In modern conditions of Russian economy, to create an innovative product (or service) that meets the requirements of users it is necessary to combine resources and competencies of several companies. Issues related to the network integration of companies based on the creation of ecosystems are quite controversial. In modern scientific literature there is no consensus on the definitions of an ecosystem and the ecosystem of the financial technology market (fintech market). This substantiates the relevance of the study. In the context of the dynamic development of financial technologies in Russia, new forms of organizing the interaction of enterprises for the integration of innovative ideas, the development and creation of innovative goods and services are of particular importance. The goal of this article is to determine the essence, features and prospects of developing the fintech ecosystem of Russia. The article provides an overview of the main works devoted to substantiating the concept of an ecosystem, analyzes the features and advantages of this form of organizing the financial technology market. The authors clarify the definition “financial technology market ecosystem”, develop the classification of fintech ecosystems, and formulate the main directions of state regulation of the fintech market ecosystem. The article presents an analysis of priority initiatives aimed at the development of the Russian fintech ecosystem of the global and Russian markets of innovative financial technologies and services determined from the results of the study.

The article is meant to analyze current problems and prospects for the development of effective tax policy as part of digital transformation of Russian economy. Introduction of a digital tax and the consequences of the digital tax reforms in the EU, the USA and OECD countries are highlighted. The necessity of qualitative transformation of the tax system of the Russian Federation in response to modern challenges is substantiated, taking into account the changes of the Tax Code of the Russian Federation adopted at the end of July 2020. The authors suggested their own concept of a digital tax and the prospects for its adoption in Russia, and consider it inappropriate to impose taxes on Internet users who do not use the Internet for business. Today, the main focus should be made on creating and testing effective technologies that allow on-line monitoring the tax basis of digital economy entities, taking into account the cross-border movement or use of digital products (goods and services). In addition, it would be extremely important to provide for a potential tax exemption for part of the profits of international ICT companies that are received on the territory of the Russian Federation and reinvested in joint with Russian companies projects in the high-tech for civil purposes area.

The author considers the problems of typification of society. Some concepts of typification of social stratification models in different countries formulated and justified in historical and legal, historical, sociological, and economic scientific literature are reviewed. The circumstances that make it difficult to formulate universal concepts designed for application in the complex of social Sciences are identified. These circumstances include insufficient consideration of legal factors, including the position of the legislator, the specifics of the corporate legal status, and the characteristics of the mechanism for changing individual legal status. The author offers a variant of classification of society types from the point of view of legal registration of their structure. The possibility of distinguishing types such as consolidated companies and segmented companies is justified.

The forecasting of development trends and the timely revealing of new technical (technological) fields are the key prerequisite for an effective development of modern economy. Only reliable results of technological analysis (forecast) allow identifying new technologies, understanding the evolution of entire industries, carrying out strategic investment planning at the state level, and also planning R&D correctly. The aim of this work is to justify one of the possible approaches to the classification of technical (technological) fields in terms of assessing their relevance, novelty and short-term prospects. This approach is based on patent analysis, in particular, on the study of the time series features of US invention patents (1976-2018) for more than seventy-three thousand main groups (subgroups) of the 17th edition of the International Patent Classification (IPC17). The United States Patent and Trademark Office (USPTO) has been selected as the primary source of information because it is one of the world’s largest and constantly updated patent resources, providing direct access to full-text descriptions. In the authors’ opinion, a feature analysis of the US patent issue dynamics at time intervals (1976-2015, 2009-2018 and 2016-2018) allows dividing the IPC groups (subgroups) into the following three main clusters: “unpromising”, “promising” and “breakthrough”. In terms of the timely revealing of new, previously unknown, technologies or solutions in the technical field, or of the steadily growing technological trends, the “breakthrough” and “promising” subgroups are of the greatest practical interest. The article presents the results of an empirical classification of 71,266 subgroups (with a non-zero number of the issued patents since 1976 to 2018) in eight sections of the IPC17. These data may be useful for developers, researchers and R&D planners in solving complex scientific and technical problems, as well as for making short-term forecast estimates of a specific technical (technological) field development.

