Road safety in the Republic of North Macedonia is the primary social responsibility of all organizations and individuals whose ultimate goal is to achieve optimal traffic safety. The increased number of vehicles, the traffic intensity on all roads, as well as the degree of traffic indiscipline among certain traffic participants, are the main factors that affect the safety situation both in terms of the volume of accidents and the consequences arising from them. The subject of the research are the traffic accidents that occurred in the period from 2010 to 2019 on the territory of the Republic of North Macedonia, the factors that influence their occurrence and the criminal acts against the safety of the public traffic in the mentioned period. The purpose of this paper is to research the statistical indicators for the number of traffic accidents and those accused of crimes against public traffic safety in the period from 2010 to 2019 and on their basis to determine the reasons for their occurrence and propose measures and activities that will affect their reduction in the near future according to world trends.

In the absence of a detailed profile and assessment of the road traffic safety situation in the Republic of Macedonia, the paper will show the analysis by calculating and comparing the direct relative indicators for deaths from traffic accidents in relation to the total population (public risk), the total number of vehicles (traffic risk) and the total number of passenger-kilometres (dynamic traffic risk). Their established trends in the period 2005-2014 will also be shown and then compared with the levels in other European countries. Within the risks, there is additionally the risk of suffering that takes into account the consequences of accidents to people (human losses, heavy and light bodily injuries), which will be calculated and analysed for the area covered by the eight Sectors for Internal Affairs (SIA) in the Republic of Macedonia. For this purpose maps of the public risk of suffering from accidents on the roads will be made, which will closely show the traffic safety situation in the country. The diagnosing of the traffic safety situation will contribute to the creation of new measures and activities or improving the existing ones by the competent authorities in order to promote the road traffic safety.

Traffic accidents are a serious problem in every society. Traffic safety is a science that analyzes road accidents with material damage, lightly injured, severely injured and killed persons. This paper proposes that road safety investment can be optimised by the development of a road safety management model. Road safety strategies typically include a basket of engineering, enforcement and education/training measures but there does not appear to be any management model which permits the optimisation of road safety investment. The proposed model utilises linear programming to predict changes in road safety resulting from safety interventions. It is mainly based on research in the areas of engineering and enforcement since there is little published research on the correlation between education and accident reduction. The model output provides the accident reduction and associated costs resulting from feasible road safety strategies. This should benefit policy makers when allocating resources. This example will be good experience for Traffic safety management system in the Republic of Macedonia.

In the context of rapid increase in car drivers and all citizens being drivers, the driving experience of traffic accident perpetrators has showed a shorter trend. The driver is an important factor that influences the traffic accident, and the drivers behaviors such as speeding, driving on wrong lane and others are the main factors causing traffic accidents. As for the human factor influencing the traffic safety, it is very important to conduct road safety education and publicity work.

This paper looks at public and business attitudes towards artificial intelligence, examining the main factors that influence them. The conceptual model is based on the technology–organization–environment (TOE) framework and was tested through analysis of qualitative and quantitative data. Primary data were collected by a public survey with a questionnaire specially developed for the study and by semi-structured interviews with experts in the artificial intelligence field and management representatives from various companies. This study aims to evaluate the current attitudes of the public and employees of various industries towards AI and investigate the factors that affect them. It was discovered that attitude towards AI differs significantly among industries. There is a significant difference in attitude towards AI between employees at organizations with already implemented AI solutions and employees at organizations with no intention to implement them in the near future. The three main factors which have an impact on AI adoption in an organization are top management’s attitude, competition and regulations. After determining the main factors that influence the attitudes of society and companies towards artificial intelligence, recommendations are provided for reducing various negative factors. The authors develop a proposition that justifies the activities needed for successful adoption of innovative technologies.

This paper presents estimation of the traffic accident costs in Serbia, based on original dominant costs model. Dominant costs model uses human capital approach and this model is developed for simple and quick calculation of the traffic accidents costs, because other simple methods as 1 million rules, are not suitable for estimation of the traffic accident costs in the countries with a low GDP per capita. Knowing the costs of traffic accidents is of crucial importance for establishing traffic safety to the level defined by the size of costs made as a consequence of unsafely. So, politicians, decision makers and stakeholders in the field of traffic safety often need quick estimation of the traffic accident costs and economic effects of the particular measures which are applied for decreasing the number and severity of traffic accidents. The estimation of the level of the traffic accidents costs in Serbia, based on the official data (from the Ministry of Interior of the Republic of Serbia) about traffic accidents in Serbia for 2008 is shown in this paper and the comparison between predicted and calculated value of the traffic accident costs for 2009 is also presented.

