RESUMEN A lo largo de la historia, sobre todo en el ámbito local, el papel que llevaron a cabo las mujeres fue el de ser amas de casa, madres y esposas, además de proveer de alimentos. Sin embargo, en los últimos años se ha discutido y estudiado sobre si estas actividades son parte de lo privado y reproductivo o realmente pertenecen a lo público y productivo. Es así como, desde la perspectiva de género y de la economía feminista se pueden analizar estas proposiciones y visualizar los papeles que se designan a los hombres y a las mujeres en una sociedad, para de esta manera determinar las formas de comportamiento en lo social, jurídico, económico, cultural o en la vida cotidiana y rastrear el origen de tales condiciones. La presente investigación utiliza la metodología del análisis bibliográfico, mediante el cual se recopila el concepto y teória de la Economía Social y Solidaria y su conexión con la Economía Feminista, que, en conclusión, logran complementar y apuestan por una reorganización del trabajo en el que se valorice el trabajo de las mujeres en particular reconociendo la construcción de una nueva economía.   ABSTRACT Throughout history, especially at the local level, the role of women was to be housewives, mothers and wives, as well as providing food. However, in recent years there has been discussion and study of whether these activities are part of the private and reproductive or actually belong to the public and productive. This is how, from the perspective of gender and the feminist economy, these proposals can be analyzed and the roles that men and women are appointed in a society, in order to determine the forms of behavior in the social, legal, economic, cultural or daily life and trace the origin of such conditions. This research uses the methodology of bibliographic analysis, which collects the concept and theory of the Social and Solidarity Economy and its connection with the Feminist Economy, which, in conclusion, succeed in complementing and committed to a reorganization of work in which the work of women in particular is valued recognizing the construction of a new economy.

In 2018 the Bulgarian Government has launched a new legislation on the enterprises of social and solidarity economy as a political sign for the recognition of the role of social economy sector in the country. This was an expected result from the recent trend of development of the social economy in Bulgaria and the growing visibility of the sector and its consolidation with the policies of the European Union. At European policy level social economy and social enterprises are identified as a key instrument for employment and innovations which have a major role in overcoming the poverty and social exclusion. The aim of the law is to regulate the public relations related with the social and solidarity economy, the types of social enterprises and the measures for their support as well as the conditions and the requirements for the activities of social enterprises. As this is the first Bulgarian law on social economy it provides the bases for a public policy which stimulates the development of sector and establishes clear rules for a registry of social enterprises and a methodology for measuring the social added value. Тhe purpose of the current report is to provide an overview of the new policy and legislation in Bulgaria and to analyze the expected effects on the development of the social economy sector.

As desigualdades entre mulheres e homens começaram a ser denunciadas pelas próprias mulheres em Cabo Verde. Estamos certos de que tais denúncias permitiram que as mulheres, lentamente, fossem adquirindo direitos e construindo uma agenda de igualdade. Nessa linha, propomos analisar o papel das ONG comprometidas com a igualdade de género, em Cabo Verde, em prol da defesa dos direitos das mulheres, num contexto de invisibilidade do papel destas na esfera pública. A metodologia adotada é a pesquisa documental e a realização de entrevistas com presidentes de 03 ONG que atuam no paá­s. As ONG têm criado condições que asseguram a igualdade entre homens e mulheres, com particular ênfase na promoção do empoderamento das mulheres, sobretudo, para contrapor os indicadores de desigualdades. As organizações vêm demonstrando capacidade de promover mudanças, provocando transformações na estrutura social, influenciando novas práticas e provocando novos modelos de relacionamento social de igualdade de gênero.Palavras-chaves: Mulheres. Cabo Verde.GENDER ISSUES ON THE PUBLIC AND POLITIC AGENDA IN CAPE VERDE, AFRICA: The Role of Feminists NGOs in the Struggles for Women's RightsAbstract: The inequalities between women and men started to be reported by women themselves in Cape Verde. We agree that these allegations have allowed women to acquire rights and building an equality agenda. Therefore, we propose to analyze the role of NGOs committed to gender equality in Cape Verde for the defense of women's rights in a context of invisibility of women's role in public sphere. The methodology is document research and interviews with three NGO”™s Presidents. These NGOs have created conditions that ensure equality between men and women, with particular emphasis on promoting the empowerment of women, especially to counter the inequality indicators. These organizations have demonstrated capacity to promote change, causing changes in the social structure, influencing new practices and causing new social relationship models of gender equality. La metodologá­a desarrollada es la investigación documental y realización de entrevistas con presidentes de tres ONGs que actúan en el paá­s. Las ONGs han criado condiciones que aseguran la igualdad entre hombres y mujeres, con énfasis en la promoción del empoderamiento de las mujeres, sobretodo, para contraponer los indicadores de desigualdades. Women have the same status as the man. There is no differences of status and human right between women and men. Both men and women have the same function in the social life. In the long history, women had the important role. With their achievement, Islam has given the large area to the women in doing good action and heroic. Islam has shown a good position for the women in social life. In the global area, the role of women and men had changed. Women tends to get the public role. The tendencies of women change is because of the opened opportunities for the women. This Phenomenon gives the opportunities to the women to express their  potential. But it will be  a problem if the women don’t understand the role of gender totally. So, counseling has to give the right understanding  in expressing their potential.

The role of gender is very important in popular songs. The authors in this paper have chosen several songs where we can see the significance of the role that men and women have nowdays in the society. The author analyses the lyrics of the songs, classifies the verbs, nouns and adjectives and studies their relationship with the social roles of men and women. En este trabajo se pretende observar el papel del género en una muestra de canciones populares. Para esto se han seleccionado una serie de canciones que por su contenido pueden ser de relevante importancia en el papel que las mujeres y hombres desempeñan actualmente en la sociedad. En las canciones se analizará la letra, donde se hará una clasificación de verbos, sustantivos y adjetivos, en función de que éstos sean masculinos o femeninos, con esto se hará un sistema de categorías en función de las acciones, según los verbos utilizados y su alusión a los hombres y a las mujeres, de los adjetivos calificativos que se utilizan para unos y otros y de las funciones sociales que desempeñan cada uno.

