The most urgent task in the construction industry today is energy saving at all stages: from the production of building materials, products and structures to the construction of buildings and their operation. Combining these problems forms one of the directions of innovation policy of the majority of subjects of the Russian Federation – strengthening of local capacity and demonstration of solutions to improve energy and resource saving in construction. Building materials industry-one of the leading sectors of the economy, which is quite effectively uses secondary products of many industries for the production of various building materials. Development of production of building materials in this direction is associated with many aspects: the depletion of natural resources, high energy intensity of a number of technological processes of extraction and processing of raw materials; threat to environmental safety of the Russian Federation; lack of waste disposal sites; negative impact on the air, water and plant environment, human and animal health.

On the territory of the Russian Federation, exactly as in the rest of the world, huge amounts of mining waste have been accumulated. Most of them in open-pit mining are dumps of rock mass that occupy huge territories and have a significant negative impact on the earth's ecology. Most of the dumps are non-toxic and can be used for economic purposes where sand and stone are needed-in construction. However, the volumes are too large and only a small part can be used for the production of building materials. Another thing is if you need a large amount of rock for the construction of a long roadbed. There are other requirements for raw materials and the possibility of releasing large areas occupied by dumps. This direction has significant potential, because on the one hand, cheap construction raw materials, and on the other – a reduction in fees for the use of land (especially relevant for large mining and processing plants). The development of dumps as man-made deposits has its own risks and associated problems. However, it leads to the development of new technological solutions, which in turn opens up certain prospects for subsoil users. Currently, this direction is in its infancy, but the scale of the problem of storing dumps is already obvious. Therefore, despite the doubts, recycling of dumps is inevitable. It is also clear that this processing should be in huge volumes. And such volumes of use in the Russian Federation can only be achieved when building roads.

The Murmansk region is a region with the largest enterprises of the mining complex of the Russian Federation: KF JSC “Apatit”, JSC “Kola MMC”, JSC “Olkon”, JSC” Kovdorsky GOK”, JSC” North-West Phosphorus Company”, LLC”Lovozersky GOK”. They provide the majority of the country’s demand for phosphate ores, zirconium raw materials (baddeleyite), niobium, tantalum, and rare earth metals. In addition, the mining and processing of copper-nickel, iron and chrome ores, nepheline and ceramic raw materials, facing stone and building materials is carried out. At the same time, the activities of enterprises have a very negative impact on the environment. The issues of environmental safety in the extraction and processing of minerals, storage of mining waste in the Arctic zone of the Russian Federation are of particular relevance. The definition of sustainable development in relation to the mining industry is given. The concepts of available best technologies, circular economy, and “green growth” are considered from the point of view of their contribution to sustainable development. It is shown that the sustainable development of enterprises at the present stage is impossible without improving the environmental friendliness of production. The article analyzes the legislation of the Russian Federation and the practice of its application to identify mechanisms that promote sustainable development and eliminate barriers to the implementation of this concept in the mining industry. New technological solutions have been developed for mining enterprises of the Murmansk region, aimed at reducing aero-technogenic emissions, cleaning waste (mine) water, processing tailings of enrichment as man-made deposits, which allows both to minimize man-made environmental impacts and to increase the full use of mineral raw materials. Thus, the expediency of using the principles of “green growth” for the development of economic development policies in the Arctic is justified.

This article outlines climate security of the Russian Federation and its regions based on official (state and administrative) statistics and widely used statistical analytical tools. Building on the conceptual authors’ position on possibilities of managing natural and climatic risks and increasing national and regional resilience against negative impact of natural and climatic factors (climatic stability), the article examines system of indicators of «climate intensity» and «energy intensity».The article bases conclusions concerning the decrease of natural and climatic risks to Russian economy in recent years on the results of the conducted analysis. These positive trends are the result of adoption of the 2009 Climate Doctrine. However, growth of economy is still provided generally with use of traditional energy sources - non-renewable minerals. It leads to considerable greenhouse gases concentration in the atmosphere.The assessment of the regions of Russia by the indicator «GRP energy intensity» allowed to identify territorial entities with the greatest relative impact on the climate due to high energy consumption. The top 10 regions for this indicator include mainly those with developed metallurgy, energy, mining and manufacturing industries. Less than one third of constituent entities of the Russian Federation have energy intensity of the economy below the Russian average.The work justifies the feasibility of statistical accounting of greenhouse gas emissions by region for integrated assessment of climate risks. The results of such an assessment can then be used in the formulation and implementation of national and regional climate policies.

Modern conditions for the global economy development clearly indicate that the formation of competitive agrarian economy advantages in the Russian Federation is possible only with the use of an innovative development scenario and the large-scale use of the scientific and technological potential of high-tech industries. Of course, the complex of the most important criteria for the economic growth of the national economy determines the volume of the high-tech sector and the scientific and technical potential of the country at the present stage. The situation in the Russian market clearly implies the need for a quick solution to the main problems of developing high-tech sectors in the agro-industrial complex, accelerating import substitution and ensuring sustainable food security based on resource-saving technologies of agro-industrial production and deep processing of agricultural raw materials.

