The relevance of the topic is determined by the importance in modern conditions of formation of mechanism for effective risk management in agriculture - one of the priority tasks of the development of agro-industrial complex. The authors analyze the problems of using the insurance mechanism in agricultural sector of the Republic of Kazakhstan. Its importance in increasing the efficiency of production in the branches of agro-industrial complex is shown. Variants of using the insurance system such as risk management tool are considered, foreign experience in this area is studied. The features that characterize the insurance activity in crop production are revealed. For agricultural crops, this is government participation aimed at protecting farms from losses caused by emergencies; financial assistance in the implementation of insurance is manifested in the form of compensation for damage caused by insured events. It has been established that the existing insurance sector does not solve the main problem of protecting the property interests of policyholder related to compensation for losses if insurance payments are required. It was revealed that this mechanism has not received widespread use due to the extremely short term for concluding insurance policy. The aggregated nature of the indices makes it possible to obtain quantitative estimates of the probability of insured event occurring, to a certain extent, possessing the property of universality, regardless of the indicators used and methodology of their calculation. The experience of applying the mechanism of this type of insurance services on the materials of the East Kazakhstan region has been studied.

Agriculture is the central link in the agro-industrial complex, an important source of income and an instrument for ensuring the country's food security. In modern research works, the fundamentals of the development of the technical base of the agricultural economy sector have not been practically revealed. Issues related to the formation and functioning of the agricultural machinery market remain unresolved. In this regard, the search for solutions to the problem of complex mechanization of agriculture is becoming especially relevant in modern conditions. The scientific novelty of the work is to justify the need to improve technical equipment and practical recommendations for the development of the innovative base of agriculture. Provisions that determine the scientific novelty of the study are: to identify the main trends in the changes in the elements of the material and technical base of agriculture in the Republic of Tatarstan and to reveal the necessary modernization and innovative development of the technical base. The practical potential of the research results is to increase the economic efficiency of the technical base of agriculture in the republic. Theoretical and practical results of the study can be recommended for use in the formation of programs for the development of technical equipment of the republican agrarian sector, planning of agricultural production, economic analysis of the economic activity of agricultural enterprises and organizations. Not only the development of the agro-industrial complex as a whole, but also the improvement of the quality of life of the population and its provision with food products depend on the efficiency of using the technical base. The most important agricultural sector in our country is crop production, which produces about 60% of this type of product. The priority area for agricultural development is stable technical support for business development. The solution to this problem largely depends on the use of structural elements of the technical base, on the conditions of its operation and reproduction, on susceptibility to various innovations and on high adaptability to a changing external environment.

The article is aimed at identifying modern features of insurance in the agricultural sector of the Ukrainian economy and defining the factors of influence on the agricultural insurance market. The article discloses interpretation of the terms of «insurance» and «agricultural insurance» and also presents the types of possible risks arising in the activities of agricultural enterprises. The performance indicators of leading insurance companies in the field of agricultural insurance are analyzed. The current state and dynamics of insurance of agricultural risks, which arise both in the field of crop production and in livestock, are researched. This will allow predicting the future prospects of the market for insurance services and products, as well as finding possible optimal ways to solve the problems of product insurance, faced by the agricultural producers. The main factors influencing the efficiency of the insurance market in the agricultural insurance sector are allocated. The basic principles of insurance of agricultural products with the State support are analyzed. It is defined that the further development of agricultural insurance should be directed towards creating a profitable and safe environment for all participants in the agricultural market, which provides for the distribution of risks between agricultural producers, processing enterprises, banks, insurance companies and the State. The agricultural insurance of risks creates possibilities for advantageous harmonizing the interests of participants in the agricultural insurance market and the State as a party whose first priority is to ensure stable economic growth.

The process of assessing the financial stability of an agricultural enterprise and the possible introduction of elements of a risk management system is illustrated by the example of the agricultural organization JSC “Alabuga Sote” (the Republic of Tatarstan). In order to consider the financial stability of the enterprise, the following indicators were calculated: absolute liquidity ratio, current liquidity ratio, profitability on equity and profitability of sales. Based on these calculations, the company’s financial stability was assessed and possible measures were proposed to improve it. In addition to quantitative methods for assessing financial sustainability (calculations), there are also qualitative methods that are aimed at previously forecasting company risks such as SWOT analysis, PEST analysis, active monitoring of threat, threat matrix generation, Michael Porter model, mathematical modeling, construction of scenarios, the involvement of expert opinion and so on. The development and implementation of a risk management system is one of the most important directions for the development of the enterprise (including the agro-industrial complex). This mechanism is able to provide both financial stability and investment attractiveness of the organization.

