Personnel shortage in developed economic systems of the countries, especially in the field of intellectual activity, is getting worse because of the adverse demographical situation. Considering the mentioned above, this article shows the author’s way of dealing with the problem of qualified personnel shortage in the field of Russian science. The author of the article gives a list of suggestions that can help to create favourable conditions for career growth of the scientific and educational personnel and the system of work motivation, to increase the flow of new personnel in science, education and high technology field and to secure it in innovation and scientific field.

The author considers the legislation of GreatBritain on the activities of science and technology parks, technological innovations,tax and other benefits. The author traces the development of legislation governing theactivities of science parks in Great Britain. Innovative structures, their features areconsidered. An analysis of research by scientists on state and legal regulation of highereducation, research institutions, science parks. The author examines the Government'spolicy on the development of the scientific and technical sector of the economyby supporting and encouraging innovation in the scientific and technical sector andthe Question of the Great Britain Science Parks. The UK provides significant governmentsupport to science parks, fosters cooperation and dialogue between industry andacademia in the field of innovation and high technology. In this matter, the state directlyfunds research partnerships between industry and basic science. The statestrategy includes, in particular, the application of direct tax benefits for companiesthat interact with universities to implement high technology, research and development,tax benefits in the field of depreciation, as well as through financial and technicalsupport of leading universities and public laboratories, grants and grants.The author notes the important role in the development of innovation policy in theUK plays the creation of information support for innovation.The author has analyzed the legislation in the field of providing tax-compliant pilgrimsfor education and distribution. Legislation in the field of supply of taxable pilgrimsfor additional and retail outlets is stored alongside a number of regulatory legalacts, the main ones being:• Income and Corporation Taxes Act 1988;• Finance Act 2000;• Finance Act 2002.The author examines the executive authorities that implement state policy tostimulate the development of research and development. The author identifies thatthe UK is creating numerous innovation centers. The article emphasizes that of particularinterest are the model contracts proposed by the Ministry, aimed at the transferor use of ownership of the results of intellectual activity in the field of innovation.The author states that the British model of state support for innovation can be usefulin shaping public policy and creating a legal framework for regulating legal relationsin the field of innovation and the interaction of universities with business to implementresearch and development and high technology.

The article considers investing in human capital as a component of corporate social responsibility (hereinafter CSR). It is studied that human capital is the main strategic resource of any enterprise, and an extremely important component of intangible assets. The concept of corporate social responsibility for investing in human capital is highlighted. The essence of investments in human capital and their features are considered. The benefits of investing in human capital for the state, enterprise and employee. The research carried out by the center "Development of corporate social responsibility" is analyzed. The tendencies of introduction of corporate social responsibility at the enterprises of Ukraine are investigated. The essence of such concepts as "corporate social responsibility" and "human capital" is revealed. Modern problems of socially responsible investment development in Ukraine are outlined. The advantages of introduction of corporate social responsibility for economic growth of the enterprise and economy as a whole are defined. The analysis of scientific works and research shows that the problems of investing in human capital are studied by many domestic and foreign economists. It has been proven that investing in human capital is one of the key components of corporate social responsibility. Ways to increase the effective use of human capital in the business entity to obtain high results and motivate productivity, they can be: taking online courses, which will help improve skills without leaving the production; increase work motivation; investment by the company in human capital. With the help of these tools, the company will be provided with highly qualified personnel and will increase its competitiveness in market conditions. It is established that it is necessary to stimulate enterprises to introduce corporate social responsibility, because this is a concept that does not immediately, but over time provides additional financial benefits. Corporate social responsibility minimizes the non-financial risks that an enterprise may incur. It directly affects financial performance and competitiveness, but in the long run.

AbstractThe interdependence of science and technology has been of high interest for researchers from different fields for several decades now. As they represent different means of knowledge output protection, patents and research articles generally have different reasons for creation and different audiences. However, some of the inventors may be interested in making an impact on the scientific community and vice versa. This interaction between technology space (patents) and science space (articles) is especially important for high-technology fields, where both research institutions and enterprises play important roles in the innovative environment. This paper investigates the interaction between science and technology in the case of German plant biotechnology. With the help of network analysis tools, the evolution and co-evolution of co-inventors’ and co-authors’ networks for the period 1995–2015 is explored. Finally, the topics of the patents and papers from the overlap were analyzed with the help of text mining tools in order to identify the differences of topics between science/technology and their overlap. As a result, sizable differences in nature and advancement are observed between the two network types. Although the overlap between these spheres of innovative activities increased over time, the role author-inventors played in the science or technology space varied.

