Everyone necessitate communication technology in this information era. By use of modern technology, everyone should prefer wireless service without using bundle of wires. Colleges, shopping malls, corporate offices, coffee shops, construction buildings and restaurants provide Wi-Fi service to customers. Wi-Fi service allows data and voice transmissions over connected devices in same network. Proposed paper presents development of voice call transfer service that processes incoming telephone call which uses Wi-Fi as communication medium for voice transmission between smart phone and tablet. The proposed method allows real time communication transferred over wifi using IP between smart phone and tablet at no cost. Wi-Fi enabled smart phone and tablet are connected to the router or wifi access point to provide communication between caller and tablet user. Proposed paper develops cost effective, easy and reliable voice communication over Wi-Fi which provides good and comfort experience to user.

<p><span style="font-family: Times New Roman; font-size: medium;">In recent years, the proliferation of the Internet of Things (IoT) has kick started the home and office automation in a very rapid manner. The paper demonstrates a cost effective implementation of an IoT system for managing the visitors in an office environment. The automation system comprises low cost NodeMCU based Wireless Transmitter, NodeMCU based Wireless Display Unit and an android mobile phone. The mobile phone also serves as wireless Access Point to which the Wireless Transmitter and the Wireless Display Units are wirelessly connected for exchanging the messages using UDP protocol. The Wireless Transmitter and the Wireless Display Units are kept in the visitor’s waiting area. The consulting person possesses an android mobile phone in which the automation software is installed. The visitor enters a message using the Wireless Transmitter and notes down the acknowledgement token number sent by the automation software. When the consulting person checks this message, the same token number is sent to the Wireless Display Unit signaling the visitor to consult the person. </span></p>

There is global consensus on the need for information and communication technology (ICT) to support digital transformation in public administration. This is specifically true in decentralized public administration, where the stakeholders need a modern technology that integrates them. This study examines the emerging challenges and prospects of digital transformation and the stakeholders’ integration in urban land administration in Mekelle City, Ethiopia. An interpretive paradigm, qualitative analytical method, and case study strategy were adopted for this study. A total of 78 interviewees comprising 30 auctioneers, 20 experts, 20 officials, 4 judges, and 4 prosecutors participated based on the data saturation principle. The study revealed that digitalized land administration offers opportunities to reduce civil servants’ workload, improve cost-effective service delivery, and enhance trust between the municipal government and its clients. However, the system of urban land administration in the city is not digitalized due to financial limitations and leadership challenges. Furthermore, this study revealed a low level of stakeholders’ integration in Mekelle due to the lack of proper implementation of e-government, e-service, and e-participation, including lack of commitment by the stakeholders. Thus, a non-digitalized land administration system, insufficient capacity, and weak monitoring and evaluation systems impeded the client’s pursuit of enhanced municipal government services.

AbstractFor their food needs, the people in Long Midang Village still apply traditional values or local wisdom in the utilization and processing of rice cultivation, especially rainfed lowland rice. This research aims to identify local wisdom that has existed and still being maintained, knowing the factors that cause local wisdom to be maintained or abandoned, and formulating strategies to maintain local wisdom. This study uses a qualitative descriptive analysis method and SWOT analysis tool, data obtained through in-depth interviews. The results showed there are 38 local wisdoms in Long Midang Village, 22 local wisdoms are retained while 16 local wisdoms are removed, the factors that cause local wisdom have been maintained are the availability of organic fertilizers, the use of cheaper traditional tools, land preservation and respect for ancestral heritage. The factors that cause local wisdom have been abandoned are changes in insight/knowledge and more efficient modern technology. Strategies to strengthen local wisdom using aggressive strategies (S-O) namely increasing the use of buffalo in cultivating land as a cost-effective and environmentally friendly local wisdom as well as maintaining mutual cooperation wisdom. Key words: Local Wisdom, Rainfed Rice, SWOTAbstrakDalam memenuhi kebutuhan pangannya, masyarakat di Desa Long Midang masih memegang kuat nilai-nilai tradisi adat atau kearifan lokal yaitu dalam pemanfaatan dan pengolahan budidaya padi khususnya padi sawah tadah hujan. Penelitian ini bertujuan untuk mengidentifikasi kearifan lokal yang pernah ada dan yang masih dipertahankan, mengetahui faktor-faktor yang menyebabkan kearifan lokal terus dipertahankan atau ditinggalkan, dan merumuskan strategi dalam mempertahankan kearifan lokal. Penelitian ini menggunakan metode analisis deskriptif kualitatif dan alat analisis SWOT, data diperoleh melalui wawancara mendalam. Hasil penelitian menunjukkan kearifan lokal di Desa Long Midang berjumlah 38, kearifan lokal yang dipertahankan sebanyak 22 sedangkan kearifan lokal yang ditinggalkan sebanyak 16, faktor-faktor penyebab kearifan lokal di pertahankan adalah tersedianya pupuk organik, penggunaan alat-alat tradisional yang lebih murah, kelestarian lahan dan penghargaan terhadap warisan leluhur. Faktor-faktor penyebab kearifan lokal ditinggalkan adalah perubahan wawasan/pengetahuan dan perkembangan teknologi modern yang lebih efisien. Strategi penguatan kearifan lokal menggunakan strategi agresif (S-O) yaitu meningkatkan penggunaan kerbau dalam pengolahan lahan sebagai salah satu kearifan lokal yang hemat biaya dan ramah lingkungan serta mempertahankan kearifan gotong royong.Kata kunci: Kearifan Lokal, Sawah Tadah Hujan, SWOT

