The Outstanding Engineer Training Program is a strategic plan for making higher education serve economic development and raising the competitiveness of engineers. To carry out the program successfully,it is necessary to accurately uphold its principles, clearly define the specifications of training, focus on practical social needs, enhance capacity training, strengthen the collaborations between universities and industries, optimize education plans, and reform teaching methods. Only in this way will a large number of highly competent and innovative engineers be trained.

Higher education in the modern world considered specific instrument that promotes the economic development of any country and therefore considered as factors that stimulates productivity and economic efficiency. Practices prove that not every investment in the higher education sector in economic development automatically convert. Even in Kosovo, despite the investment in the system in this segment which continues to be poor and without any progress in development. It is derived insufficient qualified people if at the same time is not reached to create infrastructure, institutions, legislation and motivation system on the concept of professional career. Harmonization of these segments and create the necessary synergy educated and skilled people that entered the market certainly qualitatively affect economic development. From this angle the modern direction of Universities is one of the elements of success for socioeconomic development. Higher Education system in Kosovo continues to face fundamental problems which continually degrade this segment. Evidenced most notably the inability of internal quality assurance, lack of legislation on the management of the university profile and lack of human resources for this feature. To prove this we analyzed a series of theories about the ways and models of successful management. These have compared the empirical data that emerged from the statistical survey. Indubitably it emerged that the current role of managers in universities is not compatible with social needs and expectations of university employees. Based on these data we have learned that the opinion and expectations of academics is that the direction of the university depends on a combined approach rector menxheriale-academic executive elements respectively. Further, by reliable research has proven that a successful rector except combined approach academic and managerial anyway should also be equipped with additional knowledge in order to be on the needs of social cohesion. В статье рассматривается проблема согласования гуманитарного стиля мышления и естественнонаучного знания. Практика показывает, что у студентов, выбравших для обучения гуманитарные специальности, преобладает гуманитарное мышление. Оно сформировано условиями профильного обучения в средней школе и продолжает развиваться на этапе получения высшего образования. Гуманитарный тип мышления характеризуется диалогичностью, вариативностью, креативностью, самостоятельностью в освоении новых знаний, способностью к интеллектуальным изобретениям и экспериментам с неизвестными и неочевидными результатами, к рефлексивности и критичности результатов деятельности. Важнейшими условиями повышения эффективности в освоении содержания естественнонаучных дисциплин студентами-гуманитариями являются учет возможностей и познавательных интересов студентов, использование резервов учебной информации, интерактивных методов обучения.The article deals with the problem of harmonizing the humanitarian style of thinking and natural science knowledge. Practice shows that students who choose humanities to study in humanities have humanitarian thinking that prevails. It is shaped by the profile of secondary school education and continues to evolve at the stage of higher education. The humanitarian type of thinking is characterized by dialogue, variability, creativity, autonomy in the development of new knowledge, the ability to intellectual inventions and experiments with unknown and non-obvious results, to reflexivity and criticality of the results of activities. The most important conditions for increasing the effectiveness in mastering the content of natural science disciplines by students of the humanities are taking into account the capabilities and cognitive interests of students, the use of reserves of educational information, interactive teaching methods.

The concept of governance has become ubiquitous since it is recognized as an important tool for improving quality in all aspects of higher education.In Morocco, few scientific articles have dealt with the subject of university governance. Therefore, we will present a general review of the evolution of governance through laws and reforms established by Moroccan Governments from 1975 to 2019. The purpose of the study is to detect the extent of the presence of university governance principles in these reforms.This study enriches the theoretical literature on the crisis of Moroccan university and opens the way to new empirical studies to better understand the perception of university governance concept in the Moroccan context and to improve the quality of higher education and subsequently the economic development of the country.The findings of this study show an increasing evolution of the presence of university governance principles in reforms and higher education laws.

Abstract Objective: Using newly harmonised individual-level data on health and socio-economic environments in Latin American cities (from the Salud Urbana en América Latina (SALURBAL) study), we assessed the association between obesity and education levels and explored potential effect modification of this association by city-level socio-economic development. Design: This cross-sectional study used survey data collected between 2002 and 2017. Absolute and relative educational inequalities in obesity (BMI ≥ 30 kg/m2, derived from measured weight and height) were calculated first. Then, a two-level mixed-effects logistic regression was run to test for effect modification of the education–obesity association by city-level socio-economic development. All analyses were stratified by sex. Setting: One hundred seventy-six Latin American cities within eight countries (Brazil, Chile, Colombia, Costa Rica, El Salvador, Guatemala, Mexico and Peru). Participants: 53 186 adults aged >18 years old. Results: Among women, 25 % were living with obesity and obesity was negatively associated with educational level (higher education–lower obesity) and this pattern was consistent across city-level socio-economic development. Among men, 18 % were living with obesity and there was a positive association between education and obesity (higher education–higher obesity) for men living in cities with lower levels of development, whereas for those living in cities with higher levels of development, the pattern was inverted and university education was protective of obesity. Conclusions: Among women, education was protective of obesity regardless, whereas among men, it was only protective in cities with higher levels of development. These divergent results suggest the need for sex- and city-specific interventions to reduce obesity prevalence and inequalities.

With the development of technology and the society, the demand standard of enterprise to talented person is more and more strict. Through analyzing the special function of some methods, such as to carry out tutorial system, to reform teaching methods, to strengthen teaching management, to improve engineering test methods and improve school infrastructure measures, this paper discusses the new method to cultivate high quality engineering and technical personnel to provid theoretical guidance for future universities to meet market demand and cultivate innovative talents.

Current social needs emphasize the education of a person with creative thinking, capable of not only finding problems but also solving them. Different strategies are applied in the educational process according to the society's requirements for an educated individual. On this basis, the appropriate content of education, organizational forms, didactic methods and the use of the latest didactic techniques are also determined. One way to achieve this is to introduce other teaching methods, such as inquiry-based teaching, into the teaching process. Inquiry-based learning aims to make science lessons more effective, especially at primary schools, and at the same time seeks to attract students to study them. It has an irreplaceable role in new, modern and successful ways of teaching science. The aim of the paper is to design methodological sheets in the 5th year of elementary school in terms of inquiry-based learning and their application to the teaching process.
