The purpose of this nonexperimental quantitative correlational study was to examine the relationships between state appropriation decreases and the deregulated tuition cost increases in Texas public four-year higher education institutions.  State appropriation decreases are those decreases in the state’s financial investment in higher education.  Deregulated tuition is the tuition rate set by higher education institutions that is not regulated by the Texas Legislature.  By studying the decreases in state appropriations and the increases in institution tuition rates, an understanding can take shape of what impact, if any, the disinvestment by state legislatures has caused to the operations of higher education institutions. Findings from this study showed no evidence of a correlation existing between the decrease in state appropriations and the increase of Texas public higher education institution tuition costs, when the analysis reviewed the timeframe from fiscal years 2003 to 2016.

The present study aimed to map the evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. A scoping review based on the PCC (Population, Concept, and Context) mnemonic was conducted in PubMed, CINAHL, Scopus and Virtual Health Library (VHL). Population included workers from a higher education institution, the concept referred to studies focusing on the assessment of quality of life and health promotion actions and the context to higher education institutions. Electronic searches were held on December 2019. A qualitative synthesis of the data extracted from included studies (i.e. author, year, study design, sample, country, aims, action implemented/performed, thematic focus, evaluation) was performed. Electronic searches retrieved 3,330 articles that were screened by tittles and abstracts. Of these, 34 studies were fully appraised, of which four reported that actions implemented/executed related to sedentariness, posture and stress. The studies show 49 scales were identified to measuring at least one quality of life item. Through this scoping review the available evidence to provide an overview of actions implemented/executed and scales used in public higher education institutions to promote worker health. Future studies should consider more rigorous designs and objective measures to measure the quality of life of these professionals, and develop target interventions based on factors associated with the work. It is also necessary to evaluate whether the strategies work.

The basis of any business, including non-public Higher Education Institutions (HEIs), is financial security, which is ensured by achieving sufficiently high profits and financial liquidity. Especially in these times, a rapidly changing market, the competition, and the upcoming birth rate forces HEIs to optimize operational and strategic decisions. On one hand, it creates new opportunities for non-public HEIs, but on the other, it is a source of danger for the future of their operations. Therefore, they must not only overcome the difficulties encountered in everyday life but also try to respond to the challenges posed by their environment, demonstrating the special care to ensure the efficiency of their operations. They must not only try to increase the quality of offered services or manage their funds rationally but with equal attention should “invest” in modern management methods and concepts. Through the use of controlling, contemporary non-public HEIs are able to choose an optimum variant of decision facilitating the achievement of their goals. In view of the above, this chapter discusses the special considerations relating to controlling HEIs from the point of view of increasing their effectiveness.

The purpose of the article is to identify and substantiate the priority subsystems of functional support of the organizational and economic mechanism of management of art higher education institutions in Ukraine with the further development of alternative management solutions for their successful implementation. The research methodology includes fundamental provisions of economic theory and management, basic laws of development of European educational systems, publications of domestic and foreign researchers on the construction of subsystems of functional support of organizational and economic mechanism of management of higher education institutions. The scientific novelty lies in the identification and substantiation of key subsystems for ensuring the functioning of the organizational and economic mechanism, taking into account foreign experience in building an appropriate mechanism for managing art institutions. Conclusions. According to the results of the study, it is concluded that the art higher education institution is a system of interconnected structural elements that respond differently to the transformation of the modern market environment. Among the key subsystems of functional support, there are singled out material-technical, personnel, financial-investment, normative-legal, information-digital and scientific-innovative ones. Their weak links in the context of ensuring the activities of the domestic university sector with the subsequent presentation of alternative algorithms for management decisions have been identified. The urgent need to deepen comprehensive cooperation with business entities and representatives of the international educational and scientific environment was emphasized. PurposeThis paper aims to examine lecturers' experiences of moonlighting in the Ghana Institute of Management and Public Administration (GIMPA).Design/methodology/approachA qualitative approach was used. Data were collected through in-depth semi-structured interviews with 18 purposively selected informants. Data were transcribed and analyzed thematically.FindingsThe findings are that moonlighting is common at GIMPA, and the institutional environment is conducive for the practice. Knowledge of the practice is unclear. However, moonlighting serves as a source of additional income for lecturers, which a significant majority describe as enabling their continuing employment at GIMPA, but many pointed out the negative effects as well. Lack of a policy to control the behavior has been cited as a reason for the problem, which left lecturers to self-determine what to do. Moonlighting practice is affecting the quality of teaching and support to students by the lecturers.Research limitations/implicationsThe sample of the respondents who participated in the study is small and limited to 18. Their views cannot be generalized to all higher education institutions. But, the results show the seriousness of the problem and its implications.Practical implicationsMoonlighting is prevalent in GIMPA. It suggests that employees of other public higher education institutions are no immune to it.Originality/valueThis study is the first of its kind to explore the practice of moonlighting in a quasi-public higher education institution in Ghana. It has added to the empirical literature on the practice and the effects on the institution.

Abstract The design and the implementation of the development strategy at public higher education institutions This article focuses on identification of the model approach to designing and implementing a development strategy in a higher education institution. The main reason for taking up the topic of formulating and implementing development strategies in higher education institutions is the growing demand for developing a model of designing and implementing strategies in entities of this type. Higher education institutions are specific organizations, therefore it is not possible to apply methods of the strategic analysis, which were designed mainly for creating strategies of enterprises, in the direct way. The aim of the article is to emphasize the role of the strategic thinking in the context of the management of a higher education institution. Moreover, it is in this article on the basis of the GUS data that the information on higher education institutions, academic staff and students was summarized. It is in the study that the method of document analysis was applied. The structure according to forms, types of higher education institutions and numbers of students were analysed. The evaluation of discussed changes of discussed parameters over time was carried out.

