In a globalised world with an increasing division of labour, the competition for highly skilled individuals—regardless of their origin—is growing, as is the value of such individuals for national economies. Yet the majority of studies analysing the economic integration of immigrants shows that those who are highly skilled also have substantial hurdles to overcome: their employment rates and salaries are lower and they face a higher education-to-occupation mismatch compared to highly skilled natives. This paper contributes to the paucity of studies on the employment patterns of highly skilled immigrants to Sweden by providing an overview of the socio-demographic characteristics, labour-market participation and occupational mobility of highly educated migrants in Sweden. Based on a statistical analysis of register data, we compare their employment rates, salaries and occupational skill level and mobility to those of immigrants with lower education and with natives. The descriptive analysis of the data shows that, while highly skilled immigrants perform better than those with a lower educational level, they never catch up with their native counterparts. Our regression analyses confirm these patterns for highly skilled migrants. Furthermore, we find that reasons for migration matter for highly skilled migrants’ employment outcomes, with labour migrants having better employment rates, income and qualification-matched employment than family reunion migrants and refugees.

Through face-to-face interviews with seven immigrant women living in the Flemingdon Park area, this paper explores the barriers that immigrant women encounter in accessing the labour market, and the challenges they face in the labour market. The findings suggest that lack of work experience, language barriers, absence of networks, lack of education, and family responsibilities and gender roles are major barriers that immigrant women have to cope with while accessing the Canadian labour market. Working environment and underemployment appeared to be the challenges that immigrant women who are, or have been in the labour force, had to deal with in the work place.

Chapter 8 unlocks the inter-relationship between migration and modernization by analysing attitudinal changes associated with urban living such as attitudes towards gender division of labour, women’s higher education, and participation in the labour market, to generate broader understanding on women’s empowerment. It also assesses whether, how, and to what extent gender and generational relations are redefined and impacted in relation to migration. It does so by analysing gender roles, attitudes, and aspirations regarding major institutions and practices including marriage, divorce, dowry, and inheritance that govern gender relations. It presents the actual situation of the members of these families on each of these accounts to examine whether there is consistency between what they think and what they practice. In this process, it identifies the factors that are conducive towards progressive attitudes and practices, and those which impede progress, the key determinant of qualitative changes and a migrants’ prospects for a better future.

PurposeThe purpose of this paper is to introduce the special issue by problematising labour agency, precariousness, and labour fragmentation as defining themes of the interplay between employment relations, migration and mobility.Design/methodology/approachDrawing from discussions about the impact of globalisation on changes in features of work and employment, and bringing together theory and research on employment relations and labour migration, the paper discusses the relational spatial and temporal nature of agency, the diverse features of worker experiences of precariousness, and the resulting fragmentation in labour solidarity.FindingsLabour agency, precariousness and labour fragmentation intersect to create the axis of dynamics of hardship and abuse that dominate work experiences of migrant workers in the global labour market. Globalisation has a pervasive impact in articulating and perpetuating systemic processes of closure, entrapment and containment, which are triggered by migration and legitimised by dynamics of employment relations.Originality/valueThe paper contributes to current discussions about the interplay between migration, mobility and employment relations and sets out future directions of research to enhance our understanding of the role of employment relations to perpetuate, legitimise and normalise dynamics of globalisation that promote the migrant division of labour and create contradictory labour demands and displacements in the global labour market.

In response to population ageing, the UK intends to increase female labour supply. To this end, the Chancellor has announced a ten-year strategy designed to allow parents to combine work with family responsibilities more easily. The policies proposed centre on extending parental leave and childcare provision, while promoting greater flexibility in employment. While these policies may improve labour supply in the short term, this article looks at their implications for fertility, which if negative may reduce the labour supply in the longer term. Recent demographic studies suggest that measures which allow women more readily to combine childbearing with paid employment may also stabilise or improve fertility rates, so mitigating the trend to population ageing. However, the evidence is not conclusive, for relationships between female employment and fertility are complex and context dependent. The article suggests several factors that might therefore merit further consideration. These include gender inequities in the domestic division of labour, long working hours and a re-evaluation of unpaid work in the home. Enthusiasm for the work ethic may have to be balanced by a more explicit acknowledgement of a care ethic.

