Abstract Never before in modern times has Working Europe been faced with such a fundamental and far-reaching transition pressure. We are in the beginning of two powerful transition processes, the innovation-driven digital transformation, and the policy-driven climate transition. On the top of these processes we are now facing a pandemic-driven restructuring of important sectors of our economies. Are our labour market regimes and policies fit for these challenges? Are we finally witnessing “the end of work” and an extended period of being Left Behind? Or can we build up capacities to deal with these three fundamental challenges? In this paper the authors discuss these issues based on the most recent labour market research and statistics and present some preliminary conclusions on the new forms of transition mechanism, and the scaling-up of European and national labour market transition policies as part of the Next Europe recovery strategy. It is not easy to predict the content, quality and volume of a skill development needs caused by the triple challenge of climate change, digitalisation, and Covid-19. We suggest, however, that the EU Commission should develop a transition capacity indicator corresponding to at least one fifth of the labour force and to recommend new springboards and bridges to work for the next years to come. This chapter focuses on early retirement, explaining why at a time of increasing longevity, and in particular healthy and active longevity, there is a continual withdrawal from the labour force of men and women who have not yet reached the formal age of retirement. While the expectation of a healthy life has been steadily growing, between 1950 and 1995 the estimated average age in the UK of the transition from economic employment to economic inactivity by older workers fell from 67.2 to 62.7 years for men and from 63.9 to 59.7 years for women. There are three main explanations for this change. First, economists have taken the view that there exist within most national pension systems incentives to retire. Second, sociologists argued that changes within the workplace and labour market have forced employees to withdraw. Finally, there are the changing attitudes of the workers and a growing internalisation of retirement as an extended period of funded leisure and consumption.

This study examines over-time trends in intergenerational class mobility based on cohorts of labour market entrants in Germany and the UK since the 1950s. We calculate absolute and relative mobility rates, separately for men and women, using the German Socio-Economic Panel (1984-2016), the UK Household Longitudinal Study (2009-2016), and the UK Labour Force Survey (2014-2017). Regarding absolute mobility, we find marked country differences in upward and downward rates. In Germany, downward mobility decreased, while upward mobility rose. In the UK, downward mobility increased, while upward mobility declined. We provide evidence that these differences can be linked to contrasting changes in the distribution of origin and destination classes. Regarding relative mobility, striking country similarities appear. For both countries, we observe increases in social fluidity for respondents entering the labour market during the 1950s and 1960s that cease to continue for cohorts thereafter. Comparisons between adjacent cohorts do not provide evidence that social fluidity follows cyclical developments of the economy or shorter-term volatilities in the labour market.

The beginning of 2020 was marked by an outbreak of the global pandemic COVID-19, which forced almost all governments to adopt restrictive measures in which social distance played a key role. In order to stop the spread of the virus and ensure the safety of people, many businesses were temporarily shut down and millions of workers were absent from their workplaces for long periods. So far, it is difficult to predict how much time, financial resources and effort it will take various actors to recover the world, European and domestic economies. Individual sectors and enterprises will continue to be adversely affected by the effects of the pandemic for a long time to come and will have to increase costs to ensure safety for operational process and labour force. The global impact of the coronavirus pandemic in social, economic, demographic, financial, political and other areas has yet to be comprehensively assessed and analyzed by experts. The article provides insight into analysis of the European labour market and measures adopted by the EU on smoothing the consequences of the coronavirus crisis in the social and labour spheres.

The participation of women in the labour force has been steadily rising over the years, especially with tremendous human capital investment in educating more women at tertiary levels. However, the tertiary educated women labour participation remains low, particularly among Muslim women. Therefore, this paper explores how tertiary educated Muslim women make their decision to work. This study surveyed 139 tertiary educated women and found their decisions to work are affected by their families’ needs and/or responsibilities, and may not be due to their lives’ goals and dreams. The majority of them work for the sake of money and hence will work if offered jobs meet their expectations in term of salary and position. Furthermore, they will leave the workforce if they need to fulfil their responsibilities at home. Therefore, to retain or to encourage more women especially those with high qualifications to be in the labour market, stakeholders must provide family-friendly jobs and suitable work environment such as flexible working arrangements. More importantly, stakeholders must be able to convince the family members of tertiary educated women to release them to the labour market.