Subject. The article investigates a Russian approach to ensuring economic growth. Objectives. The aim is to identify the basis of the Russian approach to ensuring economic growth. Methods. The study rests on the systems approach, using the methods of statistical, neural network, and cluster analysis. Results. The paper defines the structural importance of exports of goods and services, and changes in inventories. It highlights significant links with public consumption expenditures. The Russian approach to ensuring economic growth comes down to devaluation of the national currencyб resulting from the loss of the real inflationary potential of economic growth to maintain the volume of exports of goods and services in the context of maintaining public consumption expenditures. The increase in M2 forces the Central Bank of the Russian Federation to increase its foreign exchange reserves. This has a restraining effect on the growth of Russian Ruble’s monetary exchange rate. This phenomenon causes a drop in the Russian federal loan bond (OFZ) index and a replacement of strategic priorities with tactical ones. Conclusions. The basis of the Russian approach to ensuring economic growth is a reflection of the limits of the Russian economy development and the effectiveness of the Government of the Russian Federation.

Introduction. Socially significant goods and services is the complex that includes a certain list of food products, certain types of products present in the domestic consumer market, which are sold at fixed prices. The regulation of the market for socially oriented goods and services requires regulation of consumer behavior and an optimal behavioral approach, which can help to improve the well-being of the population. Aim and tasks. The purpose of the article is to substantiate the theoretical and methodological principles and conceptual provisions for the regulation of the domestic consumer market in terms of socially significant goods and services in Ukraine. Results. A conceptual approach to socially oriented goods and services has been developed for the better functioning of the domestic consumer market. At the same time, it is important to take into account that the approach is built taking into account the principles: accountability and responsibility, predictability, consistency and consistency: efficiency, adaptability, social justice. The mechanism of state regulation of the market of socially significant goods and services has been improved. The concept of state regulation of the market of socially oriented goods and services is presented. The process of implementing the concept should include full interaction of all elements of state regulation of the market of socially significant goods and services. The purpose of the concept is to substantiate the theoretical and methodological aspects of state regulation of the market of socially significant goods and services in Ukraine. Conclusion. A conceptual approach to the regulation of the market of socially oriented goods and services is presented, which consists in the application of all components, namely the legislative aspect, the economic aspect of market regulation of socially significant goods and services taking into account factors influencing the regulation of domestic consumer market and legislative aspects of price regulation for socially oriented goods and services. The concept presents three components of socially oriented goods and services. State regulation is applied to each of the components (price regulation, regulation of the industry – in some industries, which are producers and suppliers of socially oriented goods and services, natural monopolies operate). Compliance principles of market regulation of socially oriented goods and services would ensure the appropriate and rational consumption of the goods by the population.

The paper analyzes research, technologies, and equipment related to wastewater heat utilization systems. The main factors influencing the development of the industry and the implementation of such systems are given. Such factors include: social, political, economic, technological, legal and environmental. The classification of technologies and equipment for wastewater heat utilization according to the place of heat extraction is given. Namely, low potential wastewater heat can be collected at the treatment plants, in sewer collectors leading to treatment plants and directly in houses. The paper describes the available research in the scientific literature on these three categories The global scientific community is working to create efficient wastewater heat recovery systems. The environmental situation requires greater use of wastewater recovery systems. An important issue is to increase awareness and education of the population, as this approach will increase the degree of implementation of wastewater heat utilization systems in residential buildings.

The problems of accelerating the transition of Russian enterprises to innovative economy are considered. The structure of new factors constraining the transition of the Russian economy to innovative development is revealed, and their analysis is carried out. A number of significant shortcomings of the scientific base of innovative investment management have been identified. New categories of innovative investments and pseudo-investments based on a strategic approach and classification of investments are proposed. The way and recommendations for resolving one of the most important contradiction between business and the state on the choice of ways and of sources of innovative investment are proposed.
