This research is based on community participation in participation indeveloping their village, both in mind participation, participation ofpersonnel, participation of expertise, participation of goods and moneyparticipation.The purpose of this study is to find out how the communityparticipation in the implementation of regional development in the village ofNorth Sangatta Kecamatan Sangatta North East Kutai Regency. Type ofresearch or explanation used is descriptive qualitative used to describeresearch variables. Types of data used, observation interviews, anddocumentation.With the implementation of research in North Sangatta village,Kecamatan Sangatta Utara, East Kutai Regency is expected to give an ideahow community participation in the implementation of regional developmentso that the concept of participatory development that has been applied can bemeasured and can be used as a reference in subsequent research related to thesubstance of the discussion.From the results of the research that has been carried out, it can beillustrated that the application of participatory development in the village ofNorth Sangatta if referring to the musrenbang results that have been recordedin BAPPEDA of East Kutai Regency, the result obtained is that although in theplanning phase the community still participates, but at the stage ofimplementation of community participation which is expected to exist, was notfound at all, because at the stage of project implementation carried out by thewinning contractor. However, if we refer to the development projectimplemented by the empowerment program running in the village of SangataUtara, mainly funded from the village allocation fund, the research found that the enthusiasm of the community to participate in every stage of developmentcarried out from the planning, implementation, until the project evaluationphase is very high. This can be concluded in the implementation stage thereare still many things that must be addressed

This journal discusses the influence of public participation on the realization of the budget of the Development Innovation Program and the Empowerment of the Area in the District of Bojongloa Kidul, Bandung. This research is important to do because the percentage of budget realization of PIPPK in Bojongloa Kidul sub-district is very high in the last four years where the high budget realization of the program must be in line with the participation of the people in the region. The theory used in this research is the theory of community participation from Cohen&Uphoff (1980) which discusses funding for community participation in planning, implementation, utilization, and evaluation and budget realization theory from Indra Bastian, which discusses optimal budget realization (2010). The research method in this research is a quantitative associative research method which means that this study is intended to find out the clear relationship between Community Participation and Realization of PIPPK Budget with data and analysis that uses a lot of numbers. The results of this study indicate that the influence exerted by Community Participation on the realization of the PIPPK budget is 0.856 (85.6%) and falls under the very high influence criteria. Thus it can be concluded that there is a very high influence of Community Participation on the realization of the PIPPK budget in Bojongloa Kidul District, Bandung City. This shows that community participation has an important role in the success of the Regional Development and Empowerment Innovation Program in the District of Bojongloa Kidul, Bandung.

This research was conducted to describe and study the Village Fund Management Accountability System from the planning, implementation and accountability stages. This research uses a qualitative exploratory method through a case study approach. This study uses interviews which are carried out in depth to each informant. The results of this study indicate that the implementation stage of the Village Fund in Umbulsari Village has implemented the principles of participation and transparency. For the implementation stage of village funds, the principles of participation, transparency and accountability have been implemented. Meanwhile, at the accountability stage, village funds have implemented the principle of accountability.

