Background: Property, plant and equipment (PPE) represent a significant portion of the asset base of any municipality and thus a municipality has a moral and legislative duty to safeguard these assets against damage and/or wilful neglect.Aim: This article explored how infrastructure management within the City of Ekurhuleni (COE), Gauteng province in the Republic of South Africa, can assist in the provision of sustainable services and how the city’s infrastructure can contribute to social and economic development of its communities. This article endeavours to indicate how the COE manages its infrastructure in terms of three service delivery departments as a sample of the entire municipality. This article focuses on the improvement of infrastructure management in general and at the COE, in particular. It further aims to indicate how service departments can go about in employing asset-management guidelines whilst improving governance strategies.Methods: This study followed a mixed-method approach and the system’s theory served as the research methodology. The study covered a 5-year period from 2014/2015 to 2018/2019 financial years and employed benchmarking ratios and calculations to indicate how best the city can improve its management of infrastructure, and measure its performance against those of equally sized metropolitan municipalities.Results: The findings of the study reveal that even though the city is doing well in terms of certain aspects of service delivery, there still remain many issues regarding the management of infrastructure that impede its ability to provide sustainable services that can ultimately lead to economic growth and development.Conclusion: Recommendations to the city include the upskilling of especially the senior management in terms of the critical role they play in maintaining the city’s infrastructure assets. Another recommendation is that politicians do not only think in terms of adding to the city’s current infrastructure whilst not attending to the maintenance of existing assets and most critically, the city does not follow an integrated approach in terms of the comprehensive infrastructure programme.

Based on historical-genetic and comparative research methods, the article reveals the determinants of formation and development of the city commemorative culture. This issue is relevant because of the increasing influence of the memory of the past on modern sociocultural processes. The scientific novelty of the article lies in the study of poorly studied issues of the impact of commemorative culture on the development of culture in general; the opportunities of regulating the nature and distribution of memorial forms; the factors determining the formation of the city commemorative culture in the context of the historical and sociocultural dynamics of applicable societies of the civilizations of the past and present. The article uses an integrated approach, which determines the interdisciplinary nature of scientific research, allowing analyzing the aspects of the origin, interpretation of the features of the history and existence of monuments in different cultures. There are provided examples of commemoration practices in the post-Soviet countries, including the Republic of Belarus. The article concludes that the content of commemorative culture is determined primarily by religious traditions and state priorities. The creation of monuments and places of memory is used as an agitation and manipulative resource making an emotional impact; as an ideological tool shaping the perception of history in accordance with the state ideology. Commemorative practices take on special significance during the formation of nations, influencing the subject’s identification with the nation, and the awareness of national solidity. In this case, the monument represents a universal form of embodying and conveying the national idea.

The purpose of this study is to determine the effect of asset management competence with the effectiveness of village asset management. The research was conducted on the existing village in the city of Bandung with the technique of purposive sampling. The result of this research concludes that asset management competence influence the effectiveness of asset management of village with the variability of effectivity of asset management of village formed by competence of asset management equal to 27,9% and increase after organizational structure as variable the moderate both competence relation to effectively of asset management of village. Description analysis concludes that there are still obstacles in managing village assets such as that there is no accurate recording and documentation of assets so that they are controlled by other parties because the low proof of ownership and report does not reflect accountability. It is that causes Audit Board of the Republic of Indonesia to provide a Fair Exception Opinion.

Introduction. The important factors affecting health and performance of young people are the conditions of education, in particular, a comfortable microclimate in the classrooms of higher educational institutions. Materials and methods. In view of the urgency of this problem, an analysis was made of the microclimate parameters of educational organizations of different profiles (Ufa city, the Republic of Bashkortostan). 294 classrooms were studied in 22 buildings of 4 leading universities in Ufa. A total of 3,822 measurements were taken to determine the parameters of the microclimate. The analysis of ionizing radiation in the aerial environment of classrooms. There was performed determination of radon and its affiliated products content. In order to assess the conditions and lifestyle of students of 4 higher educational institutions of the city of Ufa, we conducted an anonymous survey of 1,820 students of I and IV years of education. Results. The average temperature in the classrooms of all universities studied was 23.9±0.09 C. The average relative humidity in all classrooms was 34.2 ± 0.42%. Analysis of ionizing radiation (radon and its daughter products decay) in the aerial environment of the classrooms and sports halls located in the basement determined that the average annual equivalent equilibrium volumetric activity of the radon daughter products (EROA ± Δ222Rn) ranged from 28 ± 14 to 69 ± 34.5 meter, which meets the requirements established by SanPiN. Conclusion. The hygienic assessment of the microclimate parameters of educational institutions of various profile revealed a number of deviations from the regulated norms. The results indicate the need to control the parameters of the microclimate, both from the administration of universities, and from the professors. According to the results of the study, recommendations were prepared for the management of higher educational institutions in Ufa.

