Of the total number of municipalities in the northern region of the State of Goiás, part of them have their own revenues below requirements, if current conditions are maintained, they tend to be incorporated into neighboring municipalities from 2025 onwards in compliance with PEC 188/2019.Would there be an alternative for municipal development and sustainability without the necessary population increase? In this sense, the purpose was to identify the economic and social weaknesses that characterize the municipalities in the northern region and to create a “Dependency Matrix”. The methodology consisted of consulting databases of federal, state and municipal agencies and programs. The results demonstrate the low level of economic activity, own revenues, high dependence on external revenues, high payroll on civil clerk, exposing themselves to the dictates of the Fiscal Responsibility Law (LRF) and high dependence on the Income Transfer Programs of the Federal Government such as the Bolsa Família Program (PBF) and the Continuous Payment Benefit (BPC). The Dependency Matrix assists the municipal manager in restraining the alleged migratory flight, the loss of economic relevance, as well as economic, environmental and social sustainability. The article assesses the intensity of transformation of settlement pattern in Yakutia, the largest northern region of Russia, based on an analysis of 1939-2010 censuses and contemporary statistics. Scope of the work includes the following: to assess key socio-economic results of rural and urban settlement pattern transformation in the 20th century, to determine the most persistent primary units of settlement pattern, and to identify current trends in the settlement pattern of Yakutia. The research database was built based on digitization of Federal State Statistics Service in the Sakha Republic (Yakutia) population censuses archives. The period under review shows a trend toward larger size of settlements due to two parallel processes: urbanization as a result of industrial development, and compression of rural settlement system due to amalgamation of rural settlements. From 1939 to the present time, Yakutia’s settlement system has been evolving from dispersed type to large settlement type. There were two major waves in the structuring of space in Yakutia. During the first one, caused by industrialization and complete collectivization, shrinking of rural settlement system was accompanied by setup of rural and urban settlements; it started in the 1930s and lasted until late 1950s. The second wave, concurrent with controlled compression of rural settlement pattern as part of elimination of unpromising sovkhoz state farms, was associated with a full-scale development of urban settlement pattern under planned Soviet deployment. Starting from 2002, market mechanisms have changed the direction of development of settlement system and spatial structure of economic activity. Despite several constraints, which include high transportation costs, focal development, key role of mining and resource sector, distinctive features of traditional economies and agriculture, agglomeration processes have gained momentum in the region. Spatial concentration of population is taking place at relatively high rates, primarily in the core of the system - Yakutsk agglomeration. Compression capacity of settlement system in the region is far from being exhausted, as evidenced by behavior of Theil and Herfindahl-Hirschman indices, as well as by average population density of settlements.

The article assesses the state of the heat economy of the Northern region. The purpose of the article is to reveal the reasons for chronic backwardness of the region's industry from the average Russian indicators. To achieve the goal, solved the following problems: the features of heat economy in the North, analyzes the housing development, production and consumption of heat energy, as the sources of heat energy and heat networks, and also reforms in the heat economy of the region, based on which conclusions on assessment of the heat economy of the region. In recent years, there has been a twofold decrease in the rate of renewal of fixed assets of the heat economy against the norm, low rates of introduction of the resource-saving technologies in the heat economy, and in general, in the housing and communal services of the region. The level of marginal balance of supply and demand in the heat energy market is determined. The article is written to correct the decisions of the Federal and regional Executive authorities in terms of ensuring the reliability of heat economy of the Northern region.

The explosion of data in the information age has provided an opportunity to explore the possibility of characterizing the climate patterns using data mining techniques. Nigeria has a unique tropical climate with two precipitation regimes: low precipitation in the north leading to aridity and desertification and high precipitation in parts of the southwest and southeast leading to large scale flooding. In this research, four indices have been used to characterize the intensity, frequency, and amount of rainfall over Nigeria. A type of Artificial Neural Network called the self-organizing map has been used to reduce the multiplicity of dimensions and produce four unique zones characterizing extreme precipitation conditions in Nigeria. This approach allowed for the assessment of spatial and temporal patterns in extreme precipitation in the last three decades. Precipitation properties in each cluster are discussed. The cluster closest to the Atlantic has high values of precipitation intensity, frequency, and duration, whereas the cluster closest to the Sahara Desert has low values. A significant increasing trend has been observed in the frequency of rainy days at the center of the northern region of Nigeria.

The Politeiai are one of Aristotle’s historical works. Several hundreds of fragments have come down to us. While Aristotle’s Nomima barbarika recorded the customs of the barbaric ethne, the Politeiai are generally considered to be a collection of polisconstitutions. A closer look reveals, however, that alongside a majority of Greek poleis Aristotle also included several ethne in his Politeiai, namely those in the North(west) of the Greek mainland and on the Peleponnesus. This article tries to shed light on Aristotle’s reasons for selecting these ethne. On the basis of key passages in the Politics, the author argues that their presence in the Politeiai indicates that Aristotle considered them as Hellenic, and, although inferior in status to the polis, capable of having a politeia. In Aristotle’s time, nearly all of the ethne known to have been included in the Politeiai had formed koina. While Aristotle did not explicitly discuss the federal state, he acknowledged its existence both in the Politics and the Politeiai, obviously inspired by the political reality of his time in which the koina played an increasingly prominent role, illustrated by their presence as members in Hellenic treaties alongside the poleis.

