The unexpected approval in 1986 of the Single European Act and its program for completing the European Community's internal market by 1992 did not, according to the historical data presented in this article, result from an elite alliance of the European Community Commission, European Parliament, and pan-European business groups. Instead, it rested on interstate bargains involving Britain, France, and Germany, for which the two essential preconditions were the convergence of European economic policy prescriptions following the French turnaround in 1983 and the bargaining leverage that France and Germany gained by threatening to create a “two-track” Europe and exclude Britain. This suggests that theories stressing supranational factors, including certain variants of neofunctionalism, should be supplanted by an “intergovernmental institutionalise” approach combining a realist emphasis on state power and national interests with a proper appreciation of the important role of domestic factors in determining the goals that governments pursue.

Orokorrean, kontu horren inguruan kontrako jarrerak dauden arren, eztabaida Europako Ekonomia eta Diru Batasunaren alorrera murrizten denean, adostasuna handiagoa da. Zehazki, zor subiranoaren krisiak ekarritako erreakzioa dela-eta, kontu hauetan ad hoc ekintzei (gobernuen artekoei nagusiki) lehentasuna eman zaielako, metodo komunitariotik erabat apartekoak izan arren. Erakunde, egitura eta estatuen ordezkarien funtzionamenduan oraindik ere gardentasun gutxiago egotea eragiten du konplexutasunak. Nolanahi ere, euro eremuan atzera ere «normaltasuna » bueltatzea zaila bada ere, badirudi, denbora pasa ahala, normaltasun hori lagungarri izango dela benetako politika ekonomiko europarra taxutzeko. RESUMEN: La deficiencia en los mecanismos de control democrático y rendición de cuentas en el funcionamiento de la Unión Europea ha sido ampliamente debatida por la doctrina. Aunque, con carácter general, existen posturas divergentes al respecto, cuando el debate se circunscribe al ámbito de la UEM, el consenso es mayor. Y ello porque, en particular, como reacción a la crisis de la deuda soberana, en esta materia, se han priorizado vías de acción ad hoc, eminentemente de naturaleza intergubernamental y ajenas al método comunitario. La complejidad abunda en la falta de transparencia en el funcionamiento de las instituciones, estructuras y representantes de los Estados en este ámbito. Con todo, la difícil vuelta a la «normalidad» en la zona euro parece convertirse, con el paso del tiempo, en aliada al objetivo de establecer una verdadera política económica europea. Si ello sirve para simplificar el funcionamiento y aclarar el papel de las distintas instituciones responsables, se mejorará la calidad del control democrático y la rendición de cuentas. ABSTRACT: The deficiency of the mechanisms of democratic control and accountability in the functioning of the EU has been widely discussed by the doctrine. Although, in general, there are conflicting opinions, consensus is greater when the debate is limited to the field of the EMU. That is particularly because as a reaction to the sovereign debt, ad hoc actions have been prioritised in this area, eminently those of intergovernmental nature and outside the Community method. The complexity abounds with the lack of transparency of the functioning of the institutions, structures and representatives in this field. However, the difficult return to «normality» within the euro zone seems to become over time in an ally to the objective of establishing a true European economic policy. If that works so as to simplify the functioning and to clarify the role of the responsible different institutions, the quality of the democratic control and accountability will be improved.

Subject. The emergence of new ways of interaction between sellers and buyers, the formation of new sales channels and product promotion based on the use of digital economy tools is at the heart of improving the business processes. Social networks became a tool for development; their rapid growth necessitates theoretical understanding and identification of potential application in enterprise's business process digitalization. Objectives. We explore the role of social media in the digitalization of business processes, systematize the impact of social networks on business processes of enterprises in the digital economy. Methods. The theoretical and methodological analysis of social networks as a tool for digitalization of company's business processes rests on the content analysis of domestic and foreign scientific studies, comparison, generalization and systematization. Results. We highlight the key effects of the impact of social networks on the business processes of the company; show that the digitalization of business processes should be considered in the context of a value-based approach, aimed at creating a value through the algorithmization of company operations. We determine that social networks are one of the most important tools for digitalization of company's business processes, as they have a high organizational and management potential. We also systematize the effects of social media on company's business processes. Conclusions. We present theoretical provisions of the impact of social networks on business processes of enterprises, which will enable to model and organize ideas about the development of digital ecosystems and the formation of business models.

The article presents the results of a study of the impact of pension reform in Russia on economic growth and quality of life in a digital economy, taking into account the experience of raising the retirement age in Europe. The aim of the study was to identify and analyze the impact of raising the retirement age on economic growth in the context of the development of digitalization in Russia and a comparative analysis with European countries. Results: the studies conducted allowed us to develop a system of indicators characterizing the impact of raising the retirement age on economic growth and the quality of life of the population in the context of digitalization. The authors found that raising the retirement age leads to a change in labor relations in Russia and Europe. The application of the proposed indicators can be used in the formation of a balanced state socio-economic policy in the field of institutional changes in the field of labor relations and raising the retirement age. This article analyses the visions, careers, and companies of Jack Ma of Alibaba and Geng Le of Blue City. Jack Ma is a well-known business leader and visionary, whereas the less well-known Geng Le only began to receive more attention since launching a successful gay dating app in 2012. The article focuses on the personal narratives and visions of these two IT entrepreneurs. It provides new perspectives on the role of individual entrepreneurs in relation to the Chinese state’s global ambitions and vision of creating a “strong internet country.” It argues that the commercialisation and platformisation of the Chinese internet, and the growing transnational nature of Chinese IT companies, serve to make them more, not less, co-dependent of the state and its visions. The internet’s emancipatory potential is today increasingly conflated with consumption, and online spaces and social relations are subject to both commodification and datafication.
