Discussion on Construction of Control System of Environmental Risk Source for Expressway Transportation Accidents of Dangerous Chemicals in Water Environmental Sensitive Areas

Based on the analysis of the environmental risk characteristics of freeway dangerous chemicals transportation accidents, the environmental risk source control system, which combined the initiative prevention system and passive protection system, are proposed, and the relative subsystems are also elaborated in this article. The risk sources information transfer subsystem is composed by the security regulation platform of regional dangerous goods transportation and highway monitoring and communication system, and the function of the subsystem is transferring the public information between the highway and regional dangerous goods transportation security supervisory. Environmental risk sources prevention subsystem is comprised by the main engineering structures and traffic safety facilities, and the services of environmental accident risk defending platform, which composed by the runoff gathering facilities and reservoir.

Upper-middle reaches of Luanhe River Basin belongs to Haihe River Basin and it is a pretty important water source to North China, especially to Tianjin and Tangshan Cities, Hebei. Based on control units of the water function areas and the sub-basins the working units were produced. The index system for environmental risk source hazard was constructed by adopting the pressure state response (PSR) environmental analysis model. The environment risk sources are identified, and their hazard grade assessment is performed. In the environmental risk source hazard an assessment index system, namely “downstream characteristics of environmental risk sources” is added by taking the fact into account that environmental risk sources themselves are affected by different functional areas (working units) downstream of the rivers. Through collecting hazard data, determining their standards and weights for environment risk sources, the fuzzy comprehensive evaluation method is used to calculate the risk source hazard grades and the vulnerability grades of the working units. Using the one-dimensional exponential decay river model for pollutants in rivers, the hazard grade evaluation method of working units is established. This consists of two parts: (1) The risk source hazard grade of the working unit itself, and (2) the impact of the risk sources upstream on the working unit downstream of the rivers. Combining the hazard grade with the vulnerability grade of the working unit, the risk grade of the working unit is evaluated through the risk matrix. The risk zones of the watershed are realized by merging working units in the same control units of the water function areas with the same risk grades. The risk zoning of sudden water pollution incidents in the upper and middle reaches of Luanhe River Basin is obtained by applying the above risk zoning method. It is found that there are 55 risk zones in total, including three highest risk zones, 15 higher risk zones, 14 lower risk zones, 23 lowest risk zones. These results indicate that the upper and middle reaches of River Luanhe are overall at low risk. The corresponding management methods for the different risk zones are suggested.

To complement the current studies of risk assessment on water sources which seldom consider the distribution effects of multiple risk sources concentration, and improve the efficiency of water source supervision, this study establishes a method system for risk assessment of water sources and regulatory rating evaluation under the distribution effects of multiple risk sources concentration. The method system includes: (1) utilizing the single-risk source impact index to characterize the risk impact degree of the single-risk source on the water source, the index calculation method of single-risk source impact considers the risk degree and the distribution location of risk source; (2) using the multiple risk sources impact index to characterize the risk impact degree of the multiple risk sources on the water source, the index calculation method of multiple risk sources considers the impact index of single-risk source, the number of risk sources, and the distribution concentration of multiple risk sources; (3) the environmental risk assessment and regulatory rating evaluation method consider multiple risk sources impact index, anti-risk ability of water source, and the importance of water source. This method system has been applied to the environmental risk assessment and regulatory rating of eight water sources along the Nanjing Yangtze River, with excellent achievements. As the results reveal, eight water sources suffer 437 risk impacts from 175 risk sources, 69.04% of which are low-risk impacts and 13 are high-risk impacts. Longtan water source suffers the most risk impacts of 86, among which eight are high-risk impacts. The impacts of multiply-risk sources on the eight water sources are high-risk impacts. The impact index of multiple risk sources increases from the upstream water sources to the downstream water sources, reaching the maximum value of 5.267 at the most downstream Longtan water source. Though the environmental risk and supervision rating of Longtan water source is high, those of other water sources are rated as medium.

This article releases the details of the equipment development for the micro-anode guided electroplating MAGE fabrication. The microstepping architecture, electroplating power source, control system architecture, measurement system, man machine interface and the control prodedure will be described. Metallic columns around 100 micrometers in diameter were fabricated up to 2cm long with this equipment to demonstrate its performance. An innovative intermittent MAGE mode is supported by this equipment so that it can produce micro columns of finer surface morphology and better circumferential uniformity than the conventional continuous electroplating.

The application of intelligent transport systems (hereinafter ITSs) on roads enables continuous monitoring of road users during a whole year with the aim to collect good-quality data based on which the more complex analyses could be done, such as monitoring of certain traffic safety indicators. Automatic traffic counters are one of the most commonly implemented ITSs for collecting traffic flow parameters that are relevant for traffic management on state roads in Republic of Serbia. This paper presents one of the possible ways to collect, analyze and present data on road users’ speeds using automatic traffic counters, where certain traffic safety indicators are analyzed in terms of road users’ compliance with the speed limit on the road section from Mali Pozarevac to Kragujevac. Based on the analyses of data downloaded from automatic traffic counters, it is observed that an extremely high percentage of vehicles drive at speed higher than the speed limit, indicating clearly to higher traffic accident risk, as well as to the need for a tendency to implement speed management on roads using ITS in the forthcoming period.

In this paper, a smart LED lawn lamp control system is proposed. The system consisting of LED lawn lamps, PWM control circuits and ZigBee module is used to control the light dimming and energy management. Thus, the goals of environmental protection and energy-saving features can be achieved. In addition, the automatic warning mechanism in the street light is included in the system for the sake of traffic safety. The control center will receive the message immediately only if some sudden events. At this moment, the system will notice the maintenance man or related organization. However, the system has several advantages such as real-time monitoring, energy saving, easy maintenance and management, etc.
