Study of Urban Land Intensive Use Dynamic and Spatial Difference in Anhui Province

This paper established the comprehensive evaluation system of urban land intensive use from land use investment and output benefit, land use intensity and land use ecological benefit etc. Based onthe statistical data of land use, using principal component analysis, this paper made comprehensive evaluation on the intensive land-use level of 17 cities in Anhui Province from 2004 to 2009 , analyzed the changing situation in space and time. The results showed: (1)The level of urban land intensive use of Anhui Province constantly improved from 2004 to 2009, increasing more than 2 times of the intensive land-use level; (2)the level of urban land intensive use had significant regional differences, the south of the Huaihe River cities having the higher level, and the north of the Huaihe River cities having the lower level; (3)economic development level is the most important external factor affecting the level of urban land intensive use. The level of urban land intensive use is higher in developed areas, such as Hefei , Ma Anshan and Wuhu than other areas.

The core of economical and intensive land-use in tourism industry is the land for construction(LC). The paper studied the evaluation system about the economical and intensive land-use of the LC in the tourism industry. And made the cites as the evaluation unit of Yunnan Province, selected seven factors, such as the received tourist of units construction from abroad, the investment of units construction, the income of tourism and so on as the evaluation factors, analyzed and evaluated the status of intensive use of the LC, which provided the basis for the land-use planning of tourism industry in Yunnan Province.

Reasonable evaluation of the intensive urban land use has emerged as an important issue and hot topic for urban development. This paper aims to construct a unified framework for evaluating the intensive use of urban land and analyzing its influence channels. It combines the advantages of the approach of the indicator system and that of efficiency measurement, and provides an empirical test to apply this analytical framework using the panel data of 38 districts and counties in Chongqing, China, ranging from 2009 to 2018. To achieve our goals, we used the panel data model and stochastic frontier analysis (SFA) model with decomposed technical inefficiency. Our results show that: (1) the level of intensive use of urban land in all districts and counties of Chongqing is steadily increasing, and the gap among regions is narrowing, (2) all districts and counties of Chongqing face severe and increasing difficulty in improving their intensive urban land use, and, (3) currently, the degree of external dependence is not a stable influential factor for land-use efficiency and intensive potential in these districts and counties, and improving the land use structure, increasing population density, strengthening fiscal expenditure on education, and promoting transportation convenience can markedly reduce land use inefficiency and simultaneously increase intensive land use. In conclusion, the framework for evaluating intensive use of urban land based on the SFA model with decomposed technical inefficiency can better integrate intensive land-use evaluation and the factor analysis process, and retain the scalability of factor analysis. For all districts and counties in Chongqing, we clarify several effective channels to promote the intensive use of urban land, which provides reference and technical support for formulating land policies.

This paper conducts an analysis on the driving factors of the intensive use of urban land on the basis of defining the connotation of using intensive land use; constructs a evaluation system of the use intensity of urban downtown land from the aspects of quantity structure of land us, the land input intensity, the land use intensity and the efficiency and sustainable development of land use; applies the method of AHP to confirm the weights of evaluation indexes; makes weighted summation of each index based on the standardization of original data and index weight, in order to get the comprehensive index of land use intensity, aiming at quantitatively confirming the level of land use intensity in urban downtown and exploring the quantitative evaluation method of land use intensity in downtown area. This paper selects the downtown area of Zaozhuang as the example to apply for and examine this evaluation method.

Rapid urbanization has provided a strong impetus for the economic growth of China, but it has also caused many problems such as inefficient urban land use and environmental pollution. With the popularization of the concept of green and sustainable development, the Environmental-Social-Governance (ESG) assessment concept is widely accepted. The government and residents are paying more and more attention to environmental issues in urban development, and environmental protection has formed an important part of urban development. In this context, this study takes 26 cities in the Yangtze River Delta as examples to build an evaluation system for urban land-use efficiency under green development orientation. The evaluation system takes into account the inputs of land, capital, labor, and energy factors in the process of urban development. Based on emphasizing economic output, the social benefits and undesired outputs brought about by urban development are taken into account. This paper measures urban land use efficiency by the super-efficiency SBM model, and on this basis, analyses the spatial-temporal evolution characteristics of urban land-use efficiency. Further, this paper measures urban land use efficiency without considering undesired outputs and compares the two evaluation methods. Again, the comparison illustrates the rationality of urban land use efficiency evaluation system under green development orientation.

