Sustainable development is a political concept that brings with it numerous practical and realistic challenges, with special emphasis on those related to the provision, direction and release of resources for the implementation of such a policy. Therefore, the financing of environmental protection is marked as one of the most important issues in the environmental management system, not only in formal strategic documents. In the area of economic instruments for environmental protection at the local level, transparency has been increased and revenue collection and control procedures have been significantly facilitated. Whilst there are indications that ambitious investments are being made in environmental protection, the functionality of the so-called environmental compensations as economic instruments remains questionable. Large polluters should be fiscally affected more severely, and the destination of this revenue for environmental purposes in the budgets of local self-government units should be considered. This is the only path to enable this instrument to produce its "environmental" and not only its fiscal dimension.

Abstract The procedure of assessing the project’s influence on the environment during which, inter alia, the compliance of the implemented project (eg concerning technical infrastructure, linear investments, or processes that affect the forms of nature) with the requirements of the environmental protection is verified, constitutes an environmental management instrument. Especially the environmental authorities leading or consulting this procedure may apply different limits and concepts of the action. At the same time they are limited by legal determinants. The aim of this article is to identify the most significant organizational problems that have arisen during the application of this procedure at the level of regional directors of environmental protection throughout the country. As a part of the study to fulfill the aim of the research, an analysis of all cases conducted by them was carried out. This led to a dispute and a consequence in the form of an appeal against the issued decision on the environmental conditions and the outcome of the appeal by the Director General of Environmental Protection. This article has verified the substantive scope of the issues, the ways to resolve conflicts and their impact on the regional and national development. Based upon these results, the proposals for changes of the environmental management system have been formulated.

Started in 2007, the PN2 MEMDUR project’s main objective is to design, develop, test and implement in Dambovita County an advanced management system which has to assure the evaluation of the environmental risk in order to administrate the crises situations, in accordance with the demands required by the sustainable development on local, regional and national level. This paper tries to emphasize one of the most important parts of the project which manages the recorded data collected from the measuring workstations. Those workstations measure several parameters in fixed or mobile points.

The issues of changing the paradigm of strategic management of sustainable development and management technologies for environmental protection are considered on the basis of analysis of sustainable development strategies. The Eastern European countries such as Belarus, Bulgaria, Czech Republic, Hungary, Moldova, Poland, Romania, Slovakia and Ukraine were used as the focus group. The country profiles were made based on the management technologies used to protect the environment. The analysis of existing models of the quantitative estimation of efficiency of sustainable development with the purpose of revealing the indexes capable to assess the efficiency of management technologies were carried out. Based on the indexes of the Economic Performance Index, the strengths and weaknesses of each country were identified (based on 24 EPI indexes in general and EPI sub-indexes in particular). Proceeding from the results of the content analysis and the components of the economic efficiency index, the practice of strategic environmental protection management as a strategic priority of sustainable development is based on increasing resource efficiency and environmental awareness, development of eco-technologies and instruments of environmental management.

There are many problems about the current management mode of the scenic spots in China with the contradiction between the economic development and environmental protection as the key problem. The study on the management and control mode of the low-carbon scenic spots can alleviate the overload operation in the scenic spots to a great extent and it can help increase the economic income as well as achieve a sustainable development of the scenic spots. The straight-matrix structure constructs a horizontal and vertical management coordination platform with the information technology as the support and it enables the management information to be processed and conveyed within the organization so as to realize a win-win development of economy and environmental protection in the scenic spots.

All human societies have laws, which may be written or unwritten. Those laws, and the mechanisms to enforce them, evolve as internal and external forces shape the society. Modern environmental regulatory frameworks are a complex mixture of traditional behavioural rules and newer benchmarks of environmental performance. Gradually, we have come to value the rules themselves above the goals they are intended to achieve. In fact, environmental improvement can be achieved in many ways, not just through traditional regulatory approaches. Traditional "command-and-control" regulation provides a useful backstop but is limited in its ability to encourage innovation. Newer approaches, including economic instruments, voluntary clean-up, and recognition programs, offer the means to encourage prevention, protection, and conservation, rather than resource wastage and reliance on end-of-pipe technology. A combination of command-and-control programs for minimum limits, coupled with economic incentives and voluntary compliance schemes for enhanced protection, may be the only viable environmental management strategy for the 21st century.Key words: environmental management, environmental law, pollution prevention, economic instruments, voluntary, compliance.

Abstract Green innovation is critical for sustainable development. The reform of environmental management system plays an important role in improving environmental pollution and technology progress. Working from a heterogeneous perspective, this study investigates the effects of different types of environmental decentralization on regional green innovation using statistical data from 30 provinces in China over the period of 2000–2015. The results show that environmental decentralization (ED) promotes regional green innovation. Furthermore, according to different environmental management of levels and affairs, we divide environmental decentralization into provincial-level environmental decentralization (PED), municipal-level environmental decentralization (MED), and county-level environmental decentralization (CED); environmental administrative decentralization (EAD), environmental monitoring decentralization (EMD), and environmental supervision decentralization (ESD), respectively. There is also evidence suggesting that different types of environmental decentralization have varied effects on regional green innovation. These findings set out in this study are robust when different methods are employed. A further investigation indicates that the effects of different types of environmental decentralization on green innovation apparently differ across Chinese different regions. Some policy recommendations will help policymakers to determine more effective environmental decentralization.

Environmental management systems are useful and important in many ways such as reducing the negative effects of businesses on the environment, creating a safe working environment, preventing pollution, reducing costs, reducing risks, improving environmental performance, and improving corporate image. The aim of this study is to emphasize the importance of ISO 14000 environmental management system standards for sustainable development and environment in business. In this direction, the study explains sustainable development, sustainable environment, the characteristics, importance, development, stages, standards and benefits of the ISO 14000 environmental management system for businesses.

Challenges to Sustainable Development in Island Tourism Every participant in the life of a local community, hence the local community of the island of Krk as well, must develop an awareness of how they can cooperate in the improvement of quality, environmental protection and safety. This awareness can be achieved through constant education, and the improvement and perfection of all the destination factors for the island of Krk. With the preventive measures of environmental protection and optimal resources usage in the construction projects and management of the island of Krk, as well as waste management practices (the system known as "The Eco Island of Krk"), the island of Krk has to become an example, aware of its responsibility for future generations and the need for sustainable development. Open communication and partner relations with the social community and all interested parties, primarily those related to environmental protection and tourist and visitor safety, must be main factors in the future sustainable development of the island. The adoption of an environmental management system as one of the strategic baselines of the sustainable development of the island provides it with a comparative advantage on the tourism market, thus defining it as an "eco island" with the fulfillment of all legal and other obligations, and satisfying the demands of tourists, the local community and the public, all with the goal of more successful environmental protection.