Abstract-Village or what is called by another name or an area that is thick with tradition and relatively independent. Based on this, the village must be recognized and understood as a legal community unit that has rights and authority in managing and managing village funding and the community to achieve village welfare. Related to the expansion of the village, formulation of the problem can be made as follows: what are the local government policies on managing village fund allocation and how is community participation in managing village fund allocation. This paper was made to find at local govermmeny policies and community participation in the management of village fund allocations based on statutory regulations. Management of village fund allocation, namely the overall activities which include planning, implementation, administration, reporting, and accountability of The village funds. The type of research used is normative research. The village fund allocation has been regulated in article 72 paragraph 1 latter C and article 72 paragraph 3 of law number 6 of 2014 concerning village states that one source of village income is part of the results of regional taxes and retribution of the regency / city and regional tax and retribution. City at least 10% (ten percent) of regional taxes and levies. Therefore, there is a need for local government policies and community participation to oversee the implementation of village funds. Keywords: Management, village funds, village management. Abstrak-Desa atau yang disebut dengan nama lain merupakan suatu daerah yang kental akan tradisi serta relatif mandiri. Desa harus diakui keberadaannya dan disadari sebagai satuan masyarakat hukum yang mempunyai hak serta kekuasaan dalam mengatur dan mengurus pendanaan desa serta masyarakat guna meningkatkan pembangunan dan pemberdayaan masyarakat untuk mencapai kesejahteraan desa. Dalam hal ini maka dapat dirumuskan masalah yaitu: bagaimana kebijakan pemerintah daerah dalam pengelolaan alokasi dana desa serta bagaimana partisipasi masyarakat dalam pengelolaan alokasi dana desa. Tulisan ini dibuat untuk mengetahui kebijakan pemerintah daerah serta partisipasi masyarakat dalam pengelolaan alokasi dana desa berdasarkan peraturan perundang undangan. Pengelolaan alokasi dana desa yaitu kegiatan yang meliputi perencanaan, pelaksanaan, penatausahaan, pelaporan dan pertanggung jawaban dana desa. Jenis penelitian yang digunakan yaitu penelitian normatif. Alokasi dana desa diatur didalam Pasal 72 Ayat (1) huruf c dan Pasal 72 ayat (3) Undang-Undang Nomor 6 Tahun 2014 Tentang Desa menyebutkan ada bagian sumber pendapatan desa adalah bagian dari hasil pajak daerah serta retribusi daerah kabupaten/kota dan bagian hasil pajak daerah dan retribusi daerah kabupaten kota paling sedikit 10% (sepuluh perseratus) dari pajak dan retribusi daerah. Oleh karena itu perlu adanya kebijakan pemerintah daerah serta partisipasi masyarakat untuk mengawasi jalannya alokasi dana desa. Kata kunci: Pengelolaan, dana desa, pemerintah desa.

Community participation in the management of village allocation fund in the Village of Mata Air is still far from the requiredstandards. At the planning stage, the management of the fund is deemed as too “technocratic” in which only village elites areinvolved, while the poor segment of the village residents as well as women are not involved. At the implementation stage, thefund management has neither been institutionalized nor determined by the mobilization of government instruments andvillage administrative personnel. So far the community participation only goes in a spontaneous way and as such has reducedthe degree of inclusiveness. As a result, the continuity of villagers’ initiatives is cut off and therefore it does not nurture thesense of belonging in the whole village development. At the supervision level, the fund is controlled in a structural-hierarchicalway without involving the village residents. The residents are not given access to the village fund management. The villagehead, village finance technical executive, and the village treasurer are still considered the most responsible persons in themanagement of village allocation fund.

Abstract By paying attention to the experience of regional autonomy in the past that embraces the principle of real autonomy and responsible with an emphasis on more autonomy is the obligation of the right, then in this law granting autonomy to local authority districts and areas of the city based on the principles of decentralization alone in the form of broad autonomy, real and responsible. With the implementation of the research in the village of Kuala Sempang District of Kuala Lobam Series Bintan regency is expected to provide an overview of how the process of public participation in the implementation of regional development so that the concept of participatory development that has been applied can be dosed and can be used as a reference in subsequent studies related to substances.From the research that has been carried out, can be drawn that the application of community participation in development in the village of Kuala Sempang District of Kuala Lobam Series Bintan regency. If the view of the indicators of community participation in the development of community participation in the form of an idea or ideas, participation in the form of materials, participation in the form of labor and community participation in the form of utilization of development. The contribution of participation in the form of energy is the largest in any development process implemented. Participation in the form of utilization of development for the community is when development is aimed at the welfare of rural communities, the people will really take advantage and menajaga development that has been implemented by the village government to the people in the village of Kuala Sempang. Dengan dilaksanakannya penelitian di Desa Kuala Sempang Kecamatan Kuala Lobam Kabupaten Bintan diharapkan dapat memberikan gambaran umum bagaimana proses partisipasi masyarakat dalam pelaksanaan pembangunan daerah sehingga konsep pembangunan partisipatif yang telah diterapkan dapat Dosis dan bisa dijadikan referensi dalam penelitian lanjutan terkait zat. Dari penelitian yang telah dilakukan, dapat ditarik bahwa penerapan partisipasi masyarakat dalam pembangunan di Desa Kuala Sempang Kecamatan Kuala Lobam Kabupaten Bintan. Jika dilihat dari indikator partisipasi masyarakat dalam pengembangan partisipasi masyarakat dalam bentuk ide atau gagasan, partisipasi dalam bentuk materi, partisipasi dalam bentuk persalinan dan partisipasi masyarakat dalam bentuk pemanfaatan pembangunan. Kontribusi partisipasi dalam bentuk energi adalah yang terbesar dalam proses pembangunan yang diimplementasikan. Partisipasi dalam bentuk pemanfaatan pembangunan bagi masyarakat adalah ketika pembangunan ditujukan untuk kesejahteraan masyarakat pedesaan, masyarakat akan benar-benar memanfaatkan dan menajaga pembangunan yang telah dilaksanakan oleh pemerintah desa kepada masyarakat di desa Kuala Sempang. Meski dalam prosesnya mengalami hambatan kecil namun tidak mengurangi semangat gotong royong untuk membangun desanya. Kata Kunci: partisipasi masyarakat, pembangunan pedesaan

