. The developments in digital transformation in the world and Turkey according to the indices have been evaluated.

Information and Communication Technologies (ICT), with their major technological advances, have affected the lives and lifestyles of people across the globe, as well as the way institutions and organizations do business. However, not all outcomes of the spread of information technologies have been positive. A majority of the world’s population, especially those who live in poverty, have been largely bypassed by this revolution. The gap between them and the rest of the world has expanded precisely as a result of the facilitation capacity of these technologies for those who have access to them (Figueres, 2003). The majority of these people are situated in the African continent and other developing countries.

With increasing globalization and the integration of various economies, public finance and fiscal policy have acquired a new dimension in countries around the world, including India. This new era has witnessed a massive proliferation of various information and communication technologies (ICTs) the world over opening novel prospects for information storage, retrieval and analysis. Such novel prospects are not only being used for decision making by private sector industries but also more interest has been demonstrated in investing in technologies for public administration purposes. In the Indian context, the driving force behind an increasing use of ICTs for public administration include such objectives as improving and simplifying governance, instilling transparency and eliminating corruption and bureaucracy. The massive proliferation of ICTs in India has led to a transformation from traditional governance to e-governance. Several planning projects have been launched under the rubric of e-governance and have witnessed novel use of various information technologies, GIS being one of them. This study focuses on the Nirmala Nagara project (NNP), a programme launched by the Government of Karnataka to address issues of urban development using GIS with municipal e-governance being one of its key agendas. This is one of the most ambitious Municipal e-Governance projects in the country encompassing 213 urban local bodies. This article is an initial effort towards a larger project that will focus on the process of GIS spatial knowledge production situated in contemporary India.

The article considers the role and importance of information technology in the field of educationalservices and innovative teaching methods. It has been determined that the use of information and communication technologies in the teaching process in higher education institutions is a necessity that has been accompanied by challenges of the world space, in particular in recent years. The essence of the concept of "innovation" and systematized modern innovativeteaching methods have been studied. The emergence of globalization due to information technologies and the changes and/or developments brought about by globalization require organizations to have more knowledge about ethics and therefore to be more interested in this issue. The use of information and communication technologies in organizations in accordance with ethical values is considered important in terms of the integrity, functioning, and efficiency of both employees and organizations. Individuals, managers, organizations, and researchers have important duties in the field of information ethics in order to prevent the making of difficult mistakes that will adversely affect individuals and organizations during the use of information technologies. In this context, information ethics has been examined in this study in the context of recent developments all over the world, especially the developments in the global COVID-19 pandemic process.

В статье обоснована необходимость модернизации учебных программ информационной подготовки студентов — будущих педагогов в условиях цифровизации экономики и образования Российской Федерации. Раскрыто содержание понятий «информационные технологии», «цифровые технологии», «сквозные технологии», используемых в образовательном процессе. Представлены основные аспекты проведенной автором актуализации рабочей программы дисциплины «Информационные и коммуникационные технологии и медиа информационная грамотность» и темы новой дисциплины «Сквозные технологии и искусственный интеллект», которая будет введена в учебные планы педагогического направления подготовки студентов университета в качестве обязательной с сентября 2022 года. Приведены данные педагогического эксперимента по апробации обучения в рамках предложенных актуализированных учебных дисциплин для специальности 44.03.01 «Педагогическое образование» «Физическая культура» с использованием современных цифровых технологий и проектной методики обучения и результаты оценки эффективности работы по повышению уровня сформированности цифровых компетенций обучающихся в процессе их изучения с помощью методики Национального исследовательского университета «Высшая школа экономики» (НИУ ВШЭ). Сформулирован обоснованный вывод об эффективности процесса обучения студентов по вышеуказанным программам информационной подготовки. The article substantiates the necessity to modernize the curricula of novice teachers’ information training in the Russian Federation in the conditions of digitalized economy and digitalized education. The article analyzes such education-related notions as information technologies, digital technologies, end-to-end technologies. The article discusses the major elements of the Information and Communication Technologies and Media and Information Literacy curriculum actualized by the author of the article. It also discusses the topics covered in the End-to-end Technologies and Artificial Intelligence course which is to become a standard part of the curriculum in September 2022. The article presents data pertaining to a pedagogical experiment regarding the actualized curricula designed for Pedagogical Education and Physical Education (44.03.01) and presupposes the use of digital technologies and project methods. It also presents the results of an assessment of work aimed at enhancing students’ digital competencies in online learning environments using strategies developed by National Research University of Higher School of Economics. The article substantiates the effectiveness of the above mentioned curricula.

This article deals with the problems of one of the most urgent threats in the world today — the problem of terrorism, and its essential and cross-border form — cyberterrorism. It is of growing interest in the analysis of information and communication technologies used in the implementation of terrorist activities and directly for acts of cyberterrorism. We present several relevant examples and practical cases of the use of information and communication technologies by terrorists. The authors concluded that it is necessary to jointly search for solutions to combat the terrorist threat from terrorist organisations within the international community.

E-commerce in trade companies during the course of the pandemic crisis has become more than a technology; it includes a whole range of activities such as business processes, business organization, communication, customer relationship management, the E-sales orientation and business progress through the Information and Communication technologies. The consequences of the pandemic COVID-19 are reflected on the various spheres of social life, including the businesses of the companies. New strategies and techniques in business have positively contributed to the survival of trading companies on the market in the new situation. Therefore, trading companies were forced to adjust their way of working, doing business and maintaining contacts with the customers and suppliers in the new situation. E-commerce in trading companies has become much more than the E-sales. Digitalising business leads to the implementation of E-commerce of the supply chain management that leads to speeding up and maintaining of the business processes. Due to rapid technological changes, E-commerce needs to follow new trends on the Information and Communication technologies market in order to remain effective. E-commerce can also help to organize communication processes. Online sales in the situation of the pandemic crisis have proven to be an effective sales method with which trading companies can maintain their sales in contactless customer relations. With the E-commerce can be improved all the company's business relations by the introduction of opportunities that it provides in business, by building architecture of E-commerce and by implementation of applications for business enterprises taking into account the potential costs and benefits of introducing this kind of business. However, with the introduction of E-commerce, both of the marketing strategies and the market expansions can be improved. In the paper are listed and analysed changes in the trade operations of the two companies due to the pandemic crisis; one deals with the sale of agricultural machinery and the other with the sale of food products: at this point we examine and compares the differences in the business processes management with the customers and suppliers in the normal way of doing business also in the new occasions, that is the consequential business adjustment in the course of pandemic.

Over the last 10 years investments into innovation made at the beginning of 2000s resulted in significant growth not only in separate industries but in global economy as a whole. The development of digital technologies significantly reduced the costs of advance technologies, which made them affordable to a wide range of consumers. Using new tools and methods for interaction of social and economic subjects became a real accelerator of rapid growth for some industries such as media, information and communication technologies or finances. However, no significant innovative changes occur in the construction sector despite a generally acknowledged important role in the economy of both separate countries and in global economic processes. The article considers the factors that have an effect on the digital transformation of construction industry, the peculiarities and problems of this process.
