State government has been moving from manual and paper-based processes to digital services. However, digital divide, declining trust in technology, and low IT/IS adoption rates by public sector employees are important challenges for successful delivery of e-government services to citizens. Previous studies in the area of IT/IS adoption and e-government have mainly focused on citizens. This paper examines IT/IS adoption by employees rather than citizens and the focus is on non-market environment and state government agencies. A research model has been proposed based on the theory of planned behavior (TPB) and technology acceptance model (TAM) which has been extended to include digital divide related constructs and trust in technology. To test the proposed model, a survey was conducted among early adopters of Office 365 at Illinois Department of Transportation (IDOT) in Springfield and Chicago. The paper contributes to research on IT/IS adoption in public sector. The findings also provide insightful design and practical implications for successful IT/IS deployment in public sector.

AbstractGovernments across the globe are continually working to improve infrastructure for their people. Today, the precise and accurate understanding of the factors that significantly affect public sector employees is one of the utmost crucial challenges for the adoption of e-government services in Pakistan. Without adequate knowledge of these factors, the level of welcome to new services or technology would not be predictable. The study targets employees in the public sector who provide e-government services in Pakistan. On a theoretical basis, Technology Acceptance Model (TAM) examined the effect of ease of use on attitudes, perceived usefulness, and trust and its effect on the public sector employees intent to adopt an e-government system. This research aimed to identify the factors that influence the adoption of e-government services by public sector employees in Pakistan. Data for this survey can be obtained from public sector employees in Pakistan. The results of this study are projected to show that the proposed framework is useful in evaluating the adoption of the e-government system in public sector employees and that the expanding new factor, trust, and attitude in this model are of essential importance.

The proposed model is intended to depict the main antecedents that relate to corporate entrepreneurship within the public sector higher education institution  and the impact of corporate entrepreneurship on public sector HEI’s performance, as well as factors influencing its continuous performance.

This study aims to examine differences in information technology acceptance in the public sector and private sector in Indonesia. This  study explores previous research on the subject, especially with regard to the Technology Acceptance Model (TAM). Acceptance of technology according to theory can be influenced by several aspects, such as: behavior, satisfaction, benefits, convenience, social as well as security and privacy. Of the various aspects of this most influential generally considered to differences in acceptance of the technology on "every individual" in the public sector and the private sector there are two namely: aspects of behavior and benefits.

The development of fuzzy sets in geographic information systems (GIS) arose out of the need to handle uncertainty and the ability of soft computing technology to support fuzzy information processing. Fuzzy logic is an alternative logical foundation coming from artificial intelligence (AI) technology with several useful implications for spatial data handling. GIS has been found to have a crucial role in the performance of public sector organizations (PSO). However, the literature shows no universal model to support and shed light on GIS adoption, which lessens the chances for effective GIS adoption and usage. Therefore, a new model is needed for successful adoption and eventual enhanced organization’s performance. Thus, there is a need to investigate the factors that can bring about GIS adoption. Models for GIS adoption in literature are few and far between, and the few that exist are not applicable as they do not cover all the significant factors that can contribute to adoption success. Hence, this paper brought a GIS adoption model for PSOs to promote their performance. The model was developed through the extension of the Technology Acceptance Model (TAM) in addition to the DeLone and McLean’s Success Model. The study involved interviews with ten experts in ranking the extracted factors, and data was analyzed through thematic analysis. On the basis of the obtained analysis findings, the fundamental factors were found to be significant in their effects, and GIS adoption sufficiently related to the overall performance. Thus, the study contributes to the body of knowledge by filling the gap in the literature.

Volunteers are considered a core component of special events and they have proved to be an asset to the execution of special events. Although motivations of volunteers have received a great deal of attention from many organizations and individuals in the private sector, little research has been done on motivations of volunteers in the public sector, or within the federal government. Therefore, this article identified motivational factors that prompt federal government workers to volunteer at a government-related special event. A survey was used to gather data from a volunteer sample of 263 individuals who had volunteered for public sector special events in recent years. Exploratory factor analysis and t test were employed to establish motivations that stimulate public sector employees to volunteer for special events and further determine the differences in motivation between females and males. The results showed that government workers mostly volunteer for purposive motive and external motive. In addition, gender played significant roles on egotistic and purposive motives. Thus, this research provides a unique theoretical contribution to research in event management by advancing our understanding of the process by which factors associated with motivation can lead to federal government workers volunteering at a government-related special event; subsequently, impacting how event planners and organizers of public sector special events market to and recruit volunteers.