Academic society is exposed to continuous growing demands and requirements – innovative pedagogical work, international recognition in research, cooperation with industry - these are just part of requirements which have to be ensured by academic staff at each higher education institution (HEI) in Latvia. The question arises – do working conditions of academic staff, taking into consideration described demands, duties and requirements, correspond with decent work practice, such as competitive pay and working stability? The aim of the research paper is to investigate if the factors influencing work of academic staff are following decent work practice. In order to reach the aim of the research paper, the authors have used the results of the Latvian Trade Union of Education and Science Employees (LIZDA) survey conducted at public higher education institutions in Latvia. The time period of survey was April – September, 2019. The target group of the survey were representatives of academic staff. The major conclusions of the research are the following: (1.) salary of academic staff isn’t competitive with other public professions and positions in Latvia; (2.) working stability of academic staff is low because of insecure and precarious contracts; (3.) working conditions of academic personnel regarding competitive salary and work stability don’t correspond with the decent work practice.

The purpose of this study is to recognize the share of self-generated sources of financing for activities of public higher education institutions as part of their general stream of financing. Therefore, the key question that will be answered in this study is: how is the structure of financing sources of a studied institution of higher education formed? In the theoretical section, findings were based on the results of literature research. In turn, in the empirical part, findings were based on the results of a case study supported by observation in a multi-field participating university. The entity's financial statements were also used. On the basis of the research results, the structure of financing sources for the studied public institution of higher education was determined, indicating the possibility of using the entity's financial reporting for this purpose. It was noticed, based on the classification of the sources of financial supply indicated in the literature, that they are heterogeneous – drawn from both the public and private sectors. An increase in the share of funds supplied from the private sector was also revealed. In turn, private sources mainly came from fees related to the teaching process. Private sources also included those from commercialization of research results. The research presented in the study has provided new knowledge about the structure of the financing sources of a public education of higher institution in the context of current conditions for its functioning. In particular, the research helps supplement the existing scarcity of knowledge about the share of self-generated financing for a public higher education institution in the general financing stream of its activities.

The subject of this Article is the offi cial position of the commandant of the Police Academy in Szczytno. In contrast, the author’s aim is to present the process of shaping the special attributes of this position, which is the status of an academic teacher. The article presents the se quence of organisational and legal changes to which the academic institution in Szczytno has been subject since 1972, as well as their impact on combining the status of academic teacher with the position of commandant of the Police Academy in Szczytno. The author comes to the conclusion that the process, which led to combining the status of an academic teacher with the position of the commandant rector of the Police Academy in Szczytno, was extremely tedious. This outcome was achieved only in 2018, i.e. almost fifty years after the unit in Szczytno obtained the status of a higher school. In the author’s opinion, it is an appropriate solution, because it fulfi lls the postulate of uniformity and systemic cohesion. Thanks to this, the legal situation of the rector of a higher education institution subordinate to the minister responsible for internal affairs was equated in the discussed scope to the situation of rectors of military higher education institutions and other rectors of public higher education institutions. In the opinion of the author, linking the position of the rector of a government service higher education institution with the status of academic teacher is also benefi cial for the institution itself and the person holding this offi ce. The author emphasises that the officers appointed to the position of commandant rector will be able to carry out scientifi c research activities and educate scientifi c staff in the institution they manage as academic teachers. A higher education institution may, in turn, list them and include their scientifi c output in the lists and reports required to be prepared as part of the procedures for the assessment of the quality of education provided by the institution and for the evaluation and categorisation of its scientifi c activities.

Retention is a critical topic on campuses across the nation. Numerous studies have examined how alcohol consumption affects retention but little to no research exists regarding the impact of alcohol violations on retention. This quantitative study examined over 7,000 freshmen at a regional, Midwestern, 4-year, public higher education institution. The participants were separated as either having a freshman-year alcohol violation or not having a freshman-year alcohol violation and then analyzed. The results of the study found that there was not a significant difference in retention for those with a freshman-year alcohol violation compared to those without a freshman-year violation. However, when looking only at those participants with a freshmanyear alcohol violation, a logistic regression analysis showed that high school GPA, minority racial status, amount of financial aid disbursed, not receiving loans, and not being Pell-eligible were all significant factors indicating a participant was more likely to return to school. However, this model only accounted for 18% of the variance in retention and future studies will need to include more variables to account for more variance in retention. The results of this study are valuable to all administrators at higher education institutions, especially student conduct administrators. The researcher proposes higher education institutions review policy and programming as it relates to alcohol education and alcohol violation sanctions to increase retention rates\namong alcohol violators.

This research has a singular and notable importance, because if something should concern a Higher Education Institution, it is knowing what is the destiny within society of the human resource trained in its classrooms, that product that the institution delivers to the community who are its graduates and professionals. For the Institutions of Higher Education it is satisfactory on the part of employers, that the training received in the Institution of Higher Education is indicated, that the majority of graduates and professionals are incorporated into the occupational market; that is to say; some exercise their profession and others do it in occupations that do not correspond to their profession, which is justified, being aware that one of the great problems of the contemporary world is undoubtedly the lack of demand for human resources for stable work, which according to Authorized and reliable studies of every 10 people who join the economically active population, only 3 have real possibilities of fully joining the labor market, either in the private or public sector.