The article studies the main stages and features of the evolution of the public administration system in the Republic of Estonia after 1992. This paper presents brief geographical and socio-economic characteristics that largely determine the development of the country’s public administration. The evolution of the institution of the presidency, executive, and legislative powers are considered. The role of parliament and mechanisms for coordinating the interests of different groups of the population for the development of the country is especially emphasized. The authors analyze the state and administrative reforms of recent years, which were aimed at improving the quality of services provided to the population, increasing the competitiveness of different parts of Estonia, as well as optimizing public spending and management structure. The introduction of digital technologies into the sphere of public administration, healthcare, education, and the social sphere is of a notable place. Such phenomena as e-residency, e-federation, and other digital projects are considered. The development of a digital system of interstate interaction between Estonia and Finland made it possible to create the world’s first e-federation, and the digitization of all strategically important information and its transfer to cloud storage speaks of the creation of the world’s first e-residency, a special residence of data outside the country’s borders to ensure digital continuity and statehood in the event of critical malfunctions or external threats.

Reflection about the role of community engagement and corporate social investment in Brazil, associated with the presence of a large economic enterprise, is the major stimulus of this chapter. It seeks to present how cross-sector governance can contribute to the social development of a city and how this process can be led by a partnership comprising a corporate foundation, government, and civil society. The concept of the public–private social partnership (PPSP) is explored: a strategy for building a series of inter-sectoral alliances aimed at promoting the sustainable development of territories where the company has large-scale enterprises, through joint efforts towards integrated long-term strategic planning, around a common agenda. To this end, the case of Canaã dos Carajás is introduced, a municipality in the State of Pará, in the Amazon region, where large-scale mining investment is being carried out by the mining company Vale SA.

Purpose The purpose of this paper is to analyse the 2016 elections for Police and Crime Commissioners (PCCs) and to compare them with those that took place in 2012. It seeks to evaluate the background of the candidates who stood for office in 2016, the policies that they put forward, the results of the contests and the implications of the 2016 experience for future PCC elections. Design/methodology/approach This paper is based around several key themes – the profile of candidates who stood for election, preparations conducted prior to the contests taking place, the election campaign and issues raised during the contests, the results and the profile of elected candidates. The paper is based upon documentary research, making particular use of primary source material. Findings The research establishes that affiliation to a political party became the main route for successful candidates in 2016 and that local issues related to low-level criminality will dominate the future policing agenda. It establishes that although turnout was higher than in 2012, it remains low and that further consideration needs to be devoted to initiatives to address this for future PCC election contests. Research limitations/implications The research focusses on the 2016 elections and identifies a number of key issues that emerged during the campaign affecting the conduct of the contests which have a bearing on future PCC elections. It treats these elections as a bespoke topic and does not seek to place them within the broader context of the development of the office of PCC. Practical implications The research suggests that in order to boost voter participation in future PCC election contests, PCCs need to consider further means to advertise the importance of the role they perform and that the government should play a larger financial role in funding publicity for these elections and consider changing the method of election. Social implications The rationale for introducing PCCs was to empower the public in each police force area. However, issues that include the enhanced importance of political affiliation as a criteria for election in 2016 and the social unrepresentative nature of those who stood for election and those who secured election to this office in these contests coupled with shortcomings related to public awareness of both the role of PCCs and the timing of election contests threaten to undermine this objective. Originality/value The extensive use of primary source material ensures that the subject matter is original and its interpretation is informed by an academic perspective.

Marriage has long been linked to lower risk for adult mortality in population and clinical studies. In a regional sample of patients ( n = 569) undergoing cardiac surgery, we compared 5-year hazards of mortality for married persons with those of widowed, separated or divorced, and never married persons using data from medical records and psychosocial interviews. After adjusting for demographics and pre- and postsurgical health, unmarried persons had 1.90 times the hazard of mortality of married persons; the disaggregated widowed, never married, and divorced or separated groups had similar hazards, as did men and women. The adjusted hazard for immediate postsurgical mortality was 3.33; the adjusted hazard for long-term mortality was 1.71, and this was mediated by married persons’ lower smoking rates. The findings underscore the role of spouses (both male and female) in caregiving during health crises and the social control of health behaviors.

This research is motivated by the leadership role of the aperture on the performance of the District Social Welfare Section of Bone Bolango, and addressing what led to the apparaturs can not improve its performance. Location / object of research in the Social Welfare Section of Bone Bolango District Secretariat, the research method used is descriptive qualitative data sources from the observation, interviews, and documentation. Informants were interviewed 6 (six) in the form of Deputy. Section, and staff,. Data analysis was done by analysis that includes observation, identification of the problem, determine the focus of the problem, collect the data source, making the analysis of data, and making conclusions. Results of the study found the following: 1. a leader as an innovator has yet to make staff / subordinates capable of reviewing what to expect, 2. Leadership as a motivator, in this case has not been fully motivate / encourage the morale of staff, 3. Leadership as a facilitator in accordance interviews some say has not been able to realize the needs of the staff and the organization, 4. Chief said as a mobilizer, there are leaders who have not been able to steer and drive the duties and functions, so the quality of the resulting performance apparatus has not been able to realize the needs of the organization. As for the hope of Bone Bolango District Government, is where all the apparatus that is required to dedicate itself to the development of more specialized areas within the public welfare.
