Participatory planning is a necessity. Unfortunately, participatory planning has various problems that make it ineffective. Human resource capacity as an input factor for participatory planning is still inadequate. The participatory planning process has not optimized the best way of producing the outputs that are needed by the community. Spatial aspects of planning, activities in the space, and budgeting must be aligned. However, empirical facts show the inconsistency of development planning. The purpose of this study is to analyze the relationship between community participation in planning and regional development performance through spatial planning, development, and budget planning alignment, as the mediating variable. This study explore measurement of all three variables using quantitative indicators. The results of this study, using SEM PLS, indicate that the direct relationship of community participation and the performance of infrastructure development is significant if it does not include the mediation variable.  Process, results of participatory planning, alignment of spatial and development plans, and alignment of strategic plans with work plans are significant variables. Therefore, local governments need to make efforts to improve participation processes in spatial planning and development so as to improve the regional development planning alignment and performance

Rembang Regency is one of the biggest catching fish producing regions in Central Java. Abundant marine fisheries products encourage the development of processed fish products. There are 2,740 Fish Processing Units, but most are still dominated by small and medium scale areas. Activities in the fish processing unit have a positive impact on the economy of the community, but on the side it raises new problems such as a decrease in environmental quality. Indonesia through Law Number 32 of 2009 concerning Environmental Protection and Management includes participatory principles as one of the principles in the formulation of every policy related to the environment. This study aims to analyze the level of community participation and perception in environmental management in the fish processing unit in Kaliori District. This research is descriptive qualitative. The data used are primary and secondary data. The results obtained indicate that the community's perception of environmental management is quite good, but community participation in environmental management in the area of fish processing units in Kaliori District is still relatively low

As the activities grow increasingly at Soekarno-hatta International Airport, the government in this case is PT Angkasa Pura needs to extend the airport by develop phase three in northern area of the existing airport. However, the expantion plan is opposed by the local goverment of Tangerang City because the plan may interfere with project of Tangerang Pantura Development Plan. For instead local goverment of Tangerang City proposes that the expantion would be build in the southern area. Obtaining the description of citizen attitude in this area is the aim of this study. This study is a descriptive research using a descriptive statistical analysis. Data collection using interviews with a questionnaire to respondends. By using Sherry Arnstein theory to measure the level of community participation. The analysis results indicated that the level of knowledge, awareness, and income levels affect the level of public participation in environmental management. Forms of participation provided most of the funds appropriated in the form of donations by income level.

