The Planning Strategies of Changsha-Zhuzhou-Xiangtan Urban Agglomeration Based on "Two-Oriented Society"

The requirements of “two-oriented society” (resource-conserving and environment- friendly society) is dissected in the urban agglomeration planning, clarifying that the transformation of planning pattern and land resources use pattern should be carried out by the urban agglomeration planning under the “two-oriented society” background and the emphasis of planning should turn to the construction of public space and neighborhood relationship as well as prior layout of green space and urban open space. Through the understanding of regional planning on the connotation, orientation and core target of “two-oriented society”, analyst difficulties and problems “two-oriented society” construction in Changsha-Zhuzhou-Xiangtan agglomeration was currently faced with, research on the establishment of “two-oriented society”, implementation methods and emphasis of regional planning was conducted. Additionally, aiming at the reality of Changsha-Zhuzhou-Xiangtan urban agglomeration, it proposes construction strategies and suggestion for the planning in the context of “two-oriented society” construction.

Green urban open space becomes discourse in many cities, several cities in Indonesia have gained award because of their successful in building green urban open space, among them are: Surabaya and Bandung, the exsistence of green urban open space can be considered in improving city dwellers’s quality of life, quality of life connected field with urban and regional planning as part of comprehensive planning, science philosophy is a foundation to understand research positition. This research using qualitative descriptive to explore research position in urban and regional planning connected with knowledge philosophy. Analysis technique used in this research is descriptive evaluative using literature and theory. This paper concludes that green urban open space and quality of life are empirical research, logic, and can be measured. These concepts are parts of deductive research and reflection that the urban and regional planning is a logic knowledge and a science part.

Abstract: The objective of this paper is the approval of the development of Edutorium on Edupark land which has been designated as RTH on the Surakarta City regional planning. This study was presented descriptively using content analysis methods. After being analyzed, conclusions are obtained; (a) The UMS must obtain permission from the Surakarta City Government to obtain Edupark land; (B) If UMS agrees to permit the construction of Edutorium with a simple building category and has an open land of at least 70%, it is expected that permit will be issued so on. But if Edupark has a building character is not simple and important for the environment, the management of permit for more than 4 months; (c) If no open space rules are accepted, the permit is not issued; (d) UMS has a significant opportunity to submit a request for changes in Edupark's land function through the regional planning revision process. This revision process estimates 1 to 2 years; (e) if UMS applies the green concept of public space in Edutorium buildings, it is truly one of the advantages of UMS in applying Islamic architecture. Based on the conclusions above, the following are recommended: (1) Requirement documents and development permits need to be approved before construction is carried out in the field; (2) In order to be more flexible, this year, the approved UMS immediately requested a change in Edupark from green open space to a cultivation area (yellow); and (3) Before the Edutorium is built, the fulfillment of convention needs can be done by using convention buildings around the UMS. Keywords: Green Open Space, Spatial Planning, UMSAbstrak: Tulisan ini bertujuan memahami regulasi pembangunan Edutorium  di lahan Edupark yang telah ditetapkan sebagai RTH dalam RTRW Kota Surakarta. Penelitian ini dipaparkan secara deskriptif menggunakan metode analisis konten. Setelah dianalisis diperoleh kesimpulan; (a) UMS harus mendapat ijin dari Pemkot Surakarta untuk memanfaatkan lahan Edupark; (b) Jika UMS mengajukan ijin pembangunan Edutorium dengan kategori bangunan sederhana serta memiliki lahan terbuka minimal 70%, diperkirakan IMB terbit dalam waktu dekat. Namun jika Edupark memiliki karakter bangunan tidak sederhana serta berdampak penting bagi lingkungan, pengurusan IMB memakan waktu lebih dari 4 bulan; (c) Jika tidak mengikuti kaidah-kaidah RTH, dimungkinkan IMB tidak akan terbit; (d) UMS memiliki peluang cukup besar untuk mengajukan permohonan perubahan fungsi lahan Edupark melalui proses revisi RTRW. Proses revisi RTRW diperkirakan 1 hingga 2 tahun; (e) jika UMS menerapkan konsep public space yang hijau pada bangunan Edutorium, sesungguhnya merupakan salah satu kelebihan UMS dalam mengaplikasikan arsitektur Islam. Berdasarkan kesimpulan di atas, direkomendasikan beberapa hal berikut: (1) Dokumen persyaratan dan perijinan pembangunan perlu dipenuhi sebelum dilakukan pembangunan di lapangan; (2) Agar lebih fleksibel, pada tahun ini UMS sebaiknya segera  mengajukan permohonan perubahan fungsi lahan Edupark dari RTH (hijau) menjadi kawasan budidaya (kuning); dan (3) Sebelum Edutorium terbangun, pemenuhan kebutuhan konvensi dapat dilakukan dengan menyewa gedung-gedung konvensi yang ada di sekitar UMS. Kata Kunci: RTH, Tata Ruang, UMS

