T Developing a suitable mining safety audition index evaluation system for China that can reflect mining safety production characteristics has great significance to evaluate safety production conditions correctly. The architectural development of mining safety audition index evaluation system should follow the principles of importance, responsibilities, conciseness, relativity, dynamics and territoriality. Development of mining safety audition index evaluation system should refer to the index system positioning and evaluation weighing allocation under these principles. The indexing system should correspond to the main contents of mining safety audition.

The typical high temperature environment of the mine, using single index evaluation system has been unable to meet the requirements of mine thermal environment of high temperature. Through the analysis of thermal equilibrium conditions affecting the thermal comfort of the mine workers of various factors and human thermal exchange model, that the decision to control the environment and human factors is the average temperature of the heat exchange of the skin. For high-temperature thermal defects existing mine environmental assessment indicators, the average temperature in the heat to the skin comfort zone as an index, the index system is established based on theoretical calculations WSBGT of mine thermal environment for effective assessment, provide the basis for mine cooling design.

The evaluation of resources and environment carrying capacity (RECC) is the basis of strategic policy for the development and utilization of regional resources, economic development, and environmental protection. The magnitude of carrying capacity of resources and environment is the result of the balance of multiple aspects including economy, resources, and society. In order to reflect this multi-dimensional vector relationship, a multi-level and multi-targeted evaluation index system needs to be constructed. The paper, adopting the analytic hierarchy process and including PM2.5 (Particulate matter with diameter less than or equal to 2.5 microns in the atmosphere) into the index system, establishes the evaluation system of regional RECC and analyzes the trend of RECC in Hefei city with the index system to put forward the countermeasures of forewarning management. The results are shown as follows: (1) Overall, the RECC in Hefei city presents a declining trend, with a reduction from a middle to lower level during the year 2009 to 2013, of which the year 2010 to 2011 showed the fastest decline and the year 2013 witnessed a slight increase; (2) from the perspective of mutual influence of indexes, the main reason causing the decline of RECC in Hefei city is that the natural resources and environment carrying capacity was in a declining trend from the year 2009 to 2013, respectively declining from middle and high levels to a lower level, while the social economy carrying capacity in Hefei city was in an increasing trend as a whole from the year 2009 to 2013, with an increase from lower level to middle level. From the perspective of the forewarning management of RECC, it focuses on improving the forewarning response system of regional resources and environment carrying capacity, establishes the sharing mechanism of RECC monitoring data and improves the responsibility assigning mechanism of RECC. The study enriches the evaluation index system of RECC and proves that it is reasonable and efficient to build a differentiated index system to scientifically recognize RECC in different regions, having reference value to evaluate similar regional RECC.

Effectiveness evaluations are one of the important ways to guide grid investment and to improve investment efficiency. Improving the effectiveness of grid investment evaluations is studied based on the optimization of the investment evaluation index system and the utility evaluation model. The index system is optimized by establishing an evaluation index system of grid investment effectiveness, considering the redundancy between the indices, and constructing an ISM-DEA model. The utility function model was introduced to fully consider the different risk appetites of decision-makers, and a utility evaluation model that takes risk appetite into account was established. An improved weight integration model based on multiobjective optimization was established by considering the minimum deviation and the trend-optimal objective function when setting the index weights. The calculation results show that the feasibility of the index system optimization model and utility evaluation model constructed in this study is verified under the premise of satisfying the assumptions. By adjusting the risk preference coefficient of decision-makers, the dynamic optimization of the grid investment utility evaluation results can be realized.

According to the physical and chemical indexes of different periods, different storage containers and different storage sites, a two overall T test was used to show that there were significant differences in physical and chemical indexes of liquor body in different detection sites. Correlation analysis of wine storage in different storage methods by Spearman correlation coefficient. By using the principal component analysis method, the comprehensive evaluation index system of the quality of the wine body was constructed, and the classification model of the detection location based on the comprehensive evaluation was established by using the index system. The detection sites were classified, and the results showed that the detection sites were divided into four grades.

China’s cross-border e-commerce will usher in a new golden age of development. Based on seven countries which include the Russian Federation, Mongolia, Ukraine, Kazakhstan, Tajikistan, Kyrgyzstan and Belarus along the “Belt and Road”, an evaluation system for cross-border e-commerce investment climate indicators is established in this study. This research applied the entropy method twice to evaluate the investment climate of seven countries based on 5 years panel data comprehensively and these countries are then classified into politics-oriented and industry-oriented countries, and then the weight of indicators for each category is analyzed. In addition, cross-border e-commerce investors are proposed to prioritize industry-oriented countries. Back propagation neural network algorithm is used to map the existing data and optimize the evaluation index system in combination with the genetic algorithm. This research denotes the effort to find out the index evaluation combination corresponding to the best overall score, make the established evaluation index system applicable to other countries, and provide reference for cross-border e-commerce investors when evaluating the investment climate in each country. This study provides the important practical implications in the sustainable development of China’s cross-border e-commerce environment.

Hazardous waste can cause severe environmental pollution if not disposed of properly, which in turn can seriously affect the sustainable development of the entire ecology and will inevitably bring disaster to companies. However, because of limited available disposal capacity, it is often difficult to safely dispose of hazardous waste, meaning that it must be kept as passive inventory. For the passive inventory of hazardous waste, risk evaluation of safe operation of the inventory is crucial and urgently needs to be resolved. Based on this, this paper focuses on the risk management of hazardous waste inventory of waste-producing companies and proposes a risk evaluation system for safely dealing with hazardous waste inventory, which expands the scope of inventory safety management and provides guidance to companies on developing appropriate measures to ensure hazardous waste inventory safety. First, the risk evaluation index system for hazardous waste inventory is constructed from equipment, management level, nature of hazardous waste and operational aspects. Then, the best worst method (BWM) is employed to calculate the criteria weights and the technique for order performance by similarity to ideal solution (TOPSIS) is employed to rank the alternatives. Finally, risk evaluation on four waste-producing companies was conducted using the developed method. The results show that Case Company 4 has the greatest risk of hazardous waste inventory, which should be reduced by improving storage method and the amount of hazardous waste. It was found that the proposed evaluation system was effective for hazardous waste inventory safety risk assessments and that the designed index system could assist companies improve their hazardous waste inventory management.

ABSTRACT Objectives: We aimed to explore and create an evaluation model to assess hospital response capability for a public health emergency (PHE). Methods: Grounded theory was used to construct a comprehensive evaluation index system. Combining with the index system and previous studies and policy documents, we investigated surge capability of hospitals in a PHE. The factor analysis method was used to establish the model. Results: The comprehensive evaluation system with 11 primary and 30 secondary indicators was constructed. A total of 89 secondary and tertiary hospitals were surveyed in China. The evaluation model (C = 0.587C1 + 0.151C2 + 0.140C3 + 0.122C4) was established. Four factors were identified, namely, preparation factor, treatment factor, emergency awareness factor, and prehospital first-aid factor. Conclusions: A public health emergency could bring huge losses and a capable hospital response was necessary. There was an urgent need to evaluate hospital capability for a PHE.