Relevance. Characteristics of eruption of secondary teeth is of diagnostic and prognostic interest, is the basis for implementation of targeted therapeutic and preventive measures among children. No research has ever been carried out in Uzbekistan to study an age and gender regional features of secondary teeth eruption. The aim is to determine the timing and symmetry of secondary teeth eruption in children of the city of Tashkent of the Republic of Uzbekistan and comparative assessment with the children of different cities of Russia.Materials and methods. 3,834 children between 3 and 17 years were conducted dental examination. A comparative analysis was made of the initial, intermediate and final periods of eruption of secondary teeth for children of Uzbekistan (Tashkent city) and Russia (Saratov, Izhevsk and Sergach).Results. In Tashkent children of both gender, in most cases, lower teeth were erupted before than their antagonists. In girls, teeth were erupted earlier than their male counterparts. At the initial stage of eruption, asymmetry was more pronounced in boys than in girls, while in the middle and final stages it was more pronounced in the opposite direction. Observed asymmetry of antimere’s teeth were indicated left-handed permanent dentition in boys and right-handed in girls. Children of Tashkent city were observed permanent dentition in one group of teeth 1-16 months earlier, and in others – 1-24 months later than their peers in Russian cities. Revealed differences were more pronounced among boys than among girls. Children in Tashkent differed more from their peers in Sergach and less from those in Izhevsk. Conclusions. Regional peculiarities of permanent dentition in children of Tashkent city and revealed expressed differences with indicators of Russian children are the basis for development of separate age and  gender normative assessment permanent dentition tables for children of Uzbekistan.

The aim of this paper is to examine potentials and obstacles for the development of rural tourism in the Republic of Srpska. The analysis of both the potential and the integration of the entities crucial for the development of rural tourism, as well as the limiting factors that lead to stagnation in the development of rural tourism, is covered. Also, the goal is to explore the views of users and providers of rural tourism services and institutions dealing with the tourism industry on the state of the tourist offer and the limiting factors of its development. Rural destinations are becoming more attractive and more visited by tourists due to the natural environment, clean air, manifestations, possibilities of consuming traditional food and beverages, sports and various other activities. However, the ruin of rural tourism is reflected in the fact that it can violate the original form of rural space through various forms of environmental pollution of space, water and air. Preservation of existing resources is a necessity because the preserved environment is a prerequisite for the development of rural tourism. Republic of Srpska has seen a steady growth in the tourist visit in recent years, but there are still limiting factors for the development of rural tourism, which are most often seen in the poorly developed infrastructure of certain rural destinations, lack of accommodation capacities and the lack of qualified labor force, cooperation of several actors. It cannot be developed without the cooperation of regional and local authorities, non-governmental organizations, tourist organizations and businesses with local people. These actors should help the development of rural tourism through various subsidies, incentives, infrastructure construction and marketing.Republika Srpska faces the problem of insufficient promotion of tourism products, which reflects on the bad image of the entire tourism. The strong competition from the countries of the region, primarily Croatia and Montenegro, draws a large number of tourists, which points to the fact that the consumers of tourism services of the Republic of Srpska are in the highest estimate domestic guests of a poor standard of living. The development of rural tourism should be based on an integrated approach to development and care for resources. Only preserved resources can be a condition for the development of rural tourism now and in the future.

Due to irregular and uncontrolled expansion of cities in developing countries, currently operational landfill sites cannot be used in the long-term, as people will be living in proximity to these sites and be exposed to unhygienic circumstances. Hence, this study aims at proposing an integrated approach for determining suitable locations for landfills while considering their physical expansion. The proposed approach utilizes the fuzzy analytical hierarchy process (FAHP) to weigh the sets of identified landfill location criteria. Furthermore, the weighted linear combination (WLC) approach was applied for the elicitation of the proper primary locations. Finally, the support vector machine (SVM) and cellular automation-based Markov chain method were used to predict urban growth. To demonstrate the applicability of the developed approach, it was applied to a case study, namely the city of Mashhad in Iran, where suitable sites for landfills were identified considering the urban growth in different geographical directions for this city by 2048. The proposed approach could be of use for policymakers, urban planners, and other decision-makers to minimize uncertainty arising from long-term resource allocation.

The bioeconomy can play a critical role in helping countries to find alternative sustainable sources of products and energy. Countries with diverse terrestrial and marine ecosystems will see diverging feedstock opportunities to develop these new value chains. Understanding the sources, composition, and regional availability of these biomass feedstocks is an essential first step in developing new sustainable bio-based value chains. In this paper, an assessment and analysis of regional biomass availability was conducted in the diverse regions of Andalusia and Ireland using a bioresource mapping model. The model provides regional stakeholders with a first glance at the regional opportunities with regards to feedstock availability and an estimate of the transportation costs associated with moving the feedstock to a different modelled location/region for the envisioned biorefinery plant. The analysis found that there were more than 30 million tonnes of (wet weight) biomass arisings from Ireland (84,000 km2) with only around 4.8 million tonnes from the Andalusian region (87,000 km2). The study found that Cork in Ireland stood out as the main contributor of biomass feedstock in the Irish region, with animal manures making the largest contribution. Meanwhile, the areas of Almería, Jaén, and Córdoba were the main contributors of biomass in the Andalusia region, with olive residues identified as the most abundant biomass resource. This analysis also found that, while considerable feedstock divergence existed within the regions, the mapping model could act as an effective tool for collecting and interpreting the regional data on a transnational basis.