Quality of life of people in urban area is the outcome of people interaction with urban environment. Many studies indicate that public open space is one of important urban environment elements which give positive contribution to quality of life. This paper investigates how privatization of public open space affects quality of life of people while many studies show degradation of ‘publicness’ of public space due to privatization. Research ßnding indicates that people keep doing their social activities both in privatized and public area but physically segregated. The community greenway is a kind of greenway that goes through high-density residential areas in the city and is closely related to residents’ life. However, few scholars focus on how this type of greenways serves the everyday life of the community as an integrated resource. This aspect is important because the everyday life in the public space involves multiple activities. How to coordinate and satisfy these activities relates to the benefits of community greenways. Therefore, this paper takes a representative community greenway in Haizhu District of Guangzhou as an example, to study whether community greenways match the needs of necessary activities, optional activities and social activities. The usage patterns, the evaluation of the current status, the impact on everyday activities, and the importance of different construction factors were surveyed. The applied methods include site observation, questionnaires and interviews. The results show that more than 90% of users are from communities within 1 mile from the community greenway. More than half of the users (55%) are satisfied with the community greenways. Furthermore, the community greenways benefit the everyday activities of residents, such as transportation, recreation, social interaction and also other minor but important everyday activities. However, from the perspective of residents’ requirements for construction factors, the status of service facilities needs to be improved. The characteristics, overall benefits, and construction implications of community greenways are therefore discussed. Community greenways can be important open space for residents and this paper is significant on community greenways meeting the needs of residents’ everyday activities, thus, to provide a better community living environment and to build a better urban open space system.

A series of urban construction activities has taken place in Xian in recent years. Changes can be shown on whether urban landscape, ecological environment or culture aspect. This paper will first discriminate some basic concepts about urban open space, and then bring the research on the urban landscape evolution of Xian. The research will focus on the development and changes of different type of urban public space and based on case studies which mainly about scale, style, colour, pattern, vegetation, place and ecology of urban landscape. Urban public space mainly includes urban green space and urban open space which will be squares and streets. The most important aim is though represent of phenomenal to reveal the objective law and the agent of the evolution of urban landscape in Xian.

This chapter addresses the effect of different soundscapes on the perception of safety and the feeling of social presence in an urban open space. The investigation was conducted through the virtual reproduction of different scenarios submitted to participants' evaluation through a laboratory test. A subjective assessment test with a three-level factorial design was implemented in which participants had to rate 18 different audio-visual scenarios with respect to their safety and social presence perception. The scenarios presented three different views of a pedestrian passage in which different acoustic conditions were tested, namely the presence of traffic noise barrier and of classical or jazz music background. The results of statistical analyses showed that background music improved the perception of safety and the social presence feeling. In detail, jazz music was the stimulus that reported higher scores in these evaluations, with respect to classical music. Finally, music influence on social presence resulted to be significantly higher for female participants than for male ones.