<p>The increasing and spreading of population in Bukittinggi emerges several environmental problem, such as; the population density above 500 people per hectare, air pollution, traffic congestion, limited sources of clean water, limited green space for the people, poor sanitation, and drainage, and the poor of city planning and construction. One of the crucial issues of environmental management is the low participation and awareness of the community on the waste management even they are the strong adheres of religion beliefs and culture. How the public narration and opinion on the awareness of preserving the environment so that it affects the participation of the Muslim communities on the environmental management is a phenomenon that will be answered in this study. This qualitative study has found that the narration of Muslim community awareness does not affect their participation on the environmental management, especially community-based waste in Bukittinggi City, which in general has not been going properly. There are other factors outside of the religious awareness and cultural factors in the lack of community participation, such as, the implementation of regulations and environmental policies and the absence of certain planning in the management of community-based solid waste management because of several obstacles including the lack of community awareness, the absence of waste management and limited funding processing.</p><p> </p><p class="abstrak"><em>Pertambahan</em><em> </em><em>jumlah</em><em> </em><em>dan penyebaran penduduk di Kota Bukittinggi menimbulkan persoalan lingkungan  seperti; kepadatan jumlah penduduk di atas 500 jiwa per hektar, polusi udara,  kemacetan lalu lintas, </em><em> terbatasnya sumber </em><em>a</em><em>i</em><em>r </em><em> </em><em>bersih/minum, terbatasnya ruang terbuka hijau bagi warga, buruknya sanitasi dan drainase, serta jeleknya penataan kota dan pembangunan. Salah satu persoalan krusial dalam pengelolaan lingkungan</em><em> seperti</em><em> persoalan sampah</em><em> adalah rendahnya partisipasi dan kesadaran masyarakat yang notabenenya kuat menganut keyakinan agama dan kultur budaya</em><em>.</em><em> Bagaimana narasi dan opini masyarakat terhadap kesadaran menjaga lingkungan sehingga mempengaruhi partisipasi masyarakat Muslim dalam pengelolaan lingkungan hidup merupakan fenomena yang akan dijawab dalam penelitian ini</em><em>. Penelitian Kualitatif ini </em><em>telah </em><em>menemukan bahwa </em><em>narasi tentang kesadaran masyarakat Muslim tidak mempengaruhi partisipasi mereka </em><em>dalam</em><em> pengelolaan lingkungan terutama sa</em><em>m</em><em>pah berbasis masyarakat di </em><em>K</em><em>ota Bukittinggi</em><em> yang</em><em> secara umum belum berjalan dengan baik</em><em>. ABSTRAK Potensi dan keunikan sumber daya alam pada Kawasan Hutan Mangrove Tugurejo (KHMT) memiliki peran sangat signifikan dalam pengembangan ekonomi, sosial, budaya, dan lingkungan masyarakat pesisir. Pengelolaan lingkungan KHMT merupakan salah satu upaya dalam mendukung pengembangan wilayah pesisir secara optimal, bijaksana, dan bertanggung jawab, tentunya dengan melibatkan partisipasi masyarakat dan berbagai pihak yang terkait serta dengan tetap memperhatikan daya dukung lingkungan KHMT. Tujuan dalam penelitian ini adalah untuk memberikan gambaran mengenai partisipasi masyarakat terhadap pengelolaan lingkungan  KHMT. Antusiasme, keinginan, dan harapan serta adanya kepedulian sosial masyarakat setempat merupakan bentuk partisipasi masyarakat dalam upaya pengelolaan lingkungan KHMT.  Adanya partisipasi masyarakat menjadi faktor pendukung dalam upaya pengembangan wilayah pesisir Kota Semarang. Gambaran partisipasi masyarakat terhadap pengelolaan lingkungan KHMT ditunjukkan dengan tingginya keinginan masyarakat untuk menjaga dan melestarikan serta adanya harapan terhadap upaya perlindungan atau perbaikan KHMT. Bentuk partisipasi masyarakat adalah partisipasi sukarela atau swakarsa. Kata Kunci: Kawasan hutan mangrove tugurejo, Pengelolaam lingkungan, Partisipasi masyarakat ABSTRACT The potency and uniqueness of natural resources in Mangrove Forest Area of Tugurejo (KHMT) has a very significant role in developing economic, social, cultural, and environmental of coastal communities. Environmental Management of KHMT is one of effort to support the developing coastal areas optimally, wisely, and responsibly, of course, with the community participation and other stakeholders and also by considering the carrying capacity of KHMT. The objective  of this research was to provide an overview of community participation to environmental management of KHMT. The enthusiasm, desires, and expectations as well as the social concerns of local communities was a form of community participation in environmental management of KHMT. The community participation become a contributing factor in developing the coastal area of Semarang City. The overview of community participation to environmental management of KHMT was indicated by strong desire of the communities to maintain and preserve it and also the presence of community expectation for the protection or improvement of KHMT. Despite the implementation of the national “Ecology” project, attempts to develop low-carbon energy and transport, the implementation of “garbage reform” and other measures aimed at reducing the negative impact of the economy on the environment, the eco-efficiency of production systems in Russia remains low. In this paper, we propose a new approach to solving the problems of comparative assessment of the effectiveness of regional environmental management systems (R-EMS), taking into account the structural heterogeneity of the regional economies. The developed approach includes the simultaneous solution of two DEA tasks, one of which is formulated to assess the eco-efficiency of the region’s economy, and the other to assess the efficiency of spending funds aimed at protecting the environment in the region. As a result of solving two problems, the researcher receives a large amount of information that can be used in developing strategies for regional development. In particular, the information obtained can be used to develop measures to stimulate the activities of regional authorities in the field of environmental management and increase their responsibility for the effectiveness of environmental protection measures. The proposed approach was tested on the example of solving the problem of comparative assessment of the effectiveness of the R-EMSs in Russia in the period 2015-2019. However, the method developed by us is not tied to specific territories and can be used to conduct similar studies in other countries and regions.

This research is based on community participation in participation indeveloping their village, both in mind participation, participation ofpersonnel, participation of expertise, participation of goods and moneyparticipation.The purpose of this study is to find out how the communityparticipation in the implementation of regional development in the village ofNorth Sangatta Kecamatan Sangatta North East Kutai Regency. Type ofresearch or explanation used is descriptive qualitative used to describeresearch variables. Types of data used, observation interviews, anddocumentation.With the implementation of research in North Sangatta village,Kecamatan Sangatta Utara, East Kutai Regency is expected to give an ideahow community participation in the implementation of regional developmentso that the concept of participatory development that has been applied can bemeasured and can be used as a reference in subsequent research related to thesubstance of the discussion.From the results of the research that has been carried out, it can beillustrated that the application of participatory development in the village ofNorth Sangatta if referring to the musrenbang results that have been recordedin BAPPEDA of East Kutai Regency, the result obtained is that although in theplanning phase the community still participates, but at the stage ofimplementation of community participation which is expected to exist, was notfound at all, because at the stage of project implementation carried out by thewinning contractor. However, if we refer to the development projectimplemented by the empowerment program running in the village of SangataUtara, mainly funded from the village allocation fund, the research found that the enthusiasm of the community to participate in every stage of developmentcarried out from the planning, implementation, until the project evaluationphase is very high. This can be concluded in the implementation stage thereare still many things that must be addressed