The results of lengthy thorough investigations into traffic safety situation show that the percentage of pedestrians getting involved in road traffic accidents on Lithuanian roads is significantly higher (more than 33 % of the total number of injury and fatal accidents) than that compared to the other European Union member-states. The article studies traffic safety problems and their factors causing the largest influence on the occurrence of these accidents. Considering valuable experience gained by foreign countries, investigation was carried out to establish general and main factors causing insufficient road safety conditions and significance of these factors to road safety. The article also shows the main activity improving road safety in Lithuania and discusses the effectiveness of strategic and local (temporary and long term) measures to improve conditions for pedestrian road safety.

The safety of road traffic in small towns in the Republic of Croatia is not at a satisfactory level. As proof, the safety of road traffic participants in the area of the town of Nova Gradiška and its wider environment has been studied and analyzed. The paper includes the available data in the period from 2000 to 2007. The analysis and the assessment of road traffic safety can be applied also to other towns and counties of the Republic of Croatia. Having in mind that there are 531 settlements in the Republic of Croatia (119 towns and 412 districts), out of which only 78 are larger than 10,000 inhabitants or 14.69% of the total number, which means that the analysis could be made for any settlement in the Republic of Croatia. The road traffic safety assessment was conceived according to the modified Smeed model which may be applied for any settlement or town. The road traffic safety analysis has led to the conclusion that safety of all the traffic participants is endangered. This paper provides solutions about what has to be done in order to reduce the danger to all the road traffic factors. KEY WORDS: drivers, traffic, traffic accidents, safety and small towns

The article is devoted to a study of administrative and legal enforcement actions against violators of road safety (RS) laws used in the Republic of Kazakhstan and some foreign countries. The aim of the present article is to analyze ways of bringing to justice the perpetrators of traffic offences in the national legislation of Kazakhstan and some foreign countries, to assess their effectiveness and the possibility of using foreign experience in the national legal field. The article examines the foreign organizational and legal experience in the application of administrative responsibility for violators of RS laws and the administrative regulations of Kazakhstan; the conclusions have been made, and the recommendations for further improvement of measures to bring to justice violators of RS laws have been given. The author subjects the use of the fine as the main mechanism for bringing to justice perpetrators of the traffic violations to fair criticism. Based on the study of normative materials on administrative law and the experience of foreign countries in counteraction to RS violations, the author suggests ways to eliminate causes and conditions for committing traffic safety violations and formulates the proposals for further improvement of the administrative legislation of the Republic of Kazakhstan, in particular, excluding the prevarication when using the data of photo and video fixation of traffic offences. The main provisions and conclusions of the article can be used in scientific and practical activities in addressing the issues of law violation prevention, the comparative characteristics of the norms of responsibility for RS violations of Kazakhstan and foreign countries laws, and in the subsequent reform of statutory regulations on administrative offences.

The paper analyzes the changes in the number of traffic accidents fatalities in the Republic of Serbia. The statistical significance of the change in the number of fatalities in relation to the period before and after the application of the new Law on Traffic Safety was tested. The results indicate the significance of the change in the total number of fatalities, fatalities of drivers of passenger cars, motorcyclists and mopedists, fatalities of male persons and young people.

Relevance. The paper is devoted to problems of ensuring road traffic safety in Russia, which is the public task of great importance involving the implementation of the policy for protecting people's health, life, and property.Intention. To look for ways of optimizing and implementing the measures aimed at preventing the technogenic emergencies.Methodology. To analyze the indicators of road traffic accidents in the Russian Federation over five years as well as the federal laws in the field of road traffic safety.Results and Discussion. Risk factors of traffic accidents include: alcohol intoxication, speed limit exceeded, overtaking in the wrong place, driver talking, smoking while driving, driver fatigue. In the Russian Federation, there is a persistent downward trend in the number of accidents. In 2019, 164,358 traffic accidents (-2.2 %; all comparisons vs 2018) occurred, 16,981 (-6.8 %) persons died, 210,877 (-1.9 %) persons were injured. According to the Ministry of Internal Affairs, the number of accidents due violation of the Road Rules by drivers was 146,688 (-1 %); 14,420 (-5.7 %) persons died and 195,037 (-0.8 %) persons were injured. In 2019, road traffic accidents caused by drunk drivers tended to decrease (12,040; -3.5 %); 11,510 (-4 %) persons died and 160,725 (-0.4 %) persons were injured.Conclusion. Drivers' health is directly related to road traffic safety; health promotion would contribute to decreasing the number of road traffic accidents and traffic-related injuries.