The background of this study is the low grade science students learning outcomes VI C SDN 004 Tembilahan Kota, Of the 23 students, only 9 students (39.13%) were completed. Based on this the researchers conducted the study by applying image media to improve learning outcomes IPA. This research is a class act who performed a total of two cycles consisting of two meetings, the study was conducted with four phases, namely planning, implementation stage, the stage of observation and reflection stages. The study states that science learning outcomes of students has increased in each cycle, this is evidenced by the increasing average student learning outcomes, the preliminary data the average student learning outcomes at 66.00 has increased in the first cycle of up to 83.30, and increased up to 91.74. Based on these results, it can be concluded that the application of drawing media can improve learning outcomes VI grade science students SDN 004 Tembilahan Kota.

This article aims to find out the developmentidea or paradigm through village financial management based on Law Number 6 of 2014 concerning Villages. In this study, the researcher used a normative research methodby examining the village regulations in depth. Primary legal materials are authoritatuve legal materials in the form of laws and regulations. Village dependence is the most obvious violence against village income or financial sources. Various financial assistance from the government has made the village dependent on financial sources from the government. The use of regional development funds is intended to support activities in the management of Regional Development organizations. Therefore, development funds should be managed properly and smoothly, as well as can be used effectively to increase the people economy in the regions. This research shows that the law was made to regulate and support the development of local economic potential as well as the sustainable use of natural resources and the environment, and that the village community has the right to obtain information and monitor the planning and implementation of village development.

This study examines the institutional strengthening Sokop village in the district of MerantiIslands. The village of institutional issues Sokop be a reflection of the condition of the villagesare located in coastal areas and outer islands in Indonesia. Limitations accessibility of informa-tion, transport and communication are key issues faced by the region (read-Village Sokop) sothat the development of institutional capacity and its derivatives is not as advanced and as fastas the accessibility of the region are within easy reach. By putting itself on the theoretical frame-work of institutional strengthening these studies focus to see phenomena institutional VillageSokop especially from the aspect of good governance and administrative capacity Sokop Vil-lage Government officials. This study used a qualitative approach and to optimize the study, theauthors used the strategy phenomenology.The results of this study indicate that the institutional capacity of the village governmentSokop not support in efforts to achieve regional autonomy, it is characterized by weak institu-tional role Desa Sokop in building independence of the village, institutional structuring andmanagement of village governance, weak financial management, and lack of community par-ticipation in development village (participatory development).

SummaryExperiments were conducted on the seed rates of the components of oat-vetch mixtures combined with varying rates of nitrogen fertilizer in a rainfed area of north-east Portugal in 1982–3 and 1984–5.Forage oats grown alone showed a very high yield response to N and rainfall ranging from 30 to 18·2 t D.M./ha, but had a very low crude protein concentration (37–54 g/kg D.M.) and a poor mineral nutrient composition.The increased use of vetch in the seed mixture had a buffering effect on dry-matter (D.M.) yield but this depended very much on crop N nutrition. For N-deficient conditions vetch inclusion increased the D.M. yield and had a strong positive effect on total forage crude protein (CP) and mineral composition. When crop N nutrition was good, very high D.M. yields (> 12 t D.M./ha) were possible using a high proportion of oats, with vetch making a reduced contribution to the yield and nutritive value of total forage.Seed rates suggested in the literature for Mediterranean conditions are adequate for low N inputs and low available soil N, but not for high D.M. yields which can only be obtained by using a higher proportion of oats and adequate N fertilizer.