Public open spaces are standard chosen stations, where individuals can come together and partake in shared activities. Also, the overall purposes of open spaces are cultural and social involvement, integration of nature into a city, and promoters of a healthy lifestyle. However, Addis Ababa as the capital city of Ethiopia has been giving little contemplation to open space from government and private division. Which has led to the obliteration of the remaining open spaces leaving them to disappear. Meskel Square was taken as a case area for further investigation to specify the major cause of isolation, it has been a historical landmark and is located in the center of the city. The site was an eminent meet point for economic, social, and political use during the emperor Haileslase period but over the years it has remarkably reduced in numbers of users, and yet only a few discussions have been made in regards to the context of public open space and its relation to well beings of society in Ethiopia as a whole. Through studying related literature reviews, carrying out cross-sectional studies, physical observations, and analysis of the selected square the paper was able to identify the principal issues. The findings of the research showed the lack of awareness given to the subject, therefore accompanying the deficiency of up-to-date remodeling of the public space and inadequacy of proper physical features.

The increasing numbers of people and buildings that continue to grow and tend to be uncontrolled in the settlement causing some negative impacts one of them is the consistency of land allotment. This has resulted in some impacts such as ineffective utilities and environmental infrastructures, no mitigation system, and the unavailability of space for public spaces and other supporting facilities that supposed to be available within a settlement. Kampung Arab is one of a densely populated settlements located in the middle of business center area of Manado City, occupies the Mahakam riverbank. The limited space available in Kampung Arab has caused the settlements tend to be slummed and doesn’t have public open space as one of the residential support facilities. In addition, this settlement expands riverbanks so the functions of riverbanks become disturbed, and these settlements are often at risk of flooding. The purpose of this research is to analyze the function of Mahakam riverbanks against flood risk and to analyze the possibility of public space and pedestrian ways availability at the location of Mahakam riverbanks around the Kampung Arab settlement. The research method is qualitative descriptive method. Primary data were obtained through field observation, documentation, and interviews. The research is located in Kampung Arab settlement which occupies the banks of Mahakam River. Further analysis is done: 1) analysis of existing settlement of Kampung Arab to the Mahakam River related to: building’s orientation, river border, activity and behavior of society 2] analysis of public open space availability and its former elements, 3] analysis of settlement utility system and at the final stage conducted an analysis related to community activities and behavior. Expected results through this research are: improving function and quality of Mahakam River, restoring the function of riverbanks and public open space availability as social interaction space.

In 1880, when the British moved their Federated Malay States administrative centre to Kuala Lumpur, the Padang quickly became a symbol of British economic and administrative colonisation, and a nucleus of the socio-cultural development of Kuala Lumpur. This paper discusses the layers of history, symbolism and cultural values that the Padang contributes to the socio-cultural tapestry of both Kuala Lumpur and Malaysia, and the lack of relevant planning and heritage measures to conserve these attributes and characteristics. AbstractAn urban mobility transition requires a transition in space allocation, since most mobility modes are dependent on urban open space for circulation and the storage of vehicles. Despite increasing attention to space and spatiality in transitions research, the finite, physical aspects of urban space, and the means by which it is allocated, have not been adequately acknowledged as an influence on mobility transitions. A conceptual framework is introduced to support comparison between cities in terms of the processes by which open space is (re-)distributed between car and bicycle circulatory and regulatory space. This framework distinguishes between regulatory allocation mechanisms and the appropriation practices of actors. Application to cases in Amsterdam, Brussels and Birmingham reveal unique relationships created by the zero-sum nature of urban open space between the dominant automobility mode and subordinate cycling mode. These relationships open up a new approach to forms of lock-in that work in favour of particular mobility modes within the relatively obdurate urban built environment. Empirically, allocation mechanisms that routinise the production of car space at national level within the EU are shown to be far more prevalent than those for bicycle space, highlighting the constraints faced by radical city-level policies aimed at space reallocation.