Unemployment has a wide range of adverse consequences over and above the effects of the low income which people out of work receive. In the first decades after the war Britain tended to have a lower unemployment rate than most peer countries but this changed in the 1980s and 1990s, when Britain’s unemployment rate surged during the two recessions—possibly as a result of policies designed to tackle inflation. The young, those with less education, and ethnic minorities have higher risks of unemployment and these risks are cumulative. The evidence suggests that the problems facing young men with only low qualifications became relatively worse in the 1990s and 2000s. This perhaps reflects the dark side of educational expansion, young people with low qualifications being left behind and exposed in the labour market.


Climate justice requires sharing the burdens and benefits of climate change and its resolution equitably and fairly. It brings together justice between generations and justice within generations. The United Nations Sustainable Development Goals summit in September 2015, and the Conference of Parties to the Framework Convention on Climate Change in Paris in December 2015, brought climate justice center stage in global discussions. In the run up to Paris, Mary Robinson, former president of Ireland and the UN Secretary General’s Special Envoy for Climate Change, instituted the Climate Justice Dialogue. The editors of this volume, an economist and a philosopher, served on the High Level Advisory Committee of the Climate Justice Dialogue. They noted the overlap and mutual enforcement between the economic and philosophical discourses on climate justice. But they also noted the great need for these strands to come together to support the public and policy discourse. This volume is the result.

This study examined if creating intimacy in a group discussion is more effective toward reaching consensus about climate change than a focus on information. Participants were randomly assigned to either a group that spent the first part of an online discussion engaging in self-disclosure and focusing on shared values (intimacy condition) or discussing information from an article about climate change (information condition). Afterward, all groups were given the same instructions to try to come to group consensus on their opinions about climate change. Participants in the intimacy condition had higher ratings of social cohesion, group attraction, task interdependence, and collective engagement and lower ratings of ostracism than the information condition. Intimacy groups were more likely to reach consensus, with ostracism and the emotional tone of discussion mediating this effect. Participants were more likely to change their opinion to reflect that climate change is real in the intimacy than information condition.

The purpose of this paper is to investigate the causality between good public governance captured through six World Bank governance indicators and unemployment rate (unemployment as % of the total labour force) as a clear indicator of labour market performance. Although some previous papers have empirically demonstrated the casual nexus between country-level governance and economic development, this study investigates the relation of causality between public governance and the labour market. By employing Granger non-causality tests, we tested two hypotheses with regard to this nexus. We argue that bidirectional Granger causality is predominant for the relation of country-level governance and unemployment. Finally, our paper offers a complex quantitative analysis of the causal nexus between public governance quality and one of the most known labour market activity indicators for an extended panel dataset of countries worldwide for 10 years.

This study investigates the impacts of climate change on the hydrological response of a Mediterranean mesoscale catchment using a hydrological model. The effect of climate change on the discharge of the Alata River Basin in Mersin province (Turkey) was assessed under the worst-case climate change scenario (i.e., RCP8.5), using the semi-distributed, process-based hydrological model Hydrological Predictions for the Environment (HYPE). First, the model was evaluated temporally and spatially and has been shown to reproduce the measured discharge consistently. Second, the discharge was predicted under climate projections in three distinct future periods (i.e., 2021–2040, 2046–2065 and 2081–2100, reflecting the beginning, middle and end of the century, respectively). Climate change projections showed that the annual mean temperature in the Alata River Basin rises for the beginning, middle and end of the century, with about 1.35, 2.13 and 4.11 °C, respectively. Besides, the highest discharge timing seems to occur one month earlier (February instead of March) compared to the baseline period (2000–2011) in the beginning and middle of the century. The results show a decrease in precipitation and an increase in temperature in all future projections, resulting in more snowmelt and higher discharge generation in the beginning and middle of the century scenarios. However, at the end of the century, the discharge significantly decreased due to increased evapotranspiration and reduced snow depth in the upstream area. The findings of this study can help develop efficient climate change adaptation options in the Levant’s coastal areas.