<p>The present paper describes developments in the design of the most common types of movable bridges – Bascule bridges and Swing Bridges. The selection of design concepts is influenced by span, foundation conditions as well as environmental issues. Application of modern hydraulic systems and innovative bearing types for swing bridges facilitate the creation of outstanding designs. Recently built moveable bridges in Denmark exemplifies the trend and how application of modern technology and creativity can lead to outstanding solutions. There are many governing parameters such as the span, free opening height and loading conditions. Equally important issues such as surroundings, landscape, foundation conditions, requirement to low weight, achievable tolerances and from a mechanical point of view, the operation time. Risk assessment, mechanical- and electrical systems and the requirement to operation time and maintenance cost, will have influence on the selection of machinery and the architectural and structural design. For each of the moveable bridges described, it is shown how innovative application of modern bearing concepts and hydraulic systems can lead to elegant and cost-effective solutions.</p>

Abstract One of the common rotating machines of the consumer electronics might be a washing machine. The rotating machinery normally suffers mechanical failures even during daily operations that results in poor performance or shortening lifetime of the machine. Therefore, engineers have been interested in the earliest fault diagnosis of the rotating machine. Existing fault diagnosis methods for rotating machines have used fast fourier transform (FFT) method in frequency domain to detect abnormal frequency. However, it is difficult to diagnose using the FFT method if the normal frequency components of the rotating machines overlaps with the fault frequencies. In this paper, sets of acoustic signals generated by the washing machines are collected by using a smart phone in which an inexpensive microphone is equipped, and collected data are analyzed using a new algorithm, which combining the skewness, kurtosis, A-weighting filter, high-pass filter (HPF), and FFT. The analyzed data is applied to support vector machine (SVM) to determine defect existence. The proposed algorithm solves the disadvantages of the existing method and is accurate enough to discriminate the data collected by the cheap microphone of the smart phone.

GSM-Railways (GSM-R) is the current standard for railway voice and data communication. GSM-R provides railway specific voice services, such as Railway Emergency Call (REC). GSM-R provides also the European Train Control System (ETCS), which offers in-cab signaling and Automatic Train Protection (ATP). Despite these features and services, GSM-R has various major shortcomings. Therefore, alternative technologies are considered to replace GSM-R and become the next generation railway mobile communication network. 3GPP Long Term Evolution (LTE) is a likely candidate for GSM-R replacement. LTE is more efficient, flexible and offers much higher capacity, which allows the railway network to provide new communication-based applications for railways. Most of the research on LTE in railways has been focused on data-based railway applications (ETCS signaling and other). Nevertheless, voice communication is still a crucial service for railways. Regardless of its advantages, LTE can only become a railway communication technology if it provides voice communication fulfilling railway requirements. This paper presents how Voice over LTE (VoLTE) can be used to build railway communication services. Examples of Railway Emergency Call and One-to-One Call are provided. Service performance, in terms of call setup times and voice transmission quality, is analyzed in simulation scenarios modelling two railway scenarios in Denmark.

Context The field of pathology is driven by microscopic images. Educational activities for trainees and practicing pathologists alike are conducted through exposure to images of a variety of pathologic entities in textbooks, publications, online tutorials, national and international conferences, and interdepartmental conferences. During the past century and a half, photographic technology has progressed from primitive and bulky, glass-lantern projector slides to static and/or whole slide digital-image formats that can now be transferred around the world in a matter of moments via the Internet. Objective To provide a historic and technologic overview of the evolution of microscopic-image photographic tools and techniques. Data Sources Primary historic methods of microscopic image capture were delineated through interviews conducted with senior staff members in the Emory University Department of Pathology. Searches for the historic image-capturing methods were conducted using the Google search engine. Google Scholar and PubMed databases were used to research methods of digital photography, whole slide scanning, and smart phone cameras for microscopic image capture in a pathology practice setting. Conclusions Although film-based cameras dominated for much of the time, the rise of digital cameras outside of pathology generated a shift toward digital-image capturing methods, including mounted digital cameras and whole slide digital-slide scanning. Digital image capture techniques have ushered in new applications for slide sharing and second-opinion consultations of unusual or difficult cases in pathology. With their recent surge in popularity, we suspect that smart phone cameras are poised to become a widespread, cost-effective method for pathology image acquisition.

Business Hotel and Convention Hall Selayang design start with looks of the business improvement in Medan Ring Road. Medan Ring Road has several new shopping malls and another business center. Medan Selayang District becomes the location of design because it is not located too far from the downtown and the ring road. The site refers to RDTR (Detailed Spatial Plan) Kota Medan 2035 is a commercial area which suitable to design hotel and convention hall as a commercial building. The site is located in a master plan which contains other several commercial buildings; they are a youth center, a museum of art, and shopping mall. The design of this hotel and convention hall have a concept of neo-vernacular architecture which is referred to Malay Architecture in Medan because Medan culture starts from Deli Serdang Empire which has Malay culture and architecture. Therefore, Malay Architecture is rarely visible in Medan City. Malay architecture in Medan is potential to entertain the customers and show to the local communities about the origin of Medan. The hotel design uses modern technology that mix with architecture elements in Malay Architecture. The convention hall design shows big Malay roof to be the point of view. The shape of the buildings is designed from suppression of the site shape.