The author examines the problems that have arisen in food market: rising food prices, restrictions on the supply of agricultural raw materials due to the coronavirus pandemic around the world. It is shown that in Kazakhstan the size of GDP for 8 months of 2020 decreased in relation to the same period in 2019 by 3%. The statistical data on changes in the level of development of sectors of the national economy for August 2020, the amount of gross output of agriculture, forestry and fishery in the republic are presented. State measures to support farmers in the current situation have been substantiated. Literary sources are summarized with emphasis on the importance and role of attracting foreign capital to agricultural sector. The analysis of investment projects for production, processing and storage of agricultural products is carried out on the example of Almaty region. Foreign investors who, together with the participation of government agencies, allocate material resources for modernization, reconstruction, construction of new factories and agricultural complexes are presented. At the same time, great attention is paid to increasing the efficiency of production facilities and innovative agricultural technologies. Subsectors of agriculture have been identified, where investments in this region are involved as a priority. The barriers and problems of limiting foreign investment in agro-industrial complex during the period of "COVID 19" are identified: uncertainty of continuation of the pandemic, the volatility of world oil prices, trade wars and sanctions, dollarization of the economy, etc. Recommendations and prospects for improving the implementation of investment projects are presented.


The subject of research in this paper is the prospects for integration relations of the Russian border region, the Altai Territory, with the adjacent territories of the Republic of Kazakhstan based on the concept of polarized development of territories. An analysis of the existing prerequisites and the current state of integration processes, as well as the specifics of the development of the regions, showed the possibility of using the agricultural sector as a propulsive industry. The possibility of increasing the workload of production facilities of processing enterprises of the Altai Territory using the raw stock potential of the livestock industry in the East Kazakhstan Region has been identified.

The article notes the need to improve the quality of engineering personnel training for the agricultural economy. This is due to the fact that the development of modern agricultural production and the sharply accelerated processes of developing and implementing innovative technologies in production against the background of increasing attention to digital technologies in agriculture require a radical modernization of the technical base of the agricultural sector of the economy. The article presents the concept of agricultural classes for young people in rural areas. This concept represents a positive experience of early involvement of young people in agricultural specialties and especially engineering personnel. A special feature of this approach is the involvement of specific agricultural producers, who are anchor employers in these territories, in the early career guidance of young people. The importance of agricultural classes is that already at school, the student can form his attitude to agriculture and by the time of graduation decided what profession and specialty he wants to master. The connection between school and university formed with the help of agricultural classes helps today's students to make a choice that will determine their future life. And its correctness depends not only on the future of one person, but also on the agriculture of the country as a whole. The article presents the experience of creating and operating agricultural classes created in the Republic of Tatarstan (Russia) by Kazan State Agrarian University, which can be replicated for other countries and will help reduce the negative trends of the shortage of qualified engineering personnel for agricultural production.

The pandemic, which began in 2020, has seriously exacerbated the problem of food security in many countries. The purpose of the research is to identify the main factors of the stability of the agro-industrial complex using the example of one of the Russian regions and to consider the possibility of applying the accumulated experience in other subjects of the Federation. The object of the study is the Republic of Mordovia, a relatively small Volga region, located in the zone of risky farming and consistently demonstrating high rates of agricultural production. The region produces 1.2% of the total volume of agricultural products while its area is 0.2% and a population is 0.54% of the values of these indicators in the country. The study used data from Rosstat, proceedings from authoritative international organizations. One of the main factors for the stability of the regional agri-food complex is the high proportion of agricultural organizations, which is significantly higher than the national average. However, the cultivation of potatoes and vegetables is mainly concentrated in personal subsidiary plots, therefore, along with the implementation of an agricultural policy aimed at the development of large-scale agro-industrial production, it is necessary to organize the purchase of products from the population. This will help raise the living standards of villagers and stabilize the demographic situation. Another factor in the sustainable development of agriculture in Mordovia is the correct choice of intra-industry specialization. The leading industry is animal husbandry, the success of which is largely ensured by the dynamic development of poultry farming: the region accounts for 3.6% of the poultry population in agricultural organizations of the Russian Federation, Mordovia ranks 10th in the country in the production of eggs in agricultural organizations. The current demographic situation poses a potential threat to the development of the agricultural sector. If in Russia 1990-2018 the number of rural residents decreased by 4%, while in the Republic of Mordovia - by more than 30%. Therefore, the priority task of the social and economic policy of Mordovia should be the preservation of the rural population and the creation of conditions for attracting and fixing migrants in the region