With the commencement of the Native Courts (Amendment) Law, 1961, the Government of the Northern Region of Nigeria abolished “opting out”, an experiment with jurisdiction which must surely be unique within the history of modern legal systems and therefore worthy of recording before the facts are obscured and lest any other African state, faced with similar difficulties, is tempted to adopt this expedient as a temporary palliative to meet a similar situation. It is all the more desirable to publish the facts since the strong case for abolition presented by the Northern Regional Government is in danger of being lost by default. On 14th October, 1961, the Daily Service in Nigeria published a bitter attack on the Native Courts (Amendment) Law, 1961, under the title “The light goes out in the North”.

ABSTRACT Water bodies located in coastal areas are subject to human pressures and the loss of environmental quality. The objective of this study was to evaluate the environmental quality of the river Papaquara through water quality and river landscape, using the Trophic Index (TRIX) and Rapid Assessment Protocol (RAP). The study was developed in the watershed located in the north of the island of Santa Catarina, Florianópolis – SC, whose population increase in the summer is around 280%. The Trophic Index and the Rapid Assessment Protocol were evaluated in the pre-summer period, summer and after-summer in seven sample points along the inner areas (higher population density), median and outside the Papaquara river, plus two points in affluent. The river Papaquara showed up in great stress state, is classified as eutrophic, 77% of the samples and changed in 50% of the sampled area, as the TRIX index and RAP, respectively. The internal area registered up eutrophic and impacted in all periods analyzed. The median area and the outer decreased their water quality, due to summer activity, while there was no change in environmental quality by RAP. A significant correlation between the indices used indicated that the RAP should be used with caution to describe the condition of water quality. This analysis has submitted be more appropriate when used in river scale as a whole, but not isolated segments.

Textbooks are one of the essential types of materials that are extensively used in English as a second language classroom instruction. The current study tries to evaluate the textbook SUNRISE 9 based on six categories. This study intends to cover how those categories are represented in SUNRISE 9. The categories are the layout and design, activities, skills, language type, subject and content and conclusion. The present study aims at answering the questions about SUNRISE 9 from teachers’ and students’ opinions and finding out whether there is a statistically significant difference between the teachers’ and students’ responses with regard to the strengths and weaknesses of the textbook which are used in language classrooms in all basic schools in the Northern Iraq. Two data collection tools were carried out in the current study. The quantitative data were obtained using questionnaire for teachers and students with a total number of 375 9th grade students and 40 9th grade teachers. They were chosen randomly from Sulaimanyah city in the North of Iraq. The qualitative part of the study, semi-structured interviews were held among 13 teachers to gather more neccessary data. The findings reveal that the teacher participants have negative opinions towards most of the sections of the textbook and some others have not stated any opinions but the student participants generally have positive opinions about SUNRISE 9. For this English textbook SUNRISE 9, an empirical evaluative study and an in-depth method evaluation are also suggested to be conducted to find out more important results.

On August 17<sup>th</sup> 1999, a M<sub>w</sub> 7.4 earthquake struck the city of Izmit in the north-west of Turkey. This event was one of the most devastating earthquakes of the twentieth century. The epicentre of the Izmit earthquake was on the North Anatolian Fault (NAF) which is one of the most active right-lateral strike-slip faults on earth. However, this earthquake offers an opportunity to study how strain is accommodated in an inter-segment region of a large strike slip fault. In order to determine the Izmit earthquake post-seismic effects, the authors modelled Coulomb stress changes of the aftershocks, as well as using the deformation measurement techniques of Interferometric Synthetic Aperture Radar (InSAR) and Global Navigation Satellite System (GNSS). The authors have shown that InSAR and GNSS observations over a time period of three months after the earthquake combined with Coulomb Stress Change Modelling can explain the fault zone expansion, as well as the deformation of the northern region of the NAF. It was also found that there is a strong agreement between the InSAR and GNSS results for the post-seismic phases of investigation, with differences less than 2mm, and the standard deviation of the differences is less than 1mm.

The aim of the research was to study the yield indicators of 36 early maturing potato varieties in the northern region (Arkhangelsk region) and the highlands of the North Caucasus (an altitude of 2500 m above sea level). The experimental work was carried out in 2015–2020. The characteristic features of the northern region are the light period (up to 21 hours in June – July), which contributes to an increase in the duration of the interphase periods of plant development, in the highlands – a short light period (14 hours), a sharp temperature drop in the daytime (15.1 – 25.8 °С) and night (7.8 – 15.2 ° C) hours, intense solar insolation. The peat-podzolic-gley soils of the northern region were characterized by a lower humus content (3.7%) and a high content of potassium (240 – 267 mg / kg) in comparison with the mountain meadow subalpine soils of the highlands (6.7% and 102 – 120 mg / kg, respectively). Potatoes were planted in early June and harvested in early September, 25 tubers of each variety according to the scheme 0.7×0.3 m, the area of the registration plot was 5.25 m². Using the methods of cluster and discriminant analyzes, the varieties were grouped and the most productive genotypes were identified by a set of indicators: the multiplication factor, plant productivity and the average tuber weight. In the northern region, the best varieties were Gulliver, Udacha, Krepysh, Solist, Leader, Darenka, Breeze, Red Lady, Riviera and Vineta, which formed from 8.1 to 11.4 tubers per plant with an average weight of 37.0 – 67.9 g and productivity 400 – 633 g. In the highlands, the most productive varieties were Gulliver, Yakutyanka, Yugana, Darenka, Leader, Breeze, Red Lady, Impala and Rosara, which formed from 11.8 to 19.8 tubers per plant with an average weight of  56.5 – 70, 6 g and productivity 830 – 1140 g.
