This research paper is focused on analyzing situation of economic development in Ho Chi Minh City after nearly 30 years implementing economic reform policies in Vietnam to specify the position and role of Ho Chi Minh City economy in comparison with the whole nation’s. In this research, we applied qualitative method with data description and economic development indicators comparison. Data are secondary data which were obtained from Statistic Yearbooks of Vietnam and Ho Chi Minh City in periods 1990/2000/2005-2013. Results indicate that the Ho Chi Minh City economy remains the Vietnam’s largest which accounts for more than 20% GDP and a third of the national budget. The annual economic growth and average income per capita are 2-3% and two times higher than those of Vietnam respectively. The poverty rate is also the lowest in the country. Factors that positively affect the Ho Chi Minh City economic growth are capital and labor as reflected by higher productivity and efficiency (specifically Ho Chi Minh City’s ICOR is 1.5-1.78 times lower than Vietnam’s and laborproductivity is two times higher than that of Vietnam) and the greater contribution of the capital and labor factors to the economic growth. However, there are signals that Ho Chi Minh City economic growth is unsustainable, including (1) slower export volume and FDI; (2) reduced weight of industry sector, especially the slow growth of key high-technology disciplines; (3) the downgrading of the urban environment quality which reduces the green GDP growth; and (4) the gradual decrease of the total factor productivity (TFP) and its very small contribution to the Ho Chi Minh City economic growth. Based on the results, this paper suggests some solutions to a sustainable development for Ho Chi Minh City in the next period.

The purpose of this paper was to give an overview of economic development under reform and world integration and to evaluate the main factors influencing the growth of the Vietnamese economy during the reform period (1990-2009). Based on statistical data on the Vietnamese economy in the period of 1990-2009, this study analyzed the factors affecting economic growth. The policy changes, economic development, poverty rates and living standards of Vietnamese population are analyzed over the reform period using qualitative methods. The results of this study show that economic growth under reform and world integration has reduced the poverty rate and increased living standards of population in Vietnam. An evaluation of the factors influencing economic growth is made using a quantitative model of total factor productivity (TFP) and another econometric model. The findings from this quantitative analysis show that the growth of the Vietnamese economy was determined by two factors: (1) capital investments, including foreign direct investment (FDI) and (2) the growth of exports. The results of these qualitative and quantitative analyses lay the foundation for policy recommendations for Vietnam Government to develop economy in the future.

The world economy as an integrated system has limited growth limits, natural resources are limited, so a new concept of sustainable economic development has emerged, based on a balance of the economy, social goals and ecology. Sustainable development is the development of the country's economy and the global system in which current needs are met without compromising future opportunities. The rapid development of transport infrastructure creates the prerequisites for the sustainable development of centers of macro and microeconomic growth and helps to reveal their potential in the future. The article considers the role of transport as an additional priority for sustainable development at the macro level and the types / functions of connectivity of economic growth centers in the sectoral and regional aspects. In turn, the concept of sustainable development of the transport system involves taking into account the features of the transport system as an object of increased danger and a high degree of influence on the main priorities of sustainable development (economic growth, social system and ecology) of the macroeconomics. It was noted that, on the one hand, the transport system, being part of the country's macroeconomic system, affects the priorities of its sustainable development, and on the other hand, has independent priorities for sustainable development in the field of economic growth and efficiency, social potential and environmental aspects, including issues of ensuring security.

The high rate of economic growth has encouraged the development of Baubau City in various sectors of life. It has implications on the increase in space requirements. Rapid changes in land use often deviate from the spatial plan (RTRW) that has been legalized. This study aimed to evaluate the appropriateness and consistency of the land use plan and to investigate factors affecting the suitability and consistency of the land use growth with the spatial plan. The analysis has used GIS, Balance of Land Resources, Factor Analysis, and Multiple Regression Analysis. Based on the analysis, there are three forms of inconsistency from the spatial plan of Baubau, as follows: inconsistencies in the spatial plan itself, inconsistencies with the laws and regulations, and inconsistency in the utilization of the land use plan. The results have shown that the level of consistency to the land use plan is medium. The factors affecting the deviation of land use pattern from the plan are the ease of getting to service centers, the improved welfare, and the accessibility.

Cultivated land resources are an important component of natural resources and significant in stabilizing economic and social order and ensuring national food security. Although the research on resource curse has progressed considerably, only a few studies have explored the existence and influencing factors of the resource curse of non-traditional mineral resources. The current study introduced resource curse theory to the cultivated land resources research and directly investigated the county-level relationship between cultivated land resource abundance and economic development. Meanwhile, the spatiotemporal dynamic pattern and driving factors of the cultivated land curse were evaluated on the cultivated land curse coefficient in China’s Jianghan Plain from 2001 to 2017. The results indicated that the curse coefficient of cultivated land resources in Jianghan Plain generally shows a downward trend. That is, the curse phenomenon of the cultivated land resources in large regions did not improve significantly in 2001–2017. The influencing factors of the cultivated land resource curse in different cursed degree areas varied and the spatial interaction of the cursed degree areas differed as well. This study proposed a transmission mechanism of the cultivated land resource curse in Jianghan Plain. Policies from throughout the entire and within the main agricultural producing areas were proposed to adjust the cultivated land resource curse. The results and conclusions of this study will be beneficial in improving future land-use policies in major agricultural areas and reducing lag in economic development caused by the strict protection of cultivated land resources.