The evaluations of resource and environment carrying capacity and territorial development suitability, also referred to as “double evaluations”, have been taken by China as an important direction in territorial space planning. Based on the evaluation of resource and environment carrying capacity, the double evaluations can contribute to protecting ecological safety and territorial safety and promoting regional sustainable development. The focus of this study was to integratedly evaluate the resource and environment carrying capacity of the Huaihe River Ecological and Economic Belt. First, the overall weights of the factors at the dimension level and the index level in the established integration evaluation system were calculated with the fuzzy analytical hierarchy process (FAHP) method; and then, using the linear weighted function, the overall resource and environment carrying capacities of 25 cities in the belt were calculated. On that basis, the resource and environment carrying capacity evaluation model was established. Through model analysis, this study comprehensively investigated the resource and environment carrying capacity of the Huaihe River Eco-economic Belt and provided a foundation for the future territorial space planning and layout of the Huaihe River Eco-economic Belt.

Terrestrial ecosystems provide a variety of benefits for human life and production, and are a key link for achieving sustainable development goals (SDGs). The basin ecosystem is one type of terrestrial ecosystem. Ecological security (ES) assessments are an important component of the overall strategy to achieve regional sustainable development. The Huaihe River Basin (HRB) has the common characteristics of most basins, such as high population density, a rapidly developing economy, and many environmental problems. This study constructed an ES evaluation system by applying a pressure-state-response framework as an assessment method for the sustainable development of basins. Taking the HRB as an example, this study determined the ES status of the region from 2001 to 2019 and analyzed crucial factors for any variation observed by combining remote sensing and climate data, relevant policies, and spatial information technology. The results highlight the importance of reserves and the negative impact of urban expansion on ES. Additionally, the enactment of policies had a positive impact on ES, whereas precipitation had a negative effect on ES in most areas of the HRB. Based on these results, the government should strengthen the protection of forests, grasslands, and wetlands and improve water conservation facilities. This study provides guidance for the subsequent economic development, environmental protection, and the achievements of SDG 15 in the HRB.

In mountainous areas of Southwest China, the land resources are scarce, and the ecological environment is fragile, so it is particularly important to carry out the evaluation of land use status for the sustainability of land development. Taking Baoxing County in Sichuan Province, the typical mountainous county in Southwest China, as an instance, this study refers to the existing research frameworks to establish the evaluation system of land use status. Meanwhile, the comprehensive evaluation models are used to evaluate land use status. As indicated from the results, in Baoxing County, the comprehensive evaluation score of the overall status of land use, the evaluation score of the development degree of land, the evaluation score of the intensive management degree of land and the evaluation score of the comprehensive benefits of land were 83.5, 108.24, 72.25 and 80.77, respectively. Land use status is generally at the relatively rational use stage, and the main problems are the lack of land investment and the low mechanization level of agricultural production. It is suggested to increase the financial investment in land and enhance the intensive degree and comprehensive benefits of land in the future.

This paper, based on the current state and problems of saving and intensive land use system of urban-rural integration in Chongqing, in which methods of theoretical approach and system analysis are applied, brings up three mechanisms as: (1) the connecting of the increase of urban construction and the decrease of rural residential area; (2) the connecting of sprawling and farmland consolidation; (3) the connecting of intensive land-use in urban-rural area. At last, the paper builds up the saving and intensive land use system of urban-rural integration follow as: (1) perfecting land surveying system; (2) strengthening land statistics system; (3) perfecting land evaluation system; (4) clearing land property right system; (5) improving land registration system; (6) refining land use system; (7) building land tax system; (8) explicating land consolidation system.

Based on extension theory, combined with the existing problems of urban land intensive use, evaluation system of urban land intensive use was established. According to the present situation of urban land use in Xi’an, combined with the model, this paper takes extension method to determine the index weight and makes an empirical analysis of urban land intensive use in Xi’an.
