This study offers an overview of the current state of conceptual and empirical research at the interface of e-business and entrepreneurship. Researchers and professionals are provided with concepts and current research into the field of e-governance and in fostering e-business concepts in an entrepreneurial environment. The authors investigated e-government initiatives in a modern, technological environment, exploring both benefits and challenges due to various technical, organizational, social, and contextual factors. Interactions between political/state decision makers and entrepreneurs were studied to develop e-business and e-entrepreneurship concepts in a digital economy. As businesses and state institutions use information and digital technologies for development and functioning, there is a need to develop and understand the main criteria of effectiveness of state digital resources and e-governance as a whole. Based on an empirical study, the researchers propose a system of assessing the quality of electronic resources for entrepreneurship.

Thirty experts in the assessment of the quality of Non-Traditional Research Outputs (NTROs) as academic research outputs were asked to rate the importance of 19 criteria that might be used in making these judgements. Analysis of responses identified four criteria where there is substantial agreement among the community of experts: (a) demonstrated familiarity in the research statement with the current state of knowledge in the relevant academic disciplines (very important); (b) demonstrated familiarity in the research statement with the current state of knowledge in the relevant industry (important); (c) evidence that the work has been engaged with by other academic researchers (relevant); (d) whether the NTRO creator is a substantive university staff member or an adjunct/honorary (unimportant). Fifteen other criteria either reached a less than ‘fair’ level of agreement, or larger numbers of respondents nominated ‘It depends’. Qualitative analysis of comments also revealed noteworthy disagreements in the expert community about how the criteria should be applied.

The article is devoted to predicting and preventing urban vandalism. In the article described current state of research on structure of vandalism – motives, attitudes, ideas. It is shown that the activity approach can serve as a theoretical basis for study of the internal plan of vandal actions. On its basis, a theoretical model is determined, including the motive of vandalism and the ideas that regulate its implementation. These are the subjective value of vandal action and value that subject attaches to vandal action. The organisation, procedure and results of empirical research are described. Using a sample of young people living in 106 Russian cities (n = 650 people), we study the relationship between subjective ideas about the ability to commit a vandal act, its motives, attributed value and meaning. The results show that there is a conjugate effect of these representations on subjective ability to behave like a vandal. Their interpretation shows the presence of opposite approaches to the assessment of vandalism – from rejection to acceptance.

This study aims to compare the results of BPK's opinion on the financial statements of state institutions against the quality of implementation of state institutions during 2012-2017. The results showed that the quality of LKKL presentation had improved throughout the 2012-2017 period. Improving the quality of financial reporting of state institutions can be seen from the increasing number of entities that obtain Unqualified Opinion and the tendency to reduce the number of the institution that obtain Qualified Opinion and Disclaimer opinions. Improving the quality of financial reporting shows that local government entities have been able to present their financial reports correctly and in accordance with applicable principles. In addition, good financial reporting can also be an indication that the entity has a good performance in accordance with the target that has been committed.

The social institutions of punishment and release have been studied. The essence of the release as the process of completing the influence on the convicted person with the purpose of his return to social and normative life in society has been revealed. The spectrum of problems of preparing convicts for the release has been outlined. The authors have specified the weaknesses of the current state program for preparing convicts for the release. In order to reveal the peculiarities of the indicators of socio-psychological readiness of convicts for the release (cognition, emotion, reflection) and to identify the specifics of their tendencies towards further self-directed obedient behavior after being released, the authors have presented generalized results of the empirical study carried out with the help of the authors’ questionnaire “Socio-psychological readiness of convicts for the release”. The research was implemented on the basis of state institutions of the penal system, namely, in the correctional colonies of the Central-West Interregional Department for the execution of criminal penalties and probation of the Ministry of Justice of Ukraine. 118 male respondents aged 20 to 55 years sentenced under the Articles 121, 122, 115, 185, 186, 187, 307 of the Criminal Code of Ukraine, who had less than 6 months left before the release, participated in the study. The authors have emphasized on the expediency of developing a program for preparing convicts for the release, taking into account indicators of socio-psychological readiness, and on the objective need for professional training of personnel of penitentiary agencies and institutions that will carry out socio-psychological support of convicts who have less than 6 months left until their release.

Today, the issue of economic circularity is certainly not a new concept. It represents an essential issue in any production system since it is an alternative to the current production and consumption model. The importance of the topic is confirmed worldwide. However, there is still a “circularity gap” that can be bridged in the short and medium term, probably with the use of innovative and digital technologies. In fact, many researchers agree that the sustainable future can be achieved in the long term thanks to digital technologies (i.e., IoT, artificial intelligence, quantum computing etc.) which, thanks to their speed of calculation, are able to identify the right solutions at the right time. The challenge, therefore, will be to develop innovative technologies and tools for the efficient use of resources in industries for sustainable production. Thus, the aim of this study is to define the current state of the art and future research developments in this very promising field. To achieve this goal, the integration of a “set” of tools, based on the AHP method and the PRISMA protocol, is proposed. The results aim to be a guideline for decision makers and researchers interested in this topic.

The digital transformation of transport systems is one of the priority areas of the country’s strategic development, and requires joint participation and interaction of the state, transport industry enterprises, innovative companies - developers of new technologies and equipment. Constant price pressures and growing customer demands for product and service quality complicate the challenges faced by rail organizations. All these organizations, and first of all JSC Russian Railways, within the framework of the ongoing structural reform, cannot increase the efficiency of their activities using the traditional set of technological, organizational and management solutions to reduce costs for all business processes and divisions of the company. The current state of the Russian economy already allows us to note positive shifts in the field of digitalization. The digitalization of transport as one of the social sectors, the use of modern technical means and programs, makes it possible to increase the efficiency of the transport complex, to ensure high quality services. The authors considered digital technologies in JSC “Russian Railways” used to increase flexibility, efficiency and quality of service provision. The key electronic platforms used by Russian Railways in its work are presented. Disclosed telematic systems used in railway transport to improve safety. Methods are proposed for improving the quality of passenger service at railway stations in the Russian Federation.

In a qualitative empirical research project on youth worship, we discovered that ‘being together’ is primary quality of youth worship. This primary quality consists of at least four aspects. Firstly, community is celebrated through physical presence. More specifically, the physical presence of siblings plays an important part in the participation of youth in worship. Secondly, an empathetic and emotional aspect is essential for adolescents. ‘Being together’ in youth worship means being together in unity and trust and in equality, as kindred spirits. Thirdly, ‘being together’ in youth worship yields possibilities to cross social and ecclesiological boundaries. Fourthly, there is a theological aspect in ‘being together’ that could be described as ‘sharing faith and being in God’s presence’.