The article considers modern conditions of the development of the scientific space and proved that the educational system is a key factor that ensures socio-economic stability of the state, creates the basis for its intellectual and innovation and scientific and technological progress. It has been established that integration processes in the world economic space serve as a balancer of economic globalization and an intellectual platform for the functioning and development of national socio-economic systems. It has been found that the lack of funding prompts higher education to find modern supplementary financing models. It is substantiated that multi-channel financing of education and science is a trend that is formed on budget and extrabudgetary sources. It was investigated that the key position of extrabudgetary sources of funding is the creation of a trust fund to fund nationwide scientific and educational projects.

The article is devoted to the issue of a systems approach in the context of philosophical problems. The necessity of revising system representations and expanding the dynamic component, according to the requirements of the time, is substantiated. Attention is focused on the evolution of the concept of the systems approach in Russian systemology. It is shown that the uniqueness of the evolution of the systems approach in Russia is due to the problem of determining its role and place in the conditions of the dominance of materialistic dialectics in the Soviet period. The aim of the article is to trace the modern formation of the synthesis of the systems approach and dialectics. Through historical analysis, the emergence of basic concepts on which system-dialectical synthesis is carried out today is revealed. Variants of interpretation of the systems approach in Russian science and philosophy are highlighted – its relationship with the philosophical principle of sistemicity, an interdisciplinary scientific field, and the field of private sciences. It is shown that the systems approach, enriched by the dynamic capabilities of the dialectic and synergetic approaches, is qualitatively expanding its application possibilities. The line of research raised by V. N. Sagatovskiy and continued by E. G. Vinogray is the problem of the causes of the formation of systems as a result of resolving systemic contradictions, complemented by the possibility of forming systems based on emerging synergistic relationships. It is proposed to consider the contradiction and synergy as a double category of system-forming factors in the process of formation of the modern concept of the systems approach.

<p>The aim of this study was to identify the mediating effect of employee engagement in the relationship between its antecedents and consequences (i.e. job satisfaction). A random sample comprising 250 subjects from academic institutions in Jordan was used to collect the required data. Of the250 questionnaires distributed, 238 were returned and considered valid for analysis. The findings showed that all mediation conditions were verified. That is, employee engagement mediated the relationship between employee communication, clear career growth opportunities, employees’ pride in their organization, managers’ trust and integrity, rewards and recognition, feedback and mentoring, work motivation, psychological empowerment, internal corporate social responsibility (CSR) practices, organizational and supervision support and organizational justice, as well as organizational culture and job satisfaction. Hence, managers should take these antecedents into account to keep their employees engaged and satisfied.</p>

There is no alternative to Russian science in the innovative development of the Russian economy. Without discussing the obvious role of science in the development of defense technologies to protect the country’s borders, under the conditions of sanctions, which inevitably hamper the development of the Russian economy, the reform of science is necessary. The main direction seems to be the creation of a full-fledged applied branch of science with a variety of organizational and legal forms. On this path, the role of education is high. A cardinal mistake in the reform of education was made with the adoption of the Western model of combining education and science. It should be taken into account that fundamental science and education represent different spheres of intellectual activity. But applied science and education are closely linked, if only for the reason that students’ interests in attractive specialties are dictated by the real prospects of the future profession used in Russian industry. The personnel policy of the Government is closely connected with the innovative development of Russia. The bureaucratic power vertical created in the country is not conducive to the entry of professionals in this or that field of knowledge into the circle of top managers. Therefore, the executive energy of managers responsible for scientific innovations is aimed exclusively at achieving the goals of formal competition with other powers, contributing little to the real scientific and technological progress in our country.

Background: Quality of management education is an important aspect for the continuity of education and the acquisition of quality outcomes. Human resource management requires good performance of educational personnel in providing services to students and the lecturers themselves supporting the implementation of tasks. For the lecturers, the demand of task implementation is sort of a stressor. A good motivation well-achieved the performance of educational personnel. This study aimed to determine the correlation of stressors and motivation of the lecturers’ performance based on job descriptions in the work of health education institution Karya Husada Kediri.Method: This study is an analytical research correlated with cross-sectional approach. The population is all educational personnel in health education institution Karya Husada Kediri. Study sample was 50 educational staff with a total population of the technique. Collecting date using questionnaire.Results: The results of correlation analysis using Pearson test found that work stressors negatively correlated (r = -0.315) with the performance, and there is a positive correlation (r = 0.408) between work motivation and performance. The results of analysis using path analysis showed a influence between stressors and simultaneously with the performance of work motivation with square values of r = 0.359 and the influence of other variables that are not observed at 0.641.Conclusion: Low work stressors and highly motivation could raise the performance of the educational personnel at health education institute Karya Husada Kediri so in that way there is much more thing to do how to deal with work stressors and motivational improvement to gain better performance.