PurposeResearch about ethical governance and corporate social responsibility (CSR) in the United Arab Emirates is still in its infancy. This study aims to explore the public sector employee’s perception toward ethical climate, codes of ethics and CSR and its impact on organizational performance. This research sheds light on the link between formalized ethical procedures and employee responses including CSR, organizational engagement and organizational performance.Design/methodology/approachData were collected from 426 middle-level public sector employees in Abu Dhabi, the capital of the United Arab Emirates, using structural equation modeling to test the proposed hypotheses.FindingsThe findings of this study suggest that an ethical climate is an important organizational component, and that the incorporation of effective codes of ethics and CSR initiatives is desired. Perceptions of public sector employees are positively influenced by the organization’s ethical climate and CSR activities, which in turn affect organizational performance.Research limitations/implicationsThe study provides managerial insights for improving the ethical climate and CSR within the public sector context in the United Arab Emirates.Practical implicationsThe study offers implications for public sector employers and points out that public sector employers should formulate policies to boost the ethics and CSR environment at workplace to attain competitive advantage.Originality/valueThe paper contributes to the literature by being one of the first to study organizational ethical climate and CSR within a Middle Eastern public sector context and offers implications for theory and practice.

Ensuring accountability in the public sector is a very crucial issue as it could lead to failures in governance, fraud, inefficacy, corruption as well as weak financial management. This study evaluated the state of present accountability practices among public sector employees from various Malaysian service schemes. Primary data were collected, using a questionnaire survey approach with 194 heads of departments in the Malaysian federal ministries. Data was collected in accordance with the perspective of 12 factors in accountability practices, using a five-point Likert scale. Factor analysis and descriptive statistics were utilized for data analysis. In addition, data reliability was checked by Cronbach’s alpha test; data normality was examined by Skewness and Kurtosis tests, and data validity was tested by using Kaiser-Meyer Olkin test and Barlett’s test. The findings show that 94.9% of the participants reported that they practised accountability within their departments. Nevertheless, the priority for these accountability factors varied according to the service schemes. In general, the perceived accountability practice was the highest within the group of the administrative scheme and the lowest among the employees under the accounting scheme. Moreover, the perceived accountability practice of the audit scheme was below the general average level. This findings of the study would help policy makers to take necessary steps to improve the practices of accountability in the public sector for creating a more dependable and efficient public sector in Malaysia.

The use of information technology aims to improve the performance of public services to be more effective and efficient. But problems arise in the Public, for example in e-commerce users or the Olx.co.id website. Problems that arise include the lack of public desire to use technology and (Perceived Usefulness), the technology cannot be fully used by the Public. This study aims to analyze the factors that affect the level of acceptance of the Olx.co.id online buying and selling website by using the Technology Acceptance Model (TAM) framework as a conceptual model. At the beginning of the study, information work was carried out by collecting data from the questionnaire results from 500 respondents as samples and processing them with AMOS 22 software. Then after being processed as a whole, the writer tries to re-process the existing data, but the difference is the separation of the data based on gender respondents (male and female). Thus, a significant relationship will be obtained and can be used as recommendations for improvement for e-commerce websites.

The current work explores the use of social computing as a tool to improve the interactions between the government and other parties. Social computing, which is known as Web 2.0, is applied in the public sector through the concept of e-Government 2.0. This chapter proposes a conceptual model that will measure e-Government 2.0 adoption by combining known information technology theories. The conceptual model is based on a combination of the Technology Acceptance Model, Theory of Planned Behavior and indexes from the United Nation's database. Future research should validate the empirical model. Meanwhile, the implications of the model are presented.