This paper is an attempt to probe the interactions of economic restructuring and labour-market development in the process of industrial development in contemporary Hong Kong. The discussion is mainly divided into two parts. First is an examination of the development of the Hong Kong economy in the context of the changing world economy and, in particular, the effects of the structuring of the global division of labour on changes in the economic structure of Hong Kong in the 1980s. The growth of the tertiary sector and the concomitant process of deindustrialisation stand out as the two most important features of the Hong Kong economy in the 1980s and the years to come. Second the kinds of labour-market strategy developed in response to changes in the economic structure are examined. The recent debate on the importation of labour and the growing concern of industrial relocation reflect the developing pattern of labour-market adjustment. It is contended that in order to grasp the dynamics of the structuring of labour-market strategies, the interactions among the international economic environment, state policy, the formation of industrial capital, and the bargaining power of labour must be probed. The case of Hong Kong is one characterised by the dominance of small local manufacturing establishments, a noninterventionist state, underdeveloped shop-floor or labour organisations, and an industrial economy heavily dependent on exports. All these factors contribute to the constitution of the ‘Hong Kong way’ of continuing labour-intensive production and making adjustments in labour-market strategies to cope with the process of economic restructuring.

Objective: This study examines the convergence of employment behaviour and work-life balance of foreign-born women with those of native-born Spanish women between 2014 and 2018. Background: The changing role of women in the labour market is a central development of the past century. However, the study of female labour market participation has focused on native women, typically with a college education. Method: We use the Spanish Labour Force Survey and its 2018 ad hoc module on the reconciliation of work and family life to compare the working behaviours of native and migrant women. We use a matching algorithm to construct a sample of native workers with comparable human capital and living arrangement characteristics. Results: The segmentation of the Spanish labour market leads to the concentration of female immigrants in specific occupational niches with precarious employment conditions, regardless of the length of their stay in the country. The country’s employment and care regime forces female migrants to deal with their care responsibilities differently than their native counterparts: i.e., migrants are more likely than natives to interrupt their employment to fulfil household duties, and are less likely to engage in part-time work and to outsource care provision to family and professional caregivers. Conclusion: Female immigrants are doubly penalised as both immigrants and mothers.

How do local labour market structures, in tandem with workforce dispositions and attitudes, influence the way multinational companies localise their standardised work and production systems? This article investigates the conflict-ridden factory regime of a lean automotive plant in provincial Russia at which the management was able to secure a relatively high level of consent among its female workers but not among male workers. In order to explain this gendered pattern of worker consent, the plant-internal gender division of labour and two societal factors proved crucial: the gendered segmentation of the local labour market and the workers’ cultural dispositions. At the same time, the analysis points to the transformative effect that the company’s work and production system had on the local labour regime. The case study relies on a combination of quantitative survey data and qualitative interviews. It emphasises the need to reconnect the analysis of branch-plant factory regimes to a nuanced understanding of their embeddedness within local labour markets – also in the case of highly standardised work and production systems.  KEY WORDS: labour control regime; labour process; labour market; lean production; gender relations

Abstract This qualitative-research-based article discusses corporate transfers of dual-career couples in large Japanese firms. In Japan’s internal labour market, inter-regional transfers, or tenkin, are de rigueur in many companies for purposes of training and promotion of long-term employees. Their implementation is often taken for granted because of the gendered assumption that only men are subject to tenkin. Women, who take responsibility in domestic roles, are not able to accept tenkin. Rather, they are either exempted from tenkin regardless of their wishes or forced to remain in secondary positions that require no tenkin. This gendered division of labour in tenkin has hampered women’s promotion in Japanese workplaces and hindered dual-career couples from achieving dual careers through tenkin. Using Acker’s (1990) theory of gendered organisations and Nemoto’s (2016) study of gendered practices in Japanese firms, this article elucidates the processes by which these cultural, gendered corporate transfers (a) reproduce gendered organisations, (b) are changing from dictates to negotiations in some companies where female workers are given more opportunities alongside intensification of the firms’ global competition, but (c) nevertheless continue to be in tension with dual-career families in contemporary Japan. To make a dual-career-couple model mainstream, the labour market structure that views corporate transfers as an absolute necessity needs radical change.