Aim. The purpose of this work is to substantiate the problem of increasing the efficiency of using the genetic potential of agricultural animals and birds in specific agroecological conditions of the south of the Russian Federation to increase the production of high-quality meat, dairy and poultry products. Material and Methods. The research was conducted using analysis of statistical materials, compari-son method, analogy and systematization, analysis and comparison of empirical material. Discussion. Application of the achievements of advanced science in the field of studying the complex molecular genetic structure, genetic variation, and detailed characterization of populations of breeds of farm animals and birds bred in certain geographical and climatic conditions is an im-portant area of animal husbandry. Scientific research involves the creation of resource-saving tech-nologies aimed at the expansion and rational use of genetic farm animals and birds bred in the southern territories of the Russian Federation, the development of mechanisms and methods to in-crease the efficiency of production and processing of livestock products, including production of functional food products based on regional raw materials. The novelty of the development in this di-rection lies in the fact that such detailed studies of the characteristics of genetic resources in Russian livestock and poultry farming, with the involvement of famous foreign scientists, are carried out on the basis of scientifically based approaches, methods and mechanisms for improving adaptive abili-ties productive animals and birds, breeding and their rational use in the southern regions of the Russian Federation, using modern molecular genetic methods, with the introduction of new ap-proaches to create optimal zoo-hygienic conditions for feeding and keeping will be carried out for the first time. Conclusion. The planned research is primarily aimed at obtaining high-quality food products, in-cluding functional ones, based on regional dairy, meat and poultry raw materials.

Development model based on the export of raw materials and high dependence on external economic conditions are among the main strategic threats to the national security of the Russian Federation in the field of economy. So, a number of states, not without reason, are trying to realize these threats in order to achieve their geopolitical goals by imposing different restrictions, various prohibitions and multiple sanctions. Some results of the analysis of the impact of the anti-Russian sanctions on the Russian foreign trade in 2014-2016 I present in this article. For the sphere of foreign trade, it is shown that the negative impact of prohibitions and sanctions, as well as adverse external and unfavourable internal processes and factors, had a greater impact, first of all, on the fuel and energy, petrochemical and machine-building complexes. The subjects of the Russian Federation with a high concentration of export and import, oil and gas extraction and metal-production were affected stronger than other regions. Along with this, the impact of sanctions and the response of the Russian government are stronger on the export of Russian products than on imports.

The article is focused on the strategy of scientific and technological development of the Russian Federation, which envisages the transition to a highly productive and environmentally friendly aquatic economy. The Concept of the fisheries development in the Russian Federation for the period up to 2020 defines the main objectives of the integrated state policy towards long-term development. The Concept formulates the goals, tasks, directions and ways of ensuring the interests of Russia in the field of efficient use of aquatic biological resources. According to the data of the Ministry of Agriculture and Fisheries of the Astrakhan Oblast, in 2018 there are about two hundred fish-water areas for the production of aquaculture facilities in the region. Carp species (including Romanian carp and common pond carp) occupy a leading place in aquaculture; their annual production in the Astrakhan region in recent years is over 50%. African catfish (Clarias) Clarias gariepinus is another promising aquaculture facility. In terms of the established chemical composition and functional and technological properties of the raw materials, in order to increase the stability during storage, to increase power intensity of the product made from this raw material and to expand the assortment by creating curative and/or prophylactic food products, the appointed aquaculture objects should be directed to manufacturing multi-component products functional purpose. Commissioning the technology of multicomponent functional products from the muscle tissue of aquaculture objects is an important direction, which allows using complex resource-saving technologies of balanced polycomponent food products of diabetic, dietary and gerodietetic purposes that meet the requirements of the existing technical documentation.

The paper investigates the surface wet magnetic separation (WMS) technogenic raw materials concentration tailings particles properties. The mechanical activation effect nature on the binder structural and phase characteristics is revealed. High pozzolan activity of WMC tails, which consists in genetic and morphological features of the surface of poly-mineral structures has been established. During mechanical activation of lime together with WMS tailings, an increase in the number of neoplasms occurs in the amorphous phase form with a low degree of polymerization, which is confirmed by the acid-soluble SiO2presence, as well as by X-ray phase analysis. The work results indicate a WMC waste particles surface high energy potential for its use in building materials for autoclaved hardening. This study will contribute to the energy and resource-saving technologies development, the solution of environmental problems in order to create a comfortable environment for life and work.

Environmental security is currently one of the main components of the national security of the Russian Federation and includes not only control over the state of the environment, but also the implementation of measures to prevent the occurrence of environmental crises and disasters. The reduction of reserves of tradi-tional natural raw materials makes us look for new ways to replace it with different types of waste. The expe-rience of advanced foreign countries has shown the technical feasibility of this area and the use of more as a tool to protect the environment from pollution. However, almost all basic building materials can be made from waste or from waste in combination with natural raw materials. Due to the involvement of multi-tonnage waste in the production of ceramic materials of mass consumption, which include ceramic bricks, it is possi-ble to radically change the parameters of the raw material base of Russia, which also helps to reduce envi-ronmental tensions in the regions. Production of ceramic bricks  one of the most material-intensive sectors of the economy, so the rational use of fuel, raw materials and other material resources is a decisive factor in its successful development in the context of economic reform. In this regard, the use of waste in ceramic mate-rials is of particular relevance. On the basis of beidellite clay, waste: energy ─ ash and slag material and non-ferrous metallurgy ─ sludge Nickel-skeletal catalyst obtained ceramic brick with high physical and mechanical properties. Innova-tive proposals for the use of waste from the production of mineral wool in the production of wall materials – ceramic bricks based on fusible clay, the novelty of which is confirmed by a patent of the Russian Federation.

Subject. This article assesses the effectiveness of the existing system of environmental management based on the user-pays principle in terms of reducing the negative impact on the environment. Objectives. The article aims to conduct a comparative analysis of the anthropogenic impact on natural environment components and deficiency payments for pollution in the model areas of the Russian Federation. Methods. For the study, I used the methods of computational, comparative, systems, and structural analyses. Results. Based on the ecological rating of the Russian Federation subjects, the article defines model areas, assesses the degree of anthropogenic impact on the basis of pollution relative rates, and describes the particularities of environmental investment in the selected areas. Conclusions. The system of payments for pollution does not affect the economic behavior of economic entities.
