The purpose of the work was to assess the timing of the transition of the Russian economy and the economy of individual regions of Russia to the dominance of the fifth techno-economic paradigm. The contribution of the fifth technical and economic paradigm in the per capita GDP is given. Based on econometric models of economic dynamics, the time of the beginning of the domination of the fifth techno-economic paradigm in the economy of regions is estimated. The economy of individual regions has already passed to the domination of the fifth technoeconomic paradigm. In the economy of a large part of the regions, the transition to the dominance of the fifth techno-economic paradigm can expected many years and decades hence. Estimates of the expected timeframe for the transition to the dominance of the fifth techno-economic paradigm are received, based on the assumption of the preservation of economic development trends in 2001–2015.

The digitalization of the oil and gas sector is the strong driver for Russian economy increasing efficiency. The main purpose of this study is to find out the main digitalization development trends of the oil and gas sector and the growth barriers and effects in Russian oil and gas industry in modern digital economy conditions. The results of this study show options of digital technology using in oil and gas sector in Russia.

In the paper, the author attempts to determine spe-cific to the Russian economy development trends and characteristics of human capital. It is done in the context of digitalization of the economy in com-parison with global trends, such as intellectualiza-tion and creativization, virtualization and network-ing, integrativity and variability of education, coher-ence of competencies, a combination of conver-gence and divergence of technogenesis and anthro-pogenesis, based on content analysis of scientific literature and empirical sources. It is shown that the trends in the evolution of human capital in the Rus-sian economy in the context of digital transfor-mation generally correspond to current global trends. As features of the current stage of human capital development in the Russian economy, the weak involvement of the population in the process-es of continuing education, the low level of social capital development in vast rural areas of the coun-try, aggravated by digital inequality, and the short-age of regional universities that can play a key role in the formation of regional intellectual capital are identified. Overcoming these negative characteris-tics requires the development and implementation of new, global trends-oriented, effective forms and mechanisms for the reproduction of human capital.

In modern conditions of Russian economy, to create an innovative product (or service) that meets the requirements of users it is necessary to combine resources and competencies of several companies. Issues related to the network integration of companies based on the creation of ecosystems are quite controversial. In modern scientific literature there is no consensus on the definitions of an ecosystem and the ecosystem of the financial technology market (fintech market). This substantiates the relevance of the study. In the context of the dynamic development of financial technologies in Russia, new forms of organizing the interaction of enterprises for the integration of innovative ideas, the development and creation of innovative goods and services are of particular importance. The goal of this article is to determine the essence, features and prospects of developing the fintech ecosystem of Russia. The article provides an overview of the main works devoted to substantiating the concept of an ecosystem, analyzes the features and advantages of this form of organizing the financial technology market. The authors clarify the definition “financial technology market ecosystem”, develop the classification of fintech ecosystems, and formulate the main directions of state regulation of the fintech market ecosystem. The article presents an analysis of priority initiatives aimed at the development of the Russian fintech ecosystem of the global and Russian markets of innovative financial technologies and services determined from the results of the study.

Federal tax revenues from the main sectors of the Russian economy after the 1998 crisis are examined in the article. Authors present the structure of revenues from these sectors by main taxes for 1999-2003 and prospects for 2004. Emphasis is given to an increasing dependence of budget on revenues from oil and gas industries. The share of proceeds from these sectors has reached 1/3 of total federal revenues. To explain this fact world oil prices dynamics and changes in tax legislation in Russia are considered. Empirical results show strong dependence of budget revenues on oil prices. The analysis of changes in tax legislation in oil and gas industry shows that the government has managed to redistribute resource rent in favor of the state.
